Amritsar, October 26
An 18-member delegation of the Border Security Force, led by Director General Raman Srivastva, today crossed over to Pakistan through Attari-Wagah joint checkpost for the bi-annual meeting with Pakistan Rangers.

This is for the first time that a Director General-level officer of the BSF had gone to hold dialogue with its Pakistan Rangers on various issues concerning the border including unprovoked firing, infiltration etc. The delegation would return on October 30.

Interacting with media before crossing over to the neighbouring country, Srivastva said during the four-day meeting the officials of two forces would also discuss smuggling of arms and ammunition, narcotics, fake currency, inadvertent crossings besides construction of bunkers by Pakistan Rangers near the border fence.

Major General Mohammad Yakub Khan of Pakistani Ranger would lead the delegation from their side.

Answering the media queries on recent rocket attacks by Pakistani forces earlier this year, the BSF Director General said senior authorities of Pakistani Rangers have been informed this regard and their CID is investigating into the incident to bring out the truth.

He, however, refused to comment on border dispute with China saying that the BSF guards the international borders with Pakistan and Bangladesh.

Later, the Indian delegation was accorded warm welcome by Pakistani Rangers led by Brigadier Farukh Jamal, Sector commander. They also presented a guard of honour to Director General BSF.

Besides officials from the Narcotics Control Bureau, PWB, Survey of India, other BSF officials who accompanied the delegation include, Special DG West Parmpal Singh Sidhu, IG Himmat Singh and IG Krishan lal Meena.

It is due to the unique sense of history possessed by the Gadharites and their successors, that besides becoming a symbol of veneration, the remnant apparatus of the Gadhar movement has turned out to be more of research and culture centers for nationalists of both pre and post-independent era.

Although thousands would participate in the Mela Gadari Babeyan Da, organised every year in the remembrance of Gadharites this week, hardly a few of them might have known that one such manifestation of this sense of history is Yugantar Ashram, San Francisco, which, once revered as an epicentre of the Indian Ghadar movement, remained the international headquarter of the Ghadar Party for four decades.

The ashram witnessed some glorious chapters of the Indian freedom struggle, as it was the first party office since its foundation in 1913 and served as party headquarters till 1949.

Located at 5, Wood Street, San-Francisco, the ashram was the centre of activities and campaigns launched by the party in the entire North American continent.

Newspapers like Ghadar, edited by personalities like Lala Hardial and later managed by Kartar Singh Sarabha, were also published there for years.

Naunihal Singh, general secretary, Desh Bhagat Yaadgar Committee (DBYC), said the ashram, now known as the Ghadar Memorial Centre, along with 10 thousand US dollars, was donated to the Indian consulate there, by the party in 1949, in return of the promise that the Indian government would develop it into a cultural centre, Ghadar memorial and an archive, which would have remained open for public, like the Jallianwala Bagh.

To justify the purpose of its donation, the ashram was later renovated by the Indian government, in the mid 70s.

He, however, resented that that the consulate hardly opens the doors of the ashram for the public. Visitors desirous of paying homage at the memorial have to go through a cumbersome procedure in order to get permission for the same, he claimed.

“After receiving complaints from research fellows, visitors and Indians settled abroad, the DBYC has forwarded a representation to the Prime Minister and requested him to intervene in the matter. We are also going to pass the resolution in this regard in the mela, this week,” he claimed.

Besides, important photographs and publications, a large volume of rare writings and documents related to the Ghadar party’s activities in North America, are kept in the ashram.

Congressmen in Doaba celebrate Amarinder’s appointment as PPCC president
Leaders from the Youth Cong and other frontal organisations have hailed the development

Jalandhar, October 26
A wave of jubilation has swept Congressmen in the Doaba region following the appointment of former CM Capt Amarinder Singh as the new PPCC chief. His appointment was cleared by the party high command in Delhi in the evening. Senior leaders and workers could be seen calling each other to congratulate on the development which has been eagerly awaited for a long time.

Former ministers Chaudhary Gurmail Singh, Santokh Singh, Jagjit Singh, Gurkanwal Kaur and Amarjit Singh Samra have greeted Capt Singh on the occasion and have thanked AICC chief Sonia Gandhi for reposing her faith in a mass leader who has it in him to take on the Badals head on.

Besides the main party, leaders from the YC and other frontal organisations have hailed the development. DYC chief Vikramjit Singh, former PYC general secretary Monty Sehgal and PCC member Abhay Singh have also extended their greetings to Capt Singh.

Ever since the parliamentary polls, there was a general feeling among the rank and file that the Congress had not been able to counter the instances of victimisation of party workers and leaders by the ruling SAD-BJP alliance in the past.

But the situation is set to improve drastically with the return of the Captain at the helm of party affairs.

Although the outgoing PCC chief MS Kaypee was respected by the workers and leaders but his silence and unenthusiastic approach on many crucial issues did not go down well with anyone in the party.

Though a MP from Jalandhar parliamentary constituency, his visibility was low key and he also failed to marshal cadres for any meaningful agitation against the highhandedness of the Akalis, even in his own backyard.

This is in contrast to the former CM, who is known for his hands on and aggressive style of functioning and is expected to mould the party in disarray into a cohesive unit, which would take on the ruling Akalis in the next assembly polls.

The announcement, being eagerly awaited for the past few weeks, comes at a time when the Akalis are facing a testing time following the sacking of Manpreet Badal as the FM.

Our Correspondent adds from Hoshiarpur:Welcoming the appointment of Capt Amarinder Singh as president of the Punjab Pradesh Congress Committee, MP from Hoshiarpur Lok Sabha seat Santosh Chaudhary and former MLA Ram Lubhaya thanked AICC President Sonia Gandhi for appointing the former CM as the state party head.

They congratulated Capt Amarinder Singh on the occasion and said he was the undisputed leader of the Punjab Congress, under whom the leadership of the state had achieved various development targets during the past.

City President of the Congress Rajnish Tandon also welcomed the appointment of Capt Amarinder Singh as PPCC President.

Our Correspondent adds from Nawanshahr:Former Parliamentary Secretary Parkash Singh and senior Congress leader R.P. Singh (Balachaur) have hailed the decision of the Congress high command of appointing former Chief Minister Capt Amarinder Singh as PPCC president.

The decision would strengthen the party at the grassroots level and give a boost to the electoral prospects of the party in the next assembly polls scheduled to be held in 2012 in the state, they said.
