Speaker suspends 28 MLAs seeking Kanda’s ouster
Chandigarh, September 7 They were seeking ouster of Minister of State for Home affairs Gopal Kanda, alleging his name had surfaced in a gangrape case in Gurgaon. Barring Leader of the Opposition Om Prakash Chautala and his son, Abhey Singh Chautala, all 27 members of the Indian National Lok Dal (INLD) present in the House as also the lone Shiromani Akali Dal member were suspended by Speaker Harmohinder Singh Chatha. Earlier, Chautala set the mood for things to come, saying he was being wrongfully tried for Breach of Privilege when it was Kanda who was misleading the House on the rape case. “I have bank documents to show a standing loan of Rs 1 crore against Kanda in the name of a company in which he is a founder member and the car involved in the rape case belongs to him. We have proved that Kanda had been lying about not owning the car in question. “So, he must go,” Chautala maintained. The Speaker asked him to present his facts before the Privileges Committee of the House and proceeded with other business. This evoked a sharp reaction from the Opposition benches, including the Bharatiya Janta Party MLAs and INLD members, who rushed into the well of the House, raising slogans seeking Kanda’s removal. Observing that their behaviour was unbecoming of good legislators and their conduct “very unfortunate”, Chatha issuing veiled warnings, after which he adjourned the House for half an hour. When proceedings resumed, the INLD members returned to the well of the House protesting, forcing another adjournment. Randeep Singh Surjewala moved a resolution seeking suspension of the MLAs amidst the din. The Speaker accepted the resolution when the House met again. The House was adjourned for the third time after this during which all INLD MLAs marched out of the House. When proceedings resumed, Surjewala stated that Chautala had come with a pre-meditated plan to disrupt proceedings to score political points. “The Chief Minister has already assured the House that the guilty will not be spared. The rape victim has stated before a judicial magistrate that she was raped by a driver working at the flat where she was employed. “There is no mention of the Home minister or of any car,” he said, reading out the contents of the victim’s statement. Adding a new twist, he claimed that the House where the girl was employed in Gurgaon belonged to a former INLD legislator Congress MLA Kuldeep Sharma pointed out that the accused was the son of a driver employed at the Vidyapeeth of the Chautalas. Kanda said the Chautalas were baying for his blood ever since he had trounced their candidate and become MLA from Sirsa. “This is a conspiracy and I’m being framed. The Chautalas have repeatedly tried to harm me since my victory. “Their goons tried attacking me a couple of times. The loan papers they are showing are those of a car which costs only Rs 14 lakh. I will file a defamation case against them,”
he said. Later, speaking to mediapersons, Chief Minister Bhupinder Singh Hooda termed the behaviour of the Opposition as “irresponsible” and said that the Opposition MLAs had created a ruckus at the cost of issues of public welfare. |
House passes Bill on cow protection
Chandigarh, September 7 The Haryana Gau Seva Aayog Bill, 2010, is aimed at preservation, welfare and development of the cow species on modern and scientific lines along with use of bio-products generated by the cattle. It will also help in maximising the use of organic manure in agricultural activities. The Bill should endear the Hooda government to the saffron brigade as the Gau Seva Aayog will also work for proper implementation of laws with respect to prohibition of slaughter and cruelty to cows and suggest improvement in the existing laws for making them more meaningful. The Deenbandhu Chhotu Ram University of Science and Technology Murthal (Amendment) Bill, 2010, the YMCA University of Science and Technology Faridabad (Amendment) Bill, 2010, and the Guru Jambheshwar University of Science and Technology, Hisar (Amendment) Bill, 2010, will replace the ordinances issued earlier to increase the retirement age of Vice Chancellors from 65 to 68. The Haryana Development and Regulation of Urban Areas (Amendment) Bill, 2010, makes an enabling provision in the Haryana Development and Regulation of Urban Areas Act, 1975, for grant of completion and part completion certificate and for levy of “Infrastructure Augmentation Charges.” The Punjab Scheduled Roads and Controlled Area Restriction of Unregulated Development (Haryana Second Amendment) Bill, 2010, makes it compulsory to finalise and publish development plans within a year of the declaration of the controlled area. The Haryana Service of Engineers, Group A, Irrigation Department Bill, 2010, and the Haryana Service of Engineers, Group A, Public Works (Buildings and Roads) Department Bill, 2010, were also passed. |
Land acquisition policy will be reviewed, Hooda tells House
Chandigarh, September 7 In response to a call attention motion moved by Sampat Singh (Cong) on the policy, an emotional Hooda said being a son of a farmer, he knew only too well the problems that farmers faced when their land was acquired. Therefore, among the first things he had decided after becoming Chief Minister, was the introduction of the minimum floor rates at which land would be acquired in various parts of the state. It was a new concept for the country. He could foretell that the Haryana policy would become a model for other states. And time had proved him right. The immediate gain from the new policy went to those farmers whose land was acquired for the Kundli-Manesar-Palwal highway during the previous government. The compensation at that time was calculated at about Rs 160 crore. With the floor rates coming into force, the farmers had got about Rs 500 crore in addition. The annuity for 30 years was another unique feature of the policy, he said. Referring to the controversy over the acquisition of land for the nuclear plant in Fatehabad district, Hooda said so far only Section 4 of the Land Acquisition Act had been imposed. No one could say what compensation would be paid to them. Earlier, replying to the motion, Parliamentary Affairs Minister Randeep Singh Surjewala gave details of the average per acre rate paid by the government for land acquired in different districts. He compared the rates with those paid during the INLD regime. |
Strike hits transport, bank services
Rohtak, September 7 Public transport services were hit. While employees of the public sector banks and the power supply department remained on strike leaving the consumers helpless, private sector banks, commercial organisations and educational institutions remained functional. The markets remained open. Leaders of CITU claimed that over 50,000 workers from automobile, engineering, textile and the motorcycle industry took out processions. Claiming that unorganised workers from construction, brick-kiln, forest department, anganwaris, ASHA, mid-day meal workers and auto-rickshaw drivers also participated in the strike. A spokesperson for the Sarv Karamchari Sangh said nearly all employees of nagarpalika, tourism and power corporations, Haryana Roadways and public health departments observed strike in the state. He said the employees of Kurukshetra University, HAU, Hisar, GJU, Hisar, and Technical University, Murthal, also participated in the strike. They said the rising prices, ever increasing steps of disinvestment of the public sector and large-scale flouting of labour laws and trade union rights have compelled the workers and employees to resort to agitation. HISAR: The police had to use force to disperse striking employees of Haryana Roadways, who had blocked the movement of buses from the local bus stand as well as the roadays workshop. Employees’ leaders claimed that 27 of their colleagues were injured as a result of the lathicharge. Meanwhile, work in public sector banks, LIC offices, income tax offices and several state government offices was affected due to strike. SIRSA/FATEHABAD: There was a mixed response to the nationwide strike in Sirsa and Fatehabad. Buses services by the Sirsa depot of the roadways were below normal. However, general manager of the depot Lajpat Rai claimed that there was no effect of the strike in Sirsa. In Fatehabad, however, striking workers of the Haryana Roadways sat on dharna outside the main gate of the bus stand, preventing buses to come out. Workers’ associations owing allegiance to the Sarv Karamchari Sangh and the Haryana Karamchari Mahasangh participated in the strike, while the Haryana Roadways Sanyukt Karamchari Sangh led by Dalbir Kirmara opposed the strike and claimed that the strike call proved a fiasco. Banking services were also affected due to the strike by their workers. The Haryana Electricity Workers Joint Action Committee, Sirsa claimed that all workers in the Sirsa circle observed strike and held protest today. Prem Sharma and Raj Mandir Sharma, both unit presidents of the committee, claimed that work in all four divisional offices and 13 sub-divisional offices of the power utilities remained paralysed today. Sarbat Singh Poonia, general secretary of the Haryana Roadways Joint Action Committee, claimed that 3,000 buses remained off the road in Haryana today. FARIDABAD: The nationwide strike received a poor response in this industrial city. However, leaders of the trade unions claimed that the bandh was successful in Faridabad. All markets, services of Haryana Roadways, private institutions relating to health, tourism and education and banks and factories functioned as normal days. However, some workers of a few institutions, including Bank of Patiala and Union Bank, staged demonstrations outside their work places during the lunch break. Protesters submitted a memorandum to the office of the Deputy Commissioner. Leaders of the Haryana Sarv Karamchari Sangh led the procession. |
Potholed roads, garbage dot HUDA colonies
Kaithal, September 7 Encroachments on road berms have led to congestion of many roads. HUDA residents are sore over the apathy of the authorities concerned, which have failed to solve the problems being faced by them. “Roads are in such a bad shape that commuters have no other choice than to drive on rough roads that damages vehicles,” said residents. Some residents rued that repairs carried on roads did not last long. “It is either due to low quality of bitumen or lack of technical know-how on the part of department engineers or contractors,” they added. The absence of proper drainage system had been responsible for damage to the existing road infrastructure, which could not face the heavy rainfall. The accumulation of rainwater even for a short time on roads causes extensive damage to roads. The growth of wild grass on roadsides and at vacant places had added to the miseries of residents. Garbage and other waste material are thrown in parks, which not only pollute the environment, but also add to unhygienic conditions. Stray animals are seen roaming in one locality or the other. The parks are not well maintained either due to lack of gardeners or lack of planning on the part of the officials concerned. The footpaths have been constructed at low levels, which remain submerged under rainwater. Kaithal SDM Hawa Singh, who also holds the additional charge of HUDA Estate Officer, said a private contractor had been allotted the work of maintaining cleanliness in HUDA colonies. HC strictures against KU NIT
Chandigarh, September 7 Directing the allocation of a seat to Hemakshi Meena, Justice Ranjit Singh asserted: “She is struggling to get admission with the national institute. Ideally, she should have been spending this time in the institution for studies. She, however, is before the court in an uncertain state about her future. “Her worries and problems are being compounded by the unhelpful attitude of the university by raising one technical objection after another. Unfortunate part is that the university is doing so, despite the fact the seats are lying vacant.” Justice Ranjit Singh said: “It is noticed that the university and other education institutions have always been adopting harsh approach. “Instead of raising technical objections, the approach should be to lend a helping hand to students, who would have innocence writ large on their faces. A mistake, if can be corrected, should be so corrected, rather than penalising a student with harsh approach”. Justice Ranjit Singh observed: The petitioner, belonging to the Scheduled Tribe category, appeared for the All-India Engineering Entrance Examination 2010. On the basis of ranking, the Central Counselling Board, Nagpur, issued a provisional seat in computer engineering course in the institute. “As per the petitioner, she submitted her documents, along with the requisite fee by way of two demand drafts. Upon being assured that the petitioner has been granted admission, she left the place. The petitioner stated that no receipt was given and she was asked to go back. “Accordingly, she could not anticipate that this was a calculated move to oust her from the admission list and that an official had acted in a malafide manner, perhaps, to adjust his own candidate”. On July 13, she was told that her seat allotment was cancelled as she did not report to admission centre. Justice Ranjit Singh noted: “From the reply, one thing will clearly emerge - she had indeed reported to the admission centre. The respondent must rise above the technicalities and show a generous face, of course it has to be legal as well”. |
4 years on, student yet to get degree
Rohtak, September 7 After making rounds of the office, he has now lodged a complaint with the Vice-Chancellor for the redressal of the grievance. A resident of Dairy Mohalla, Ved Pal in his complaint has alleged that his degree of masters in journalism had been misplaced by officials in the dealing office. Now, they had been giving various excuses for not providing him the degree despite several visits in the department for the past one year. While the clerk in the department told him that his degree had not been ready and was still to be received from the Result branch - 1 of the university, enquiries made by him in the branch revealed that his degree had been dispatched to the department on February 20, 2007. He got a copy of the letter issued by the Result Branch- 1 in this connection and then produced it in the department as a proof of the degree already sent to the department. But he said that instead of admitting mistake, the officials told him that they had not received any degree so far. They had also remarked that the document produced by him could be a fake one. The behaviour of the officials forced him to lodge a complaint with the office of the Vice-Chancellor on September 7. “I hope the Vice Chanceloor’s office will do justice in the case and will punish the culprits”, said the applicant. |
False Certificates
Chandigarh, September 7 The Bench was informed that a special investigating team had been constituted along with a special medical board to look into the matter. The petitioners, Hardeep Singh Sundria and 16 others, had earlier claimed that many doctors registered in various parts of Haryana, were issuing false and factitious medico-legal reports or providing factitious medical opinion in criminal cases. The physicians included government and private doctors. The victims, in such cases, did not get the opportunity to prove that the medical reports were forged because there was no check on activities of such doctors. During the recent past, several cases had been registered against the errant doctors, but they had not been refrained from doing so. Seeking an independent inquiry, the petitioners asked for the intervention of the health authorities for cancelling the registration of private and government doctors found indulging in unlawful such activities. |
Residents block traffic as truck runs over 2 youths
Faridabad, September 7 The truck driver fled, abandoning the vehicle. The victims were residents of New Rajiv Colony. Their families, with the support of residents of the area, blocked Pyali Chowk for more than an hour. The protesters demanded monetary compensation to the bereaved families and the immediate arrest of the truck driver. The protest created traffic chaos. The protesters lifted the blockade only after the Sub-divisional Magistrate of Faridabad and the SHO of the area assured them that the matter would be taken up at the higher level and the driver would be arrested soon. |
Mirchpur community leaders meet to broker peace
Hisar, September 7 These leaders held a series of meetings separately with villagers belonging to both communities yesterday. Representatives of two NGOs were involved in the talks. While upper caste villagers expressed dismay over the arrests of a large numbers of youths in connection with the violence, the Dalits complained that they continued to feel
insecure and were unable to go out of their homes to collect wood. While no immediate solution could be found, the leaders of both communities said they would continue their efforts till an amicable solution was found. The Inspector-General of Police, AK Dhull, visited the village last evening to assess the situation. He assured the Dalits that the police would stay in the village for as long as it was necessary and there was no cause for alarm. He also assured some worried members of the the upper caste that while the guilty would be booked, no innocent would be harassed. |
CCTV camera project caught in red tape
Panipat, September 7
The budget for the cameras has so far not been approved by the authorities and the local police department is almost clueless as to what will eventually happen to the project. The police department had prepared a detailed proposal to put up 114 CCTV cameras at about 15 places, including the toll plaza, Asandh Chowk, model town area, Ramlal Chowk, Sanoli check post, Chotu Ram Chowk, main market, Siwah Chowk, Haldana Chowk, the new building of the mini secretariat and the judicial complex. The estimated budget of the project was around Rs 1.1 crore. The ADGP (crime) had even held a meeting with the district police chief in March this year at Panchkula and directed him to get the cameras installed by April 31. The control room of the CCTV camera was to be set up at the mini secretariat on which Rs 7 lakh was to be spent. It had also been decided that a team of five policemen would man the control room and maintain the recordings of the CCTV footages on computers. The cameras that were to be installed on the busy road were supposed to have coverage of over one km. Sources in the police said the department had prepared a project report and sent it to the district administration for funds. However, after this there were no communications between the police and the district administration. “The fate of the project is uncertain as we are not clear what will happen”, said the source. Meanwhile, the district administration maintained that they had a limited role to play in the project as it was supposed to be completed by the police and the funds were to be sought from the state police department. As of now none in the police department or in the district administration know whether the project will be completed or not. |
Rs 250 crore to up milk production
Sirsa, September 7 RK Chugh, general manager of the federation, said this while addressing milk producers at the 13th annual general meeting of the federation here recently.Chugh said apart from setting up semen banks in the state, semen would also be imported from aboard to improve cattle breed. Fodder would be produced by including nutrients through scientific manner to improve the health of animals. He said at present, Haryana Dairy Development Cooperative Federation had an annual turnover of Rs 800 crore, out of which merely 20 per cent of the amount was being spent on promotion and development of milk plants. Therefore, farmers were being benefited with Rs 650 crore in one way or the other. He said Haryana was the first state in the country where milk producers were getting the highest rate of milk. The Sirsa milk plant was leading in milk procurement in the state. On an average, 1.53 lakh litres of milk per day was being procured in this plant thus generating Rs 25 lakh profit per year, which was being distributed amongst milk producers and shareholders. |
SI caught taking bribe
Fatehabad, September 7 Partap Singh, a villager from Banawali here, had registered a complaint in the vigilance wing in this regard. Partap had brought two girls, Abida and Zeenat, from Assam allegedly for Rs 95,000. He himself married Abida and married Zeenat to his nephew Billo. However, the two girls left them soon and reached Bhattu Kalan police station to lodge a complaint against Partap and Billo. Sub-Inspector Sita Ram, who handled the case of the two girls, took a written complaint from them and then sent them to Assam after giving them money for the train fare. Later, he allegedly went to Partap Singh and demanded Rs 15,000 from him, showing him the complaint of the girls. The cop allegedly threatened to book him on the charge of human trafficking in case he failed to pay the money. Partap Singh brought the matter to the notice of the vigilance wing of the police. A trap was laid under which Rakesh, a kin of Partap, was sent with him as a shadow witness. When the two went to the police station to deliver the money, the SI asked them to reach a shop in front of the police station, following which he was arrested. |
Dist BJP chief foils robbery bid
Karnal, September 7 Kathuria said two thieves entered his house in Sector 13 here at around 1 am by cutting the grill and breaking the window. The duo after collecting expensive assets on the first floor came down to the ground floor where Kathuria was sleeping. Kathuria’s wife noticed the thieves and raised the alarm. Sensing trouble, the thieves ran away in panic. The couple said they could recognise the thieves. A case has been registered under Sections 457, 380 and 511 of the IPC. Kathuria has requested
the police to provide him security. |
