Gurgaon reserves lane for CWG players
Gurgaon, August 26 Haryana ADGP-cum-Gurgaon police commissioner Surjeet Singh Deswal said this here today while reviewing the arrangements made for the games with the local police and administrative officials concerned. Though there are three routes for reaching to the shooting range from Delhi, the police and district administration are focusing on the new route, which is being constructed especially for the games. It runs from the toll plaza to Signature Tower and then passes through Sectors 43 and 44 crossing and Sector 56 to reach the Kadarpur CRPF campus where the shooting range is located. “A dedicated lane will be reserved for the CWG players and visitors to ensure their hassle-free movement during the games,” he said, adding that a tollgate would also be kept reserved for them. The police commissioner assured the people that the closure of a specific lane would be for a limited time and not for the whole day so that the general commuters also do not face hardship. He also appealed to the residents to cooperate in this effort. At the shooting range, Deswal asked the members of the organising committee to complete all arrangements by August 31. He assured them of full support and cooperation on the part of police as well as civil authorities. Gurgaon deputy commissioner Rajender Kataria, who was also present on the occasion, maintained that modern equipment and security gadgets had already arrived at the shooting range and the Gurgaon police personnel would also be trained to operate these. Deswal asked the officials concerned to take up repair works of roads wherever necessary and put proper signages on the route. |
Games Village basement leaking
New Delhi, August 26 Water leakage in the basement may serve as a breeding place for mosquitoes. To ensure the safety of people coming to park their vehicles here, the authorities concerned should spray chemicals to check mosquito breeding. According to sources, the much publicised basement is a project of the Delhi Development Authority
(DDA). It has been constructed at Rs 1,600 crore. In the beginning, its total cost of construction was estimated at Rs 800
crore, but it was escalated to Rs 1600 crore, sources said. Sources said the material used for construction was of good quality. The problem arose after finalisation as linter grouting, which is a must in all concrete buildings, was not done. If it is not done, there is a chance of leakage from the joints, said an expert. He added that it could still be repaired by nipple grouting, but it was costly. The company had installed the nipples but grouting had not been carried out as it is a time-taking process. The expert said it could not be done before the
CWG. An official who works in the village said it leaked whenever it rained. Sometimes water drops fall on the optical. Besides, there is no drainage system in the basement. Had there been a drainage system, the water could have been pumped out. Though the Games will take place in October which is not a rainy season, repairing must be done, he said. Even after repeated efforts, official of the construction company could not be contacted. |

Sports Injury Centre no more designated for Games
New Delhi, August 26 "Polyclinic at the Games VIllage is a major project and would be handed over on September 7. With high-end emergency beds, ultrasound facilites, imaging and other diagnostic services in addition to round-the-clock ambulence services, it will offer 24x7 medical aid, " said the CMO of the CWG, Dr Bharatinder Singh, in the Capital today. Refraining from specifying any timeframe for the completion of Safdarjung's Sports Injury Centre, Singh said, "The services of Sports Injury Centre would be taken if it is ready in time." During the Games, Delhi would be fully equipped to cater to the health needs of atheletes and visitors. The three designated hospitals-- GB Pant, Ram Manohar Lohia and AIIMS' Jai Prakash Narayan Taruma Centre-- are ready, said Lieutenant General S. P. S. Dhillon (retired), the officer on special duty, CWG. "Training and mock drills are underway to meet any emergency and if need be, armed forces would also pitch in," said Dhillon. Besides the three hospitals, there would be medical centres at all stadia and training venues. In line with the CGHS guidlines, medical cover would be provided to anybody walking into the stadia and for this, there would be first-aid posts for spectators at venues and at Pragati Maidan. The main medical centre- a makeshift structure with an aluminium roof costing Rs 1.3 crore- would be like a mini hospital spread over an area of 8,500 sq. m. When asked about the allegations sorrounding the purchase of equipment for the multi-disciplinary polyclinic and other medical centres at double the original cost, Dhillon said that the matter was discussed at a meeting with the DDA and it came out that the prices were expected to shoot up with increase in the warranty period. |

Now, farmers’ rally leads to snarls
New Delhi, August 26 The farmers marched to Parliament demanding an enhancement in the compensation given to them in lieu of the land taken by the UP government for the construction of the Yamuna Expressway. Farmers from Ghaziabad, Noida, Meerut, Saharanpur, Moradabad and other places in Uttar Pradesh began arriving in the Capital since morning. According to the police, their strength was anywhere between 10,000 and 14,000, huge enough to create inconvenience for commuters in many parts of central Delhi. The protest march affected traffic at Janpath, Rajghat, Kasturba Gandhi Marg, Tolstoy Marg and roads leading to the New Delhi railway station. People had a difficult time travelling in Ajmeri Gate, Daryaganj and Chandni Chowk areas. However, the traffic police said that the disruption was not very big and the movement of the vehicles was manageable. “Traffic was seriously affected for not more than an hour in some roads,” a senior traffic official said. However, the residents had some other story to tell. “There was a serpentine queue of cars, bikes and autos. People heading towards New Delhi railway station had a harrowing time. People had to carry their luggage and walk down to the station to avoid missing trains,” said Sarita Bajaj, who had come to New Delhi railway station to catch a train for Agra. |
41 in fray for DUSU poll
New Delhi, August 26 The leading student parties—Akhil Bharatiya Vidyarthi Parishad (ABVP), National Students’ Union of India (NSUI), Indian National Students’ Organisation (INSO) and Students’ Federation of India (SFI) have declared their candidates for the four posts. With the names out now, the campaigning is all set to start from tomorrow. It will end 24 hours prior to the voting on September 3. Cancellations will now be on account of complaints and discrepancies, if any. A total of 11 students will contest the elections for the post of president, nine for the post of vice-president, 10 for secretary and 11 for joint secretary. Urging parties to campaign as per the guidelines set by Lyngdoh Committee, the university today came up with another set of guidelines for the elections. “A website has been launched by the DU computer centre to upload the propaganda material. A candidate can upload his/ her agenda on the website, after approval before August 28. Candidates can also campaign through DU community radio 100.4. The time and slots will be decided accordingly. Also, candidates have to learn to utilise any means at their disposal; they can cut on costs by using the Delhi Metro and bulk SMSs to connect with fellow students. Internet can also be utilised. With such resources, there is no way that expenses should jump up beyond limit,” said J.M. Khurana, chief retuning officer, DUSU elections. As compared to the last year, the university expects voting percentage to go up this year. While last year nearly 85,000 students had cast their votes, this year the figure is likely to reach the 1 lakh mark. The elections will take place in DU’s 51 colleges, wherein 875 electronic voting machines (EVMs) and 354 totaling machines will be used this year. The dean students’ welfare (DSW) office has set up 12 control rooms to deal with emergency situations on the polling day with each control room catering to four colleges. The DSW office will also act as a control room and is the only one to cater to nine colleges. “These control rooms will have facilities to cater to any emergencies, including replacement of EVMs within 15-20 minutes. We have also issued the code of conduct for the elections. Any candidate flouting the code of conduct will be disqualified. Printed posters, loud music and hooliganism will not be allowed on the campus,” added dean students’ welfare, DU. |

A stand-alone dialysis centre opens in Delhi
New Delhi, August 26 The dialysis centre, a pilot project under the public-private mode, was launched yesterday. The centre is located at Sadiq Nagar and can carry 21 dialysis daily. The CGHS Wellness Centre is a joint venture of the Union health and family welfare ministry and the Alliance Medicorp (India) Ltd and has been built at Rs 2 crore. "A survey in all zones of the Capital revealed that the requirement of dialysis has been far more than the available infrastructure. Central government hospitals like-- AIIMS, are overstretched. Patients are being shown the door on one or the other ground," said Dr R.K. Srivastava, director general health services (DGHS). "The centre has eight machines, including one on a stand-by mode and a trained staff comprising four nephrologists from Apollo Hospital, a resident medical officer, two dialysis technicians and one nurse. The facility would act as a major help as six out of seven patients requiring dialysis are denied the service," said Dr Prathap C Reddy, chairperson of the Apollo Hospitals Group. The centre would not only cater to the CGHS patients, but also see to it that poor patients from hospitals like-- Safdarjung, AIIMS and Ram Monohar Lohia are referred to here, said health secretary Sujata Rao. Talking about instances where private hospitals refused to provide three required dialysis to patients, the DGHS said, "The quality of dialysis provided by several private hospitals is doubtful at times. It is doubtful in terms of the water used and many hospitals not abiding by the standard norms." Based on the success of the pilot project at the CGHS, the ministry proposes to roll out such centres at the district-level under the National Programme for Control of Diabetes. |
Faridabad Inc miffed over building law issue
Faridabad, August 26 A delegation of the industrialists recently met the labour commissioner of Haryana, Satwanti Ahlawat, and urged her to correct the “anomaly” by issuing a government order to clarify the issue. According to the industry, under the BOC Act any new construction/project attracts one per cent cess to be deposited with the state authorities. As per the legal interpretation, the Act does not apply to factory buildings and is primarily meant to cover construction activities not covered under the provisions of the Factories Act, say the industrialists. But the Faridabad Industries Association (FIA) alleges that in spite of the clear provisions of the Act, the industry is being forced to deposit the said cess. It further alleged that although the industry has expressed its concerns to the government at various forums, factories continue to receive notices under the BOC Act to deposit the cess which was “unwarranted”. According to the FIA, a large number of factory units have already become victims of this “warped” interpretation of the Act. The president of the Faridabad Chamber of Commerce and Industry (FCCI), Ramesh Jhawar, stressed that there was no sense in paying the cess as the industry was already burdened with imposts and levies on various counts. The government must intervene at the earliest to prevent the industry from demoralisation and needless irritation, he said. Dwelling on the issue, an entrepreneur said that the cess was meant for commercial and other kinds of new buildings. According to him, under the Factory Act, a new building can be set up on a factory premises which already has a license to run an industry. But the babus are misinterpreting the provisions of the law, he added. As per the norms, the revenue collected by the government in the form of cess under the BOC Act is spent on welfare schemes relating to construction labourers and workers. |
Man held 7 years ‘after death’
New Delhi, August 26 Singh is presently unemployed. After the death of his first wife, he married one Sukhwinder Kaur. However, the two got separated after a few years. Later, Singh secretly solemnised his third marriage with one Kulwant Kaur. Singh has a house in Mangolpuri. The house was occupied by his niece Avinash Kaur. But Sukhwinder Kaur had filed a civil suit in a Delhi court demanding the eviction of Avinash Kaur from the house. When the police met Avinash Kaur, she told them that Singh was her maternal uncle and that he died in 2003. She further said that he died in a civil hospital in Ludhiana on October 17, 2003 and that his postmortem was conducted in the mortuary of the hospital on October 19, 2003. However, when the police went to Ludhiana to confirm Singh’s death, it found that the name of the grandfathers of the deceased written on the death certificate did not match with the names of Singh’s grandfathers. On interrogation, the police learnt that coincidentally, a person by the same name and having same parents’ names had died in Ludhiana’s civil hospital. Singh came to know about this and found it a golden opportunity to declare himself dead so that he could escape the case filed by his second wife, the police said. He sent the details of the death of the other Joginder Singh to Sukhwinder Kaur to make her close the legal proceedings against him. |
Cheating Case
New Delhi, August 26 Taking the report on record, the court said, “The accused was a public servant who has since retired, hence, no sanction is required for his prosecution.” It posted the matter for consideration on August 31. The case was lodged on March 6, 1996. The chargesheet was filed in the national Capital after a special Guwahati court acquitted Dhakolia, a former junior law officer of DDA, and his co-accused on the grounds that the alleged offence was not committed within the territorial bounds of Assam. Dhakolia and his accomplice O.K. Sondhi, both hailing from Delhi, were charged under various provisions of the Indian Penal Code (IPC) and the Prevention of Corruption Act, dealing with cheating, presenting fake documents as genuine and resorting to corrupt practices. The complainant, Suersh Garodia, a Guwahati-based hotelier, had alleged that Dhakolia had cheated him Rs 14.75 lakh on the pretext of transferring in his name a flat owned by Sondhi. The said flat is in Vasant Kunj. However, the flat was never transferred in the name of the complainant, the FIR said. The Guwahati High Court discharged Sondhi in 1998. The CBI, however, did not challenge the high court order. But subsequently, the probe agency realised that it had wrongly filed the case in Guwahati and requested the special court not to proceed with the trial against Dhakolia. The plea, however, was turned down. In 2008, the special court discharged Dhakolia on the ground that it lacked the territorial jurisdiction to try the case. |
11-yr-old girl dies of dengue
New Delhi, August 26 "An 11-year-old girl suffering from dengue died in Safdarjung Hospital today," chief medical officer of the Municipla Corporation of Delhi Dr N K Yadav said. The civic body counts the fatality as the second confirmed death due to the diasese along with three suspected deaths. However, several private hospitals have said to record deaths higher than what the MCD takes in account. As many as 35 fresh cases of Influenza A (H1N1) surfaced in the city and with this the cumulative figure has climbed up to 728. "There were 35 new cases of H1N1 today in Delhi and among them four were children. No death was reported from any hospital," said the H1N1 nodal officer Dr Debasis Bhattacharya. |

Traffic plan for Ring Road bypass
New Delhi, August 26 The PWD has taken this step to facilitate early commissioning of Ring Road bypass between Salim Garh Fort and Indira Gandhi Stadium. The PWD has clarified that vehicular flow on Ring Road from north to south (ISBT to Darya Ganj, Delhi Gate, Geeta Colony, IP Depot) has become smooth after the implementation of the plan and closure of traffic on Hanuman Setu and Ring Road bypass. However, traffic movement from IP Depot towards ISBT is running as per the existing arrangement. The PWD has prepared a map to clarify the new plan. The plan has been enforced in consultation with the Delhi traffic police. |

Metro records highest ridership
New Delhi, August 26 On Wednesday, the Metro's line 3 (Dwarka Sector 9 to Noida City Centre) recorded the maximum ridership at 4,29,077 followed by Line 1 (Rithala to Dilshad Garden) at 3,13,898 and line 2 (Jehangirpuri to Central Secretariat) at 3,12,478. The total ridership of the Delhi Metro has been crossing the 11 lakh mark in the last few months, but this week, the ridership has crossed the 13 lakh mark twice. Over 100 trains operate on the five lines of Metro, with a new train being added to the system every 10 to 15 days. The trains traverse over 40,000 kms per day, making over 2,000 trips on the five lines covering 125 kms. |

Soon, two youths on a bike snatched my purse. The purse contained money, a mobile phone and some important documents. I informed the nearby police van. They were opening the bag to distribute the booty when the police team nabbed one of them.” |
