Minister’s nephew booked for beating lawyer
Ravi S.Singh
Tribune News Service

Faridabad, February 26
A relative of Haryana minister Mahender Pratap has been accused of beating a lawyer for the second time. The police here today registered an FIR against Dani, alias Dines, a nephew of the minister, on the allegation that he and his men beat up a lawyer, R.M.S. Kundu, in Sainik Colony here and threatened him with dire consequences if he did not quit Faridabad forthwith.

The accused had allegedly beaten the lawyer on January 1 also.

The incident allegedly occurred yesterday evening and a complaint to this effect was lodged by Kundu in the SGM police station yesterday itself. However, the police registered a case today after probing Kundu's allegations. Both, Kandu and the minister, live in Sainik Colony.

Meanwhile, Kundu met Chief Minister Bhupinder Singh Hooda in Delhi today and submitted a memorandum urging him to provide him and his family with security. Kundu also requested the Chief Minister to hand over the case to the Central Bureau of Investigation (CBI).

According to Kundu's complaint, yesterday's attack on him by the minister's relative and his men was a sequel to a more brutal attack on him by Dani and his men on January 1 in Sainik Colony.

According to Kundu, then, the police, in spite of him taking up the matter with the police commissioner of Faridabad, P.K.Aggarwal, had dilly-dallied in registering a case against the accused. The case was finally registered on January 3 when he took up the matter with a senior police officer of the state posted in Chandigarh.

Kundu further said that the accused relative of the minister and his goons were not arrested even after their bail appeal was rejected by a court.

According to Kundu, in fact, the police officer in-charge of the police station had tried to discourage him with threats of lodging counter FIR against him if he persisted with his move to get a case registered against the minister's relative.

"The police did not take action against the accused as he was a relative of a powerful minister of Haryana. Hence, I want the CBI to handle the case," said Kundu.

In his memorandum submitted to the Chief Minister, Kundu has talked about a conspiracy against him in the minister's household. According to him, he was surprised by the attack as he had no connection with the relative of the minister who has attacked him. He is, however, known to the minister and his sons.

Security tightened at Ferozeshah Kotla
Traffic police on its toes
Tribune News Service

New Delhi, February 26
Even as the Delhi police does the last minute checks to make tight security arrangements for the second ICC Cricket World Cup match to be played at Ferozeshah Kotla Grounds on February 28, it is the traffic cops who expect another nightmarish day as thousands of people are expected to turn up for the event.

It may be a low-profile match between West Indies and Netherlands, the former no longer the same formidable team it used to be while the latter is not really known for its cricketing prowess, but the tag of a world cup match is expected to ensure a good crowd and a hard day for the traffic police.

The security concerns remain paramount as the home ministry has warned all venues, including the Capital, that terrorists would make all efforts to make their presence felt by causing some terror acts.

"We don't have any specific input. It is but obvious that the event would attract the attention of terror groups. But we are confident that we can meet security challenges. We had successfully secured the Commonwealth Games and are sure that all the four matches in Delhi would pass off peacefully," a senior official said, downplaying the terror threats.

The Delhi police has made four security rings to ensure maximum safety for the match and over 1,000 personnel led by five deputy commissioners of police would be deployed in and around the stadium.

The police has also roped in private security guards in the stadium for less important duties. It has also conducted several mock drills in the last few days to check the preparedness of the security forces.

The traffic police has also made elaborate efforts to minimise traffic discomforts in and around the stadium as "there is very limited parking for labelled vehicles in the proximity of the stadium while there is no parking for general vehicles in the proximity of the stadium," according to an official statement.

It said no vehicle would be allowed to be parked on Bahadur Shah Zafar Marg, Jawaharlal Nehru Marg (both the carriageways) on the match days. "Vehicles parked on these roads shall be towed away and action will be taken as per law," it said.

For spectators, park and ride facilities have been created at Mata Sundari Parking and Shanti Van Parking.

The spectators have been asked not to bring electronic items like laptop, camera, video camera, transistor, digital diary, remote controlled car-keys and such items. They have also been asked not to bring eatables, food packets, water bottles and cigarette lighters among other things.

Boon for passengers, bane for cabbies

While people cannot stop praising the New Delhi Airport Express Metro line, the auto and taxi drivers are not too happy. The new line threatens to hit their business badly as ferrying people to and from the airport used to fetch them a tidy sum of money. Passengers will now prefer the cheaper, faster and comfortable Metro service.

Within two days of the express line beginning its run, the bookings for taxis during daytime have gone down considerably both at the airport and at New Delhi Railway Station. The last Metro's run on the line is at 10 pm. Taxi owners are now pushing for a hike in the night charges so as to make up for their loss during daytime.

Conference for disabled; not really for them

It was quite embarrassing for the organisers of a conference held last week to discuss the ways of having an inclusive society for persons with disabilities.

The organisers of the two-day National Rehabilitation Science Congress were caught on the wrong foot on the very first day when disability right activist Malini Chib, who suffers from cerebral palsy, arrived at the venue without any prior intimation and was shocked to find that there was no ramp to help her way into the auditorium of Maulana Azad Medical College. A temporary ramp was hastily erected but it only added to their woes and she had to be eventually lifted along with her wheelchair.

Some of them blamed the college for not having made arrangements for people with disabilities. The fact of the matter, however, is that those meeting for the welfare of people with disabilities gave little thought to their comfort at the function.

DG’s no to prison's OPD

Showing around and counting all the good works done by the cops at Tihar Jail-3, a police official proudly pointed at a freshly painted building which, he said, was the new OPD of the jail's hospital. The DG (Prisons) was scheduled to inaugurate it. Asked when it would be opened, the cop said hesitatingly that the top cop was supposed to cut the ribbons on that very day itself but he fell ill at the last moment. The irony was that the DG preferred to undergo check-up at some other hospital, resulting in the postponement of the function.

Little delights at Prez estate

The souvenir shops set up inside the Rashtrapati Bhawan for the visitors to the Mughals Gardens has some interesting items and their sales figure attests to their popularity.

A five-rupee bookmark with a quote 'I was at Rashtrapati Bhawan Udyanotsav' has made a record selling of Rs 19,000 since the gardens opened last week. The bookmark also has a message from the President and a picture of her royal mansion.

Officials say as people have lapped it up, they plan to introduce picture postcards as well. The shops in the garden include stalls for selling organic and vermin compost and other items like key chains, T-shirts, table watches among other things with the symbol of the Rashtrapati Bhawan carved into them. The souvenirs have made a business of Rs 7,000 since the opening.

DTU alumni come together

The Delhi Technological University is the latest institute to jump onto the online bandwagon to bring its alumni on one platform. The website www.pandcedtu.org was launched at the first meeting of the International Alumni Advisory Committee of the DTU held a few days back.

Authorities say it will provide a much-needed interface between the alumni, students, faculty and administration of the varsity. It will allow alumni to connect among themselves, share their success stories and help their career advancements.

It will also provide an opportunity to the existing students to seek the guidance of the alumni for their projects and placements. VC PB Sharma says it will enable the university to involve its alumni in a more significant manner for making DTU a world-class university.

‘BRT key to speedy traffic’
Tribune News Service

New Delhi, February 26
Hazard Centre recommended that the BRT is the only solution for the speedy transportation in metro cities particularly in the national Capital where traffic is increasing day by day.

Addressing a conference "critical assessment of the BRT and other transportation issues by the user group" Dunu Roy and Dinesh Mohan from IIT said the BRT could be a successful transportation model if it integrated facilities for livelihood activities and provided rightful space for social interaction.

Giving example of Ambedkar Nagar to Moolchand BRT corridor, they said only 20 per cent of the total population moved by private vehicle, yet occupy 60-70 per cent of the road space. The huge number of cars led to congestion on the BRT as well as other roads of Delhi. Majority of the people preferred to use public transport on this route due to speedy movement of the buses.Roy shared the experiences of the BRT in six cities - Nagpur, Ahmedabad, Indore, Mumbai, Hyderabad, and Pune.

Mohan said the Metro rail system had not being able to solve the transportation problems, as only 14 lakh out of 200 lakh passengers who travel daily were using the Metro which had been made with an investment of nearly Rs 30,000 crore. Number of death had been decreased on the stretch since the BRT was operational.

According to the police data, no deaths were recorded in 2010. Though earlier, between 10 and 16 accident cases were reported.

The only thing that requires on the corridor is safer road crossing keeping in view the elders, schoolchildren and the markets and colonies around the corridor. The traffic department should appoint traffic police on the BRT stretch so as to lessen road rule violations.

Encroachment on cycle and pedestrian lanes by private vehicles needs to be checked.

Disability: Rehab professionals need ‘attitude change’
Ananya Panda
Tribune News Service

New Delhi, February 26
All the hopes of mainstreaming the people living with impairment would remain a far cry until they are allowed to take charge of their lives-be it the new Disability Law Code on which the Union ministry of social justice and empowerment is trying to evolve a consenus or the role of special educators and rehabilitational professionals.

According to chairperson of the National Trust, a statutory body under the ministry, Poonam Natarjan, professionls tend to have the same stereotyped notion about those for whom they are working and in course they take away their autonomy to decide on their lives.

"It is seen that while planning for the section, disability professionals assert their ways rather than trying to know their tastes. This deprives them of their capabilities and thus a struggle between the section and their custodian continues. It is important for us to realise that we are not their decision makers, but facilitators to enable them to discover themselves. An attitudinal change is a must among the professionals. The ways have to be with them rather than for them. There is an individualised plan which is developed in partnership with the family of the disabled," said Natarajan, during the two-day 4th National Rehabilitational Science Congress, which concluded today in the national Capital.

Experts gathering at the seminar, anchored by the Indian Association of Rehabilitation Professionals, feel that disability is an evolving concept and all the educators and those involved in the care and rehabilitation of differently able people should look out for ways towards developing capabilities through proper support systems.

In this context, the chairperson of Rehabilitation Council of India, Maj Gen Ian Cardozo, stressed the need to have compulsory posts for special educators in all the schools in line with the Delhi High Court verdict. Currently, most schools recruit special educators on ad hoc basis and this deters the objective of having an inclusive society.

As implementation under the current Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, has been dismal, the ministry is trying to reach a stable ground on the new draft through nationwide consultations.

"The draft has been translated into several languages and produced in audio. Since February 9, it has been opened for public debate and Parents' Associations, Disabled Rights Organisations and NGOs have been invited. The concerned state authorities have been asked to coordinate the talks and until 15th, we should have something," added Natarajan.
