New Delhi, February 2 With this, the doctor's registration to Master of Chirurgaecal also stands forfeited with imediate effect, confimed the AIIMS spokesperson Dr Y K Gupta. "According to the enquiry committee's report and other relevant facts, the action has been taken by AIIMS. It is a cognisable offence and police would carry its own course of action," said Dr Gupta. The decision comes after the AIIMS' standing committee for prevention of sexual harrasment, chaired by Dr A C Ammini, the head of the endocrinology department of AIIMS, found the resident doctor guilty on the basis of circumstantial evidence. The committee submitted its report today, following which the Union health and family welfare minister, also the president of the institute, issued the termination order this evening. Importantly, the instance is believed to be the first of its kind in the history of the premier institute when a doctor has been terminated over charges of sexual abuse. After all this, the obvious course that would follow is the cancellation of the practising medical licence, which eventually has to come from the Medical Council of India's board of governors. While with the first such order, the premier institute has sent a strong message to those who dare to tarnish the institute's image, the health minister Ghulam Nabi Azad, said, "It's a bad name for the institution, but nobody should question the integrity of the institute. Necessary action has been taken and the doctor should be punished." The minor, a resident of Shahdara, underwent a surgery for a brain tumor on Januray 20 and was in the ICU on the night of the incident. The doctor took the child to the duty-room and allegedly molested him on Jan 23, a day before he was to be discharged After receiving the complaint from the victim's parents, AIIMS coonstituted a fact-finding committee, under Dr Arti Vij on January 24 and day after the matter was referred to the standing committee. Taking this as a special case, the administartion made two additions to the committee, which comprises several in-house names, including Dr Yamini, Dr H S Dash, Dr Manju Vats, Dr Kriplani social welfare officer Preeti Ahluwalia. The two special invitees were senior neurologist Dr Kameshwar Prasad along with a clinical psycologist. The institute's Resident Doctors' Association ) is expected to hold a general body meeting tomorrow. The police had registered a case on Monday though doctor still remains to be arrested. |
List of schools flouting EWS quota sought
New Delhi, February 2 The government has sought a list of schools from the MCD that violate the direction given by the government on the basis of the Right to Education (RTE) Act for the EWS. This has been decided in a review meeting chaired by Chief Minister Sheila Dikshit,Education Minister Arvinder Singh, Principal Secretary (Education) Rakesh Mohan, Principal Secretary (Law) SP Garg, MCD Commissioner KS Mehra, Director of Education P Krishnamurthy and Director of Education (MCD). Dikshit stated that the MCD had been told to implement the EWS admission process in true spirit as it was mandatory with the enforcement of the RTE Act. The MCD had also been instructed to ensure such admissions as necessity of EWS admission was much in respect of the civic body. The concept and motive of such admissions were also made clear to the civic body. The MCD would furnish a list of such schools so that action against could be initiated against these. Dikshit added that the process of such admissions would be stabilised. The government is committed to ensure benefit to the students coming from the economic weaker sections. She added that the EWS quota was also applicable to the minority schools. However, so far the minority schools have not implemented this. They are waiting the decision of the court in connection with the EWS. |
DU girls learn tricks of
self-defence
New Delhi, February 2 Thanks to the self-defence camps started by the Delhi University Students' Union (DUSU) at north campus now that is focusing on teaching the girls quick tricks to defend themselves in the most surprising situations. Specially trained staff from a city-based NGO, Sampurna is holding these fortnight-long camps across 14 colleges, including Miranda House, Gargi, Hindu, Kirori Mal, Aditi Mahavidhayala, ARSD and Motilal Nehru College. They are also being held at the Meghdoot girl's hostel. The camps have already begun and will go on till February 15. From February 8, these camps will be extended to 25 colleges as compared to the present 14 colleges. "One strategic blow to a guy's Adam's apple, chin, nose bone or the jaw with a mobile phone is enough to inflict unbearable pain for the next minute or two. It gives the girl an adequate amount of time to run away or call for help," said Subhash, handling the camps at DU. Apart from the mobile phones, pointed earrings, hairclips, pens and even finger nails can prove to be pretty useful in one's safety if panic doesn't take over. A composed mind and a couple of tricks are more than enough to ensure safety at bus stands, Metro stations, crowded markets and other places where most incidents of teasing take place," he added. "These camps are separate from any endeavour taken up by the Delhi police. They will also hold camps soon which focus more on skills like judo and karate," said Priya Dabbas, vice-president DUSU. "Unlike the self-defence centre run by the Delhi police, we are holding these camps within the college campuses for the girls' convenience. Every batch has a minimum of 30 girls. These participants will be given certificates by DUSU and those who perform the best will be able to teach further in the next camps. We will keep in touch with them so that more camps can be held in the coming months," she added. |
TV actor, aide in debt held for extortion bid
New Delhi, February 2 According to DCP (Crime) Ashok Chand, the extortionists have been identified as Anil Kumar (24), former actor, and Anupam Arora (25), both are close friends. The duo demanded Rs 5 lakh from a businessman, a resident of central Delhi and having a business of hardware and threatened to kill his family members if he failed to do so. The extortionists projected themselves as members of an underworld gang of 'Suleman'. "The duo provided graphic details to the complainant about his family and business. The calls were made from a mobile phone and various PCOs from Ghaziabad, Gurgaon and Narela last week," said Chand, adding that, delivery of money was fixed for yesterday near Madipur Metro parking. As per information, the victim tipped the police about the calls, where upon the police setup the delivery of the money yesterday afternoon. "Five packets of Rs 1,000 were prepared each on the top and the bottom and in between the currency notes were kept wads of paper. When the complainant reached the said spot, a youth on a motorcycle came to collect the money, where upon the police men in plain clothes swung into action and arrested the youth who was identified as Anil," said Chand. Anil's interrogation led to arrest of Arora from the Madipur area later. According to the police, the complainant was the former employer of Arora whom he had left two years back to start a business of mobile phones at Madipur. However, Arora suffered losses in business and aware of the sound financial position of his former employer and decided to extort money from him. He roped in his close friend Anil to help him in the crime. Anil is a freelance photographer but had left Delhi for Mumbai in 2008 for working in TV serials. He claimed to have worked in a single episode of CID, Aahat, Chanda Ki Adalat, Aap Ki Antara and two episodes of Raja Ki Ayegi Barat. "However, since he could not make his career in acting, he came back to Delhi last year and started working as a freelance photographer. He wanted to make a quick money, hence joined the conspiracy to extort money from the businessman," said Chand, adding that extortion calls were made by him. Two mobile phones, a motorcycle and Rs 5 lakh trap-money have been recovered from the accused. |

New Delhi, February 2 Initiating arguments on the complaint before Additional Chief Metropolitan Magistrate Sanjay Bansal, counsel for Gupta Anupam S Sharma said the court should direct the police to investigate the matter as it had violated the law and insulting the judiciary. "The offence is committed with the court, in the court and with regard to the court. The coverage of the statement which is meant to be very confidential has been leaked and virtually the judiciary has been murdered by the offenders," said Sharma and Sanjeev Nassiar. The counsel further termed the publishing of report "irregular and illegal", adding that the report which was published in the Tehelka magazine reached Pakistan too, hence endangering the respect of the nation and the judiciary. To buttress their point, the counsel referred to several Supreme Court judgments and pointed out that "the complainant is an affected party but a more affected party is the judiciary". The court, which heard the arguments for one hour, fixed the matter on judgment for tomorrow. Gupta, an RSS activist, had filed an application seeking initiation of criminal proceedings against ASP (CBI) T.R. Balaji and owner, publisher and editor of Tehelka magazine. In his application, Gupta has alleged that Aseemanand's confessional statement that was recorded by a metropolitan magistrate under Section 164 of the CrPC (in camera) was leaked by the CBI to Tehelka magazine, thereby violating the law and insulting the judiciary. Gupta, against whom a chargesheet has been filed by the Anti-Terrorist Squad (ATS), Rajasthan, is presently lodged in central jail, Ajmer. The Ajmer blast took place on the premises of Khawaja Moinuddin Chishti dargah in 2007, leaving three persons dead and 15 others injured. The Rajasthan ATS had filed a chargesheet against Devendra Gupta, Lokesh Sharma, Chander Shekhar Lave, and Sandeep Dange and Ramji Kalsangre (both absconding) in the case. Aseemanand, prime accused in Hyderabad's Mecca Masjid blast case, had in his recent confessional statement, said he and several Sangh activists had a direct connection with Malegaon, Samjhauta Express, Ajmer and Mecca blasts. |
MCD schools to get swanky desks
New Delhi, February 2 Mahinder Nagpal, chairman, education committee, while talking on the budget at the MCD House meeting, said that the process to buy 70,000 dual desks for about 2 lakh students has been initiated. It will be completed at the earliest, he added. Nagpal said the desks would be used by 1.40 lakh students in the first shift and approximately 60,000 students in the second shift. At present, MCD schools provide mats to the students who do not get desks, he said. Nagpal said in 2009-10, the education department provided 12,297 desks to primary schools of various areas. A total of 5 lakh students in the first shift and nearly 2.3 lakh students in the second shift use approximately 2.5 lakh desks. There are around 9.3 lakh students from class I to V in 1,729 primary schools of the MCD, said Nagpal. Meanwhile, Nagpal said that notices were being issued to the MCD-recognised 773 primary schools, asking them about the steps they were taking to implement 25 per cent quota for the economically weaker sections under the Right to Education Act. These schools have been asked to fill seats under this quota, he said. Nagpal said action would be taken against the schools which do not implement quota. He also said that the MCD had already issued notices in this regard to 19 MCD-recognised schools which were allotted land at a cost of Re 1 per square meter by the Delhi Development Authority (DDA). These schools have also been asked to explain what steps they have taken for implementing the quota and how many students from the economically weaker sections have they admitted. |
BJP denies meal scam
New Delhi, February 2 Clarifying the difference of around 19,000 between the number of meals prepared and the number of students studying in the schools, Mahender Nagpal, chairman, education committee, said the extra meals were for the students studying in the schools aided by MCD. "There are 44 aided schools in Delhi, and we give midday meals to 13,000 children in these institutions also," he said. "The remaining 6,000 meals are due to the extra three-four meals which are prepared for each of the 1,746 schools every day. There should be a provision for extra food for children," he said. The allegations were leveled when replying to a question raised by a councillor at a meeting of the standing committee, the education department of the MCD had said that the civic body prepared mid-day meal for 9.94 lakh students daily. However, in his budget speech, chairman of the education committee Mahender Nagpal said there were 9.75 lakh students in municipal schools. On this, the Opposition alleged that the MCD was preparing 19,000 extra midday meal, causing a loss of Rs 2 lakh a day. However, reacting to the allegations, municipal commissioner K.S. Mehra had yesterday said that the issue was of serious concern and would be looked into. "We would ask for the details from the officers of the education department," he had said. Meanwhile, Nagpal also dismissed reports of lesser enrolment at MCD schools due to lack of facilities. He said there was drop in the number of students as many labourers who came to Delhi for the Commonwealth Games had now gone back to their native places. |

50 Bluelines seized for plying illegally
New Delhi, February 2 A senior official said that this drive would be continued for a few days so that Blueline operators should stop bringing their buses on Delhi roads. This drive was launched by the transport department against the Blueline buses after they were phased out from the Capital on January 31. About 500 buses which have their permits till June are allowed to operate. Taking advantage of courts order, a majority of the bus operators are plying their buses in rural areas, he said. President of Blueline bus operators association said that the government has not yet implemented the court order. In its order, the court said that the buses that have permit can be operated till its permit is expired. Thousands of Blueline buses are parked in outer areas of the Capital. There are some new buses. "Now we are approaching the government and the court to give us permission to operate those buses under cluster system or stage carriage system." he said. |

Rs 3.5 lakh to kin of kids drowned in DJB pit
New Delhi, February 2 The jal board has already paid a compensation of Rs1 lakh each to the families of the victims. While hearing a petition seeking a compensation of Rs12 lakh each for the victims' families, the court directed the board to pay Rs 2.5 lakh each - the remaining amount of the total compensation - within four weeks. The money would be deposited with the court's registrar in the form of fixed deposits for three years, the court said. The court granted liberty to the jal board to recover the money from the contractors who were responsible for not fencing the area around the pit. The four boys drowned after falling into a 7-ft-deep pit filled with water in the Timarpur area of north Delhi in December 2010. They were identified as Vikas (8), Atul (7), Ritesh (9), and Narender (8). The four were residents of Gopalpur village. Appearing for the Delhi Jal Board, standing counsel Najmi Waziri informed the court that a police complaint against unknown people was registered in the case. IANS |
Rs 80-lakh hashish seized from ‘VIP’ car
New Delhi, February 2 The operation was conducted by the Delhi zonal unit of the NCB early today at Ghevra crossing near Mundka. The officials, during the search, found the hashish was being transferred from an Ambassador car to another vehicle. The Ambassador was designed like a 'VIP' vehicle with stickers and other accessories in order to avoid the gaze of enforcement and the police officials, they said. The three arrested have been identified as Dharmendra, Sunil Kumar Bajpai and Vimal Kumar Mishra. "Bajpai, the main supplier of the contraband, procured the drug from Nepal-based drug traffickers and was supplying it to Delhi, National Capital Region and Haryana. "They made a special cavity in the Ambassador car and it was also designed as VIP vehicle to deceive the enforcement agencies.

7 arrested for bus robberies
New Delhi, February 2 With their arrest, the police claims to have foiled the gang's plan to rob passengers of a Gurgaon-bound bus on Mehrauli-Badarpur Road. The arrest followed a tip-off. The police learnt that on February 1, Ahmed would come to the Saket Metro station to rob a Gurgaon-bound chartered bus. A trap was laid and six men were arrested. Kumar was apprehended later from Lado Sarai following the interrogation of those arrested earlier. Ahmed has a long criminal background and has even been to jail. "He ran a well-organised gang of around 15-20 robbers, auto lifters and snatchers who are well-versed with the topography of Delhi and NCR and have all details of the routes taken by traders and potential victims," a senior police official said. |
Nigerian held with drugs
New Delhi, February 2 According to S.S. Yadav, DCP (North), Lekan Akins was arrested recently from Nagia Park in the Shakti Nagar area on a tip-off. "Akins hails from Agege in Nigeria and was presently residing in Vikaspuri. He belongs to a poor family and became a drugs carrier to earn quick money. His father is dead and mother lives in Nigeria along with his wife and three children," said Yadav. He had come to India around 10 years ago on
a student visa. To earn quick money, he and his Nigerian friends became drug peddlers. Akins told the police that the drugs found on him were given to him by one Tyson for a west Delhi resident. Efforts are on to nab Tyson and others involved in the racket. |

Delhi woman commits suicide
New Delhi, February 2 The police has recovered a suicide note from the deceased in which she took the entire blame for her action. Preliminary investigation has revealed that the domestic dispute between the couple was the likely reason for the suicide. According to the police, Rituraj, an engineer, was married to Samrishta about a year ago. The duo had no issue. Samrishta had done MCom and was unemployed presently. An SDM inquiry has been ordered into the matter. |

New Delhi, February 2 Shiromani Akali Dal (Delhi) celebrated the Parkash Utsav on January 5 while the Akal Takht celebrated it on January 11 in the whole country. He said that the youth wing of the Shiromani Akali Dal (Delhi) would organize a convention in Rakabganj Gurudwara tomorrow in which the problems of Sikh youths would be discussed. Shiromani Akali Dal (Badal) claims that it leads Sikhs in Punjab but it does nothing for the religion in the state. It is the Badal group that made the Nanakshahi calendar an issue, he said. |

New Delhi, February 2 The Delhi State Industrial and Infrastructure Development Corporation will construct 18,760 flats at Pooth Khurd with an estimated cost of Rs 1,020 crore and 8,420 flats at Tikri with an estimated cost of Rs 465 crore. The DUSIB will construct 7,620 flats at Savda Ghevra-III with an estimated cost of Rs 408 crore. The construction will be completed within 18 months from the award of the work. |
