New Delhi, February 11 "We are yet to identify the victim who is likely in her early twenties. So far, it has emerged that a couple had come to the station with this bag in an auto-rickshaw and disappeared after leaving the bag here. The CCTV footages are being examined to identify them," said a police official. According to information provided by the police, the girl had a fair complexion and oval eyes, was about 5 feet and 2 inches tall and wearing black sweater and black pants and had a peacock tattoo on the right side of the abdomen. |
EWS patients’ fund mooted
New Delhi, February 11 In return, the hospitals would be reimbursed the expenses incurred in treating patients of EWS as per the approved rates of the Delhi Government Employee Scheme. But, the government's red carrot has come under doubt and the hospitals do not seem to be that open to the idea as of date. Even as the government believes that the system would give an impetus to not only the provsion of free treatment of the marginalised, but also their individual social responsibility goals. In this regard, the DHS, during a special meeting held on February 1 to discuss the hurdles in the poor picture of the free treatment of poor, put forth the new proposal and following which the hospitals have been asked to give their feedback on the matter. "All private hospitals falling under the category have been conveyed that the occupancy rate of the free beds is far below satisfactory. We are planning a new system under which the charitable and corporate hospitals should contribute 2 per cent of their total billing amount to a corpus fund meant for the EWS. We are awaiting the response from them by next week," Dr RN Das, curently looking after the nursing home cell at the DHS. As it has come to fore that many hospitals are learnt to have expressed their concern regarding treatment of terminally-ill patients as in such cases, the chronic diseases require prolonged medication, means the hospitals have to shell out extra money with almost no returns. Even as the proposal is yet to take a concrete picture, the hospitals concerned, look it a loss-licking proposal and feel that creation of a corpus fund may not be feasible owing to the cumbersome procedure involving the reimursement by the government. "There is no need as such for any corpus fund as all private hospitals irrespective of whether have taken lands at subsidised price should give free treatment to the poor," said Dr Sanjeev Bagai, the chief executive officer of Batra Hospital. According to Dr RK Ganjoo, the medical director of Sir Ganga Ram Hospital, the system may not fit into the city's bill and if at all, it has to be looked into in details. "The regulation doesn't apply to Delhi and it has to come only through the legal channel," added Dr Ganjoo. However, the government maintains that currently most hospitals, whose basic purpose is to maximise profits, are enjoying a happy state with the free beds largely running vacant and with this, at least, the section would avail of the free medical facilities. While things are yet to be streamlined, Dr Das said it would be premature to say anything on the matter on which a meeting would be held on February 16. Importantly, the proposed model isn't new and comes on the line of a Bombay High Court verdict, 2007, in relation to an advocate's PIL filed in 2004 after his father was denied treatment at several private hospitals. |
Crime against women rising in Delhi?
New Delhi, February 11 Chairperson of the National Commission of Women Girija Vyas and Director of Centre for Social Research (CSR) Ranjana Kumari said the figures released by the National Crime Records Bureau said one in four rapes in the country was committed in the Capital. The CSR in partnership with the Institute of Social Sciences had organised a consultative meeting, "Rising Crimes against Women in NCR: Corrective Strategies". "The city also witnesses two fifths of kidnappings or abductions of women, 15 per cent of dowry deaths and 14 per cent of molestation cases in the country. It remains the location of more than double the number of rapes than in other cities, including Mumbai (182), Bhopal (117), and Jabalpur (76)," said the panelists. Experts felt that the rise in the number of cases could be attributed to the better reporting and more women coming forward. Joint Commissioner of Police (Crime) Sandeep Goel, however, strongly defended the police, said his research showed that the cases of rape per one lakh population in Delhi were lower than in most other well-developed cities in the world like New York. He said the city's population had increased considerably between 2001 and 2010, but the crime graph against women had been steady. Against the high of 658 rapes in 2005, the number had come down to 507 in 2010 despite the rise in population. Goel said the rate of conviction in the Capital in cases of sexual harassment of women was 27.7 per cent, which was better than the all India figure. His claims met with protests with many participants who said many cases continued to go unreported. "The recent spate in rape cases, including the case of the BPO employee in Dhaula Kuan, has brought to light the increasing levels of crime against women in public areas. Often taunted as the country's "rape capital" with 452 cases of rape reported last year, Delhi continues to host an increasing trend of violence against women, particularly in public areas," said Girija Vyas. "A possible cause of the unabated rapes and molestations happening in the city may be due to the relatively small strength of police officials, more so the woman cops. There are 408 women police officials for a city of over six million women," she said. Women's organisations felt that the effective policing was only one side of the story. "There is a need to create a cross agency dialogue for greater coordination. New Delhi, February 11 "The report was submitted to the Vice Chancellor around 5 pm today. We will now await his response on the report. All the recommendations and the findings of the report will be clear once the Vice Chancellor has accepted the report contents," said Bohidar. "The rest of the process may now take a few more days. The Vice Chancellor will thoroughly go over the report and decide what is to be done. Of now, nothing can be said about filing of an FIR. But strict action against the culprits is expected," said the JNU spokesperson. The report will now decide the fate of the two boys involved in the filming of the tape, who are also the students of the university. They are currently on interim suspension till the university decides its action on the report. The final decision, whether they will be expelled or if the matter will be reported to the police, will unfold in the coming days. The Vice Chancellor is also likely to take the student community along in his decision, as student bodies from the university have already expressed their desire for the "strict punishment" for the boys involved in the scandal. Along with the decision on the matter, the recommendations in the report, which include the revision of the hostel manuals and strict monitoring of outsiders' entry in the campus and hostel premises, are also likely to come into being. The video had been doing the rounds for quite some time and the girl featuring in the video, who had been left hugely embarrassed by the lead, was immediately withdrawn from the JNU by her family. 3 students issued show-cause notices, complaint lodged Proctor HGH Bohidar said he had found three students guilty of the filming and leak of the video and they have been served showcause notices. They have been asked to answer the charges levelled against them by tomorrow and they would be mostly likely expelled, a top university official said. JNU has also formally lodged a complaint with the Delhi police, asking its cyber cell to investigate as to where from the salacious video was circulated. All guilty students are from Tapti hostel. One of them, a foreign language student, features in the clip with the victim girl while another, an MCA student, shot them. The third guilty student provided them his room. The JNU authorities have also issued a circular in all hostels, warning their inmates against allowing any outsider after 10.30 pm. New Delhi, February 11 Five button-actuated knives, five butcher knives, one surgical blade and 29 robbed mobile phones were seized from the accused. Two auto-rickshaws and two motor cycles allegedly used by the gang for escaping from the spot of crime were also seized. According to Chhaya Sharma, DCP (Outer), the accused have been identified as Nand Kishore, alias 'Karatte' (38), Ajid Hussain (34), Man Singh (32), Mukesh (35), Sanjay (22), Manoj (19), Virender (19), Niraj (22), Ajay (23), Ram Achal (42) and Sumit (23). "All the accused have previous criminal records. The gang leader, Nand Kishore, is involved in at least 30 cases. The gang worked very professionally. No member knew the address of any other member so that if any member is arrested, he could not lead the police to other members," said Sharma, adding that on an average, the gang used to pickpocket or rob passengers of Rs 30,000 to 50,000, apart from mobile phones. The gang members carried weapons to ensure escape in case of resistance. Leader Kishore had given strict instructions to each member to carry weapon, but use it only in case of resistance. According to Sharma, the gang was active on buses plying between Budh Vihar to Shivaji Stadium, Manglapuri to Azad Pur, Uttam Nagar to ISBT and Mangolpuri to Kamla Market. "They spent the booty on gifts for their girlfriends or sex workers," Sharma said. Kishore is a resident of Sultanpuri and has been declared 'bad character' by the Sultanpuri police station. DJB to compensate kin of drowned worker
New Delhi, February 11 The incident occurred in October 2009, when the victim was drowned in the burst of water from a sewer pipeline, while he was digging a pit for the Delhi Jal Board (DJB). The commission observed that the DJB could not escape its liability to compensate the next to kin of the deceased "under the garb of his employment and payment of compensation by the contractor". The DJB in response to the notices of the commission had informed it that the contractor of the private firm, which had hired him, paid Rs 1, 35,000 as compensation to the father of the deceased. It also said that it was taking an action to bar the construction firm from bidding for future works. The commission said the inquiry report submitted by the board clearly said, "It appeared that neither the firm nor the field staff applied the engineering wisdom while executing the work at site… The lapse on the part of the firm and the officers of the division stands established in the unfortunate accident where a human life was lost." It also reflected the negligence of the board. The commission has asked the chief secretary, Delhi government, to submit a compliance report, along with proof of payment, within six weeks. The NHRC had swung into action after media reports published the details of the unfortunate incident, which occurred near Metro pillar No. 741 at Gulabi Bagh, Nawada, in the southwest district of Delhi. Some labourers were working for laying a pipeline of the DJB there. During the digging, the sewer line passing nearby burst, as a result of which the pit got flooded with sewer water drowning the three labourers. The fire brigade and police rescued the two labourers, while Paramvir died in the mishap. |
No road cutting in Delhi

New Delhi, February 11 This decision has been taken at a meeting. The meeting was chaired by Urban Development Minister AK Walia and attended by Principal Secretary (Urban Development), Engineer-in-Chief (MCD) and senior officers of PWD, NDMC, DJB, DISCOMs, MTNL and other departments concerned. The minister said minimisation of road cutting was essential as frequent cutting resulted in debris lying scattered on the roadsides exhibiting shabby look to the city and causing trouble to the public. It has also been decided that no permission for road cutting would be granted for four months i.e. June, July, August and September. These monsoon months should to be avoided for road cutting. The agencies have also been advised to opt for some alternate procedure so that the inconvenience could be contained. It was also suggested that ducting the procedure for multipurpose utility services might be adopted as being executed by the NDMC. Such duct corridor with the provision of separate casing for each service of power, telecom, gas and water has been observed and identified by the NDMC as the ultimate solution to the problem of this haphazard road cutting. The proposal must provide detailed information on objective and sphere of road cutting by the agencies concerned. Further, the DDA is also likely to be approached to incorporate the provision of duct corridors in the infrastructure of all new colonies being built and developed by it so far and incorporate the same in the colonies yet to be developed. |
Delhi’s stamp duty revenue up by 62%
New Delhi, February 11 The sources said the government collected Rs 1, 370 crore during April 2010 to January 2011 against Rs 843 crore during the corresponding period of last year. The revenue collection from registration fees has also increased significantly. Besides, the government has collected registration fee of Rs 115.81 crore against Rs 1.10 crore last year. Apart from stamp duty and registration fee, there is a growth of 26 per cent in revenue collection through sale of liquor in the first seven months of the current fiscal year compared to the corresponding period in 2009-10. The Excise Department collected Rs 1,103 crore as tax between April 1 and November 4 against its collection of Rs 878.44 crore in the same period last year, the sources added. They said the excise tax collection might cross the estimated collection of Rs 1, 680 crore. This increase has given relief to the city government as it faces financial crisis due to spending of more than Rs 16, 000 crore in infrastructure development in the run-up to the Commonwealth Games. The government last year had appealed to the Centre for more funds saying that the Budget of the government had been spent on the Commonwealth Games. But it was not given the funds. The sources said the government was planning to arrange more funds for maintaining the infrastructure developed during the Games. The government might levy new taxes on the citizens of the Capital. |
Alert farmers catch peacock poachers
Ghaziabad, February 11 When the farmers asked the duo to open the sack, carcasses of a male and female peacock were discovered. On seeing this, hundreds of farmers working in the field rushed to the spot and thrashed the duo before calling the police. The two poachers, identified as Som Pal, 48 and Param Veer, 42, told the police that they had killed the peacocks in an orchard. District forest officer Yashpal Singh Malik said: "We have booked them under the Wildlife Protection Act and sent them to jail.” “Peacock is a national bird and a protected animal. DTC bus crushes father of newborn child
New Delhi, February 11 According to the police, the victim, identified as a Yatender Singh Tyagi, a Ghaziabad resident, met with the accident around 9 am when he was on the way to his office in Nehru Place. "Tyagi lived in the Divine Colony area of Indirapuram and used to take a bus for Nehru Place from the ISBT in Anand Vihar. Today morning, he was hit by a low-floor DTC bus outside the ISBT. He was rushed to the Hedgewar Hospital, but was declared brought dead," said a police official, adding that a case of negligent driving has been registered against the errant driver of the DTC bus. The body has been sent to the LBS Hospital for postmortem. According to information, Tyagi had married about a year ago and had become father only 15 days ago. |

New Delhi, February 11 According to the police, the burglary took place in Rajpur Colony when the dentist, Anand, and his family had gone to his brother's house who is getting married today. New Delhi, February 11 The 45-year-old woman was admitted to the Action Cancer Hospital on Jan27 following complaints of abdominal distension and the doctors detected the tumour that weighed 7 kg and was 10-inch long. "A team of doctors headed by S.K. Das, senior consultant of Gynaeoncology, performed the surgery" the official said. The surgery was done without a break and the patient was discharged six days later," Das said. --

Man shoots at his employee
New Delhi, February 11 According to the police, the incident was reported around 3.35 pm when Anil Chillar shot at his supervisor Uttam Singh (35) after a heated exchange of words related to financial losses. Uttam was shot in the chest and admitted to the Sir Ganga Ram Hospital where his condition is said to be critical. Anil runs a cab company, Sri Ram Infra Vision. He operates around 400 cabs in Delhi and NCR. Uttam Singh, a resident of Modi Nagar in Ghaziabad, looked after the Noida region and provided cabs to Chillar. "There were some financial losses for which Anil demanded clarification from Uttam. During the discussion, Anil got angry and shot at Uttam. |

New Delhi, February 11 The accused has been identified as Rampal (29), a resident of Faridabad in Haryana who is an alleged member of 'Ahmed Mewati' gang. Rampal was apprehended from near Qutab Minar parking on a tip-off, H.G.S. Dhaliwal, deputy commissioner of police (South), said. Rampal initially worked at a car repair shop. Then, he started working as a driver at a taxi stand. No decision on VAT on fuel
New Delhi, February 11 The meeting was called after the petrol pump associations in Delhi demanded reduction of VAT on petrol and diesel. The Delhi government has imposed 22 per cent VAT on petrol and 12 per cent on diesel that has made both the petroleum products in Delhi costly in comparison to Haryana, where 21 per cent VAT is on petrol and 8 per cent on diesel.
