Two-day session expected to be
stormy
Chandigarh, September 2 After holding one sitting tomorrow afternoon, during which most of the time will be taken up by formal agenda like obituary references, the House will be adjourned for the next two days (it being Saturday and
Sunday). The MLAs will meet again in Monday afternoon to take up the problems of those whom they represent. So far, the session is tentatively scheduled to conclude that evening. But if the Business Advisory Committee, which meets tomorrow, desires, the session may be extended by a day. The legislative business includes several Bills, including those which will replace nine ordinances. The ordinances, which are to be replaced by the Bills are the Kurukshetra University (Amendment) Ordinance, the Chaudhary Devi Lal University Sisa (Amendment) Ordinance, the Maharshi Dayanand University (Amendment) Ordinance, the Bhagat Phool Singh Mahila Vishwavidhyalaya Khanpur Kalan (Amendment) Ordinance, the Pandit Bhagwat Dayal Sharma University of Health Science-Rohtak (Amendment) Ordinance, the Deenbandhu Chhotu Ram University of Science and Technology-Murthal (Amendment) Ordinance, the YMCA University of Science and Technology-Faridabad (Amendment) Ordinance, the Guru Jambheshwar University of Science and Technology-Hisar (Amendment) Ordinance, and the Haryana Municipal Corporation (Amendment) Ordinance. Such a short session came under fire by Leader of the Opposition Om Prakash Chautala here today. He said almost half of the state was hit by severe floods. The MLAs wanted to raise the problems being faced by the flood victims and ask the government to explain its failure to take preventive measures before the onset of the monsoon. Chautala said the Congress had no faith in democratic traditions as was proved by several irregularities committed by the ruling party during the panchayat elections. Demanding that the duration of the session should be for a week, at least, Chautala said three MLAs of his party had given notice to discuss amendments to the Hindu Marriage Act, as being demanded by a section
of people. There were many more issues like law and order, land acquisition policy, corruption and price rise which the Opposition wanted to raise in the House. Chautala said his party’s MLAs would try to raise all these issues, if they were not prevented from doing so by the ruling party. |

Chandigarh, September 2 Upholding the conviction and enhanced sentence of 18 months handed over to Haryana’s disgraced former top cop, SPS Rathore, Justice Jitendra Chauhan said: “Physical lust makes a man blind; and even though it is a momentary lapse of morality which shuts down the reasoning ability of a man, the consequences are disastrous, as has already been seen in the present case. “A man possessed by physical lust cannot see anything beyond his immediate target.” The stern observations came in response to arguments put forth by Rathore’s counsel on “improbability and impossibility of the act of molestation”. Justice Chauhan observed: “In so far as the improbability of the alleged act is concerned, suffice it is to say that when the allegations pertain to an act of physical molestation, the analogy that whether the same could have been attempted by a sane man is of no relevance”. In his detailed order, Justice Chauhan went into the details of the August 12, 1990, incident to see if the offence of outraging modesty under Section 354 of the IPC was made out against Rathore. “After searching for the coach, when Aradhana (eyewitness) re-entered the HLTA office, she saw the petitioner holding the hand of Ruchika with his one hand and with the other hand he had encircled the waist of Ruchika and was pushing her towards his chest. “Ruchika was trying to push the petitioner away with her free hand. It is, thus, clear that Ruchika was annoyed with the petitioner using force on her which constitutes the first ingredient i.e. criminal force. “The other act of the petitioner of encircling the waist and holding one hand of Ruchika and pushing her towards his chest is enough to conclude that her modesty had been outraged at that moment itself. “The act of Ruchika getting herself freed from the grip of the petitioner and running out of the HLTA office is sufficient proof that she was terrified, being held against her wishes and with criminal force. When afemale is being held physically, by force and without her consent, the offence of molestation is complete.”

Rohtak girl strangled to death

Rohtak, September 2 She was living with her brother after the death of their parents. This is the second such incident in the district in the past two months. The police nabbed the accused this morning while they were on their way to Mokhra village for cremating Rajni’s body. The body was sent for a post-mortem examination at the PGIMS here. The report revealed that she had been murdered, said the district police chief. He said Deepak was the main accused in the case. The arrested family members reportedly told the police that they were upset with Rajni’s “immoral behaviour.” A case has been booked under various Sections of the Indian Penal Code. Eighteen-year-old girl Shalini was murdered by her kin in June for having a “loose character and disobeying the family.” She was allegedly done to death a day after the police had brought her back home after having gone missing for weeks. The girl was hurriedly cremated by the family at her paternal village of Kharkara. The police, smelling a rat,swung into action and arrested her mother and one more person and later slapped murder charges on the two. |
College teachers end statewide agitation

Gurgaon, September 2 Consequently, the Haryana Government College Teachers Association has decided to stop the agitation and resume classes in all colleges of the state from tomorrow. Sharma met the representatives of the Haryana Government College Teachers Association (HGCTA) at his office here today. The matter of Mahendragarh Deputy Commissioner’s alleged misbehaviour with the Principal of Government College, Mahendragarh, Dr SK Tyagi, was taken up at the meeting. The Commissioner called up Mahendragarh Deputy Commissioner Vikas Gupta and asked him to express regret at the incident and withdraw the FIR lodged against the teachers. Sharma assured the teachers’ delegation that no action would be taken against the teachers and they would be accorded due respect. He regretted the incident and assured the teachers of proper action against the Deputy Commissioner’s gunman. He also directed the Mahendragarh tehsildar to visit the college and express his regret there. Head of the delegation Kulwant Yadav assured the Divisional Commissioner that they would end the agitation and the teaching work in all state colleges would be resumed from tomorrow. Teachers of government colleges in the state were agitating over the issue since August 28. Demonstrations and dharnas were staged at numerous colleges. Strike was observed in Gurgaon colleges also. The students had also extended support to the teachers. |
Salary too meagre, say biologists
Sirsa, September 2 The biologists, who perform the duties of planning, organisation, execution, supervision, evaluation and research on vector-borne diseases like malaria and dengue, allege that though they were scientists with qualification of MSc (zoology) or higher, they were being treated shabbily due to their low numerical strength. “There are only 14 biologists working in the state and though their area of operation has been increased from urban areas to the entire district, they are continued to be neglected in the matter of salaries and promotions,” said Sheel Kaushik, biologist from Sirsa and spokesperson for the Haryana State Biologists Association (HSBA). The association has represented their case at various levels, but Kaushik alleged that the authorities were not taking them seriously. “At the time of creation of our cadre in 1977, our scales were equivalent to medical officers, engineers (SDO, AEE and AE) and geologists, while veterinary surgeons, dental surgeons and some other officer-grade cadre were placed at a scale lower than us. There was no anomaly in our scales till the fourth central pay commission was implemented on January 1, 1986. However, incongruities started creeping in when pay scales of some categories were modified in 1989, 1990 and 1992 and now the pay scales of biologists are much less than other officer-grade categories,” she alleged. The HSBA, in its memorandum to Chief Minister Bhupinder Singh Hooda, said the pay scales of biologists were not only lower than some other equivalent cadre in Haryana, but also much lower than the biologists working in Chandigarh and some other states. “Biologists in Chandigarh are getting a pay scale of Rs 15,600-39,100 with a pay band of Rs 5,400, while in Haryana, they have been getting a scale of Rs 9,300-34,800 with a pay band of Rs 4,600,” Kaushik alleged. Further, there is no promotion in the department by virtue of length of service, she added. The HSBA has demanded a better deal from the government so that they could serve the community
with dignity. |
Good samaritans embrace nine differently abled kids
Sirsa, September 2 Among the beneficiaries is 13-year-old Dalip. Born to underprivileged parents, he is hearing-impaired by birth. He lost his mother at the age of six and his father remarried and discarded his “special” son. Class I student Suman (13) and her brother Rohit also stay at the centre. Both have impaired hearing. As many as 90 children, including 28 girls, are receiving education at the RKJ Welfare Centre for Hearing and Speech Impaired Persons. “We get an annual central grant of Rs 7 lakh but our expenditure is over Rs 25 lakh. The rest comes from donations by Good Samaritans,” said Gagandeep, the centre’s assistant director. The centre, which has been running since 1985, has also roped in some donors who will pay Rs 100 a month for the welfare of the children. The philanthropists volunteered to meet the annual expenditure of the children at a meeting called by Deputy Commissioner CG Rajini Kaanthan. The Deputy Commissioner, who is also the chairperson of RKJ Welfare Centre for Hearing and Speech Impaired Persons, appealed to local residents to help the differently-abled children. |
3 more held for Mirchpur violence
Hisar, September 2 The police has constituted 11 teams to apprehend the remaining accused in the case after the Supreme Court directed that all the accused be arrested. As many as 130 persons are named in the FIR. So far, 28 have been chargesheeted. On April 21, a mob of upper caste villagers had attacked and set ablaze 18 houses belonging to Dalits in broad daylight. A polio-stricken teenaged girl and her father were burnt alive in the violence. Meanwhile, Mirchpur remained tense. More arrests are expected in the coming days. There is heavy security in the village to prevent any backlash from upper caste villagers following the arrests. As directed by the apex court, the administration is preparing a list of relief works to help the affected Dalit families. Already, jobs have been provided to the sons of the man killed in the April 21 violence and heavy compensation paid to all affected families. Congress general secretary Rahul Gandhi had visited the village after the arson to meet the aggrieved families and had promised succour. |
No news from officer on hijacked ship
Rohtak, September 2 The authorities have so far been unable to negotiate the release of Ravinder Singh and five other Indians. “We are very upset with no news on about the safety of my son for the past 15 days. All efforts to contact him on the phone have been unsuccessful,” claimed Rajender Singh. Ravinder Singh, employed as Third Officer with a cargo ship of a company based in Egypt identified as Red Sea Navigation, left the country on May 18. “The last time we received a call from my son was on August 16 when he told us that the food and fuel at the ship had almost finished and they were being tortured by the pirates as there had been no response
from the company officials regarding their demands whatsoever. “He asked us to take up the matter with the government,” he said. Rajender Singh, an ex-serviceman, said he had met Chief Minister Bhupinder Singh Hooda and Rohtak MP Deepender Singh on the matter and had been assured of all help. He said he was told that the Chief Minister had requested the Deputy Foreign Minister to take up the issue. Ravinder Singh’s young wife and infant son live at the local Srinagar Colony here with his parents. |
Showroom owner booked for rape
Fatehabad, September 2 She alleged that the accused came to her residence in the absence of her husband on July 5 and clicked her photos on his mobile. The woman alleged that Parkash raped her by threatening to make her pictures public and later threatened to eliminate her if she narrated the incident to anyone. The accused allegedly started blackmailing her and he again tried to rape her on July 21, when she narrated the incident to her husband.

Bhajan Lal for reforms in Bishnoi sect
Hisar, September 2 Presiding over the 560th birth anniversary celebrations of sect founder Guru Jambheshwar here, he said the would move a resolution in this regard at the silver jubilee celebrations of the Bishnoi Mahasabha. The former CM called upon the sect members to follow their guru and do all to protect environment. He released a copy of the mahasabha’s publication “Amar Jyoti.” Several persons were honoured on the occasion. Former Rajya Sabha member Ramji Lal and former legislators Dura Ram and Jasma Devi were among those present. |
Two killed in car, truck collision
Karnal, September 2 The occupants of the car were on their way to Chaura. Balwan (40) of Chaura Khalsa village and Rajesh (45) of Badota died on the spot. Shakti, who was driving the car, sustained multiple fractures and a head injury. He was rushed to the Civil Hospital here. His condition was stated to be critical. The truck driver abandoned the vehicle and fled. A case has been registered. Meanwhile, the police booked Simrat of Rajiv Puram, under Sections 332 and 353, IPC, for assaulting a police constable on duty. Constable Jasbir Singh was on duty at the main gate of the temple in Sector 6 here last night when he was attacked by the accused. His uniform was torn. |

Sirsa, September 2 The workers noticed the bodies yesterday and informed the police. Sunita’s husband Krishan was at his residence, but he was unaware of the fact that his wife and children were missing from the house. The postmortem report confirmed that they had died of drowning.

Kurukshetra, September 2 The women staged a demonstration raising slogans against the liquor vend contractor and the district administration. The women had given an ultimatum to the contractor and the district administration to close the vend within three days. They alleged that due to the opening of this liquor vend on a roadside, they and their children had to face a great difficulty and that was why they were compelled to lock up the vend.
