CWG merchandise launched
Syed Ali Ahmed
Tribune News Service

New Delhi, September 2
The Commonwealth Games (CWG) organising committee (OC) today launched official merchandise products to make citizens of Delhi and NCR enthusiastic about the Games to be held in October. The OC will also launch a campaign through SMS to popularise these products.

The OC has opened an outlet that offers these items at its headquarters in Jai Singh Road near Jantar Mantar. It plans to open 60 such outlets at all Games venues, Games Village, international and domestic airports, Metro stations, railway stations, retail outlets and malls. Treasurer of the OC A.K. Mattoo said this.

The OC has already received a lot of flak for the delay in the launch of its merchandise, which it had claimed would hit the market months before. However, like most of its plans, this too went awry for various reasons.

The OC has also planned to launch on-the-wheel shops that will visit schools, corporate offices, residential societies and shopping areas. These products can be purchased online too. It has deployed four vans for the purpose that will cover 80 schools in a day.

When asked would Delhi police allow entry to Games venues along with the products, he said, "We are in touch with the police and it will allow us the entry."

Taking in view the buying capacity of people in general, the OC has ranged its products between Rs 25 and Rs 300. Products on higher range would be on offer for visitors, sportspersons and others. Online purchasing can be done on the CWG's official website.

Mattoo said a total of 25 products was launched today. Some other products would be launched soon. The products shown today were T-shirt, jacket, casual wear, kids' wear, stationery, umbrella, key chain, mug, refrigerator magnet, cap, bag and wristband. Besides, lifestyle and some luxurious things were also displayed in the conference. Some cultural and handicraft goods have also been included in the list of products.

These products have been manufactured by Premium Brand Private Limited. They are of good quality and within the reach of a common man. Chairman of Premium Brand Private Limited Suresh Kumar said the Commonwealth Games in Delhi is a mega event. People should be proud of it. These products have been manufactured to make the event popular and create awareness among people. He expressed hope to see these products in every house of the city.

Vuvuzela trumpets its way to list

Vuvuzela, the trumpet which became a household name for its widespread use by the locals during the FIFA World Cup in South Africa, has found its way to the merchandise list of the Commonwealth Games.

Though it initially invited flak for its intense buzz, it grew to become a popular symbol of the soccer world cup.

CWG organisers believe it would help popularize the Games, which has hardly stirred the public imagination so far.

As was being speculated, Premier Brands, the official merchandising partner of the Games which had scrapped the deal last month, has decided to stick to the Games after renegotiating contract.

Its chairman Suresh Kumar said the Games being a grand event, they would do their best to popularise the merchandise among the masses.

2 Faridabad judges decide record no. of cases in a day
Ravi S.Singh
Tribune News Service

Faridabad, September 2
A couple of judges have reportedly done the judiciary of Haryana proud by bringing the state on the country's map. A young judge in a local court here, Lokesh Gupta, heading a special court to deal with the cases of cheque bounce and other disputes of financial nature, dispensed 123 cases in a single day in a Lok Adalat on Saturday last, creating sensation in the legal fraternity.

Another judge Vimal Sapra cleared a total of 142 cases.

According to legal experts, the two judges have created a record in their own ways in the country.

The previous national record, reportedly created a few days ago, was clearing of 111 cases by a judge in Andhra Pradesh. However, the majority of the cases were reportedly 'petty' in nature in which the accused had confessed to the offences, and the judge had to pass an order only.

What stood out in contrast to the development in Andhra Pradesh was not only the high number of cases dispensed in one single day by both the judges, but the nature of cases solved by them. Out of 123 cases cleared by Gupta, 93 were solved by way of a 'compromise' between the disputing parties; the remaining cases were of petty nature, including offences under Motor Vehicles Act which invited just imposition of fines. High ingenuity is needed to effect a compromise.

As many as 120 out of the 142 cases cleared by Sapra were in the nature of 'summary' category which needed just imposition of fines. The remaining were complicated and of civil and miscellaneous nature.

The majority of the cases solved by the two judges had been hanging fire for several years. With regard to the 93 cases solved by Gupta under the Negotiable and Instrument Act, the icing on the cake was that the disputing parties would not think of moving the higher court as they had reached a compromise.

The High Court created two special courts in Haryana, about two and a half months back, to deal with the cases of cheque bounce and other financial disputes in this industrialised district.

The members of the District Bar Association (Faridabad) are happy. A member said that the judges have done the judiciary of Haryana proud in the country.

‘Holy’ rains give Delhiites a wet Janmashtami
Tribune News Service

New Delhi, September 2
Heavy rains greeted the Capital on Janmashtami today, with people welcoming the weather condition as a "holy sign" on the auspicious day. Besides the religious significance, the rains gave residents the much-needed respite from heat and humidity. Even as the morning was comparatively warm and humid, the rains accompanied by cool breezes drastically changed the weather during the later part of the day.

A total of 5.2 mm of rainfall was recorded from 8.30 am till 5.30 pm today. However, heavy rainsl continued in most parts of the city until late night.

Safdarjung recorded 4mm rainfall, Pitampura recorded 8mm rainfall, Lodhi Road recorded 4.3 mm and Ayanagar recorded 1.3 mm rainfall.

While the maximum temperature settled at 34.4 degrees Celsius against yesterdays' 37 degrees, the minimum settled at 26.5 degrees Celsius, down from yesterday's 27.7 degrees.

The humidity was recorded at a high of 94 per cent.

"Delhi has recorded 703.6 mm of rainfall so far this monsoon, which is 34 per cent above average. In August alone, the Capital received 455.1 mm of rainfall, which is almost 101 per cent above average," said an official of the India Meteorological Department (IMD).

For tomorrow, the metrological department has forecast more rains.

"The sky will remain cloudy with one or two spells of rain or thundershowers on Friday. The maximum and minimum temperature will hover around 34 degree Celsius and 26 degrees Celsius, respectively," said the IMD official.

The Delhiites, meanwhile, enjoyed the pleasant weather.

"It was raining cats and dogs today evening. The snarling traffic is now a regular feature during rains. But today, due to Janamashtami, there were lesser autos rickshaws on roads. Thanks to Metro, I was able to make my journey on time. The weather has completely changed and I hope it stays this way for days to come," said Ronisha, a freelance writer from the city.

Foreign media grills Kalmadi on Games security, dengue
Tribune News Service

New Delhi, September 2
Commonwealth Games Organising Committee chairman Suresh Kalmadi was grilled today by foreign correspondents over the country's preparations for the mega sporting event vis-ŕ-vis security and dengue outbreak, whose rapid spread across Delhi and NCR has left a number of participating countries worried with 24 of them writing to the OC on the issue.

As regards to securing the Games, Kalmadi said the home minister of the country, P. Chidambaram, had been reviewing the security arrangements. He referred to a top-level security meeting headed by the minister yesterday.

About the outbreak of dengue, Kalmadi told the foreign media that it was not unusual at this time of the year.

He said the Delhi government has deployed over a thousand doctors to deal with the disease. He said health authorities would take special fogging and anti-malaria exercises around CWG venues.

He was confronted by some journalists over his often-repeated claims that this would be the best Games ever. Kalmadi said they have used the latest and best available infrastructure for all the events and venues.

DUSU poll today: ABVP, NSUI leading, as usual
Tribune News Service

New Delhi, September 2
With the polling day tomorrow for Delhi University Students’ Union elections, it seems there would be a straight fight between the student wings of two of the country’s biggest parties, the Congress and the BJP. However, the presence of some strong candidates, including the daughter of prominent CPI leader D Raja, has made the battle interesting.

Unlike last year when the university’s leading student bodies, ABVP, the BJP’s student wing, and the NSUI, the Congress-supported group, lost three candidates each due to disqualification, this year both the parties are cautious and have taken measures to avoid any such repeat.

In the complete 40 years of history of DUSU, ABVP and NSUI have been the leading fronts in elections. Last year, due to disqualifications, an independent candidate won the presidential seat for the first time in the last 18 years. Harish Choudhary, a first year student of SGBT Khalsa College is the NSUI candidate for the post of president while Jitender Choudhary, a student of MA (Buddhist Studies), is from the ABVP.

Another strong candidate for the post of president is Aparajitha Raja from All India Students Federation (AISF). She happens to be the daughter of CPI leaders D Raja and Annie Raja.

Vying with 10 other candidates for the post of Delhi University Students’ Union president, she said, “My parents have actually worked their way up to where they are, and this is how it should be, even if you are the second or third generation of a political family. If I get elected, I will try my best to set things right at DU and work on better accountability of the student union.”

The DUSU election is scheduled for September 3. A total of 11 candidates will compete for the post of president in the election which will see a total of 30 other candidates vie for the three posts of vice-president, secretary and joint secretary. Over 60 colleges will participate in the elections.

Polling for day colleges will start at 8:30 am and end at 12:30 pm. For evening colleges, the timing will be from 3 pm to 7 pm.

On the day of polling, there have been instances in the past where parties indulged in small brawls. However, this year the university administration has arranged for strict policing and video monitoring of each polling booth.

“Students tend to get aggressive on the last day though we have always tried to ensure optimum monitoring. The election process was well within the code of conduct this year and we hope the same for the polling day tomorrow,” said deputy dean, Student Welfare, Gurpreet Singh Tuteja.

Semester Row
DUTA calls for strike after poll
Tribune News Service

New Delhi, September 2
The Delhi University Teachers' Association (DUTA) today hardened its stand, a day after their 40 members were detained as they tried to force their way to meet vice-president Hamid Ansari, and warned of more strikes and disruptions to press their demand of scrapping the semester system. The DUTA has called for a three-day strike after the Delhi University Students Union elections.

Showing anguish over yesterday's detention, an official release of DUTA stated, "The detention will have a serious impact and precipitate further crisis in the university." The teachers were protesting against the vice-chancellor who is still in office even after his term ended on August 31.

"We have always put the interest of students at priority. But now the movement will only get stronger. The plan of total strike for three days will remain and more protests will be held till we do not see a breakthrough," said J. Khuntia, member of academic council and DUTA.

Delhi University has been dismissive of DUTA's protests. It has called them reactionary and against the interest of the university and its students.

"All we wanted yesterday was to meet the vice-president and inform him about the situation. A VC can continue in his position after the completion of his term only with the permission of the visitor (President Pratibha Patil). We were there to stage a silent protest, but were not allowed to go inside despite having an invitation. We were taken away by the police around 5:30 pm before the vice-president arrived," he added.

Noticeably, all anti-semester protests and activities that DUTA is organising have been scheduled on working days which means classes will be disrupted thus, causing inconvenience to students.

Asha Mathur, a second-year student of Dyal Singh College, said, "It is unfortunate that such strikes have become a routine. Students are not complaining about semester system. So, why are teachers opposing it on the pretext of fighting for students' benefit. Is it because they don't want to work? Why are these protests not organised on Janmashtami and relay dharnas not held on Saturdays or Sundays?"

The DUTA is awaiting winding up of DUSU elections to decide its course of action. There will be no classes on September 7, 8 and 9 as teachers will go on strike. On September 14 and 15, they will hold an interaction with students on semester issues. Further course of action will be decided at the meet on September 17.

Brothers fined for frivolous petitions

New Delhi, September 2
The Delhi High Court on Thursday imposed a fine of Rs 75,000 on two brothers involved in a property dispute case for the last 18 years, saying that no mercy can be shown to litigants filing frivolous applications in courts to delay judicial proceedings.

"No mercy should be shown to such type of litigants who have no other work but just to waste the time of different courts and create obstructions in the smooth functioning of the judicial system," said Justice V.B. Gupta, passing the order on an application filed by Hansraj Sharma and his brother Hemraj who were engaged in the civil suit after their father's death 18 years ago.

"Keeping in view the conduct of the petitioners that they still do not want the suit instituted about 18 years ago to reach its ultimate destination, they must be made to pay heavy costs for filing frivolous and bogus applications," the court observed, adding that the trial had only wasted the precious time of the court.

Justice Gupta came down heavily on the brothers for filing application after application at every stage.

"Petitioners also made false allegations against the trial judge by filing false and frivolous transfer application, which was rightly dismissed by the district judge," the court said.

"Moreover, the petitioners tried to mislead this court also by filing wrong synopsis and incorrect dates of events," it said, directing the brothers to deposit the money with the registrar general within four weeks and listed the matter for compliance on October 7. — IANS

Regularisation of nursing homes in houses hailed
Our Correspondent

Noida, September 2
The Association of Medical Clinics of Noida has welcomed the decision of the Noida Authority to regularise nursing homes running from residential premises. The patron of the association, Dr A. C. Bisaria, today told The Tribune, "A decade ago, the Noida Authority had sent lease cancellation notices to nursing homes and clinics running from residential premises. In May 2000, the association got a stay order from court against the cancellation of lease. Since then, the association had been holding discussions with the officers of the Noida Authority to find a solution to the deadlock. Later, the authority allowed clinics to run from residential premises, but the case of nursing homes was pending," said Bisaria.

"As per the new norms approved by the Noida board on Tuesday, for regularisation, a clinic will have to pay 15 per cent of the present market value of the plot on which it is built. Other terms say that the size of the plot should be at least 250 square metre and it should be on a 24 metre wide road. Further, the plot should have proper parking arrangement and it should be registered in the name of the doctor and he should be residing on the premises," said Bisaria.

"The cancellation order of the authority had affected around 60 nursing homes. With the new policy, 50 per cent of the affected nursing homes will be benefited. For the rest, we will talk to the officers and find an alternative solution, which may include providing land to them for shifting," said Bisaria.

"The association has appealed the members to contact the authority officers and avail the benefit of the scheme," added Bisaria.

Polygraph expert’s testimony deferred
Triple murder case against UP’s ex-MLA
Rashi Agarwal
Tribune News Service

New Delhi, September 2
A Delhi court today deferred the recording of testimony of a polygraph expert against a former Uttar Pradesh Samajwadi Party MLA Udai Bhan Singh, an accused in a triple murder case.

The court of special CBI Judge O.P Saini, which was to record the testimony of expert A.K. Singh today, deferred the recording after taking into account the plea of the defence counsel, who vehemently opposed the court's decision, saying that the testimony cannot be held as a "credible piece of evidence".

"According to the law, such statements cannot be treated as evidence. The test is conducted for corroborating the main evidence and hence, the outcome of such tests cannot be relied for securing conviction for the accused," said the defence counsel.

The submissions were, however, strongly opposed by the CBI prosecutor, who said that the witness could testify as there were various laws that supported recording of statements of such witnesses.

The court then asked the CBI to submit rulings of the superior courts in support of the contention and posted the matter for recording of statement of the lie-detection test expert to September 9.

Earlier in the day, a witness, Sarvesh Narain Shukla, testified that the former MLA was inimical towards his family and had plotted the murder of his uncle Rakesh Pandey, an eyewitness in a triple murder case in which the ex-lawmaker was an accused.

Pandey, who was to testify in 2003 in an Uttar Pradesh court against the MLA and others, was first threatened and later killed.

After Pandey's murder, the Supreme Court transferred the case to Delhi on the ground that since Singh allegedly killed a witness of the case, fair trial was not possible against him in a UP court.

Singh and his accomplices have been charged with killing Pandey on the morning of February 17, 2003 at the Gopiganj police station at Sant Ravidas Nagar district near Varanasi.

Initially, the MLA and nine others were charged with killing Pandey. But, three accused-- Santosh Kumar Singh, Vinod Kumar Singh and Bashir Khan-- died during the course of trial and another accused Kallu went absconding.

Besides the former MLA, the names of other alive accused are Sandeep Singh, Ashok Mishra, Raj Nath Mishra, Mabud Khan and Vishal Singh.

The Akhil Bharatiya Janwadi Mahila Samiti today held a demonstration outside the district hospital here and gave a memorandum to the chief medical superintendent (CMS) demanding action against the doctors who allegedly refused to admit a pregnant woman two days ago. The hospital asked them to arrange for five units of blood or pay Rs 12,000. The woman later gave birth in the car of a passerby who came forward to help her.

The samiti, through the woman's mother-in-law, has lodged a police complaint demanding action against the guilty hospital staff.Around 100 women workers under the banner of the samiti gathered outside the CMS office and protested against the incident. Members of the Centre of Indian Trade Unions too joined their agitation.

"Denial of admission to a pregnant woman is a crime. We met the CMS Meena Mishra, and gave her a memorandum in this regard. She has assured us of action against guilty persons. "The samiti took Kiran Devi, the mother-in-law of the victim woman Sangita, to the Sector 39 police station and lodged a complaint against the hospital staff who turned her away. We have also filed a complaint on the behalf of the samiti," said Yadav.

"On Tuesday night, we admitted the newly-born child in Delhi's Kalawati Hospital," Yadav added.

The station house officer of the Sector 39 police station R.K. Singh said, "We have received the complaint, but no FIR (first information report) was lodged till late evening. The CMS is conducting an enquiry to find out the guilty persons."

No let-up in dengue

New Delhi, September 2
There was no let-up in the dengue spread as 67 persons were confirmed positive by the officials today, taking the total toll to 1081.

It is, surprisingly, the posh south Delhi localities which have reported the highest number of victims, which officials have attributed to their reluctance in letting health workers in to check their houses for any breeding of mosquitoes responsible for the disease.

The MCD's south zone has reported 183 cases followed by 162 confirmed cases from the central zone. — TNS
