DUSU poll campaign ends today
New Delhi, August 31 Tomorrow is the last day for campaigning. All sides are trying their best to reach out to the maximum students with the main agenda on their manifestos. While issues like hostel evacuation, semester system, easing transport system for students, sexual harassment cells, hostels, fee hikes and others can be seen across different party manifestos. But every party has included some unique points. Here is a comparative look on the three major contenders in the DUSU elections. Housing for hostel evacuees: ABVP
The Akhil Bharatiya Vidyarthi Parishad (ABVP) promises to meet the university administration within 24 hours of resuming office and pressurise it to come up with an alternative housing arrangement for hostel evacuees. The agenda stresses on starting more professional courses with a lower fee structure. This year too, the party has raised its demand to spend 10% of the total amount of central budget on education. It also asks for more effective student representation in academic council. It also asks concession for students with rural background and ensuring filling of seats in the OBC/ SC/ ST/ PH category. Give fellowships to girls: NSUI
The National Students Union of India (NSUI) released its manifesto today which is not much different from the past years. It is somewhat similar to the ABVP's. Unlike the last year, Metro concession passes is no where on the manifesto. Fellowships for female students along with setting up of a DU information cell that would cater to all queries of students get a specific mention on the agenda. Emphasis is laid on facilities for disabled students. It also talks of reviving DUSU website and opposes semester system. AISA for gender redress cell
The All India Students Association (AISA) manifesto talks of improving DUSU's accountability among students, which is not mentioned in other parties' manifestos. It demands a gender complaints redress cell that would have elected students' representation at the university level. AISA also opposes the evacuation of students from hostels because of the Games and the implementation of semester system. Updating libraries, special buses for the university, working against discrimination against northeast students also find a mention. AISA's manifesto talks of scholarships and remedial classes for Hindi medium students. |
Will not tolerate VC after term, says DUTA
New Delhi, August 31 At its general body meeting today, DUTA declared that teachers would not accept Deepak Pental as the vice-chancellor even for a day beyond his term. Over 1,500 teachers attended the meet and marched to the VC's office and burnt his effigy. DUTA plans a "Go-VC-Go' black ribbon demonstration when the chancellor (Vice-President of India) will come to DU on September 1. Due to DUSU elections, DUTA has decided not have any protests till September 6. However, there will be no classes on September 7, 8 and 9 as teachers will go on strike. On September 14 and 1, they will hold an interaction with students on semester issues. Further course of action will be decided in the next meeting on September 17. DUTA has been alleging that Pental has been flouting the University Act. The latest issue that has the whole university talking is the semester system, wherein defying VC's order, staff councils of five colleges have decided to go ahead with the annual mode of teaching in science courses instead of the semester system. |

Notice to CM for ‘misusing power’
New Delhi, August 31 The Lokayukta has asked Dikshit to file her reply by September 22. The Lokayukta, in its order said, "Under the Delhi Lokayukta and Upalokayukta Act, 1995, if a public functionary is actuated in discharge of his functions by improper motive or personal interest and/or violates the norms of integrity and conduct which ought to be followed by such public functionary, it is actionable under Section 2(b) of the Act. There appears to be a prima facie case for initiating an enquiry against the respondent (CM) in terms of Section 7 read with 2 (b) of the Delhi Lokayukta and Upalokayukta Act, 1995." Vardhan had said that the Delhi government had listed 1,639 unauthorised colonies for regularisation, but not a single colony has been regularised so far. He said that in 2008, the city government led by Sheila Dikshit issued provisional regularisation certificates for the unauthorised colonies to woo the electorates. The government spent Rs 2.97 crore on advertisement about regulrising the colonies. But that was just to misguide the property owners in these colonies during elections, the BJP leader said. The provisional certificates do not have any legal status. Delhi's assembly elections were held in 2008 and the provisional regularisation certificates were issued a few months before the elections. The government had also avoided the Supreme Court's order while issuing the certificate. The apex court had said that in case the authorities concerned were not in a position to make available the basic services, there will be no regularisation of unauthorised colonies. The complainant in his petition had said that the government had not been able to provide basic services in these colonies and it issued the provisional certificates with an eye on the elections. The colonies falling in notified or reserved forest areas cannot be regularised. But the government had issued provisional certificates to such colonies also. When the Lokayukta insisted the government to submit the record on the basis of which provisional certificates were issue to the colonies, the government counsel placed on record a letter written by the Chief Minister to the Union ministry of urban development, proposing the issuance of the provisional certificates. |
Lawyers protest lack of facilities in Saket court
New Delhi, August 31 They said the court was not ready as work in many lawyers' chambers was still going on and the ones that were ready had not been allotted yet. "There is no proper office space. What was the need to inaugurate the court when the government cannot provide the basic facilities?" asked a group of prosecutors at Saket court as they went on a week-long protest today. Their colleagues in other district courts also took part in the protest. Secretary of the Delhi Prosecutors' Welfare Association (DPWA) Anju Rathi Rana said the DPWA had sent a petition to the Chief Justice of India and the Lieutenant Governor against inadequate facilities in the court. The lawyers said there was no space for keeping police files in the court. "No prosecutor can work in absence of police files. Is it possible for us to carry those bundles each time we appear for a case?" questioned a prosecutor. Apart from space crunch, the court has other problems. The six-storeyed building has lifts but none are functioning. Though the court is operational only till the first three floors, it becomes strenuous for lawyers as they take to stairs. The court does not even have proper drinking water supply. "There are around three water coolers on every floor but none of them have water. One has to buy a Bisleri bottle," said advocate M.S. Khan. Besides, there is no canteen. In addition to these, the parking lot is under construction. The vehicles are being parked outside the court at the risk of the vehicle owner, confirmed a group of lawyers. The worst affected are the families of petitioners and accused who come for hearings. Women send their kids to fill water from a nearby hand pump. "We cannot buy water for Rs 15. We bring food with us. We are literally harassed," said Shanti Devi, mother of a youth accused in a murder case. |
Refused admission by govt hospital, woman delivers in car
Noida, August 31 "Doctors at government hospital asked me to bring five units of blood or pay Rs 12,000 as my pregnant daughter-in-law was anemic. When we told them that we had no money, they refused to admit her. We came out of the hospital and were returning home when she developed labour pain. A man saw us and gave us lift in his car. While he was taking us to a private hospital, the child was delivered in the car. We then went to Tripathi Hospital, where the doctors inspected the mother and the newborn, who were later allowed to go home," said Kiran Devi, a relative of the victim woman. The man who helped the family, R.Yadav, a transporter, said, "I saw the crowd and stopped to see what the matter was. A pregnant woman was writhing in pain. For humanity sake, I helped them. The hospital should have admitted her." Meanwhile, district hospital chief medical superintendent, Meena Mishra, said, "On Monday evening, when I came to know about the incident, I sent an ambulance to the woman's home in the slums at Sector 10 and asked them to get admitted in the hospital, but they refused to come." When asked about the hospital staff asking money for blood, Mishra said, "No money was demanded by the staff. The procedure is that we give blood to a patient and then ask her relatives to contribute the same amount of blood to the blood bank. We have recently tied up with Prakash Hospital for blood. They charge Rs 1,100 for blood screening and take a refundable advance of Rs 1,500 if the patient's family fails to replace the blood. Later, the patient can take back the advance after replacing the blood." District magistrate Deepak Aggarwal said, "I have ordered inquiry into the incident and guilty hospital staff will be punished." |
Eye flu scare in Noida
Noida, August 31 The principal of Marigold Public School, B.K. Sharda said, "Ten cases of eye flu have been reported in the last one week. Students were sent home immediately after showing symptoms of the infection. We have issued circular to parents, advising them not to send eye flu affected children." Savitri Devi, principal of Modern School echoed similar views. "Three cases have come up in our school in the last two days. It is better to take preventive measures. Parents have been advised accordingly," said the principal. According to ophthalmologists, 30 to 50 per cent of the total cases being reported at major hospitals are of eye flu. "Every second patient these days is suffering from eye flu. The disease is contagious. Though as popularly believed, seeing straight into the eyes of an eye flu patient does not transmit the infection. It is transmitted through contact," said Dr Rajat Anand of Metro Hospital. Kailash Hospital doctor Rajiv Jain too gave similar views. "Around 40 per cent cases being reported in the eye department of the hospital are that of eye flu. It is irrespective of age and is affecting everybody--children, youth and adult," said Jain. The situation is the same at the district and ESI hospitals. Here too, 30 to 40 per cent of eye cases are that of eye flu. "Even factory workers are suffering from the infection. We have advised such workers to take leave," said Nirmal Kumar, a factory owner. |
Qutab-Central Sectt Metro line opens
on Friday
New Delhi, August 31 The section will open for the public the same day from 3 pm. R.K. Kardam, commissioner for Metro Rail Safety, completed the inspection of the corridor today and a formal clearance is expected shortly. The 12.53-km corridor covers nine underground stations--Udyog Bhawan, Race Course, Jor Bagh, INA, AIIMS, Green Park, Hauz Khas, Malviya Nagar, Saket and one elevated station-- Qutab Minar. With this line, the total length of Jehangirpuri-HUDA City Centre corridor will become 45-km which will be covered in about 1 hour and 20 minutes. It will cost Rs 29 for a passenger to travel from HUDA City Centre to Jahangirpuri. The total operational Metro network will thus become 138 km with 117 stations. |

New Delhi, August 31 In Delhi, the fatal spree is on for four days, with four fatalities due to H1N1, including today's death. "A resident of Delhi who was admitted to Ram Manohar Lohia Hsopital succumbed today to H1N1. With 53 new cases testing positive today, the total number of people diagnosed with the flu this sesaon has reached to 926," said the city's the H1N1 nodal officer, Dr Debashish Bhattacharya. The city's death toll due to H1N1 now stands at 19, with four men succumbing to H1N1 virus in the past four days. Among the latest deaths, two were from the Capital and two outstation patients, said Dr Bhattacharya. |
Police van catches fire
New Delhi, August 31 "A police gypsy caught fire and two fire trucks rushed to douse the flames. It took them about 25 minutes to control the fire, but by then the car was substantially burnt. No one was injured," said a fire official. The gypsy was being driven by a constable while an assistant sub-inspector was sitting on the passenger seat. According to information, the gypsy was recently serviced. |

New Delhi, August 31 As per the official data of the Municipal Corporation of Delhi, there was no death today and there have been three confirmed fatalities due to dengue till yesterday. However, those turning up with symptoms of dengue at various hospitals continued to increase. In view of the worsening scenario, the civic body has decided to step up its surveillance programme in the city and around the venues of the Commonwealth Games. |

New Delhi, August 31 The accused Man Mohan Puri was arrested from Rohini yesterday night. Puri worked as a cashier-cum-clerk with a nationalised bank in Haridwar and allegedly cheated many people there, before moving to Delhi. "In Delhi, he joined another cheat S.K. Bansal," said a senior police official. Puri hails from Gurdaspur in Punjab. In 1991, he joined the bank as a clerk-cum-cashier and worked there till the year 2000. He allegedly siphoned off about Rs 20 lakh from the bank. Five criminal cases were registered against him with the CBI at Dehradun. Subsequently, two more cheating cases were registered against him at Haridwar in 2000 and 2002. "He remained in Hardiwar jail and Dehradun jail. In April 2004, he came to Delhi and met Bansal and they cheated several traders in Rohini," said the official. |
Man shoots at niece for ‘honour’
Ghaziabad, August 31 The girl's uncle Pramod Sharma came on a motorcycle and fired a shot at his niece and fled the spot. The bullet hit the girl on her right shoulder. Deepak rushed her to a hospital where her condition was stated to be critical. Deepak lodged a complaint with the police. Their conservative family members were creating problems for them and her uncle attempted to kill her, said the police.
