Dehradun November 22 Despite the banking done with the Punjab State Electricity Board for 100 MW, the state has started facing power crunch, which is more palpable in the Kumaon region. As per the information gathered from reliable sources in the Uttarakhand Power Corporation Limited (UPCL), the generation capacity of the Uttarakhand Jal Vidyut Nigam Limited (UJVNL) hydro power stations has fallen in November (from 14.1 MU on November 1 to 11.3 on November 19). Not only this, the share of Central sector generating units too has fallen from 10.9 MU to 9.6 MU in the same period. In such a scenario, gross energy availability in the state is standing at 20.9 MU while the energy demand has risen over the month from 24.2 MU to 25.8 MU. In this way, the average shortage is zooming around 4.8 MU. To meet the shortage, the UPCL is taking recourse to several measures such as banking power from the PSEB to the tune of 2.3 MU every day from November 9, power purchase from Mittal Processor (private operator) of 0.2 MU, emergency rostering due to low frequency condition of 0.2 MU and energy overdraw of 2.4 MU. The frequency these days is also doing well with the indicator touching the magic figure of 50 and above quite frequently, which means electricity withdrawal is either free or at the cheapest rates. The rate of purchase is costing the corporation from 22 to 44 lakh everyday. On the issue of power crunch in Kumaon, officials at the UPCL declined any massive shortage in the region. Executive Engineer (Kumaon) said on the command of the Centre, power supply had to be cut for three-four hours to salvage a precarious situation arising out of low frequency. But, the reality pictures say something else as the power cuts of over 10 hours have been being reported from many pockets of Kumaon for the past couple of days. |

Nainital, November 22 The protesters belonged to areas like Indiranagar, Rahmat ka Bagicha, Pappu ka Bagicha, Sati Colony and Barsati Colony. They alleged that the unscheduled power cuts in their areas had become a norm of the day and they were facing multiple problems on this account. The people said power failure also led to a drinking water supply crisis and children going to schools were also unable to study in the absence of power. The agitators who had gheraoed a power sub-station left after asking the officials to rectify the fault at the earliest failing which they would resort to disruption of power supplies of the entire town. Haldwani has continued to witness sporadic protests on a regular basis on the issue of erratic power supply. This defies the tall claims of the officials of the Power Department made before Chief Minister Ramesh Pokhriyal Nishank during his visit to Nainital late last month. The power problems in the villages and towns in the region simply defy the claims of the Power Department officials who had said before the Chief Minister that 99 per cent of the power supply was in place and there was only a problem related to voltage fluctuation emanating from near Ranikhet. |

Samajwadi Party members celebrate Mulayam’s 71st birthday
Haridwar, November 22 A function was held at the Samajwadi Party city office where the party chief’s contribution to national politics and to the erstwhile Uttar Pradesh was mentioned. SP, city chief, Rajendra Parashar, in his address, highlighted the achievements of Mulayam Singh, particularly during his scandal-free tenure as Defence Minister in the Union Cabinet. “He first became the Chief Minister of Uttar Pradesh in 1989, then went on to hold the post for two terms again in 1992 and 2003. He also became Union Defence Cabinet minister during the United Front’s Central government during which landmark defence deals, particularly the Sukhoi multi-combat, multi-billion deal, was done,” said Parashar on Mulayam’s political role. On the other hand, several protests were held in the district blaming Mulayam Singh Yadav for the killing of Uttarakhand statehood agitators who were going to New Delhi and on the orders of the then CM (Mulayam), the police stopped and fired at them in Muzaffarnagar on October 2, 1994. Under the aegis of the Uttarakhand Sanyukta Sangarsh Samiti, statehood freedom fighters and people from hill districts staged a protest at the Bhagat Singh Chowk burning an effigy of Mulayam Singh accusing him of being anti-Uttarakhand due to his nefarious act of allowing police personnel to fire on hapless hill agitators and molest women protestors. “Be it September 1 in Khatima or September 2 in Mussoorie, followed by October 2, 1994, Mulayam Singh Yadav used everything at his disposal to make sure that hill agitators voices were supressed. He even allowed the UP police to murder and rape our women folk. I was present during that fateful night at Narsain which exposed the real face of this corrupt politician,” said JP Pandey, Central general secretary of the USSS. Congress City Women secretary Mira Raturi termed the Samjawadi Party as anti-Uttarakhand which never wanted a separate hill state, but never did anything substantial to make feel people of Garhwal and Kumaon division feel the Uttar Pradesh government cared for them. Among the protestors were Deveshwari Gairola, Keshaw Dev Semwal, Dharampal Bharti, Bhimsen Rawat, Saraswati Chauhan, Chaudhari Afzal Alwi, Bhoopendra Kumar, Sadhna Navani, Sonu Sardar, Manoj Giril, Farman Ali, Ram Babu Saini, Manju Devi and several localites. |

Naveen Jindal for stabilising population growth
Mussoorie, November 22 He said the sportsman inside him kept inspiring him until the mission was accomplished. He explained that earlier the common was a mere spectator of the flag and not actually living the moment in its spirit. Jindal, drawing the comparison between himself and the trainees, cited that both jobs were for the service of the
common man. He said his motivation for becoming an MP came from the fact that he believed he could take on more responsibility on issues facing the country as a whole and work towards the cause of the common man. Jindal really struck a chord with the audience and shared a few candid moments with the young brigade. He also spoke about his recent efforts on population stabilisation, stating that population control could help us in many ways and decrease the disparity prevalent between citizens and officers ratio. As of now, there were fewer officers available in accordance with the huge population in the country. Jindal also talked about a few of his ideas, including schooling for young girls, marrying at the
right age and proper spacing between children, to help stabilise the population growth. He left around afternoon. |

Gyan Godri Gurdwara Issue
Haridwar, November 22 As per two dialogues with the district administration chaired by District Magistrate R Meenakshi Sundaram and SSP Sanjay Gunjiyal, the All-India Sikh Conference (AISC) has put on hold its programme which included taking out a rally towards the Har-ki-Pauri site for performing prayers there. Although the district administration has been in favour of an amicable solution of the issue, All-India Sikh Conference chief Gurucharan Singh Babbar has once again reiterated that the Sikh organisations would not settle for anything less than the construction of gurdwara at the same place where at present the office of the Bharat Scouts and Guides was situated. Though the administration has offered three vacant sites to choose from for the construction of the gurdwara and local Sikh organisations have agreed for having the shrine at an alternative site, the AISC seems to be pressing for the Har-ki-Pauri site. District Magistrate R Meenakshi Sundaram, who, along with the police chief went to the BHEL sector-2 situated gurdwara and offered obeisance on Gurpurb yesterday, said an amicable solution was in the interest of all with religious feelings of every community to be taken into account. He said talks at thte district as well as state levels were on to ensure a peaceful solution of this matter. |

CM for block-level review of state schemes
Dehradun, November 22 The officers should publicise various governmental schemes in the villages through chaupals, camps, kisan goshthis and kisan melas, etc, so that the eligible people might get benefits of the schemes. These directions were issued by Chief Minister Ramesh Pokhriyal Nishank while chairing the 35th meeting of the State-Level Bankers’ Committee. The debit-credit ratio has jumped to 54 per cent which was 47 per cent the last year in the state. He also emphasised the need for more and more participation by the banks in the developmental schemes run by the state government, so as to ensure the benefit to the people entitled to the schemes. He said the departmental as well as bank officials should review the progress of various developmental schemes run at the block level before taking any discussions in the meetings of the State-Level Bankers’ Committee. The Chief Minister directed the officers that all targets under the Veer Chandra Singh Garhwali Tourism Self-Employment Scheme should be reached at up to November, 2010, on a priority basis. He directed the Principal Secretary, Tourism, to release 100 per cent grant in the current month only. He also directed to establish Rural Self employment Training Centres in Rudraprayag and Uttarkashi districts for the economic uplift of villagers. It was directed to post the Additional Director as the OIC Director against the vacant post of the Director Industry with a view to accelerating development in the industrial sector. Nishank directed the officers concerned to implement the Atal Adarsh Gram scheme efficiently. He also expected cooperation from the bankers towards the extension of all basic facilities at the Atal Adarsh Grams. The Chief Minister wanted that cultivation of medicinal plants in the fallow lands be encouragedand Kisan Credit Cards be issued to all eligible farmers in all districts. Rural Development Secretary Rakesh Kumar told meeting that 670 Nyay Panchayats had been selected under the Atal Adarsh Gram scheme where all basic facilities would be extended. “Participation of the banks is also ensured in the process of extension of facilities in these Atal Adarsh Grams,” the Secretary added. |
LPG dealers’ strike irks residents
Dehradun, November 22 Raman Kumar, resident of the Race Course, reached the agency to get the cylinder early in the morning, but had to return empty-handed as it was not open. “Had I known that the agency would be closed today, I would not have wasted my time in coming here,” he said, adding, “though it is good that all dealers are united, they should have also thought about the troubles faced by residents during strikes”. He was not the only one who had to face trouble There were many others who started visiting the gas agencies early in the morning. Mohan Singh (55) who visited Shiva Gas Agency at around 5 am stated: “The dealers should have announced the closure of the shops two-three days before. How were we to know that the dealers had decided to shut down the godowns yesterday evening”. Amena from Karanpur expressed the same views. “It has been a long time that the city is facing shortage of gas cylinders and now the strike will create more problems on Wednesday,” she said. There are 36 gas agencies in the city and all of them receive a truck of around 300 cylinders everyday. Some even may get two trucks depending upon the supply. If this is calculated, it will be found that the city is receiving around 10,600 cylinders per day. If a supply is stopped for a single day, it will lead to a backlog of around 22,000 cylinders and a long wait for the residents. Though the dealers claim that the strike will not affect the supply of the cylinders. One of the dealers, on the condition of anonymity, said he wanted to ask the oil companies, if they were providing adequate supply to them, why did people have to wait for so long to get a cylinder. He alleged that the oil companies were not providing LPG cylinders as per the demand made by the customers, due to which they were being targeted by all sections of society, including the administration, customers and agency sales officers. Talking to The Tribune, Tanveer, spokesperson for the Uttarakhand All-India LPG Association (UAILPGA), said they were compelled to do so because of the increasing threat against agency owners in the state. Later in the day, the dealers submitted a memorandum to the District Magistrate to be forwarded to the Chief Minister requesting him to see that the gas quota is increased in the city. They also demanded security for all of them as they felt threatened amid short supply of cylinder. |
Nainital police gets tech savvy
Nainital, November 22 This scheme would connect the various police stations to the District Headquarters which in turn would be connected to the State Headquarters. The State Headquarters are also connected to the Centre under the scheme. This scheme aims at connecting 14,000 police stations and 6,000 other institutions, offices and courts by 2012 across the country. The CCTNS will produce a biometric profile of the crime and the criminals. The data base of the law enforcing agencies and other related institutions like the courts, prison, Passport Office, forensic laboratories, Transport Department, mobile service providing agencies and other Central agencies will be connected through
this scheme. Circle Officer of the town area Aruna Bharti said computers had been distributed in the district according to the requirement. In Uttarakhand, Nainital has received 15 computers whereas Haridwar and Dehradun have got 30 computers each. The CCTNS project has been conceptualised by the Ministry of Home Affairs (MHA), as a Mission Mode Project (MMP) under the National e-Governance Plan (NeGP). It envisages a comprehensive and integrated system for an effective and efficient policing at all levels through a nationwide network with a bottom up approach in accordance with the principles of
e-governance. The key objectives of the CCTNS project therefore include providing enhanced IT tools for investigation, crime prevention, law and order maintenance and other functions, increasing operational efficiency by reducing manual and repetitive tasks, better communication and automation at the back-end, sharing crime and criminals’ databases across the country at state and Central levels, sharing intelligence on a real-time basis and improving service delivery to the public and other stakeholders. Under the scheme, the police station, a basic unit of policing, has been conceived as a core unit of the project. The First Information Report (FIR) will now be written and saved in digital format. Evidence pertaining to the scene of crime could also be captured on a real time basis. This would solve the problem of alleged overwriting, cuttings and illegible handwriting to a large extent. Besides, the complainants would be able to keep track of their report without visiting the police stations. |
DM stops salaries of 2 officers for skipping meeting
Nainital, November 22 Referring to the progress under the 20-Point Programme, Bagauli has instructed that works that are moving at a slow pace must be expedited. Talking about the District Plan, he said buildings constructed in Betalghat Block with the help of a non-governmental organisation (NGO) named the RES be handed over to the departments concerned after the installation of water and power connections at the earliest. He pulled up officials of the Public Works Department (PWD) for a slow utilisation of funds allocated to them and asked them to speed up the works on various projects. Similar directions were issued to the officials of the Health Department and they were also asked to furnish monthly reports of funds utilised under the various schemes. Talking about the destruction caused by the recent rain-related disaster in the district, the District Magistrate said the officials who were yet to submit proposals for reconstruction and repair works of various schemes should send the same to the District Headquarters at the earliest. At the same time he asked the officials of those departments to whom allocations had been made to proceed with the process of floating of tenders and execution of works. |
Mussoorie traders seek bylaws booklet
Mussoorie, November 22 The traders have stated that the handbook was first published by Bedi Printing Press in 1957 in the English language. It had all amended Acts dated December 31, 1956, in it and was priced at Rs 3. However, no copy of the bylaws is available since then, which has led to several anomalies in the interpretation of the municipality Act as many amendments have taken place since 1956. Mussoorie Traders Association president Rajat Agarwal suggested that due to the non-publication of the handbook containing the bylaws, citizens of the town are not aware of the rules and regulations that have been amended in the past 53 years so the need for publishing the said handbook was being felt. |

2 run over by trains in Kumaon
Nainital, November 22 The deceased was a native of Kedar Puneri village of Pitthoragarh district. The train had to halt at Railway Crossing 54, where the incident took place, for about half an hour. The body of the deceased was handed over to the local police for getting the post mortem done. Eyewitnesses say that the deceased man’s limbs had been severed that resulted in his death on the spot. It is yet to be ascertained whether the death was the result of an accident or a suicide attempt. The deceased was working in Pitthoragarh district and had come to Haldwani on Saturday. In the second instance, a person was killed after being run over by a train going from Ramnagar to Moradabad. The incident took place in the Pirumdara area of the region. The deceased is said to have been mentally unsound and no one knows about his identity. The locals told the authorities that he had been seen walking down the railway tracks on several occasions. Villagers requested the police to hand over the body to so that they could give him a decent funeral. |

Nainital, November 22 After a day-long effort, the deceased has been identified as 40-year-old Satish Ray of Shiv Nagar Colony. He was a carpenter by profession. The police is yet to ascertain whether this was an accident, suicide attempt or murder. Relatives of the deceased suspect this to be a case of murder. |
Girl dies as bus falls into gorge
Dehradun, November 22 Neetu (15) died on the spot and the rest of the injured were admitted to a local hospital. The police said the bus was carrying 45 baratis to Nayal village from Jijli when the incident happened at 11:15 am. The surviving persons informed the cops, following which the injured were taken out and admitted to the local hospital. The police added the people in hospital had minor injuries only. |
