Young tantrik who cheated 500 in police net

A 29-year-old godman (tantrik) and his two accomplices have been arrested by the east district police for allegedly cheating over 500 people in Delhi and other states.

The accused, identified as Shazad (20), Akbar and Ikram, were apprehended after a woman lodged a complaint against them. The accused had allegedly duped the woman of Rs 50,000 and five gold rings on the pretext of returning them after performing a puja.

According to information, the woman, a Geeta Colony resident, approached Shazad to solve problems in her marriage.

"She contacted 'Tantrik Baba', whose advertisement she had seen on a television channel in the name of Miyan Moinji Samrat. She called him at his office in Kalkaji and later met him on February 4," said O.P. Mishra, DCP (East), adding that Shazad told the woman that her husband was under the influence of a 'Kala jin' and if not treated soon, he might die.

He asked her to give Rs 2,100 for a puja, another Rs 51,000, five gold rings and some common herbs used in the Hindu ritual. He told her that the ritual should be performed as soon as possible.

Shazad promised the woman that Rs 51,000 and the rings would be returned to her after the puja. "They told the woman that the puja would continue for three days and that after three days, she could call them on their mobile. But after three days, Shazad and his accomplices stopped taking the woman's calls and refused to return her money and rings. They told her that the same had been taken by the "Kala jin" as sacrifice," said Mishra, adding that the accused cheated her of Rs 53,100 and about 10 grams of gold.

After receiving the complaint, the police conducted raids at several places and finally arrested Shahzad from Apsara Border and later, at his instance, Ikram and Akbar were also arrested from their office in Kalkaji.

Shazad disclosed that he had been cheating people along with his family members for the past several years and has offices in Delhi and other states.

"He had cheated another Delhi resident of Rs 5,51,000 and 50 gram gold and a case was registered with the Lajpat Nagar police station in this regard," revealed Mishra, adding that the gang had cheated over 500 people in various parts of India, including Hyderabad, where they cheated a woman over Rs 2.5 lakh.

Shazad ha studied up to class III and is married. He lived in Ghaziabad. The police has recovered an owl from his possession.

HC raps Delhi govt for interfering in power tariff 

New Delhi, February 18
The Delhi High Court today pulled up the Delhi government for trying to interfere with the fixing of tariff rates for 2010-11 by the Delhi Electricity Regulatory Commission (DERC).

The division bench of Chief Justice Dipak Misra and Justice Manmohan sharply criticised the government, saying: "The Delhi government cannot pass any direction, asking DERC to hold its decision on tariff."

While passing the order, the high court accepted the submission of attorney-general G.E. Vahanvati, who has been helping the court in the matter, that the state government was "not empowered to interfere with the DERC's decision and could only issue guidelines to it for its consideration."

"Vahanvati's submission deserves acceptance. Accordingly, we hold that the communication of the present nature made by the state government is absolutely unjustified, unwarranted and untenable and, accordingly, the same stands quashed," the bench said, after seeing a file relating to the appointment of the DERC's members.

"On close scrutiny of the aforesaid directions, it is clear as noon day that there has been an order of prohibition to the commission not to pass the tariff order. The direction is issued keeping in view the public interest. The same is not discernible. It is neither evident nor demonstrable. It was an unwarranted interdiction. It is understandable that the state government could have suggested some kind of a matter relating to policy having nexus with public interest, but unfortunately that is not so," said the court.

The court was hearing a public interest litigation (PIL) accusing the government of succumbing to pressure from private power distribution companies (discoms) and "prohibiting the release of a new tariff order approved by the DERC" on April 29 last year.

The PIL contended that the DERC told the government that discoms were sitting on a combined cash profit of over Rs 300 crore per month and it was time to reduce the power rates.

"It is the most sorry state and the Delhi government has to play a pro-active role but the state is lost despite the fact that it has immense powers," the bench observed.

The court also expressed its unhappiness over the entire exercise of fixing the power tariff for the capital and rapped the city government and the DERC for it.

The court then deferred the matter for further hearing for February 23. - IANS

Not a single EWS form sold at MCD schools in four zones

Even as harried parents do the rounds of public schools in the city for the admission of their children, the MCD schools in four zones have not sold a single form under the category of 'economically weaker section' (EWS).

Municipal Corporation of Delhi (MCD) schools in the west, south, Najafgarh and Narela zones of Delhi could not to sell even one form under the EWS.

The matter was disclosed at a meeting of the civic body held by the education department two days ago. February 15 was the last to buy admission forms while February 28 is the last date for submission.

According to municipal officials, there are several confusions over the implementation of the RTE Act. The chairman, education committee, Mahender Nagpal said firstly, the schools are not clear about the money that they will get to impart free education to the EWS students.

"This is the first year of the implementation of the RTE Act. The schools are not yet aware of the financial aspect. The Delhi government has not given any notification regarding the release of the money," said Nagpal.

Secondly, the Act has been implementation in a hasty manner, giving the schools very less time for preparation, Nagpal said.

"We received the order for the implementation of the quota on February 4. Accordingly, we began the sale of forms, with February 15 as the last date. So, not many people could approach the schools," he said.

However, Nagpal said that the sale of form might take place once again after consultation with the schools.

To publicise the free education programme, the MCD will advertise through newspapers and other mediums.

Nagpal further said that people belonging to the EWS were facing difficulties in producing the requisite documents for admission.

"For admission under the EWS category, the parents of the child need to have at least one of these documents-- ration card of below poverty line, low-income certificate or three years of residential proof in Delhi. In the absence of the documents, they are unable to approach schools," he said.

The MCD has also written letters to the Lieutenant-Governor and Chief Minister, asking them to clarify the financial aspect of implementing the programme.

125 Noida primary schools to have water purifiers

There is good news for the students of government primary schools. They will soon get potable water in their schools as the district administration has decided to set up water purifying systems at 125 primary schools in each development block.

This was revealed today by district magistrate Deepak Aggarwal at a workshop on water sanitation and hygiene held in Greater Noida.

"Five villages, including Chholas and Kaulnda, and eight colonies in Dadri are high-risk areas as they have been reporting cases of polio over the past few years. Some of the colonies at risk are Nai Abadi, Kathehra, Badshah Nagar and Gautam Puri. Initially, 60 water purifiers will be installed at the primary schools in these high-risk areas," said Aggarwal.

He further said that for hygienic toilets, an aid of Rs 1,500 will be given to the families under the Above Poverty Line (APL) category and Rs 2,200 to SC/ST and BPL families. The DM has directed some officers to identify the open toilets in the district so that they could be converted into hygienic ones.

Polio can be eradicated only when people follow cleanliness and keep their area clean.

They should wash their hands properly after using toilets, he said.

Reacting to the announcement, pradhans of the villages said the move would be beneficial to the students of the school.

Presently, they are drinking handpump water and at several schools, even the hand pumps do not function, they said.

The village chiefs said before installing water purifiers, the administration should provide tap water supply to the schools.

Docs’ stir causes traffic snarls

Hundreds of doctors from government hospitals held a protest at India Gate which led to traffic jams in several parts of New Delhi district this evening.

Traffic officials said that the doctors laid down on some roads and blocked the traffic, resulting in jams on all roads spreading out from the India Gate intersection.

As a result, people had a harrowing time while negotiating the hour-long blockade.

According to information, about 500 doctors (physicians) under the banner of the Indian Physiotherapy Students Association, gathered at Indian Gate around 5 pm to hold a protest against their discrimination in various hospitals and to them being compared with nurses and technicians.

"The protest began around 5.30 pm and lasted for over two hours. Traffic was blocked as they lay down in the middle of the road and we had to forcibly remove them. Since the traffic flow during this office time is so heavy, even a minor interruption for a few minutes can lead to traffic jams," said a traffic official.

The doctors left the area around 7.30 pm and the traffic flow returned to normal soon after.

The waiting time varied from 30 minutes to an hour on various roads, including Barakhamba Road, Ferozshah Road, Ashoka Road.

Haryana Cong denies graft charges

The political temperature in Haryana appears to have picked even before the summer was to herald in, as the ruling Congress today hit back hard at the principal Opposition party in the Vidhan Sabha, the INLD, on its charges of corruption against the state government.

Working president of the Haryana Pradesh Congress Committee (HPCC) Kuldip Sharma, said here that it "ill-suited" the image of former Chief Minister and INLD supremo Om Prakash Chautala to level allegation of corruption against Chief Minister Bhupinder Singh Hooda.

Sharma reacted sharply to the reported meeting of Chautala, along with his party leaders, with Governor Jangannath Pahadia, a few days ago demanding prosecution against the Chief Minister in connection with land related issues.

The party throws a challenge to the INLD chief to come forward for a public debate on the issue, he added.

Sharma wondered why the principal Opposition party did not take up the issue with the office of the Lokayukta which has locus standi and jurisdiction on such matters. He cautioned that the Congress would "expose the INLD leadership" both on the floor of the House in the Haryana Vidhan Sabha as well as in the public."

Rare ancient Chinese artifacts on display

For the first time, the rare ancient Chinese artifacts will be displayed for the Indian audience in an exhibition - Treasure of Ancient China, jointly organised by the Archaeological Survey of India in collaboration with the State Administration of Cultural Heritage of China and the Art Exhibitions China as its executing agency.

The month-long exhibition in the national Capital will open to public tomorrow evening.

Ninety five Chinese artifacts will be showcased representing the Chinese culture from the Neolithic period (about 10,000 BC) to the Qing dynastic period made in different art media like stone, metal, jade, porcelain, ceramics, etc.

Farming tools used by the Chinese to painted pottery using the "shiny" keoline clay in the Neolithic period back in 10,000 BC, porcelain works from the Tang dynasty and idols of the warriors made of terracotta are some of the offerings of the exhibition.

"There were more than 3,000 idols of the warriors that were unearthed in China. These idols are from the same pool. The king believed in life after death, hence he created this terracotta army after the death of the warriors. Each of the 3,000 idols has different faces and expressions," explained one of the ASI officials.

Another important display in the exhibition is the bronze vessels which were used in auspicious religious ceremonies. Also, tricolour painted pottery works with embellishments of the Chinese fairy tales, the auspicious dragons and other mythological stories are another attraction in the exhibition.

"After 2006 was declared the Indo-China Friendship Year, an exhibition on Treasures of Ancient India was organised in 2006-07 at four venues in China-Beijing, Zhengzhou, Chongqing and Guangzhou.

One hundred exquisite Indian art objects ranging from 3rd century BC to 18th Ccentury AD, representing the Hindu, Buddhist and Jain pantheons and made in stone, metal, ceramics were mounted on display to present a microcosmic view of the Indian art and culture. In reciprocation thereof, this exhibition is being organised in 2011 in India," said Urmila Sant, Director Museums, Archeological Society of India.

The exhibition would be inaugurated by the Minister of Culture, Kumari Selja, tomorrow at 6.30 pm.

"After the national museum, the exhibition would travel to the Chhatrapati Shivaji Maharaj Vastu Sangrahalaya, Salar Jung Museum, Hyderabad, and National Library, Kolkata, for two months each," added Sant.

Bankers held for siphoning money with credit cards

New Delhi, February 18
Seven people, including an HDFC Bank official, were arrested for fraudulently using other people's credit cards and siphoning off lakhs of rupees, the police said today.

Arvind Kumar, 26, Dara Anand, 35, and Sangeet Anand, 33, were arrested on February 14 while Sube Singh, 23, Dharamvir, 28, Rajender Kumar, 31, and Vishnu, 26, were arrested on February 10 for duping the Rajouri Garden branch of HDFC Bank in west Delhi.

"Arvind and Dara would get the details of customers from Sangeet, who was an assistant manager at HDFC Bank, Naraina in west Delhi, who in turn got the details by entering random names in the bank's database," a police official said.

Sangeet Anand would particularly search for those people who resided outside Delhi, especially in far-off southern states, added the official.

Then either Arvind or Dara would pose as a real customer and get the original address of the card changed and request the bank to send the card to a new address. Further, they would intercept the courier boys Singh, Dharamvir, Kumar and Vishnu midway and pay them Rs 10,000 per card.

"Sangeet Anand disclosed that he provided eight credit cards of different HDFC customers living outside Delhi and also identified 65 other accounts which were inactive for past few months whose details he had obtained," the official further added.

According to the police, it received a complaint from HDFC Bank, Rajouri Garden, in west Delhi in the first week of February that many of the credit cards issued by the bank were being misused by some unknown people and around Rs 9 lakh had been withdrawn against various cards.

On enquiry, it was realised that all the cards were supposed to be delivered at a particular area in Faridabad, Haryana, and that the original addresses were in far off places like Karnataka, Mumbai and Bangalore etc. The police also found that these cards were seldom used by their real users.

Sangeet Anand got 40 per cent of the share while Arvind and Dara Anand kept 60 per cent of the money withdrawn or defalcated against these cards.

The police recovered two laptops, a computer, seven mobile phones, fake identity cards and documents from the gang.-- IANS

A five-year-old schoolboy was crushed to death while another admitted to hospital with fractured legs when a speeding dumper hit them from behind in the Rohini area of outer Delhi today morning.

According to the police, the incident was reported around 8 am from Rohini's Sector 20 and the deceased has been identified as Daanish Hussain. Angry family members and well-wishers of the victims burnt the dumper involved in the accident and pelted stones, forcing the police to lathicharge.

A case in this regard has been registered at the Aman Vihar police station and efforts are on to nab the errant driver who fled the spot after the accident.

According to information, both the boys were students of R.K. Memorial Public School in Sector 20 and were walking to the school with an elderly family member when the accident took place.

"Both the boys, Daanish and Arshad (11), belong to one family. Daanish's grandmother was walking them to the school. When they reached the main road, a speeding dumper hit them from behind. Daanish died on the spot while Arshad was admitted to Sanjay Gandhi Memorial Hospital," said a police official.

The errant driver managed to flee, but he has been identified.

Angry over frequent accidents in the area and the alleged failure of the police to control the errant drivers, angry residents set the dumper on fire.

When the policemen present on the spot tried to prevent them from doing so, the mob pelted stones at the police, forcing it to lathicharge. It took more than an hour for the police to control and pacify the angry mob.

While locals alleged that the police misbehaved with and manhandled women protestors, senior police officials denied the allegations.

"We resorted to minor lathicharge only to prevent the people from taking the law in their hands. No one has been injured in the incident," said the police official.

Woman gangraped, three held

A Blueline bus conductor, along with his two associates, allegedly gangraped a 37-year-old woman in the Mehrauli area of
south Delhi on Tuesday night.

According to the police, all three accused have been arrested.

"The accused have been identified as Sandeep, alias Sonu, Ravinder and Dhanwant, all residents of Sonepat in Haryana. They were arrested the same night," said a police official.

The woman was on the way home from her office in Gurgaon around 9 pm when the accused allegedly held her at knifepoint and gangraped her.

"The three abducted the woman from near the Jamali road took her to an isolated place and raped. They threatened her of dire consequences if she reported the matter," said the official.

The victim told her husband about the incident on reaching home and the two approached the police. After a medical examination at AIIMS, a case was lodged at the Mehrauli police station.

The police managed to arrest the culprits hours later from the same area.

2 clashing communities lathicharged

Over 12 persons were injured in a police lathicharge after things were on the verge of violence between the Gujjars and the Muslims with regard to a dispute over raising the wall of the graveyard in the Pandav Nagar area of east Delhi this evening.

According to information, more than 100 policemen, along with the area DCP, reached the spot and controlled the rising clash between the two communities.

A group of Muslims gathered at Intejamia Idgah graveyard to bury a Trilokpuri resident, but the Gujjars living in the neighbourhood objected to the burial so close to their houses.

"The Muslims then decided to raise a wall, but the Gujjar community objected to this as well as they believe that they encroaching upon their land. Later, people from both the communities gathered in the area. While one wanted to build the wall, the other was opposing it. The police tried to pacify them, but when they insisted, they were lathicharged," said a police official.

The mob also set four bikes on fire which belonged to the Delhi police.

The police used teargas and opened fire in the air to scare away the mob.
