Senior advocate and former president of the district unit of the Bharatiya Janata Party, Jaimal Singh, died in a road accident here yesterday. Singh (70) was coming from the Sirsa General Hospital on a two-wheeler in the afternoon when a car hit his scooter.

About 250 houses are facing an imminent threat of collapse as huge chunks of land in Alipur Khalsa village near here are sinking due to “excessive and illegal mining of sand”. Reckless mining over the years has created a 90-feet deep crater spread over 100 acres.

The crater’s edges are vulnerable to slides during rains, which have resulted in large-scale sinking of the land. Villagers have already lost over three aces of agricultural land to the slides. The village has a population of around 2,000. The government had banned sand mining in the village in 2000 but illegal mining resumed some months back. The district authorities had even caught some people involved in illegal mining and heaps of extracted sand is still piled up in the village. “About 250 houses are on the brink of collapse as the land is sinking. “We have shifted out our precious and expensive household goods and animals as our houses could collapse anytime,” said Jagat Singh, a villager.

The administration has been informed but only a Naib Tehsildar came to take stock. “It was just a formality visit. He did not take any action,” villagers said. Some villagers have engaged a JCB machine to pile up sand on the edge of the crater to save their houses. The machines cost villagers Rs 700 an hour, which they say is a small price to pay to save their homes.

Panipat to have sessions court

This industrial hub of the state will soon be made a sessions division and a regular District and Sessions Judge will be appointed here to meet one of the long-pending demands of litigants.

This was disclosed today by Chief Justice of the Punjab and Haryana High Court Mukul Mudgal, who was here to inaugurate a judicial complex. Earlier, Panipat was a part of Karnal district and was made a separate district in 1992. At present, the local litigants have to go to Karnal for cases that are heard in the sessions court.

Speaking on the occasion, he said the demand of local residents for a sessions judge had already been accepted by the judiciary and there were merely some formalities left after which Panipat would have a District and Sessions Judge.

He urged lawyers to provide affordable legal aid to the poor and the needy so that justice could be delivered to all.

He hailed Chief Minister Bhupinder Singh Hooda for facilitating the construction of the judicial complex to bring about more efficiency in the legal process. Hoodasaid a democracy could only survive if people had faith in the judiciary.

He said over the past five years, the state government had spent more than Rs 218 crore to construct judicial complexes across all districts of the state.

He said only Mewat and Palwal districts were now without a judicial complex and work on these complexes would also start soon. On the occasion, he announced a grant of Rs 11 lakh for a legal library in the judicial complex.

Earlier, the Chief Justice, along with the CM, inaugurated the judicial complex and dedicated it to the people of the state. The complex has been constructed at a cost of Rs 22 crore and has 471 chambers for lawyers and a number of courtrooms.

Additional Deputy Commissioner Pankaj Chaudhary will hold an inquiry into the Kalanwali incident where several schoolgirls were taken ill after being administered Vitamin A drops by a team of the health department.

Deputy Commissioner CG Rajini Kaanthan has asked the ADC to conduct an inquiry covering all aspects and submit a report by Tuesday. The orders issued by the DC say that the ADC could take the assistance of a medical expert from the drugs control department, if required.

“The inquiry will cover all aspects, including the fact whether there was any negligence on the part of doctors or workers of the health department while administering Vitamin A drops to children,” said Kaanthan.

Over 100 girls of Government Senior Secondary School at Kalanwali town in this district were taken ill on Friday after they were given a concentrated Vitamin A solution by a health department team under the National School Health Programme.

Several girls, who complained of nausea, vomiting and stomach ache,were shifted to the primary health centre in the town and later in the evening to the general hospital.

“We discharged 30 girls today while 31 more are still getting treatment in the hospital.

“They will soon be well,” said Dr GS Somani, Deputy Civil Surgeon, Sirsa. He said there was no reason for alarm.

However, the condition of four of the girls is stated to be bad though the doctors attending them maintain all are out of danger.

The girls - Mamta, Kiran, Manpreet Kaur and Rajni - suffer from bouts of unconsciousness, their parents told The Tribune reporter.

Some girls have developed a rash on their hands and face while others complain of chest congestion.

Angry INLD workers gherao minister

Alleging “kidnapping” of a Zila Parishad member, hundreds of INLD workers today gheraoed the Baliala Rest House in Tohana town in this district, where Haryana Minister Paramvir Singh and Chief Parliamentary Secretary Prahlad Singh Gillankhera were holding a meeting.

The INLD workers, led by Nishan Singh, president of the district unit of the party, alleged that Raj Kumar Sihag, a Zila Parishad member owing allegiance to their party, had been “kidnapped” by the police from Hisar at the behest of two Congress leaders ahead of the election for the chairperson, scheduled for tomorrow.

Tension mounted as soon a number of Congress workers also reached the Rest House in support of their leaders. The gherao continued till 7 in the evening, when the police sent Sihag to his home in Bhattu Kalan under its protection.

The police, however, said the member was provided security as he had asked for it. “A number of cops “kidnapped Sihag from outside the Hisar District Jail, where he was lodged as an untertrial in a case and was released on bail today.

The cops, led by a DSP, took him to the rest house, where the two Congress leaders were planning a strategy for tomorrow’s election,” alleged Nishan Singh. He claimed that the INLD enjoyed the support of nine members, including Sihag, in the house having a strength of 17 and the posts of chairperson and vice-chairperson were sure to come their way. “However, the minister and the CPS have used the police to “kidnap” Sihag from the jail to change the fortunes in their favour,” Nishan Singh alleged. The mobile phones of Paramvir Singh and Gillankhera were switched off. However, SP Jagwant Singh Lamba denied the allegations of the INLD workers and claimed that Sihag was provided police protection following a request by him and he had come to the rest house on his own wish.

“Sihag had made a request for police protection to the jail authorities in Hisar and hence a police party from Hisar brought him to Fatehabad, where cops from Fatehabad provided him security cover,” claimed Lamba.

He maintained that the Zila Parishad member had come to see the minister and Gillankhera on his own wish and alleged that the INLD workers had levelled allegations against the police out of political motives.

Jhinda: We will revive agitation

A fresh confrontation between the HSGPC (Haryana Sikh Gurdwara Parbandhak Committee) and the SGPC appears to be on cards with the HSGPC serving a fresh ultimatum for acceptance of its demand for a separate gurdwara committee by September 15.

While the SGPC has stuck to its stand that a separate committee for Haryana was unacceptable , HSGPC president Jagdish Singh Jhinda has reiterated the demand and termed it a “do-or-die” situation this time.

He alleged that a five-member panel of the HSGPC that appeared before Akal Takht with the demand was not even properly heard and thus, there was no course left except reviving the agitation.

The HSGPC had given a one-month ultimatum to the SGPC and the Haryana government on September 7, 2008, on its demand but in vain. The state had promised to consider the demand keeping in view the legal position. Cases were registered against Jhinda and others after they took control of a gurdwara in Kurukshetra on September 13, 2009, that was soon after freed by SGPC president Makkar.

Principal ‘manhandled’ by DC’s gunman

The principal of Mahendergarh Government College, SK Tyagi, was allegedly ‘manhandled’ by Kulwant Singh, gunman of Deputy Commissioner of Mahendragarh district Vikas Gupta, at the principal’s office yesterday.

The Haryana Government College Teachers’ Association has strongly condemned the incident. Describing it highly disgraceful, association president Rajender Kumar and secretary Amit Chaudhary today said the gunman, in the presence of the Deputy Commissioner, had manhandled the principal. This was a grave thing.

They said the association was seriously contemplating to launch a state-wide stir if an FIR was not registered against the ‘culprit’ immediately.

The outraged association also demanded appropriate action against DC Gupta for his “arbitrary involvement” in the incident.

Sources said when students yesterday had resorted to blocking the Mahendragarh-Narnaul Highway, that runs in front of the college, while protesting against shortage of teachers, Gupta happened to pass by.

He spoke to the agitating students on their demands for a while.

He then went to the principal’s office, accompanied by his gunman, Mahendragarh tehsildar BD Bishnoi and others.

Sources said it was lack of decorum on the part of the college principal, who did not recognise Gupta, that infuriated his gunman and he resorted to manhandling of the principal.

Meanwhile, the principal has sent letters to the Chief Minister Bhupinder Singh, Education Minister Geeta Bhukkal and the Chief Secretary, seeking appropriate action against the ‘erring officer and his gunman.’

The atmospehere in the college has been tense after the incident.

Games: Schools closed from Oct 8-13

Sirsa: The Haryana Government has decided to grant special holidays to the schoolchildren in the state from October 8 to 13 in view of the Commonwealth Games. State Minister for Sports Gopal Kanda said this while inaugurating a gym at Jodhka village in this district today. Kanda said the Queen's Baton Relay would reach Dabwali in Sirsa district via Rajasthan on September 26 and it would be accorded a state-level welcome at Chautala village. Chautala, himself, would welcome the relay.

The Queen's Baton Relay would be halted at Shaheed Bhagat Singh Stadium, Sirsa, on September 26 where various cultural programmes would be organised, Kanda added. — TNS

Residents begin civil disobedience

To register their protest against the “complete collapse of governance” in Gurgaon and press for the fulfilment of their demands, the representatives of different residents bodies launched a “civil disobedience movement” on the Gandhian pattern here yesterday.

“Due to utter lack of the basic civic amenities and services in Gurgaon, we have decided to rename it as “Minimum City” instead of “Millennium City” to underline our point,” said the protesters while talking to mediapersons after submitting their charter of demands to the local administration here yesterday.

“The city’s infrastructure has crumbled to such an extent that it cannot bear even an hour of rains…While the government seems adamant on using the provisions of the JNNURM for imposing property tax, all other provisions of the same programme related to the devolutions under the 74th Constitutional Amendment Act and forming of mohalla samitis and participatory planning are completely ignored,” said Sameer Kochhar, who heads a think tank on urban development issues.

Roadways’ staff to gherao minister

Members of the Haryana Roadways Workers Union (Sarv Karamchari Sangh) today threatened to stage a protest outside the residence of the state Transport Minister in Panipat on August 31 in support of their long-pending demands.

Sarbat Singh Puniya, general secretary of the union, said they would gherao Transport Minister OP Jain during their protest as both the Centre and the state government had backtracked on the promises made with the agitating employees.

Lal Chand Kasana, vice-president of the union, said their demands included regularisation of employees appointed through the Services Selection Board, Haryana, cancellation of the decision of the state government to issue 2,799 route permits to private operators, induction of 10,000 new buses into the existing fleet of 3,100 buses, regular appointment on vacancies and constituting a policy for disbursement of bonus.

The representatives of the union also demanded the immediate implementation of an agreement they had reached with the Transport Minister on October 2008.

15-day paternity leave on adoption

Now, male employees of the Haryana Government, on valid adoption of a child below the age of one, are eligible to avail 15-day paternity leave within six months from the date of adoption. This facility will be admissible to those having less than two surviving children.

Haryana Chief Minister Bhupinder Singh Hooda has approved the proposal. Stating this here today, Haryana Finance Minister Ajay Singh Yadav clarified that if not availed, this leave would lapse.

The leave would be admissible only in case of adoption of a child and hence, would be called the child adoption leave. This could not be clubbed with any other leave.

Yadav said the Haryana Government had already sanctioned 180-day maternity leave; 730-day childcare leave and 180-day child adoption leave to its female employees on the pattern of the Union Government.

He said the Haryana Government employees had demanded that 15-day paternity leave should be given to them on the pattern of the Union Government.

Sirsa BJP ex-chief killed in mishap

Senior advocate and former president of the district unit of the Bharatiya Janata Party, Jaimal Singh, died in a road accident here yesterday. Singh (70) was coming from the Sirsa General Hospital on a two-wheeler in the afternoon when a car hit his scooter.

He was seriously injured and rushed to the General Hospital where he passed away. The car driver sped away after the accident. — TNS
