BJP terms Seed Bill as anti-farmer

The BJP has taken strong exception to the Seed Bill-2004, currently introduced in the Rajya Sabha by the Centre, describing it as an anti-farmer and favouring seed companies.

The BJP Kisan Morcha has already begun garnering support from the farmers against the Bill in the country. BJP Kisan Morcha president Om Prakash Dankhar, while presiding over the Uttarakhand Kisan Morcha meeting here today, called upon the party workers to sensitise the farmers on anti-farmer clauses in the Seed Bill-2004.

Later interacting with mediapersons at the state party office, Dankhar said while the Bill gave no protection to the farmers, it only strengthened the monopoly of the seed companies. “The Seed Bill calls for constitution of a central committee and thus, will make agriculture more of a Central subject than being part of the state list,” said Dankhar.

Elaborating on the Seed Bill, he said while the Bill did not mention on seed rates, it was also tightlipped over the issue of seed royalty and timely availability. He said the Bill also made registration of nurseries and sellers of seeds compulsory, thus providing to be facilitator for big corporate companies and forcing small nurseries out of business.

He also took the opportunity to disclose that there had been rise in number of cases in the country, where the seeds had turned impotent. “Bundelkhand suffered losses to the tune of Rs 250 crore due to supply of impotent seeds. Similarly, Kullu and Karnataka farmers, too, have suffered on the same count,” he said.

“The companies that keep a tendency of using terminator seeds to ensure that the farmers are forced to check multiplication of the seeds in order to increase their sales often, end up producing impotent seeds making the farmers biggest losers in the process,” he added.

Referring to plight of the farmers, Dankhar said a credible survey had revealed that 52 per cent of the total BPL families were farmers.

He announced that the BJP would be holding Beej Bachao Kisan Panchayat all across the country to forewarn the farmers against the Seed Bill. He said the party had also prepared a 16-point memorandum, which would be sent by the farmers of each and every district to the Centre.

Village heads will not disburse cheques: Minister

This may be shocking, but it’s very true that state Cabinet ministers do not have faith in village heads or public representatives. They believe more on their party leaders to carry out various governmental works.

As per directives of a state Cabinet minister, a Haridwar Social Welfare Officer has written an official letter to Additional Social Welfare Officer, Block Bahadrabad, to make sure that the cheques of old-age, handicapped and widow pensions should not be distributed via village heads from now onwards.

In the official letter (No. 347576) dated October 1, 2010, a copy of which is with The Tribune, District Social Officer Upma Shukla has mentioned that the District Social Welfare Minister, in his letter (No. 2282, dated September 8, 2010), has stated that related cheques that are being given to the village heads are not right, as in many cases they seek their share from the pensioners.

So the District Welfare Minister mentioned in his letter to make sure that either they at their personal level distributed these cheques or made arrangements that these were handed through representatives of state Cabinet Minister Madan Kaushik in the whole district from now onwards. Notably Kaushik is also a local legislator and his representatives do the work related to his department and legislator fund.

Police issues challans to traffic violators around Clock Tower

The traffic on the roads, particularly around the Clock Tower, presents a new look and gives much respite to people these days. The new plan of the police to make 500-m area around the Clock Tower as the “no parking” and “no waiting” zone has certainly made a big difference.

The police is also strictly implementing the plans and has issued a large number of challans to traffic violators.

Since city buses and Vikrams are not allowed to ply to the Clock Tower, the vehicular rush has got less. No buses came to the area around 500m of the Clock Tower even today. The buses were diverted from previous junctions.

The traffic police that is deployed in good number had yesterday challaned 92 four-wheelers for traffic violations.

The police, for improving the traffic condition, has especially trained women constables.

“This has made driving easy on the roads. It is very convenient now to drive down to Chakrota Road from the Clock Tower,” said a government employee while hailing the new plan of the police.

Bus operators protest new traffic plan

City bus operators today protested against the new plan in which they were not allowed to ply buses at the Clock Tower. They even tried to come to the Clock Tower, but were stopped by the police near Bindal.

The operators later held a meeting with the traffic circle officer and conveyed their concerns to him.

They wanted that they be allowed to ply buses at the Clock Tower as it affected their business. However, the police doesn’t seem to be in agreement.

Meanwhile, lack of coordination between government agencies was seen today. The PWD had last night marked yellow lines on the road near the Clock Tower, which is meant for parking.

However, the police has declared the place ‘no parking’ and ‘no waiting zone’. Spotting the yellow line this morning, the cops were taken aback. The police said the line would be removed.

‘MC disrespectful towards Pt Upadhyay’s statue’

The controversial statue of Pt Deen Dayal Upadhyay, one of the most revered BJP leaders, installed recently at a park in Landour Bazar is once again under scanner for all wrong reasons.

Area residents have alleged that the construction agency has disrespectfully covered the statue with a liquor carton, thereby hurting the sentiments of people.

Social activist and former Mussoorie BJP unit president Amichand Mangla said the BJP workers across the nation revered Pandit Deen Dayal Upadhyay, but the MC was showing disrespect towards his statue. Mangla said Pandit Upadhyay had always led an austere life and was against liquor consumption.

“Despite being from BJP, MC president OP Uniyal has shown disrespect towards the statue, which was more shameful.” He further said the MC should remove the carton immediately and cover it with another sheet.

He also lamented the fact that neglect of the park was evident from the fact that even after its inauguration, the park had not been opened for the public. An altercation also occurred between the subordinate of the contractor and Mangla at the park.

The subordinate worker of the contractor said they had covered the statue with chips carton and some miscreants might have kept the liquor carton. He also reiterated the fact that the statue was being covered till the time the beautification work got completed to avoid dust. He also informed that a crystal glass unbreakable cover would be installed to keep the statue safe from monkeys and dirt.

Sunderlal Bahuguna urges youth to participate in green battle

Sunderlal Bahuguna, a renowned environmentalist, enlightened the youth to participate in the green battle initiated by students of the International School of Business and Media (ISBM) while focusing on the challenge of protecting the planet earth here today.

He also discussed the current scenario, consequences and methods to eradicate the problem.

With a prime motive to create awareness about environment conservation, students of ISBM, Pune, held a national youth festival, Media Mind-prints, 2010.

As a part of the event, the Media Mind-prints Dehradun team held a seminar “Congregation” for the environment at the Survey of India Auditorium. An interactive session fraught with innovation, causes, changes, current scenarios, environment and its problems were discussed by eminent personalities as well as environmentalists. The thoughtful speeches and media discussions enlightened the students of various schools that had come to attend the seminar.

Other than Sunderlal Bahuguna, AK Tripathi, Registrar, FRI, Ganesh Joshi, MLA, Rajpur, and Silky Jain were the eminent speakers at the seminar.

The winners of the singing competition held under the banner of Yograj Cinevista Film and Acting Institute and Film Production House visited the Sai Baba temple to take his blessings before leaving for Mumbai here today.

Minakshi Thapa, Ujjawal Rai, Sarthak Thapa and Shella Sharma sang bhajans at the temple.

Yograj Singh, proprietor of the institute, told The Tribune that the four of them would be going to Mumbai tomorrow and recording songs for the film to be produced under his banner. The shooting of the film will start in Uttarakhand in January.

Cultural Minister Vijaya Barthwal also visited the temple to bless the youngsters. Others present on the occasion were BJP leader Govardhan Bhardwaj, Kanta Prasad, Anjli Rawat, Amarjit Singh, Karan, Abhisekh Thapa and Rajender Singh.

Resort employees’ strike gets support

The ongoing agitation of employees from Avlon Resort took a new turn when Rajya Andolankari Samman Parishad president Ravinder Jugran visited the dharna site and extended support to the warring employees.

The buoyed employees welcomed Jugran and apprised him of the ongoing agitation that has been on for the past couple of days.

Hotel and Restaurant Karamchari Union leaders, headed by Shoban Singh Panwar, informed Jugran that the management in the name of retrenchment was depriving permanent staff of their daily bread and had conspired with local representatives so that they stopped their justified agitation soon. The union leader also said 11 workers had been dismissed from job unlawfully and six transferred to Delhi. The workers also alleged that the management was colluding with a few touts and threatening them to call of their agitation.

Jugran said he would try that the agitating employees received their justified due and the retrenchment drive was stopped soon. He also said the state government had resolved through a direction to the private industry to employ more than 705 employees from the state, but big resorts and hotels were not adhering to it.

Jugran also said certain hotels were not implementing the minimum wage plan and he would apprise the government about it soon.

Jugran also talked to Nayab Tehsildar Mata Din and said he should talk with the management and inform them of the stand taken by the employees here.

Senior BJP leaders Anil Godiyal, Gambhir Singh Panwar, Palika ward member Kedar Singh Chauhan also extended support to the agitating employees today.

On the other hand, the management refused to comment on the issue citing that the matter was in the court.

BSNL staff strike enters day 2

On second day of the strike, BSNL employees protested outside the office of General Manager (GM), Telecom, Dehradun. The three-day strike, held under joint forum’s banner, started yesterday all over the country.

Employees criticised the schemes made by the Centre and the Telecommunication Ministry. The workers sought refund of Rs 18,500 crore, which had been taken as the licence fees from BWA and 2G. The employees also asked the government to provide them 78.2 per cent IDA pay scale, which had been pending since January 2007. The demand also included increase in pension and finalisation of the mobile tender.

Speaking to mediapersons, organiser joint forum SS Rothan said there were many pending demands and if the Centre failed to fulfil them, they would carry on with the protest.

Dispensary re-opens at Barlowganj

Residents of the town heaved a sigh of relief as a Municipal Corporation (MC)-run dispensary started functioning today at Barlowganj. The dispensary has been restarted after concerted efforts of MC president OP Uniyal and member Santosh Arya.

The dispensary existed in Barlowganj since the British era, but had stopped functioning in 2005 after the retirement of a doctor appointed by the MC. Dr KA Bisht, who has been appointed on contractual basis, will visit the dispensary on daily basis.

According to Uniyal, the dispensary will serve Barlowganj residents and residents of Khetwala, Jharipani, Dhobi Ghat and Bhatta villages. “The medicines will be provided free of cost,” said Uniyal.

Industrialists return after China visit

A delegation of industrialists recently visited Taipei and China to study the impact of recession on small and medium industries. IIA president Pankaj Gupta, who was part of study tour, disclosed that representatives from as many as 13 countries were part of the deputation.

He said leading industry experts from Japan, Singapore and Taiwan also held interactions with them. He said issues linked to finance, technology, management and customer relations were taken up for discussions.

Pankaj said a report that would sum up the deliberations at the tour would be prepared shortly at Japan. “This report will be sent to other countries as well for their benefit,” said Gupta. He also pointed out that during the interaction, several countries expressed interest of having strong trade links with India. “Taiwan, Vietnam and Philippines showed great interest in undertaking investments in India,” he said.

Laying of new pipes disrupts water supply in Haldwani

A large number of colonies in Haldwani township continue to reel under a water-supply crisis. Most of these localities are semi-urban and located on the fringe of the town.

Residents are being forced to spend sleepless nights trying to arrange water and even pumps are of no help to them.

The areas affected by the crisis include Talli Haldwani, Alaknanda Colony, Gora Padav, Mota Haldu, Ujala Nagar, Sreepuram, Khanna Farm and Khatik Farm.

Residents have been claiming that despite repeated complaints being lodged with the authorities, nothing has been done to provide relief. They said that it is on account of the laying down of new water lines that the supply to the older lines has been disrupted.

Certain areas like Bagjala, Gaula Par Harijan Basti, TP Nagar, Naya Gaon, Gafur Basti, Charayal Suyal, Line Number 17 and Jail Road were reportedly provided water with the help of tankers on Monday.

Meanwhile, in the Do-Nahariya area, the lack of coordination between the Water Supplies Department and the Power Department has become a major cause for the disruption of water supply.

It is learnt that the water pipelines in the area needs repairs and because of an electric pole, this work is not being executed.

While the officials of the Water Supplies Department claim to have written to the Power Department for the removal of the pole, the latter said they were unaware of any such request.

BHEL’s quality-month ends

Much emphasis is being given to quality in this age of corporate competition. A quality month, being celebrated from November 1, concluded yesterday with varied programmes and competitions being held at Bharat Heavy Electricals Limited (BHEL) here.

Addressing the function, BHEL Executive Director Devendra Kumar Mody termed the quality as an aspect that can only be maintained if employees work in unity and make sure that the product quality and other aspects are maintained.

He said, “The product should be of high quality, a hallmark of BHEL.” The Trade Excellence Department’s Additional Managing Director Madan Mohan Gupta welcomed the participants.

Quality Control Additional Managing Director Sant Kumar delivered the final lecture. Several executives, officers, company customers, representatives, organisational members and employees were present at the function. Winners of various competitions, which were held as part of the quality month, were also felicitated at the function.

CM for uninterrupted power supply to industries

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank presided over a meeting of the Power Department at the Secretariat here today. En-course the deliberations, Dr Nishank said the posting of officers should not be at the same place for more than 10 years.

He also called for reduction of line losses while also calling for the preparation of a workplan for ensuring uninterrupted power supply to industries.

Dr Nishank also ordered for cent per cent collection of power bills. He also directed Uttarakhand Jal Vidhyut Nigam Limited (UJVNL) to work for the immediate repair of projects totalling to 925 MW of power.

Uttarkhand Chief Secretary Subhash Kumar, Principal Secretary DK Kotia and senior officials of the UJVNL attended the meeting.

General secretary of the state unit of the Vishwa Hindu Parishad (VHP) alleged that he was beaten and warned of dire consequences by the Kotwali Station House Officer (SHO).

Naveen Nagar alleged that SHO Kailash Pawar beat him with sticks when he went to lodge a complaint at the police station against the police. He added that he was also warned of dire consequences.

Nagar met ADG (Law and Order) SK Bhagat and brought the matter to his knowledge. Other VHP members were with him.
