Expect nothing from Cancun climate summit, say experts
Nainital, November 28 The persons who have the experience of negotiating on climate change and other major issues are of the opinion that the prevailing economic crisis in the West and, particularly in the United States, will be a major impediment. Experts and Union Minister for Environment and Forests Jairam Ramesh were clear in stating that they did not expect any path-breaking decisions coming out at the Cancun summit. The minister, while speaking at a forum of journalists in New Delhi a couple of days back where this correspondent was also present, underlined, “We are going in handicapped. With the current financial crisis, the objective condition is nowhere in sight”. Then what is the nation expecting?
Ramesh said, “The most realistic outcome will not be any agreement or framework, but a set of decisions endorsed by 193 countries which would provide the road map for finalising each of the building blocks”. There could also be some progress on the issues of Measure, Report and Verify along with the International Consultation and Analysis . The minister replying questions insisted that India, being a part of the BASIC group comprising Brazil, South Africa, China and India, will try to engage the US. “While the approach is to find the middle ground, the time for posturing is over,” he said. He said the world needed a second commitment after the Kyoto Protocol. Earlier, Joint Secretary with the Ministry of Environment and Forests RR Rashmi had pointed that India would have to continue with its voluntary efforts on cutting down emissions since it was among the most vulnerable nations with regards to climate change. He asserted that the country needed economic security. Former special envoy on climate change from the Prime Minister’s Office Shyam Saran shared his experience in Copenhagen and related how the US President Barack Obama had succeeded in dividing the developing world. He said Obama had told Bangladeshi President Sheikh Hasina that her country would not get any money if India and China did not agree to what America was saying. “The split did come. There has to be a strong unity among developing countries,” he asserted. He also spoke on America and the West not delivering its bit on the promise of $30 billion that were to be given to the developing world to do their bit on emission cuts. |

Citurgia case hearing today
Nainital, Novenber 28 The hearing in the case has seen the top brass of the officials concerned and the political ‘prodigies’ of Chief Minister Dr Ramesh Pokhriyal Nishank turning up to witness the proceedings minutely and reporting the same to the higher ups in the state capital. These ‘prodigies’ who are said to be among the closest to Nishank in the Bharatiya Janata Party (BJP) circles have been making no bones in stating before local mediapersons that they have been here for “media management”. Over the past month, mediapersons in Nainital have With the BJP already on the defensive following the developments in Karnataka over the land controversy involving Chief Minister BS Yedyurappa, it cannot allow any more egg on its face and that too on the issue of corruption where it is trying to corner the United Progressive Alliance (UPA) government at the Centre. Nishank has been losing popularity among the people of the state and despite launching a publicity blitzkrieg on his ‘achievements’, the people are no more taking his bait. With former Chief Ministers Bhagat Singh Koshiyari and Major-Gen BC Khanduri (retd)reportedly gunning for him, he is clearly on the back foot. It is learnt that the government has decided to go defensive in the Citurgia land use case. Observers feel that is the second case in which Nishank has displayed his nervousness. Earlier, it was an application for allowing a case and its subsequent dismissal that showed this. Although there was no allegation against Nishank in this case, it was none other than Advocate General SN Babulkar who was fielded by the government to contest it. In the Citurgia case, many lawyers have raised eyebrows over the government fielding seasoned lawyers like former Law Minister Shanti Bhushan and then Kesrinath Tripathi to contest. The lawyers have been questioning, “Does the government think that all lawyers in Uttarakhand and even its own lawyers are incompetent to contest for it or is it sheer nervousness that is compelling it to field these seasoned lawyers.” It is expected that a battery of top officials and BJP leaders said to be close to Nishank would once again be turning up on Monday to report back on the developments. |

U-turn vindicates Cong’s stand, says Arya
Dehradun, November 28 State Congress President Yashpal Arya said the Congress had alleged that the BJP government had taken all rules and norms for a ride in order to benefit some land mafias in the scam from the very beginning. “It was strange that the Citurgia files were approved by the state government in a single go, and now the government itself is trying to cover up all irregularities by withdrawing the concessions,” said Arya. Arya also reminded that the BJP government had accused the earlier Congress government of resorting to 56 scams, but despite the passage of almost four years of governance, the BJP was still to prove even one such scam. Meanwhile, state Congress workers announced staging a dharna at the Gandhi Park to seek a CBI probe into the Citurgia scam and the mini hydro-project issue. Congress leader Vijay Singh Chauhan appealed to fellow Congressmen to participate in the dharna in a big way. Chauhan disclosed that Opposition leader Harak Singh Rawat would lead the dharna. |

Drive against illegal construction carried out
Mussoorie, November 28 Sharma informed that three rooms at the hotel were also demolished yesterday.SDM,
Mussoorie, Manoj Kumar, along with other officials, was also present in the drive. The SDM said the drive would carry on in future as well and no illegal construction would be tolerated. However, the members of the trade association said this was being done at the behest of the management and the staff’s accommodation had been demolished whereas the whole hotel was, presumably, built on illegal premises. |

Will repeat Bihar poll success in U’khand: BJP
Pitthoragarh, November 28 “We will also bring the comparative chart of developmental works with the Congress government before the public, so that they come to know the reality,” said the BJP chief. State Cabinet Minister Parkash Pant said the overwhelming victory in Bihar was the result of development work at the ground level. “In Uttarakhand, we will develop the same model out of the Atal Adarsh Village Concept. Under this project all 670 nyay panchayats in the state will be developed as models of development,” said Pant. “Out of these 670 panchayats, 88 have been linked with roads,” he added. “Besides, the Atal Adarsh Villages will also play an important role during the 2012 elections in the state as the BJP is the only party that has successfully developed a model of decentralised development in the name of Atal Adarsh Village,” said Pant. “Every single house in the village will be linked with roads. We have charted out the plan under which the population from zero to 250 will be covered by roads under the Mukhya Mantri Sarak Yojana. The villages having a population more than 250 are already being linked by roads under the Pradhan Mantri Sarak Yojana,” said Pant. General Secretary of the state BJP Suresh Joshi said, “All APL-category ration cardholders in the state will get 15 kg rice and 20 kg wheat on BPL prices from December”. |
Poor rail connectivity hampers AIDS treatment
Dehradun, November 28 According to Haldwani and Dehradun ART centres, only 1 per cent patients seeking ART treatment had availed the concessional facility since the scheme was introduced. Station masters were authorised to grant concession to the patients at the stations. “During our interaction with the officials of the National Aids Control Society a few months back, the issue of granting concessions had cropped up. The Health Department had taken up the matter with the Transport Department, but that was the last we heard on the matter,” said PC Kapri, Additional Project Director, Uttarakhand State AIDS Control Society. The Health Department officials said the Transport Department had failed to respond. Between August 2006-2010, the total number of patients currently undertaking ART was 621 at the Doon Hospital, while at the ART centre at the Government Medial College, Haldwani, 225 patients are undergoing treatment. In Uttarakhand, the total number of HIV positive patients is 3,206, while 3,58,638 persons have reported for counselling between 2002-2010. While for the same period, 2,93,922 persons have undergone HIV testing. |

Dehradun, November 28 Taking up the demand of the Government Pensioners Federation of Dehradun with Health Minister Ghulam Nabi Azad, Maharaj said the scheme, based on contribution by the Central government serving and retired employees, was being discussed and would prove beneficial for them. Maharaj had also asked for a clarification on the Central Employees Health Scheme (CGHS) and he was apprised that there was one dispensary for the employees run by a Joint Director. He was further told that due to shortage of manpower the government was not in a position to expand the dispensaries. |
217 attend free eye check-up camp
Mussoorie, November 28 According to the Lions Club president, as many as 217 patients registered for the camp, out of whom 20 were reported for cataract. Medicines were distributed to other patients with minor defects. According to Lions Club Hills president Madan Mohan Sharma, the patients recommended for surgery will be taken to Indresh Hospital at Dehradun and operated upon free of cost. The club will also bear the transportation cost jointly. Ganesh Joshi, speaking on the occasion, said there was a dearth of doctors in public hospitals in the whole country and the state was also suffering due to it. Therefore, such camps assisted in reaching out to people and curing them at their doorsteps. He commended the work done by the Lions Club and said the members were always eager to participate in such events and serve people. Lions Club Hills president MM Sharma thanked the chief guest and club members for their support for such a camp. He also reiterated the fact that such camps would also be held at remote villages of the area soon. Lions RN Mathur, Ramesh Bhatnagar, Naresh Anand, GS Manchanda, Lionesses Monika Agarwal, Beena Goyal and others were also present on the occasion. Later, speaking to the media on the issue of restarting Gandhi Shatabdi Eye Hospital in Mussoorie, the Rajpur MLA said as the District Magistrate was president of the trust, and he would sit with him and discuss the issue on priority basis. It is important to mention that Mussoorie had its own Gandhi Eye Shatabdi Hospital on the Camel’s Back road, but it was shut down due to unknown reasons. Residents have been demanding for long time that the government acquire the hospital building and re-establish the eye hospital. |

Eye specialists such as Dr MC Luthra, along with Dr MK Chakravarty, Dr BK Andle and Dr Deepa Ahuja, checked up around 265 patients of nearby areas. The patients suffering from cataract were assured of being provided operations free of cost. |
Course for rural docs awaits Central nod
Dehradun, November 28 “So far we have received no communication from the Centre regarding the course, as the matter was pending in the court. Once we get clearance from the government, the course will be introduced in the state,” said Asha Mathur, Director, Health and Family Welfare. The course, called the Bachelor of Rural Health Care (BRHC), will also include a six-month internship in a rural area after the completion of the three-year classroom learning as against the four-and-a-half-year duration of the course, which the ministry had initially proposed. The course will be taught in vernacular languages so that knowledge of English does not become a deterrent for the students. The students with the BRHC degree and five-year work experience in rural areas will be allowed to sit for a “bridge course” of two-year duration to upgrade their knowledge and skills. If they clear the course, they will be on an equal standing with the MBBS degree holders, after which these graduates will be allowed to move out of the villages and practise in cities. A local Non-Government Organisation (NGO), Garhwal Community and Development Society, had also filed a PIL asking for the implementation of the recommendations of the National Rural Health Mission task force on the creation of a separate cadre of health professionals to render basic primary health care to the under-served rural population. |
Clean up of water reservoirs underway
Mussoorie, November 28 According to AE of Jal Sansthan PB Bhatt, the main reservoir at Gun Hill with a 1.58 crore litre capacity and Radha Bhawan with 40 lakh litre capacity have been cleaned up completely and disinfected using chlorine and bleaching powder. The spillway at the Landour Cantonment Depot has also been cleaned up thoroughly by the department. Out of the 29 daily-use water tanks, 19 have been cleaned and filled. Work on rest of the tanks would be completed within this month, added Bhatt.
