JNU scandal: Two students suspended

Two days after the JNU sex scandal came to light and led to an internal enquiry being set up by the university administration, the two male students involved in the matter were suspended today, until the proctorial enquiry is complete.

Both the boys, including the one featuring the video who was a student of the School of Foreign Languages and the other who allegedly shot the video and was an MCA student, have been barred from entering classes and the hostel premises.

However, there is no ban on them on the campus.

"Both the boys are needed for further questioning, so there is no campus ban on them yet," JNU proctor HGS Bohidar told reporters.

Also, the administration today issued a circular, asking the students to destroy all the copies of the tape, currently accessible in any form.

Though there will be no raids in the hostels, the administration has said that the JNU's security department will keep a close eye on everyone in the coming days.

"Both the students have been suspended till further enquiry in the matter is completed," said JNU dean of Student Welfare, VK Jain.

"The vice-chancellor has ordered that the title of the 'JNU student' be taken away from both of them with immediate effect. The university has taken up this sensitive matter very seriously and will leave no room for any lapses," said another senior official.

The university has not filed a complaint with the police so far. But within the next couple of days, once the administration establishes all the details involved in the case, it is likely to file an FIR.

The administration will now focus on setting up some preventive measures and tightening up the security at the university.

Noticeably, many student organizations from the university will also meet the Delhi police and discuss the options in cyber crime law to stop the circulation of the objectionable material online.

Gang selling girls busted, 2 sisters rescued

The Delhi police has arrested four persons and claimed to have busted a human trafficking racket. The accused have been identified as Saleem (32), Pinku (24), Sameer (38) and Sanjit (28).

On February 2, the police received information that some people were trying to abduct a woman in Defence Colony.

The police rushed to the spot and found the woman, Sona Kumari (20). She told the police that one Jai Ram, who is from her village, brought her to Delhi on the pretext that she could help her elder sister Muniya, a domestic servant.

On January 26, Sona, who is handicapped, reached Delhi, and within a few days, Ram allegedly sold her to three persons -- Rajkumar, Saleem and Pinku-- for Rs 10,000.

The trio took her to a room in Gurgaon on the pretext of making her meet Muniya.

There, they forced her to consume liquor and tried to sexually assault her, but failed, said a senior police official.

On February 2, while the accused were taking her to other buyers, Sona jumped out of the car in Defence Colony.

On her statement, a case was registered and Saleem and Pinku were arrested from Gurgaon on February 5.

On interrogation, the duo revealed that they had sold Muniya to one Sanjit in Shakurpur.

At their instance, the police arrested Sanjit and Sameer from Shakurpur and Muniya was rescued.

"Ram, the prime accused, used to bring girls from Jharkhand, Bihar, UP, Orissa and West Bengal to Delhi on the pretext of getting them jobs and then sold them to local agents," said a police official.

Saleem has previously been arrested twice for his involvement in cases of kidnapping and cheating, the police said.

Parts of 7 buildings razed

The Municipal Corporation of Delhi (MCD) today demolished illegal portions of seven properties in north Delhi, amid protests by residents of the area. The demolition was carried out in Nimri Colony, Ashok Vihar and Rani Bagh areas of the Rohini Zone of the MCD.

"The building department successfully completed the demolition action in these areas with the help of the local police despite resistance from the public," a MCD official said.

The municipal officers said the deputy commissioners of the 12 zones of the MCD have been asked by the Supreme Court-appointed monitoring committee to prepare a list of illegal and unauthorised properties, as the moratorium on such properties expired on December 31 last year. The officers said a special task force would be constituted for the demolition of such properties.

According to senior municipal officers, the urban development ministry may plan a policy to regularise all the unauthorised residential and commercial structures that came up before February 2006. Unauthorised buildings that came up after February 2006 will have to face demolition or sealing.

The MCD started acting tough against unauthorised constructions after 71 people died when a building with illegal floors collapsed in east Delhi in November last year.

Four kids die in house collapse
Collapse due to cleaning for Mayawati’s visit

Ghaziabad, February 9
Four children were buried alive and four other members of their family were injured when the house they were sleeping in collapsed during an operation to clean a drain for Uttar Pradesh Chief Minister Mayawati's visit here, the police said on Wednesday.

"In view of the Chief Minister's visit to Ghaziabad, a cleansing operation by the municipal corporation was being carried out. About 12.30 am, when a JCB machine was cleaning the drain in the locality, the drain wall caved in, and a building that was built by putting a slab over it collapsed," a police officer said.

The accident took place in the Islam Nagar locality shortly after midnight, he said.

"A family of eight that was sleeping in the house was buried under the debris," he added.

Locals informed the police about the incident. Four people were rescued, but four children died under the debris.

The injured were rushed to a government hospital where their condition was said to be stable.

Those killed were identified as Sarik, 5, Sania, 7, Sakeena, 11, and Salman, 14.

Mayawati is expected in Ghaziabad on February 20. — IANS

Two held for kidnapping astrologer

The north district police has arrested two men in connection with a 65-year-old person who had been kidnapped on February 7. According to the police, the accused Kailash (35) and Prahlad (35) were involved in the kidnapping of one Leeladhar, a.k.a. Baba.

According to S S Yadav, DCP (North), Leeladhar had gone missing while in Gurgaon and his son Tinku received a ransom call of Rs 7 lakh later in the day.

"Leeladhar gives astrological advice to devotees opposite Civil Hospital near Sheetla Mata Mandir, Gurgaon. On February 7, he went to his workplace, but did not return.

Later, he was found to be kidnapped and a ransom call received.

However, we managed to arrest two persons involved when they came for ransom money," said Yadav.

According to the police, the main accused Surender is absconding. He plotted the kidnapping as around three years ago, the victim along with others had preyed upon his superstition.

"Surender was told that if he donated a golden cow weighing 31 tolas, it would bring good fortune to him. Believing them, Surender went to Haridwar where he performed the rituals, including giving golden cow. He also offered money to them.

All the same, Surender suffered huge losses in his business. It was then that he demanded back the money spent by him for making the golden cow," said Yadav, adding that when they refused to return the money, he hatched the kidnap plan.

Lawyers hail Aarushi case decision

Soon after a special Ghaziabad court today decided to take the closure report filed by the CBI as the 'chargesheet' and issued summons to the Talwars, several lawyers hailed the decision and accused CBI of not investigating the matter properly.

The legal fraternity welcomed the court's initiative saying that court has tried to bring the guilty to the book. They added that it will also force CBI to re-investigate the case and explore it in a correct way.

"This was the best decision the court had taken. It is correct that the closure report has enough material to prosecute Talwars. Had it been somebody else, the agency would have filed the chargesheet much before. It looks that the CBI is working in pressure…anyhow now the case will hopefully find its way," said senior advocate Dahiya.

Advocate H S Phoolka, speaking to The Tribune, explained the context lawfully and said that the last seen evidence is considered to be 'good evidence' by law and according to it, the parents should be held accountable.

"There is no forced entry in the house. She was last seen with her parents and as the law says the parents should be answerable to what happened with the girl and if they are not, they should be held guilty. It is a prima facie case clear case," Phoolka added.

Meanwhile, some lawyers opined that instead of the pressure factor, 'sympathy' could be a reason to explain why the probe agency filed a closure report in the case.

"Everybody is alleging that CBI filed the closure report due to pressure. It could be correct, that the Talwars are big fish and they might have pressurized the police and agency but on the other hand it appears that the reason behind filing the closure report could be sympathy as well. The CBI is not sure if the parents killed it and in such a state it is practically difficult for anybody to allege the deceased's own parents for her death," said senior advocate Vikas Gupta.

Recovery agent posing as SI held

The crime branch of Delhi police has arrested a recovery agent and his associate for impersonating a police officer and trying to extort money from a leading criminal lawyer.

According to Ashok Chand, DCP (crime), the accused has been identified as Gopi Bansiwal (33), the recovery agent of a mobile phone operator, and his employee Rakesh Kaushal (24). Both of them were arrested in Chirag Dilli after investigations into a complaint filed by a criminal lawyer that he and his daughter had received a call from a sub-inspector identified as Roop Singh demanding Rs 50,000 to settle a non-bailable warrants issued against her.

According to the police, the daughter had received a call, saying that an NBW has been issued against her on a complaint filed by the mobile company in lieu of a pending mobile bill. "The lawyer called the mobile from where the call had originated. The 'SI' demanded Rs 50,000 to settle the issue and also threatened the lawyer with dire consequences if the money was not paid," Chand said.

Investigation into the matter led the police to Kaushal, and on his instance, his employer Bansiwal was also arrested.

MCD contracts with NGOs for midday meals

The Municipal Corporation of Delhi (MCD) today said that the contract for supplying midday meals to 9.94 lakh students of its schools has been given to non-government organisations.

The education department of the MCD, at a meeting of the standing committee, disclosed that it had proposed to allocate the distribution of midday meals to 9.94 lakh students in all MCD schools as well as the schools aided by it to self-help groups from July 1.

Clarifying the doubts over the difference between the numbers of students and midday meals prepared by it, a senior education department officer said the figure was based on the number of students as on August 31, 2010.

"The figure (9.75 lakh students) provided by the education department included only students of the MCD schools and not that of the 44 MCD-aided schools, who are also given midday meals by the education department," the officer said.

Since, under Right to Education Act, a child can be admitted any time in the year, the estimated number of students has been kept at 9.94 lakh, said the officer.

He said there was no possibility of making wrong payment as the payment is done only after the verification by the respective principals.

Get driving licence via online appointment!

Now anyone in the national Capital who wants to get a driving licence wouldn't have to worry about long queues and countless visits to the Regional Transport Offices (RTOs). With the latest driving licence system of online appointment, anyone can now book a prior appointment at the RTO and get their licence.

Just five days after the system was launched by the Capital's transport department, the new service has already received more than 700 appointment bookings and more than 350 calls at the call centre. Keen on saving their time, Delhiites are surely finding the newly launched system a big help. The system helps the applicants avoid the repeated visits and the long queues at the RTOs. Appointments can be taken on the phone according to the applicant's convenience.

The system not only allows the applicants to book their appointments at any of the 13 RTOs in advance but also pay fee. The system gives the applicants two options. According to their convenience, applicants can both book the online appointment as well as make the payment online, or if there is a time constraint, applicants can just make the e-payment and not book any appointment

In the second option, the applicants are given a particular time period within which they can collect their licence. With the e-payment facility, any applicant just needs 15-30 minutes for the entire transaction.

According to the officials, the new system will help reduce the workload, as the work will be divided among all the zonal offices. Transport officials will now be able to tackle the problem of agents who used to charge exorbitant commissions from the applicants outside the offices.

"People approached touts to get their work done without standing in queues. Now the system has been streamlined. Anyone with valid documents can go and get a licence easily," a senior transport official said. Developed by Delhi Integrated Multi-modal Transit System (DIMTS) Ltd. for the transport department, GNCTD, this new system has come as a breather to the citizens of Delhi.

From avoiding several trips to the RTOs to get a new licence or renew their licence to having their queries answered through a call centre, this initiative has resulted in saving of both the time and effort.

To book their appointment, applicants can visit the transport department website.

Final Census phase begins with CM in Delhi

The second and final phase of Census operations started today with the enumeration of Chief Minister Sheila Dikshit at her residence. She provided all the relevant information which was duly listed and signed the enumeration sheet in the presence of the Registrar General of India Dr C. Chandramauli and Director Census Operations, Delhi, Varsha Joshi.

Speaking on the occasion, Dikshit described the census as a vital exercise involving collection of information on demography, economic activity, literacy and education, amenities, languages, disability and many other social cultural aspects. Indian census has been the most credible source of planning and other futuristic schemes.

She also exhorted people to provide all information and render cooperation to enumerators.

The first phase of census named the housing census was conducted from April to September, 2010. The second phase called the population enumeration is being conducted simultaneously all over the country, including Delhi from February 9 to February 28, 2011. Around 30,000 enumerators in Delhi will be visiting every house to contact the families to get information about 29 questions.

Around 5,000 supervisors have also been deployed to make this exercise smooth. Every enumerator has been issued a badge, a photo I-card by the census office in Delhi. This will facilitate in ascertaining information from people. In Delhi, a revision round will be conducted between March 1 and March 5, 2011 to make additions and deletions to carry correction due to deaths and births taken place after February 28.

The Director Census Operations in Delhi has operationalized a toll-free number 1800-345-0111 for providing information about census operations. People are free to contact this number in case no enumerator comes to their place. As per Census Act 1945, the enumeration of every person is mandatory.

A Delhi court today pulled up the Delhi police for plotting a fake encounter story against seven innocent people, who were 'branded as terrorists' and were accused of having links with the banned terror outfit ISI, in advancement of their self-interests.

"All the four police officers have acted in advancement of their self-interests in total disregard to the demands of their duty…. The encounter alleged to have been taken place on the intervening night of July 1-2, 2005, did not take place at all and an absolutely fake encounter has been projected," said additional sessions judge Virender Bhat while acquitting all the seven accused.

Terming the police officers as "persecutors and tormentors", the court added that the story of encounter was carefully scripted in office as there is nothing with the prosecution to prove the case against the accused.

"The story was scripted in the office of Special Staff, Delhi police, Dhaula Kuan, by its main author sub-inspector Ravinder Tyagi with the assistance of sub-inspectors Nirakar, Charan Singh and Mahender Singh," it added.

Taking a serious view of the case, ASJ Bhat also issued directions to the commissioner of police to initiate appropriate inquiry against the four police officials involved and submit a report within three months.

The court further questioned the working of police, terming the investigation carried in the case as 'poor'.

"Prosecution has failed to prove that the accused were having links with the ISI. No proper investigation has been conducted. It has failed to trace out the source of the arms and ammunition allegedly recovered from and at the instance of the accused," Bhat added.

The remarks came in connection with a case where seven people - Saqib Rehman, Bashir Ahmed Shah, Nazir Ahmed Sofi, Hazi Gulam Moinuddin Dar, Abdul Majid Bhat, Abdul Qayoom Khan and Birender Kumar Singh - were arrested following a gunfight near Gurgaon-Delhi road in 2005.

According to the prosecution, the police recovered an army combat uniform, fake currency of Rs 50,000 and a sketch of Palam Air Force station, an AK-47 assault rifle, several magazines, cartridges and hand grenades from their possession.

In its chargesheet, the police claimed the accused disclosed that they were working on the directions of Pakistan's spy agency ISI.Noting that due to such acts, the common man will lose its faith in the police system, the court said, "The officers have brought utter shame and disrepute to the whole Delhi police force. In my opinion, there cannot be any more serious or grave crime than a police officer framing an innocent citizen in a false criminal case.

Such tendency in the police officers should not be viewed or dealt with lightly but needs to be curbed with a stern hand. Such black sheep, who are out to defame and bring into disrepute the whole police force, need to be identified from the whole flock and taken to task," Bhat said.

Carjacker turns out to be gangrape accused

Rohit, 30, was arrested from Indirapuram in Ghaziabad on Tuesday, additional commissioner of police (Southeast) Virender Singh Chahal said here today.

An executive in a Noida firm, Vikram Singh lodged a complaint that his Wagon-R car was overtaken by another vehicle on January 28 around 10 pm near Hotel Crowne Plaza in the Maa Anandmayi Marg area of south Delhi.

Four men then forced him out at gunpoint and fled with his car.

Chahal said the police zeroed in on Rohit, who confessed to his involvement in both the car-jacking and, surprisingly, the Seemapuri gangrape cases.

The woman was kidnapped by five men when she was returning home from the local market, and was gangraped in an isolated area nearby.

Her four attackers were arrested in December last year, and the police was on the lookout for the fifth.

Chahal added the remaining three men in the car-jacking case were at large. — IANS

The Delhi police today said Parmjeet and his accomplice Fayim, 23, have been arrested, which has helped it solve four cases of vehicle thefts and around 20 cases of chain snatching.

"Following a tip-off, the duo was held from Pitampura on Tuesday when they were about to commit chain snatching. A stolen bike was recovered from them," said deputy commissioner of police (Northwest) Meenu Choudhary.

"He, along with Fayim and the kingpin Sadik, committed around 20 chain snatchings from various parts of the city. They sold these chains to goldsmiths in Jahangirpuri," said Choudhary.

Parmjeet told the police that he failed to make a living doing odd jobs in small construction companies, after which he came in contact with Sadik. He added that he spent all his money on his three girlfriends.

"Sadik is still absconding," Choudhary added. — IANS

The protestors named a few schools that had allegedly violated government's guidelines while selecting students for admission this year. A protestor said that the Director of DoE had said he would issue show-cause notices to the erring schools and promised to verify the selection procedures of all the schools.

A senior official of the education department admitted that this year's admission process had been chaotic and said that steps would be taken to make the process smoother.

The minimum temperature today was recorded at 9.3 degree Celsius, two degrees less than yesterday's minimum of 11.3 degrees and one degree above normal while the maximum was recorded at 22.8 degrees, down from yesterday's 23.8 degrees.

For tomorrow, the weatherman has predicted a clear sky with no possibility of showers. The maximum and the minimum temperatures are expected to be around 24 and 10 degree Celsius, respectively.

The BJP-ruled Municipal Corporation of Delhi (MCD) has planned to move court against the city government's proposal to "encroach upon the powers of the municipal body", said Leader of Opposition in the Delhi Assembly, V.K. Malhotra.

"The MCD is a constitutional body. It has been given powers by the Constitution and the government cannot encroach upon them without amending the Act," Malhotra said. When asked about the proposed trifurcation of the civic body, Malhotra refused to comment, saying that the issue would be raised later.

Addressing a conference here, Malhotra said that the celebratory messages given by Chief Minister Sheila Dikshit on the completion of 12 successive years by her government were a bunch of lies.

"The years of Dikshit's rule have been the period of betrayal. Her government has been inefficient, corrupt and anti-people," Malhotra said.

"The government had promised to regularise Delhi's 1,600 unauthorised colonies. But nor a single unauthorised colony was regularised nor any civic amenity was provided to the colonies. Almost all development works in these colonies have been stopped," Malhotra added.
