CBI files 3 fresh cases in CWG scam
Raids 20 premises of NDMC & CPWD officials, contractors in Delhi, Mumbai & Kolkata

New Delhi, March 10
The CBI today registered three fresh cases and carried out searches at over 20 premises of officials of NDMC and CPWD, consultants and companies across three cities in connection with “irregularities” in the Rs 160-crore renovation of two Commonwealth Games venues.

After registering the cases, CBI sleuths zeroed in on at least 20 locations spread across Delhi, Mumbai and Kolkata, which included offices and residences of six NDMC and two CPWD officials here, two companies and a consultant involved in the renovation project -- and recovered cash and incriminating documents, official sources said.

“The accused allegedly abused their official position and awarded contracts in the matter of upgradation and renovation of Shivaji and Talkatora Stadium at exorbitant rates, by inflating the cost to private firms which has resulted in wrongful gain to the private persons and firms and corresponding loss to the NDMC,” the official said.

The agency has registered eight cases so far while probing the alleged corruption in the 14-day sporting extravaganza held last October.

The consultants engaged for the renovation project, Raja Adari, also came under the CBI’s scanner as searches were conducted at the office of its director Uday Bhatt in a five-star hotel here and another office in Worli (Mumbai) official sources said. It is alleged that the Raja Adari Consultants won the contract for renovating and upgrading Shivaji and Talkatora Stadium even though the firm did not fulfill the required conditions.

The probe showed renovation projects that were awarded to China Railway Shisiju Group Corporation were allegedly “sublet” to Simplex Projects at a lower price. The sleuths searched the offices of Simplex Projects in Kolkata and Delhi and of China Railways in the Capital, sources said. During searches at the residence of NDMC executive engineer JK Katyal in Ramesh Nagar here, the CBI recovered Rs 10 lakh from his home and Rs 12.59 lakh from two bank lockers, Rs 20 lakh of fixed deposit receipts and documents papers of the purchase of a flat worth Rs 23 lakh in Ghaziabad, sources said.

The teams searched the offices and residences of other retired and serving NDMC officials, which included the then engineer-in-chief KK Motraja, NDMC superintendent engineer RS Thakur, chief architect Sanjiv Sengupta, superintendent engineer VP Gupta, and Executive Engineer VK Gulati, they said. — PTI

CBI to quiz Kanimozhi in 2G scam

The CBI is preparing to examine Tamil Nadu Chief Minister M Karunanidhi’s daughter Kanimozhi in connection with the 2G Spectrum allocation scam. The scam is also being investigated into by the Parliament’s Public Accounts Committee (PAC).

“Kanimozhi’s questioning is imminent. She will be interrogated before March 31,” a top source in the CBI said here today.

Meanwhile, AP Singh, CBI Director, met PAC Chairman Murli Manohar Joshi in the Parliament House during the day.

This was AP Singh’s second audience with the PAC chief. He first deposed before the PAC on February 15 and said the loss due to Spectrum allocation could be about Rs 50,000 crore. This is almost the double of Rs 22,000-crore loss projection the CBI had originally made in its FIR in the case.

The Supreme Court has asked the investigator to file charges in the matter by March 31 and CBI sources say the charges cannot be finalised until DMK’s Rajya Sabha member Kanimozhi is quizzed to examine the alleged flow of Rs 200 crore from DB Realty, the firm promoted by Swan Telecom owner Shahid Balwa, to Kalaignar Television, in which the family members of DMK patriarch Karunanidhi hold major stakes.

The matter for investigation is whether there was any quid pro quo (exchange) when Balwa allegedly transferred funds to the regional Tamil channel after he himself got Spectrum allocated to his telecom firm at meagre prices with the help of A Raja as the telecom minister.

Both Balwa and Raja are now in the Tihar Jail for their role in the scam. As for Kanimozhi, she is said to own 20 per cent stake in Kalaignar television.

While the CBI clarified that Kanimozhi’s questioning was a matter of time, it sidestepped the expected interrogation of Karunanidhi’s wife Dayalu Ammal on grounds that Ammal was a sleeping partner in Kalaignar television and would not yield information that could be critical to the case. However, Kalaignar TV’s manager Sharat Kumar would be questioned though he has once denied the exchange of funds from Balwa’s firm to the channel.

Amidst these developments, it remains to be seen what outcome the interrogation of Kanimozhi would yield. The news of her CBI interrogation comes three days after the DMK and the Congress, after much speculation of failure, arrived at an amicable seat-sharing settlement for the forthcoming Tamil Nadu elections. The DMK patriarch obviously wants protection for his daughter after their Dalit leader A Raja has had to go down in the case.

Meanwhile, the CBI today shared with the parliamentary panel chief some more details on the criminal investigation part of the case that has led to several arrests, including those of Raja, former telecom secretary Sidhartha Behura and Raja’s aide RK Chandolia. Raja was arrested on February 2. It was followed by Balwa’s arrest on February 8.

The government came under fire in Parliament for the second day today over the fate of Indian sailors held hostage by Somali pirates even as it assured agitated members that it would do everything possible to secure their release. The External Affairs Ministry said that with the release of 11 Indian sailors, who were on board ‘RAK Afrikana’, 53 Indian nationals were now in the custody of Somali pirates. They were held hostage after the capture of five ships-MV Iceberg, MV Suez, MT Asphalt Venture and M V Sinin (all Panamian flags) and Savina Caylyn (Italian flag).

The ministry said the Indian Missions concerned have been in regular touch with ship owners and their country’s governments to secure the release of Indian nationals.

With pressure mounting on the government to ensure safe release of Indian sailors, External Affairs Minister SM Krishna informed the Rajya Sabha that the government had to exercise restraint because any emotive response could put the captives' lives at risk. “There is no use getting worked up. Let us be very objective in our assessment of the situation. We will have to exercise restraint but at the same time we will have to make vigorous efforts through back channels...there can not be any time limit,” he said.

However in response to a query by BJP’s SS Ahluwalia whether the government had contacted the UN body dealing with piracy, the minister could not give a satisfactory reply.

“There is a Contact Group on Piracy off the Coast of Somalia. It is constituted by the UNSC. Have you contacted them till today….Have you contacted them on this issue? Do you know the agency?’’ Ahluwalia asked. All Krishna could manage in response was : “I will have to get the information on this particular aspect which my friend, Mr. Ahluwalia, has raised and I will certainly supply him the information as soon as I get hold of it”.

The reply led some members to remark sarcastically that it was strange the way the government and its ministers were functioning.

Responding to CPM member Sitaram Yechury’s query on what was the status of the proposal for a joint patrol by the countries concerned to avoid such incidents, Krishna said efforts were on to work out a joint effort by all those countries whose nationals were harassed by Somalian pirates.

“The PM said the Centre would talk to the ship owners and negotiate with the governments concerned (Dubai and Somalia) to release our people. But over 200 days have already passed. For us, this wait is becoming even more agonising,” Ambala-based Regan Singh today told The Tribune. Since March 29, 2010 when Dubai-based ship MV Iceberg-I was taken in by the Somali pirates, Regan has been living in the hope of seeing his kidnapped brother Jaswinder one more time. In this pain, he has 21 partners - all family members of 12 Indian sailors who haven’t returned home for more than a year. Six hostages each are trapped on two hijacked ships - MV Iceberg-I and MV Suez. The latter was captured by the Somali pirates off the Gulf of Aden on August 2 last year. Ask the families what they want and they reply in one voice: “The government has to take a proactive stand. The ship owners are not interested. Direct engagement with the pirates is needed. We are losing time,” said Shamsher Singh, whose son Satnam is held.

Incidentally, Dhiraj Tiwari, one of Indian sailors aboard MV Iceberg, recently called his parents to narrate his woes. He spoke of how one crew member had died and his body stashed away in a freezer and how the pirates were making them live on half a bottle of water a day. “We just want our wards back. Dheeraj said the ship owner was willing to pay only a certain amount of money while the pirates wanted more. The situation is alarming,” Purushottam Tiwari, Dheeraj’s father said.

Amidst reports that he had been summoned to explain himself by BJP president Nitin Gadkari, Karnataka Chief Minister BS Yedyurappa rushed to the Capital, a day after JD-S leader HD Kumaraswamy charged him with corruption.

Sources close to Yedyurappa claimed it was just a courtesy call since he had not been able to meet the BJP president during his recent visit to Bangalore. Formally, too, BJP spokesman SS Ahluwalia denied the former Karnataka Chief Minister’s allegation saying, “The state government has not done any favour after or before (the donation was given).” Kumaraswamy had yesterday alleged that various companies and firms donated Rs 27.18 crore to a trust run by Yedyurappa’s son and released documents claiming a quid pro quo between donations and favours to these companies and individuals.

In effect, the Yedyurappa family trust had raised Rs 27.18 crore by “misusing the office of the chief minister,” Kumaraswamy held.

He also denied that Yeddyurappa had been summoned by the party's central leadership. “His visit had been scheduled earlier,” he said, ruling out Yeddyurappa stepping down in the wake of this latest controversy. Kumaraswamy had alleged that the trust had received Rs 10 crore in donations from developers and a public limited mining firm among others. 

BJP cautious



Insiders indicated that the BJP had already faced huge embarrassment on account of the Karnataka CM and could not afford his name being linked to another scandal and had, therefore, summoned Yedyurappa right after Kumaraswamy’s disclosure.

S-band deal termination notice sent to Devas: Govt

With the government deciding to scrap the controversial deal between ISRO’s commercial arm Antrix and the Indian unit of a US firm, a notice to terminate the agreement for lease of the premium S-band spectrum has been served to Devas.

“Antrix has sent the agreement termination notice to Devas on February 25,” Minister of State in Prime Minister's Office V Narayanasamy told members during Question Hour in the Rajya Sabha today. He said that following complaints and keeping in mind the needs of defence, paramilitary forces, railways and other public utility services, the Cabinet Committee on Securities had on February 17 directed Antrix to annul the agreement for the S-band spectrum deal. The Antrix-Devas agreement had a ‘force majeure’ clause wherein the pact could be terminated if the S-band spectrum was required by the government, Narayanasamy said.

“On receipt of complaints about implementation of the agreement in November 2009, the Department of Space had set up a committee on December 8, 2009 chaired by Dr BN Suresh, a former member of the Space Commission,” he said. The committee had in July last year recommended annulling the Antrix-Devas agreement.

As per the memorandum of understanding signed in July 2003 between Antrix Corp and Forge Advisors of USA, Antrix had entered into an agreement with Devas Multimedia Pvt Ltd on January 28, 2005 for leasing part of the space segment capacity in S-band on two geostationary satellites.

The agreement provided for leasing of 90 per cent of the space segment capacity by Antrix to Devas on two satellites for 12 year. Devas was to lease transponder capacity from the two satellites at a cost of $300 million (approximately Rs 1,350 crore) over 12 years.

The minister said that the government had also constituted a high-power committee to review the deal’s technical, commercial, procedural and financial aspects. It will also suggest “corrective measures and fix responsibility for lapses,” he said, adding the panel would submit its reports “very shortly”.

The Left today said that by linking rising food prices to increasing consumption by the poor the government was putting the blame for inflation on poor and asking the common man to live with it.

Participating in discussion on the Budget in the Rajya Sabha, CPM leader Brinda Karat said the government was linking food inflation to higher purchasing power among the poor resulting from employment programmes like MNREGA.

“What kind of an argument is this when there is so much malnourishment in the country," she asked, adding that the same argument was given by former US President George W Bush when global food prices had increased in 2008. ”I request the Finance Minister not to blame the poor for eating more. This is Bush's language,” she said. Describing price rise as “unlegislated tax”, the CPM leader said the budget favoured only the rich and the corporates while the resource mobilisation had been shifted to the working class. Referring to the “outrage” on the proposal to levy five per cent service tax on health diagnostics, Karat said that in India do not dare to fall sick as even your sickness is going to be taxed.— TNS

A month after the Central Information Commission (CIC) directed the West Bengal police to provide security to the IIT Kharagpur professor who blew the lid on widespread irregularities in JEE selections, a top Supreme Court lawyer today joined the issue, seeking Human Resource Development Minister Kapil Sibal’s intervention in the matter.

In a letter to HRD Minister Kapil Sibal (also Chairman of the IIT Council) and the chairman of IIT Kharagpur’s Board of Governors, Prashant Bhushan, petitioner in the IIT-JEE irregularity PIL pending before the Supreme Court, today sought an end to the harassment and victimisation of IIT Kharagpur professor Rajeev Kumar, the whistleblower in the case.

Kumar had used the Right to Information Act to expose several hitherto concealed details of the IIT-JEE system of evaluation and marking. He had earlier approached the CIC for protection alleging threat and victimisation from the top IIT guns.

“I urge you that Professor Rajeev Kumar is not harassed since he is 
the whistleblower otherwise I would be constrained to raise the matter before the Supreme Court where the case is pending,” Prashant Bhushan said today in his letter.

The Commission, in its protection order for Kumar, said: “The appellant has informed us that he has been threatened, harassed and victimised by the director, deans and the registrar of IIT Kharagpur since he is filing RTI applications and exposing certain wrong doings. We direct the Kharagpur ASP to ensure that proper security is provided to Professor Rajeev Kumar after making assessment of the threats he has been receiving. If any physical harm comes to him, the police will be held responsible of not having performed its duty.”

Now Bhushan, also head of the PIL Centre here, has backed Kumar on the issue, which involves the protection of whistleblowers. 

Giving cover

* The government had on August 26 last year introduced in the Lok Sabha a Bill to expand the definition of whistleblowers to cover anyone who makes a disclosure of public interest. Hitherto, only a public servant could be a whistleblower.

* This Bill was introduced after the murder of environmentalist Amit Jethava, who had been campaigning to protect Gujarat's Gir lion reserve from the mining mafia. Since the Bill was introduced, several whistleblowers have lost their lives.

* In January, Vitthal Geeta of Aurangabad was killed for exposing major irregularities in private schools of Maharashtra. In February last year, RTE activist Arun Sawant was killed in Thane while RTI applicant Shashidhar Mishra was shot dead in Begusarai.

Gadkari leaves BJP leaders confused

BJP president Nitin Gadkari’s public snub to Leader of Opposition in the Lok Sabha Sushma Swaraj on the CVC issue yesterday has left many in the party confused and speechless.

Gadkari yesterday refused to call a truce against Prime Minister Manmohan Singh on the CVC issue, implicitly rejecting Sushma’s call to “let the matters rest.”

Gadkari’s open dismissal of Sushma’s conciliatory attempts has left many BJP leaders virtually speechless. BJP parliamentary party working chairman L.K. Advani did not utter a word when asked about Gadkari’s assertion yesterday wherein he said, “I am the party president and I say that we are not satisfied with the Prime Minister’s statement.”

Earlier, Advani had commended Jaitley for not letting off Singh lightly in the Rajya Sabha debate. Sources close to Jaitley, whose strident stand was vindicated by Gadkari’s support, too tried to play down his vindication on this issue.

The sources said, “The two LoPs have been working in close coordination this session and there is a conscious attempt on the part of both to convey the image of sober and mature leaders of opposition. In this capacity you can’t be too shrill. But that does not mean there are any differences.

But Sushma is not alone in feeling that the hatchet against Manmohan ought to be buried, though none of the leaders would speak on record.

A senior leader said in confidence, “Once the man (PM) has accepted his guilt, what should we do, should we hang him? I think Sushma behaved in a very statesman like fashion. After all in the history of Indian democracy first time a Prime Minister had the courage to get up in the House and own responsibility. If we carry with this any further we may witness people turning against us as Manmohan Singh will start looking like a martyr.”

Another BJP leader had a totally different take on the way this controversy has played out in his party. Acknowledging that while “Sushma was the heroine of Part I of the CVC episode, he said sadly she is now being projected as the villain of the piece.

MMRCA contract likely by July: IAF chief

Conversely, if the Taliban is disbanded, they could turn towards India, the IAF chief said while talking to mediapersons at the Indian Women Press Corps.

If Afghanistan does not stabilise by 2014, there would be trouble for not just India but the entire world, he said.

“We will have to strengthen our borders. India cannot rely on anyone for intelligence gathering. We will have to build our own capacity,” he added.

The IAF chief also made it clear that the cost negotiations for the $11-billion Medium Multi-role Combat Aircraft (MMRCA) program to buy 126 fighter aircraft was expected to begin at the end of the month. “I hope the contract is signed by July this year,” Naik said.

The MMRCA contract is the largest defense procurement program in India and the most-watched fighter competition around the world. In the running are Mikoyan’s MiG-35, the Dassault Rafale, Eurofighter Typhoon, Saab Gripen, Boeing F/A-18E/F and Lockheed Martin F-16.

On inducting women as fighter pilots, Naik said: “I am sure women will do the job as good as the men. However, there needs to be a deeper study on having women in combat roles in all the three services.” He cited an example asking what would happen if a girl pilot ejected from plane in an emergency and landed in enemy territory?

“The sensitivities of our country do not match those of the US. And even the US is re-considering its decision of having women in combat roles,” the IAF chief added referring psychological and physical barriers that have come up in the US study.

On having space-based capability, the IAF chief said: “We must have the capability to protect our space-based assets. I stand by the government policy on keep space free from arms. However, if someone (China has technology to destroy satellites in space) wants to destroy, we must be able to protect our assets,” Naik asserted.

India denies LTTE presence in TN

External Affairs Minister SM Krishna and his ministry don’t seem to be on the same page on Sri Lanka’s claim about the existence of three LTTE camps in Tamil Nadu.

While Krishna told reporters at the Parliament House that he would ascertain facts from the Tamil Nadu Government and the Union Home Ministry about Sri Lankan Prime Minister DM Jayaratne’s statement on the existence of the LTTE camps, the ministry vehemently denied Colombo’s claim.

Asked if he was denying Colombo’s claim, Krishna said, “If the (Sri Lankan) PM has said something, I will have to check before I deny.”

Within an hour, the MEA categorically denied the existence of any LTTE camps in Tamil Nadu, describing the Sri Lankan PM’s statement as unfortunate. The Indian High Commission in Colombo also denied the claim made by the Sri Lankan leader in the country’s Parliament yesterday.

Agency reports quoted the Tamil Nadu Police also refuting Colombo’s claim about the presence of LTTA camps, saying it was baseless and devoid of any reality. “The alleged training camps of US-based V Rudrakumaran, Norway-based Nediyavan and Vinayagam are denied and there is no evidence suggesting that they have established a base in Tamil Nadu to create civil war in Sri Lanka and kill Indian leaders,” the police said.

Smoking hampers pilots’ clarity through night vision goggles

In the first study of its kind that has obvious ramifications on flight safety, IAF medical specialists have established that smoking adversely affects the clarity of vision through night vision goggles (NVG).

Smoking three cigarettes a day, according to the study, could produce the same effect on vision as experienced by ascent to an altitude of 8,000 feet without oxygen. And, the affects of smoking last for over 12 hours.

In terms of visual acuity, this would imply that a pilot who smokes is at an added disadvantage while flying with night vision goggles. Vision through these goggles is intrinsically degraded because available light levels, which are intensified to enhance vision, are already reduced at night.

“Given the operational implications of reduced visual acuity in aviation in general, and in NVG-aided flying in particular, the additional decrement in vision because of smoking can jeopardise flight safety and mission accomplishment,” the study states.

Night vision goggles are playing an increasing role in military and civilian aviation. Night operations generally require flying at odd hours and can lead to disruption of the body’s normal circulation rhythm. In addition, aircrew needs to be at peak levels of alertness for such missions.

Since visual acuity with night vision goggles is already down to 20/40 due to the device’s inherent limitations, the study -- published in the Indian Journal of Aerospace Medicine -- observed that smoking would further reduce clarity.

The study included 90 healthy male volunteers in the 20-35 age group. They were divided into equal groups of non-smokers, light smokers and heavy smokers. Their blood carboxyhaemoglobin levels and field of vision were measured and so was their visual activity through night vision goggles in simulated night sky conditions. There were wide variances between smokers and non-smokers on these parameters.

Army to soon overhaul air defence missiles

Almost two decades after the Army procured the Strella-10M air defence missiles, it is planning to set up facilities for indigenous overhaul of these systems. The Army received its first Strella units from Russia in the early 90s and these now require upgradation to meet contemporary battlefield requirements.

The overhaul facilities would be established at the 510 Army Base Workshop (ABW) at Meerut and about 50 air defence and allied testing systems in the Army’s inventory are expected to be overhauled and upgraded. The workshop is also associated with modernisation projects related to the Army’s Schilka and Kvadrat anti-aircraft systems and hence, some requisite infrastructure, facilities and experience is already available there.

The modernisation project involves major repair, reclamation or replacement of each system, sub-system, unit assemblies and components making up the Strella-10. This includes nuclear, chemical and biological protection systems.

The overhaul facilities would be established by the contractor and thereafter one set of each equipment would be overhauled in India by specialists provided by the contractor. The second set of equipment would be overhauled jointly by Army specialists and the contractor. The third set would be overhauled by Army specialists under the contractor’s supervision.

Gogoi woos displaced Hindus

The ruling Congress in Assam is trying to woo opposition BJP’s bastion among Bengali-speaking Hindu migrants from Bangladesh stating their status should be considered from humanitarian point of view.

The BJP has been all along maintaining that Hindus displaced from Bangladesh should be given proper protection and not looked down upon as illegal migrants. The stand helped party win votes of this section of the people who are apprehensive of their status in Assam in the wake of mass movement against illegal migrants from Bangladesh.

In an apparent attempt to usurp the issue from the BJP before the elections, Assam Chief Minister Tarun Gogoi said, “Those who were in India during the Independence, but left the country after Partition only to come back to escape persecution in their new country, their status should be considered from humanitarian point of view, irrespective of their religion.”

“Unlike the BJP, which is interested only in the votes of these refugees, the Congress will take up the issue of their status with the Government of India, if voted to power again,” he said.

When pointed out that his stand was not in tune with the Congress’ known stand on the issue, Gogoi agreed that he took some time to realise the agony of these “refugees”, but now he was fully convinced that their status should be considered on humanitarian ground only.

Telangana ‘Million March’ turns violent

Hyderabad, March 10
The ‘Egypt-style Million March’ by Telangana activists today turned violent as demonstrators from across the region stormed the state capital defying prohibitory orders and smashed police barricades along the way to participate in the agitation.

Thousands of protesters managed to reach the venue of the protest rally -- the Tank Bund, a 3-km long road along the Hussain Sagar Lake linking the twin cities of Hyderabad and Secunderabad. The police had a tough time containing the flow of agitators into the city and lobbed tear gas shells to quell mobs.

Symbolically, the Tank Bund was to serve as the ‘Tahrir Square of Telangana’ as the rally was meant to lay siege to the state capital by mobilising 10 lakh people from across the Telangana region to demand creation of a separate state.

Though the police had refused permission for the rally, promulgated prohibitory orders, taken a large number of pro-Telangana activists into preventive custody and deployed paramilitary forces, thousands of agitators reached Tank Bund and took out a rally shouting slogans and demanding introduction of a Bill in Parliament to carve out a separate state.

Several pro-Telangana leaders from across the political spectrum were arrested while they were on their way to the Tank Bund. Telangana protagonists from all major parties backed the rally organised by the Telangana Joint Action Committee (TJAC). Organisers had refused to postpone it to a later date though it coincided with ongoing examinations in schools and colleges.

Slogans of ‘Jai Telangana’ reverberated at the venue as protesters, including women, made fiery speeches and danced to songs eulogising the statehood movement. Some agitators attacked and damaged statues of prominent Telugu literary and cultural icons that adorn the picturesque Tank Bund.

Telangana Rashtra Samithi president and MP K Chandrasekhar Rao, who arrived at the venue in the evening, also had to face the anger of the protesters. Telangana Joint Action Committee convener M Kodandaram and the legislators belonging to TRS, TDP and BJP were arrested by the police.

Cong MPs, scribes face protesters’ ire

Ruling Congress MPs Madhu Yashki Goud and K Kesava Rao, who reached the venue to express solidarity with the protesters, had to incur their wrath. Both leaders were booed away and attacked with slippers, water bottles and other missiles by the agitators who demanded the resignation of all elected representatives from the region to mount pressure on the UPA Government to grant statehood.

Congress ‘defiance’ a ploy to fool cadres: Jaya

Dismissing reports that the ruling DMK in Tamil Nadu has relented to the tough talk of the Congress leadership during the seventy-hour stand-off, AIADMK supremo J Jayalalithaa today described "the defiance" of the Congress as "a show to fool its innocent cadres".

Breaking her silence on the face-off, the AIADMK leader said it was "a show of bravado" by the DMK chief M Karunanidhi to prevent his near and dear ones from being picked up by the CBI, adding that the Congress leadership had capitulated, while giving the impression that the week-long face-off was for the sake of two or three legislature seats. The Congress leadership had put up a "show of defiance" to fool its innocent grassroots cadres, she opined.

Alleging that the two parties, which had "successfully shared the Spectrum loot between themselves," had come to an understanding, she said the people of Tamil Nadu had started seeing through those games.

Kerala govt rebuts Prithviraj Chavan on CVC issue

Maharashtra Chief Minister Prithviraj Chavan today refused to be drawn into the raging controversy over his role in the selection process of former Chief Vigilance Commissioner PJ Thomas, whose appointment was recently struck down by the Supreme Court.

“I have nothing more to add after what the Prime Minister has said,” Chavan told mediapersons today. 

Chavan, who was Minister of State of Department of Personnel and Training (DOPT), has been in the eye of a storm ever since Prime Minister Manmohan Singh virtually blamed him for the mess regarding the appointment of Thomas as CVC when he told Parliament earlier this week that the note forwarded to him by the former MoS did not have information about the pending corruption case against Thomas. 

However, the issue snowballed into a controversy when Chavan said the Kerala governement had cleared Thomas for a posting at the Centre, which has subsequently been refuted by Kerala Chief Minister VS Achutanandan. “Prithviraj Chavan is shifting the blame on the Kerala government unnecessarily. He is lying when he said the Kerala government gave clearance to Thomas. When PJThomas went on deputation to the Centre, the state government had mentioned about the palmolein case,” Achuthanandan said. A letter by the Kerala government, which has been made public, mentions that Thomas could not be considered for a Central posting as there was a vigilance case against him.

The Maharashtra Chief Minister, who arrived here today for a meeting with Congress president Sonia Gandhi in connection with his election to the state legislative council, also clarified that he had been misquoted on his statement on the Kerala government. “All I said was Thomas was appointed Chief Secretary by the Kerala government,” he explained. When asked on how Thomas was empanelled for a Central posting despite the case against him, Chavan merely said: “This question needs to be answered by the people involved in the process.” This indicated that Chavan was pointing a finger at the officials involved in preparing the paperwork.

However, this matter is unlikely to be forgotten in a hurry as both the BJP and the Left parties have decided to publicise it further in the coming days to hit out at the UPA government in general and the Prime Minister in particular.
