Chief Minister Sheila Dikshit today reshuffled her cabinet by dropping Mangat Ram Singhal, who held social welfare ministry, and inducted her confidante MLA Ramakant Goswami.

Goswami took oath in the Lieutenant Governor House and Dikshit hinted at the change of portfolios for all ministers, which is likely to be announced tomorrow.

The oath-taking ceremony held in presence of the Chief Minister, her ministerial colleagues, Leader of the Opposition in Assembly Vijay Kumar Malhotra, a few Congress and BJP MLAs and top brass of the government officers.Journalist-turned politician Ramakant took the oath in Hindi.

He was administered oath of the office by Lt Governor Tejendra Khanna.

Reshuffle in the cabinet and change of portfolios of other ministers is the first exercise of the Chief Minister within two years in the third term in the office.

Ramakant (67), who is third time MLA - twice from west Patel Nagar and once from Rajinder Nagar - is likely to be given education ministry.

Before being introduced to the cabinet Ramakant was working as vice-chairman of the Delhi Jal Board. He had earlier worked as Parliamentary secretary to the Chief Minister and chief whip of the party in the Assembly.

Ramakant, who is known of a follower of Sanatandharam Mahasabha, has a secular image. He attends functions of all communities. He is famous in all communities in his constituencies.

As far as change of portfolios is concerned, file has been sent to the LG for notification, but, so far, it has not been returned to the government, sources said.The sources said the Chief Minister might divest A.K. Walia of the finance and urban development department. He may be given charge of health and revenue departments. The Chief Minister may keep the finance department under her control.

Walia has not been at good terms with the Chief Minister on many occasions, sources said.

Currently, revenue portfolio is being held by Raj Kumar Chauhan. He may be given urban development department, along with the PWD.

The sources indicated that Arvinder Singh Lovely, who is holding the education and transport portfolios, may lose the education.

Kiran Walia, at present in charge of woman and child welfare, may lose the health department.Now the Delhi cabinet has no representative of trader community after the dropping of Singhal.

Showing no remorse after resigning from the ministry, Singhal said, "I have seen very ups and downs in my political career. Dropping from the cabinet is not a big thing. Other MLAs should also be given chance to learn experience of running the ministry."

The reshuffle has been made with the permission of the party high command. This has been done with the idea to bring new personality in the cabinet.

There was chaos outside the Lt Governor House as mediapersons were not allowed to cover the oath-taking ceremony of the minister.

However, after more than an hour they were allowed to cover the event.

‘Molested’ by MCD official, woman fights to get FIR

The determination of a woman to bring to the book an MCD employee, who allegedly molested her after she refused to go out with him, has resulted in the registration of a FIR against him despite the alleged initial reluctance of the police to take action against him.

It took her five complaints and several rounds of the police station to get the FIR registered.

Though Lajpat Nagar police station cops have booked the accused for outraging her modesty and threatening her, they have not made any arrest.

"We need to check the details of the compliant. The accused is an employee of a local body here and would not run away," said assistant commissioner of police Meghna Yadav.

On January 24 the complainant, Shabnam (30 years), had gone to the MCD central zone's office in Jal Vihar of Lajpat Nagar for her child's birth registration certificate. She reached the licensing department on the second floor where in room no. 203 she met lower divisional clerk (LDC) Ashwani Gupta, who she claimed asked for Rs 1500 to get her work done and also misbehaved with her later.

"When I told him that I had just Rs 200 he said no money is required. He asked me to go out with him for dinner. When I protested, he pushed me," said Shabnam.

She had submitted written complaints about the incident on January 24, 28 and 29 and February 7 and 15, the copies of which are available with The Tribune.

Gupta claimed that he was only trying to help her. As per the police, the matter was settled after mutual negotiation.

However, expressing ignorance, Shabnam said that she was asked to sign on a paper and she signed it as the police said it would take care of the matter. But when she received threat calls, made from the landline phone of MCD central zone's office, she approached the police again, claimed Shabnam.

"There is no pardon for such persons and I want that he should be punished for what he did to me. I waited for almost six hours at the police station yesterday when finally I got a copy of the FIR," said Shabnam.

Gupta, who is a rent collector, has also been accused of accepting bribes of Rs 1 lakh from roadside vendors, fruitsellers and cobblers of the area's market. A complaint in this regard was submitted to the Central Vigilance Commission on January 29, it is learnt.

When approached on the matter, while Gupta refrained from talking.

Administrative officer of the branch Tanuj Bhanot said, "I got to know about it on phone the day the woman allegedly slapped the employee on duty. The matter is being investigated and the woman is presuming the threat calls have been made by Ashwani Gupta."

Referring to frequent reports of crime against women in the media, Delhi Lt Governor Tejendra Khanna today advised the Delhi police to work more in regard to making women feel safe in the national Capital.

Speaking on the occasion of the 64th Raising Day of the Delhi police at Kingsway Camp, Khanna admired the Delhi police recent initiative of strengthening of beat system, introducing women helpline, women desk in police station and deployment of women staff in North Campus, DU. He urged upon the police to take strong and prompt action against offenders to ensure that women in the Capital feel safe. "The Delhi police is effectively handling crime against women and has taken praise-worth initiatives in the past, but we still keep hearing that women feel safer in Mumbai then in Delhi. It is the duty of the police to continuously strive towards improving the situation in the national Capital and make women feel safe and secure here," said Khanna. He asked the Delhi police to maintain friendly relations with the public who could go a long way in assisting them to curb the crime and nabbing the unsocial elements.

He also complimented the police for making round-the-clock security arrangement in connection with the conference of the chief ministers recently concluded in Delhi. Khanna also emphasised the importance of training in various disciplines like commando, bomb disposal, intelligence gathering, etc. in order to enhance the ability and capability of the personnel.

Talking about constant threat in the national Capital, Khanna reminded the police that it had to remain alert all the time to ensure peace in the city.

To mark the occasion, a grand parade was organised at the new Police Line parade ground, Kingsway Camp, where chief guest Khanna took the salute and inspected the parade comprising contingents of the Anti Riot, Armed Police, Women Police, Traffic Police, Commandos, Traffic Squad, Traffic Motor Cycle Squad, PCR mobile police post, Tourist Police, Rakshak (Bullet- Proof) Vajra, SWAT, Dog Squad, Mounted Police and Delhi Police Band.

Speaking on the sidelines of the function, Delhi police commissioner Brijesh Gupta said the Delhi police would very soon get 75 new PCR vans which would be deployed in the outer Delhi area. "Majority of these PCR vans would be used in the outer Delhi areas like Dwarka, Okhla, Rohini, Narela, etc. so that the response time of the police could be further reduced in times of emergency," said Gupta. There is also a proposal to create more police stations in Dwarka and the Okhla area, he added.

Neelam Sharma received police medal for gallantry on the behalf of her husband late Head Constable (HC) Satish Kumar.

The trophy of best police station was awarded to Kamla Market police station while Paschim Vihar and Vasant Kunj police station bagged second and third places, respectively.

Ruckus at hospital after patient’s death

Family members of a patient, who suddenly died after allegedly being given a wrong injection, shouted slogans and created ruckus at Jaipur Golden Hospital in the Rohini area, outer Delhi, last night.

A Rohini police station officer said the allegations against the doctor is being probed.

Nitin Dabala, a resident of Pitampura, was admitted to Jaipur Golden Hospital on February 9 in relation to a boil on his thigh. "Nitin was recovering fine till yesterday evening when he was given a unit of blood after which his condition started deteriorating. The doctors gave him an injection,but after 15 minutes he died. The injection reacted," alleged Vinay, Nitin's brother.

Thereafter, Nitin's relatives gathered at the hospital and demanded explanation from the doctors. The police was called in and it took hours for the officials to pacify the angry family members.

Meanwhile, the doctors denied any negligence on their part.

A middle-aged couple was burnt to death after a cylinder blasted in their rented accommodation in the Geeta Colony area of east Delhi last night.

According to the police, the victims -- Chandan Vishwas (45) and his wife Tara (41) - were charred in the fire and declared brought dead at the Guru Tegh Bahadur Hospital.

The incident was reported around 9.20 pm from Block-2, Geeta Colony.

"While Tara was making dinner in her second-floor kitchen, there was leakage of gas from the cylinder pipe, which resulted in a blast. Chandan rushed to help Tara and was also burnt. The duo was trapped in the house even as neighbours tried to help them. Fire officials found the duo lying unconscious and took them to hospital," said a police official, adding that the couple hailed from Malda district of West Bengal.

Chandan worked with a private factory in the Rani Garden area.

The victims are survived by a son and daughter, who were not present in the house at the time of the incident.

Playschools for MCD sanitation workers’ kids

The Municipal Corporation of Delhi (MCD) has mulled over a proposal to build playschools for the children of women working with the civic agency as sanitation staff.

The playschools will be constructed at places where there are maximum number of sanitation workers like Ranjeet Nagar, Jehangirpuri, Kashmere Gate, Tilak Nagar and Indira Colony. To begin with, two places-- Ranjeet Nagar and Kashmere Gate-- have been selected for the construction of the schools. The project will be taken up on pilot basis and carried forward in phases.

"Women who work as sanitation workers face a lot of problems while doing their jobs as most of them have dependent children. They have to carry their children to work. Therefore, we have mulled over a proposal for constructing playschools for such children," said Yogender Chandolia, standing committee chairman.

A provision of Rs 12 lakh has been made in the revised budget of the current and next financial year. Chandolia has asked the municipal commissioner to introduce the proposal in a meeting of the committee within a week.

"We want to kickstart the project as soon as possible and have asked the commissioner to bring the proposal in committee meeting within a week so that we can get the necessary approvals and initiate the construction," said Chandolia.

The playschools will have several facilities, including provision for food, toys and pre-nursery study material. The project will be carried out with help from the education department of the corporation.

"Under the ministry for women and child development, there is a scheme called Rajiv Gandhi National Children School for building playschools. The scheme lists instructions and guidelines mandatory to set up a playschool. So, we will build the playschools on the modalities provided by the scheme," said a senior official of the education department.

According to the guidelines under the scheme, a playschool should be spacious enough to provide a minimum of six to eight square feet space to each child.

Overnight rains in Delhi brought down the temperature considerably.

Weatherman said the city recorded 14.5 mm of rainfall in the past 24 hours. The minimum temperature today was recorded at 12.3 degree Celsius. The maximum temperature was 21 degrees.

The weatherman has predicted more rains for tomorrow. The temperatures are likely to oscillate between 15 and 22 degree Celsius.

Three bike-borne persons shot at a 55-year-old chemist in agatpuri yesterday night.

The incident took place outside Bharat Medicos when victim MR Batra, along with his son Bharat, residents of New Govindpuri, was closing down the shop for the day around 10 pm. Batra was hit in the head .

"Three men came on a bike and took the victim on gunpoint. Seeing gun pointed on his father, Bharat intervened and grabbed one of the miscreants after which one of them shot at Batra.Even as people rushed to help, assailants managed to flee leaving behind their bike," said a police official. The bike has been found stolen.

Guard kills 2 colleagues

A security guard shot his two colleagues at Sharda University hostel around 8.30 pm yesterday.

The incident took place at guard room of the university hostel. There was only one bed in the room and the guards had a clash over its possession.

Raminder Singh Yadav shot at two of his colleagues.

They were rushed to Sharda Hospital where they declared brought dead.

The deceased were identified as Sachin Thakur and Inderjit Thakur. The accused has been arrested.

40 Khan Mkt shops shut as deadline ends

Traders of the high-end Khan Market are agitated over the forced shutdown of their shops by a Supreme Court-appointed monitoring committee over the issue of sub-division.

Around 40 shops had to down their shutters as their deadline to take necessary steps to avoid sealing ended today.

Sanjeev Mehra, president of the Khan Market Traders Association, said it was restaurants and bars situated on first floors that were causing congestion and not the shops on ground floor.

He felt that if the authorities were serious about reducing congestion, they should not have allowed conversion of residential units on upper floors.

"Several restaurants and pubs on upper floors are sitting fireballs. This is just an attempt to divert attention from all these issues," he said.

Conversion of residences on first floors of the market into commercial enterprises was allowed after payment of charges. After the monitoring committee gave permission for conversion, a number of eateries and other shops shifted to upper floors.

According to the police, the incident took place around 6 am in a store, Fusion Wear Shop, located opposite IIT Gates. The matter came to notice when the shop owner, Gurmeet Singh, came to the store around 9 am and found the shutter locks open. The security guard of the market is being questioned.
