In one of the worst crises seen on Delhi roads in the recent past owing to incessant rains, the Capital came to a standstill today with waterlogging and traffic snarls forcing commuters to spend two to three hours for covering merely distance of few kilometers. According to information, south Delhi was the worst affected area prompting the authorities to close the Delhi-Noida-Delhi flyover for close to two hours.

A 37-year-old man (Manoj) succumbed to the virus in Ram Manohar Lohia Hospital yesterday and with this the total number of people falling victim to H1N1 flu has reached 18 in the city.

In one of the worst crises seen on Delhi roads in the recent past owing to incessant rains, the Capital came to a standstill today with waterlogging and traffic snarls forcing commuters to spend two to three hours for covering merely distance of few kilometers.

According to information, south Delhi was the worst affected area prompting the authorities to close the Delhi-Noida-Delhi flyover for close to two hours. While the poshest of colonies, including the Parliament House compound and Delhi CM's residence, were waterlogged, there were three incidents of building collapse in which at least ten persons were injured in Sangam Vihar, Gandhi Nagar and Bapa Nagar.

According to fire officials, three persons suffered injuries when the roof of their house in I Block of Sangam Vihar collapsed around 1:05 pm while three others were injured when a building on Pyare Lal Road in Bapa Nagar collapsed around 2.50 pm.

Another incident of building collapse was reported from Gandhi Nagar when a four-storeyed building on Guru Gobind Singh Gali went down injuring three persons.

"Three persons identified as Pramod, Vijay Pal and Devender were injured and sent to LBS Hospital. It is feared that there may be some more people lying under the debris. We are on with the rescue operation," said a fire official.

As overnight rains continued into the morning, the office goers had a harrowing time on the roads with outer and inner ring road being chock-a-block right up to Dhaula Kuan. Many people were seen taking shelter below flyovers and bus stops across the city.

Many scooterists parked their two-wheelers below the flyover resulting in shrinking of road space for vehicular movement.

According to Ranjit Singh, a commuter, traffic was disrupted near footover bridges on Outer Ring Road at Greater Kailash-II and Kalkaji Temple as people parked their two-wheelers to save themselves from rains.

"The Parliament compound was a pool of water with drops being felt in the Lok Sabha hall. The VIP parking where the cars of the PM and Speaker are parked had ankle-deep water," said a journalist covering Parliament.

As a result of the rains, several Commonwealth Games sites, including the areas outside Jawaharlal Nehru Stadium, became a pool of water.

According to residents living close by, there was 1 to 2 feet of water in the area. "Our kids came from the school with shoes in their hands in knee-deep water even as the mothers navigated the waters to bring their children safe to house," said Raja Ram, resident of Kotla.

25 fresh cases of dengue

Doctors feel that the national Capital has become endemic to dengue largely due to the unplanned work, inaction and delayed response on the part of the city bodies despite the fact that the World Health Organisation had raised concerns about the possible spiral in dengue cases much earlier.

The city health system seems to be battling with the challenge of managing the unabated spread of the vector-borne disease, which as per the official data, given by the Municipal Corporation of Delhi, has brought 25 more people under its fold today, taking the cumulative figure to 322.

However, if reports coming from several other hospitals in the city are to be believed, the positive cases are put to be much higher than the figures given by the city civic body.

At Moolchand Medicity today, 35 patients with viral symptoms turned up, while there were 46 yesterday, among which two persons tested positive for dengue, said a source.

"Since the middle of the last month, the turnout of people with symptoms of dengue has gone up substantially by four-five times," said Dr A K Bali, consultant in the internal medicine department of Moolchand.

There has been a definite increase in people coming with symptoms of viral diseases, but not all require admission. "We have been receiving a good number of patients this month, but those requiring admission are only 9-10. Not all patients coming with fever and allied mild symptoms require admission," said Dr R K Ganjoo, the medical director of Sir Ganga Ram Hospital.

According to the city doctors, the onset symptoms of all viral ailments-dengue, H1N1, seasonal flu etc.-are similar and it is difficult to distinguish them. "People should not panic and rush to hospital if the fever remains without focus. Only the fever with presentation of body and joint ache, retro-orbital pain could be suspected cases," added Dr Ganjoo.

As many as 32 more people, including eight children, tested positive for H1N1 influenza today, pushing the tally to 461 cases in the national Capital. A 37-year-old man (Manoj) succumbed to the virus in Ram Manohar Lohia Hospital yesterday and with this the total number of people falling victim to H1N1 flu has reached 18 in the city.

"The patient had an immuno-compromised system, having undergone renal transplants. He was on ventilator and died last evening," said the RML medical superintendent Dr T Sidhu. The city reported no deaths today, confirmed the city H1N1 nodal officer Dr Debasis Bhattacharya.

Train to check mosquitoes flagged off

MCD K.S. Mehra flagged off a terminator train from New Delhi Railway Station today to check breeding of mosquitoes.

The train having a truck-mounted power sprayer would spray larvicide in water bodies around railway tracks to prevent mosquito-breeding.

Divisional railway manager (Delhi) Ashwani Lohani said the Municipal Corporation of Delhi (MCD) had provided a truck-mounted power sprayer to the Railways.

"The Railways would regularly run this special train-- mosquito terminator, around Delhi. The truck is mounted on a special kind of wagon. It has got a low flat surface so that truck or any other vehicle can be mounted on it," said Lohani.

The engine carrying mosquito terminator passed through Sadar Bazar, Kishanganj, Sarai Rohilla, Patel Nagar, Delhi Cantt, Palam, Shahabad, Mohammadpur, Bijwasan, Gurgaon and came back to New Delhi in the evening.

Mehra said a large number of Delhi's population lives around railway tracks, particularly in JJ clusters. They are exposed to Aedes and other types of mosquitoes carrying various diseases.

Insistence of MLAs across party lines to call Delhi police commissioner Y.S. Dadwal to attend a debate on law and order situation in the Capital forced Speaker Yoganand Shastri adjourn the House for tomorrow.

The issue of police commissioner's absence was raised by the Leader of Opposition Vijay Kumar Malhotra. He said it was an insult to the House that the seniormost official of Delhi police was absent in the law and order debate. He has sent his subordinate special commissioner Neeraj Thakur, but this is not sufficient.

The MLAs said it was clear from Dadwals' attitude that he did not give weightage to the Delhi Assembly.

In the beginning, BJP MLAs Subhash Sachdeva, Sahab Singh Chauhan, Ramesh Bidhuri and Naresh Gaur among others and later chief whip of the Congress Anil Bhardwaj, Subhash Chopra, Rajesh Jain and Naseeb Singh joined Malhotra's side. They demanded from the Speaker to ask the police commissioner to attend the debate. Later, Chief Minister Sheila Dikshit also supported the MLAs' demand.

When the Speaker said the special commissioner of police was present, the MLAs created a din, thus making the Speaker adjourn the House for 30 minutes.

When the House assembled again, the Speaker informed the members that Dadwal would reach within 20 minutes which enraged them. The MLAs said they would not wait for him and appealed to the Speaker to postpone the debate for the next day.

Ramakant Goswami and Rajesh Lilothia said the Speaker should give a ruling that makes the presence of the head of the department mandatory in the House if any issue in connection with the department concerned was being discussed in the Assembly.

The Chief Minister also suggested the Speaker to postpone the debate for the next day. The Speaker adjourned the House for the next day, announcing that the debate would be held on Monday.

Teachers protest service conditions

Thousands of teachers from various central universities of India came out on the streets of Delhi today to stage a march from Mandi House to Parliament to voice their dissatisfaction against the service conditions provided by the UGC.

A delegation led by the president of Federation of Central Universities' Teachers' Associations (FEDCUTA), Aditya Narayan Mishra met Union minister of human resource development Kapil Sibal and submitted a memorandum.

The delegation demanded that the system does away with the requirement of specified number of publications for promotion from assistant professor to associate professor under Career Advancement Scheme (CAS) due to lack of research infrastructure in colleges.

"We want the quantification of teaching and research activities in the form of Academic Performance Indicators (API) and Performance Based Appraisal System (PBAS) to be done away with and also demand disbanding of Internal Quality Assurance Cell (I QAC). There is no assurance of transparency in such system. This should be replaced with the existing descriptive self-assessment proforma," said the FEDCUTA chief.

Playschools under scanner

The city magistrate has today ordered the District Inspector of Schools (DIOS) to conduct checking at playschools in Noida to see the safety measures employed in cabs and at schools.

Meanwhile, the police arrested the cab driver of Mother's Pride school who had abandoned the three-year-old child half way, causing injuries to her.

"On the complaint of sector 61 resident Satyavrat Ghosh, cab driver Ajay Kumar of Mother's Pride school, sector 41, was arrested yesterday and sent to jail under IPC section 279 and 337. Both the sections are cognizable and bailable. Punishment under each section is imprisonment for six months," said G.K.Jayant, SHO, Sector 24.

"It was stated in the complaint by the parents that the cab driver had abandoned their three-year-old daughter Raina at Kanchanjunga apartment on August 16. A resident there saw her lying unconscious on road and informed them. The injured child was taken to Apollo Hospital," the SHO added.

In view of this incident, the city magistrate has directed the DIOS to inspect the playschools. Presently, the department is checking the safety aspect of primary, middle and senior secondary schools. The number of children taken in one cab and safety measures provided by the school management, all these factors will be taken into account.

Consensual sex with minor amounts to rape: Court

"Consensual physical relation with a minor girl amounts to rape," said a city court today, while sentencing a man to five years' imprisonment for luring and having sex with his minor girlfriend.

Noting that the girl whom the accused, Srikant, had lured was a minor, district and sessions judge S.P. Garg awarded the jail term saying, "The victim was a consenting party when she had accompanied the accused from school. Nothing has come on record to infer that he had kidnapped and raped her. Even after these favourable findings, the court cannot save Srikant from being held guilty of rape and kidnapping."

The court also took note of the trauma the girl's parents and relatives had undergone. Saying that Srikant had exploited her innocence and immaturity, the court also imposed a fine of Rs 2,000 on him.

Srikant had filed a plea before the court saying "whatever he did was with the girl's consent". The court dismissed it saying, "The prosecution has proved that she was below 16 years of age on the day of the incident and hence, her approval to accompany and have sex with him was no consent in the eyes of law."

The prosecution has alleged that the girl was kept in illegal confinement for six days before being recovered by the police.

Srikant, a driver, had taken the girl from her school in the national Capital on the morning of December 10, 2009, to a place in UP and had physical relation with her.

He was arrested and prosecuted after the girl's father lodged a police complaint.

College panel to probe student’s death

Jaypee Institute of Information Technology constituted a high-level committee today to enquire into the cause of death of a student.

A B.Tech. IIIrd year student was found dead on campus on Tuesday night. Students alleged that he had died after electrocution. However, the college management denied the charge. Students also held a protest yesterday.

In view of their demand, vice-chancellor J.P.Gupta has constituted a high-powered committee to enquire into the incident.

Malaysian held for cloning credit cards

With the arrest of Sahubar Maina Mohammad (43) of Kaulalumpur, Malaysia, the De3lhi police has busted an international gang involved in cloning of credit cards, and thereby cheating people.

The police said Sahubar was arrested yesterday after a tip-off from the owner of Spice Retails Ltd, N.S. Marg. He told the police that a Spanish national carrying many credit cards had come to buy a mobile phone.

A police team reached the shop. It learnt that his Spanish passport was forged. It was further learnt that he had purchased a mobile phone for which he had opted to pay through credit card, but on enquiry it was found that the said credit card was also a cloned one.

According to Jaspal Singh, DCP (Central), the mother of the accused was Indian who resided in Ramnathpuram. His father Mohd Abdullah was a Malasian national. "Sahubar was born in India, but was brought up in Malasia where he had studied up to class 12th. He got married and was engaged in part-time jobs where his earnings were meagre.

Meanwhile, he came in contact with one Kanchail, a Nigerian national who told him that he had access to credit card data and could prepare cloned credit cards. Kanchail offered him commission for using these cloned cards," said Singh, adding that the accused had come to India on the instructions of Kanchail.

At his instance, eight cloned cards of City Bank & Chase and eight SIM cards of Airtel, Vodafone, Reliance, PIP, Hotlink and EWI have been recovered. Branded articles worth thousands of rupees have also been recovered from him.

Two dead as car falls in canal

Two persons drowned after their car reportedly fell in a canal in the Bawana area of outer Delhi this morning.

According to the police, the incident took place around 6:30 am when the victims were driving towards Sonepat in their Swift car. The deceased have been identified as Rakesh (43) and Jang Bahadur (45) and were in property business.

"The driver probably lost control of the car and flung in the canal that flows parallel to the road. The canal is about 12-feet deep and because of rains it was flowing at its maximum level. By the time, the rescue operation was launched the victims had died," said a police official, adding that the two had left their house in Nilauthi and were going to Sonepat for some business work.

According to information, more than five such incidents have been reported from here in the past one month. There have been five deaths, including that of a three-year-old girl.

On August 7, an MCD employee while on his way home from Rohini had reportedly lost control of his car. As a result, it fell in the canal causing the death of his wife and daughter.

The road is red light-free and is a shorter route to Sonepat which off late is seeing a lot of traffic. "The road connects to Sonepat. It has no red light and is quite narrow. A slight loss of balance can cause accidents as there is no divider between the road and the canal. It is all the more dangerous at night as there are no lights," said a police official.

1 dead as DTC bus hits bike

One person died while the other was injured when a DTC bus allegedly hit their bike near Punjabi Bagh today.

The deceased has been identified as Bal Kishan (44) of Mubarakpur village in Nangloi. He was accompanied by his neighbour Ajay Kumar (22). The incident took place around 8:30 am near Indian Oil building on the road which connects Peeragarhi with Punjabi Bagh.

The bus was allegedly being driven in a rash manner when it hit the bike. The impact was such that the bike driver Kishan fell and died on the spot, while Ajay was seriously injured, said a police official.

The bus driver, Dharampal (55), had managed to flee. However, he was apprehended within a couple of hours. The offending bus was plying on route no. 944 from Indira Enclave to Kendriya Terminal. It was reportedly seized soon after the incident.

2 arrested for cattle slaughter

The south district police has arrested two persons for allegedly being involved in cattle slaughter.

The accused have been identified as Lal Mohommad (50) and Sultan (35). With their arrest, the police has claimed to have solved a case of cattle slaughter registered at the Vasant Kunj police station.

The arrests were made after the police received a complaint on August 11 regarding cattle slaughter at Cremation Ground in Vasant Kunj. When the police team reached the spot, it found stomach waste and pieces of cattle.

Investigation was taken up and on the intervening night of August 15 and 16 a police patrolling party noticed a vehicle carrying two cows near a CNG station on Mehrauli-Mahipalpur Road. The policemen chased the vehicle and tried to stop it.

The two accused who were travelling in the vehicle got down and started running. They were apprehended but the other accomplices managed to escape.

The accused told the police that they had been carrying out cattle slaughter in various parts of Delhi and NCR for the past one year.

The police is conducting raids at possible hideouts to arrest their absconding accomplices, said a senior police official.

Meanwhile, a case has been registered under various sections of the IPC and the Delhi Agriculture Cattle Preservation Act against the two arrested persons.

6 lakh burglary

"The professor couple has reported the loss of cash and jewellery worth Rs 2.5 lakh and Rs 3.5 lakh respectively," said a police official, adding that a case had been registered.
