Hoshiarpur, June 1 According to police sources, at least six masked persons, having firearms, came on two motorcycles at the toll plaza at about 10.30 pm and started firing on Paramjit Singh, alias Pamma, Bhola, Pehlwan, Balrup Singh, Swaranjit Singh and five others who were sitting there. In the firing one of the bullets hit Swaranjit Singh’s leg. While making firing the motorcycle-borne assailants fled towards Chabewal. Paramjit Singh, who had been running Guru Kirpa Private Security Company, had taken the contract for providing security at the toll plaza, was sitting along with these persons when the assailants fired at them. When Paramjit Singh and others were taking injured Swaranjit Singh to the local Civil Hospital, the motorcyle-borne assailants reappeared before them near the mazar of Shah Yakub at Ram Colony Camp and assaulted them. Shiv Lal, alias Bawa, a pillion rider, fell from the motorcycle. Meanwhile, members of Paramjit Singh group allegedly assaulted Shiv Lal with swords and seriously wounded him. The assailants bundled him in their car and later threw him at rail-road crossing on the Phagwara road. Later, Shiv Lal was taken to the Civil Hospital where he succumbed to his injuries. Sources said old enmity was the reason behind the clash. The Sadar police has registered an FIR under section 302 of the IPC and sections 25, 27, 54 and 59 of the Arms Act against Manjit Singh of Philahi, Balroop Singh, Gurwinder, son of Harbhajan Singh, both of Purhiran, Swarnjit of local Model Town, Paramjit Singh, alias Pama, Ravi, Sonu Pandit, Kamal Kumar, Baljit Singh Bhola, Kaka, all of Ravi Dass Nagar, Abhinash of Hariana police station, Balbir Singh, son of Ajay Singh of Mehatpur, Billa of Sahri and Goga of Bajwara. Hoshiarpur, June 1 Alleging this here, District Vigilance and Monitoring Committee Chairperson and Hoshiarpur MP Santosh Chaudhary said this unauthorised practice came to light during her recent visit to the Maili gram panchayat in Mahilpur block of this district. During the recent meeting of the District Vigilance and Monitoring Committee, she highlighted this issue and was told by the Deputy Commissioner and BDPOs that the 20 per cent share was an addition to the 0.5 per cent earning from panchayats with an annual income of more than Rs 25,000. She was told that the money was being collected by the Rural Panchayat and Development Department for paying the salaries of panchayat secretaries. This practice was going on for the past so many years without any check despite the fact that there was no rule in this effect. It was the firm opinion of former Prime Minister Rajiv Gandhi that only 30 per cent of the total released money under various grants from the government reached the beneficiaries, articulated Chaudhary. Out of 10 blocks in the district, the District Development and Panchayat Officers had provided information about the collection of 20 per cent of the income of the panchayats of only five blocks. The BDPO of Hoshiarpur block-I collected Rs 44,05,875, Mahilpur block Rs 57,93,764, Hajipur block Rs 30,76,202, Talwara block Rs 77,66,641 and Hoshiarpur block-II Rs 68,25,552 during the last five years. The information for Bhunga, Mukerian, Tanda, Dasuya and Garhshankar blocks has yet to be given. She had sought information from the department as to how much money it had collected from all the panchayats in the district during the last five years and in which account was it being deposited or spent. DC Megh Raj said he had instructed the DDPOs to produce the relevant orders under which 20 per cent of the income was being acquired from the panchayats, but the official could not produce it. |

Messenger of peace: Subbarao spreads Gandhi’s philosophy
Jalandhar, June 1 Today, after four decades, octogenarian S.N. Subbarao still camps in every nook and corner of the country, but now he persuades the youth to build a society based on love, peace, harmony and social justice. The Tribune got a chance to interact with the popular emissary of peace, who worked closely with the vanguards of non-violence like Jawaharlal Nehru, K. Kamraj and Vinoba Bhave, when he was in city a few days ago. Clad in khaki shorts and white kurta, his persona usually gets people asking him if he is associated with the Rashtriya Swayamsewak Sangh (RSS). “I do not belong to any party. When we preach to build a secular society by cutting across religious lines, why should I limit my thought, or align myself with a single party, ” replied Subbarao. Born in Bangalore in 1929, he joined politics and took part in Quit India Movement. After Independence, he remained reluctant to toe the path of electoral politics and remained firm on his idea of transforming society by disseminating a message of love, peace and strengthening of interpersonal bonds. He founded the Mahatma Gandhi Sewa Ashram in Morena district in the Chambal valley. There, he persuaded dacoits like Mohar Singh and Madho Singh to surrender on April 14, 1972. “For the past six decades, I, along with a group of youths, organised camps in every corner of India, especially in insurgency hit areas like North East, J&K and Naxalite-affected states. We meet leaders of banned organisations, which have adopted violence as a form of struggle, in jails and persuade them to follow the Gandhian path of struggle. We used to hold camps in such areas to give the message of peace and
harmony,” said Subbarao. “We are simply spreading a message of non-violence to imbibe confidence in the youth and to sensitise them about the problems of the masses. I know the job is tough, but somebody has to do it,” he added. Commenting on today’s politicians, he said, “In our times, leaders were known for their sacrifices, however, today they are known by the size and cost of their car.” |

Cop arrested on graft charge
Pathankot, June 1 Vigilance DSP Paramjit Singh Virk, who led the raiding party, said Hem Raj had struck a deal for Rs 10,000 with Nitish Shammi, a trader of Sirhind, for not handing over summons to him issued by a local court for encashment of a cheque. When Hem Raj went to Sirhind, Nitish Shammi gave him Rs,5,000 in advance and told that the remaining amount would be given to him
at Pathankot. Today Shammi came to Pathankot and met the DSP who laid a trap to nab the head constable. The DSP caught him immediately when he was accepting the bribe money. A case has been registered under the
relevant sections of Corruption Act. |

ESI SMO crushed to death
Jalandhar, June 1 According to information, Dr Dhaliwal was crossing Sikka Chowk on foot when the car hit him injuring him seriously. The driver managed to flee with his car. The SMO was rushed to ESI Hospital, from where he was shifted to a private hospital seeing his serious condition. However, he was declared brought dead there. His body was sent to the Civil Hospital for post-mortem examination. Meanwhile, SHO of police station number four Inspector Sakkatar Singh ruled out the possibility of any foul play behind the mishap. At the same time, he said the police was investigation all the angles in this regard. An FIR has been registered against an unknown driver. |
