Student’s suicide: AIIMS in dock over caste bias

A day after a final-year student, Balmukund Bharti, ended life in his hostel room at the All India Institute of Medical Sciences (AIIMS), the issue of “caste-based discrimination” has come back to haunt the country’s premier medical institute.

Most people in AIIMS had attributed Bharti’s suicide to his failure in the recent examination. However, some Dalit groups and an AIIMS doctor, who knew the victim, said his death is a reflection on the institution’s failure in dealing with the issues concerning SC students. Bharti was an SC student.

Dr Ajay Kumar Singh, who is a house officer in AIIMS and has spent over seven years in the institute, said Bharti was harassed by other students when he arrived in AIIMS initially and he had to change his room.

Singh said Bharti, who also worked with Dalit Watch Group, was so anguished over the “discriminations” that he “even abandoned his biological parents and assumed a higher-caste couple as his parents”.

Singh, who hails from the reserved castes category, said Bharti had tried to end his life last month as well by consuming large doses of some medicine but was rescued. He was not kept in observation and never provided with counselling that he should have been, Singh said, holding the AIIMS dean “morally responsible” for his suicide.

AIIMS officials maintain that the student committed suicide due to his bad performance in one of the papers of the last internal examinations.

Singh, however, claimed that the profile of suicide victims in institutes like AIIMS clearly highlights that Dalit students made unusually high percentage of victims.

He said AIIMS had not fully implemented Thorat Committee recommendations, which had gone into the alleged discrimination against the reserved category students and made suggestions to abolish it.

Power tariff hike on cards?

With the 13th Finance Commission (TFC) recommending a substantial hike in power tariff across the country, official sources said an increase in power tariff might be in the offing, something which has not occurred in the past four years.

Official sources said a hike is a probability but they still have to weigh many factors before taking a final decision. Though a formal announcement will be made only after the tariff order, which is expected to come in a month's time, a section of officials are supporting the argument for a hike because of increased costs over the years against the minimal hike.

The TFC report has suggested that a 7 to 19 per cent tariff hike per annum is essential to ensure sustainability and growth of the electricity distribution system.

However, the Delhi Electricity Regulatory Commission (DERC) discounted the possibility of any immediate hike on the basis of TFC recommendations alone. "The recommendations are made keeping in mind the tariff structure across the country. The TFC is hardly going to affect the power tariff in Delhi. We cannot say anything till a final decision is taken," said Amarender Tiwari, secretary, DERC.

Authoritative sources, who are also pushing for a hike, said the power purchase rate has increased to Rs 3.34 per unit in 2009-10 from Rs 2.90 in 2008-09.

Power rates were last increased during the financial year 2004-05. However, the electricity had become costlier early last year when the state government withdrew the 10 per cent subsidy given by it.

Power consultants to the Delhi government had suggested a 40 per cent hike after every five years, though the electricity rates in Delhi have increased by 26 per cent in the past seven years.

HC restrains CBI from arresting riots accused

The Delhi High Court today restrained the Central Bureau of Invetigation (CBI) from arresting a person who is accused of involvement in the 1984 anti-Sikh riots case. Justice A.K. Pathak gave the interim relief to Kushal Singh Nagpal, a sikh, who is co-accused with former Congress leader Sajjan Kumar and others involved in the riots.

Demanding anticipatory bail on the ground that other co-accused, including Sajjan Kumar, has been granted bail by the court last month, Nagpal in his petition to the court requested that he too should be granted parity. He further contended that on October 28, 1984, he along with his family members was in Punjab and had only returned on November 15.

The court issuing a notice to the CBI restrained the agency from arresting him till March 26.

The CBI had filed a charge sheet against Sajjan Kumar and the others in two cases of communal violence for allegedly instigating mobs after the assassination of then PM Indira Gandhi Oct 31, 1984. Over 3,000 Sikhs across Delhi were killed in the communal frenzy in the days following the assassination.

JNU to give extra points to students from deprived areas

In a unique experiment of its kind in any Indian university, Jawaharlal Nehru University (JNU) would give three to five extra points to students from the deprived areas of the country.

Out of two lists of extremely backward and backward districts across the country, JNU would provide extra points to students belonging to the regions above their total score from the entrance examinations.

“There are two lists of quartiles under which backward districts have been categorized. The university will give extra points to the students belonging to these areas in an effort to bring them at par with the other developed regions,” said Prof. R.Kumar, rector, JNU.

The university has a policy to give maximum 10 extra points to students from backward areas to maintain an egalitarian profile. The districts included in the two categories qualify on the basis of literates as percentage of total population, excluding the population of children as per Census of India 2001.

Secondly, the percentage of non-agricultural workers in comparison with total workers in the district and agricultural productivity per hectare.

Even though the university administration does not take out separate break-up for students who make it to the university with benefits of the deprivation points, sources in the administration said the system worked in maintaining the equilibrium.

The university, however, makes it mandatory for the students to appear in the entrance examinations for all courses. “The entrance examinations could also be taken in both English and Hindi as preferred by the candidate,” said the university spokesperson.

Students belonging to the deprived regions could also take benefits of the quartile points even when they appeared in the higher secondary examinations through distance education.

There are around eight districts from Rajasthan which have been catagorised under the Quartile 1 list. They include Barmer, Churu, Jalor, Baran and Tonk. From Himachal Pradesh there are seven districts in Quartile 2. They are Kinnaur, Chamba, Kullu, Sirmaur, Mandi, Shimla and Hamirpur.

Besides, JNU provides five extra points to all girl candidates who appear for the university entrance examination.

Taking its services truly to the global standards, the Delhi Metro Rail Corporation (DMRC) would now provide all the information on the train schedules and routes on mobile phones.

The service that is expected to make the public transport transition for a passenger on the move easy would be provided by Google through its partnership with Delhi Metro, called the Google Transit.

While the information would be available on the Internet, the transit service would also be provided on the mobile phones.

“In line with Delhi Metro’s vision for a people-centred public transport system, we have launched several initiatives to help commuters manage their travel time, transfers, and make more informed transport decisions,” said E.Sreedharan, managing director, DMRC.

He added that the collaboration with Google is another step in this direction to make it easier for the public to plan their trips with transit information on Google Maps.

Google Transit which is a way to navigate on Google Maps can give information on train timings, station locations, frequency of services etc.

Hooch toll 35 , 6 lose vision

The death dance after the consumption of illicit liquor continues in the region despite the government and police claims on having taken all the precautions.

As many as 35 people have died and nearly as many were critically ill after consuming spurious liquor in Ghaziabad and Bulandshahr districts of Uttar Pradesh in pre-and post-Holi celebrations, police said on Thursday.

At least 24 persons are critically ill in various hospitals of Meerut, Ghaziabad and Bulandshahr.

Of the 24 critically ill people, six have lost their eyesight, police added.

Both Ghaziabad and Bulandshahr districts fall in the National Capital Region (NCR).

Two police officers and two excise officials have been suspended after the deaths.

Two alleged hooch suppliers have been arrested and two men suspected to be involved in the incident have been detained for questioning.

The toll in Garh Mukteswar, Simbhaoli and Bahadurgarh police station areas of Ghaziabad district has gone up to 20, while 15 people have died due to consumption of spurious liquor in Bulandshahr district.

“We have busted the entire gang engaged in supplying hooch and will hold a press conference in this regard tomorrow,” senior superintendent of police Raghuvir Lal said.

The worst affected in Bulandshahr were the city Kotwali area and Mirpur village. According to villagers, most of the people in Mirpur village, including 40-year-old Shehro died after consuming the liquor. She had complained of loss of eyesight before her death in a nursing home.

In Kanaur village, seven persons died before Holi while eight lost their life in Garh and Sambhaoli.

In Dana, Devli, Nanpur, Debai and Phuldera villages, a large number of people had bought liquor from the bootleggers which started the death dance.

5-day police remand for godman

A city court today sent self-styled godman Shiv Murat Dwivedi, arrested for allegedly running a multi-crore prostitution racket, to five-day police remand. The metropolitan magistrate Ravinder Singh sent accused Dwivedi (39), alias Ichchadhari Sant Swami Bhimanandji Maharaj Chitrakootwale, to police custody till March 9. 

However, police had requested 10 days’ remand for the racketeer and his accomplice Praveen. “The entire case has vast ramifications and to unearth them, the custodial interrogation of the accused was required. We also want to ascertain whether some more call girls have been detained by the accused at different places,” police told the court.

The defence counsel, however, vehemently opposed the plea saying the custodial interrogation of the accused was not required at all as the probe in the case was almost over.

As per police sources, Dwivedi, who was caught red-handed on February 26 from Saket in south Delhi, possesses almost Rs 500 crore and used to cater to high-end clients. He used to supply women, including air hostesses, to clients all across Delhi and earned approximately Rs 2.5 lakh every day.

Faridabad MC budget passed

The Municipal Corporation of Faridabad (MCF) has passed its budget for the financial year 2010-2011, registering an increase of about Rs 179 crore over its last budget.

The budget has envisaged an income of about Rs 955 crores in the next financial year and total expenditure of about Rs 814 crore. The earlier budget had provision for an income of Rs 776 crore and expenditure of about Rs 780 crore.

This budget envisages for more income on account of the expected jump in the volume of returns as external development charges (EDC), proposed sale of about two chunks of land — one of about 75 acres and the other measuring about 108 acres.

Also, higher income is expected on account of a proposed loan to the civic body with regard to the Jawaharlal Nehru National Urban Renewal Mission for the development of Faridabad city.

Man robbed, stabbed in moving bus

A 23-year-old man was allegedly stabbed in a moving Blueline bus in Krishna Nagar area of east district last night.

The police said the incident took place around 9.30 pm near the Jagatpuri area of Krishna Nagar. 

“The victim has been identified as Manish, who was stabbed by a robber when he resisted his robbery attempt. The victim was travelling in a Blueline bus number-623 (plying between Vasant Vihar and Shahdara) while returning from his work,” said a police officer.

He was rushed to Public Dayanand Hospital from where he was discharged after preliminary treatment.

The robber had reportedly boarded the bus near the Jagatpuri area and after committing the crime, fled the spot. The officer further stated that a hunt is on to nab the accused, while a case has been registered.

4 teen robbers held

The South Delhi police has arrested four teenagers, allegedly involved in over 25 cases, including the looting of an ATM and robbing the brother of a Delhi High Court judge, after opening fire at him.

According to the police, the four were arrested from Gurgaon and there are two minors among them. Sanjeev (19) and Saleem (19) are both residents of Najafgarh.

“The arrests were made yesterday from Sector 21 of Gurgaon following a chase after police received information about the presence of four persons involved in robbery cases in the locality,” said HGS Dhaliwal, DCP (south).

The officer further revealed that the gang has confessed to involvement in 25 robberies and is notorious for opening fire at their victims without provocations or resistance in many cases. “In some incidents, they kept their victims hostage and after looting them, dumped them in isolated areas. All four accused are school dropouts. After leaving school, Saleem became addicted to liquor and drugs and to earn quick money and to live a lavish lifestyle, he formed a gang and started committing petty crimes,” Dhaliwal said.

 The gang was allegedly involved in the robbery of car of the 62-year-old brother of a Delhi High Court judge after opening fire at him in Dwarka on February 27. They also stole an ATM machine the same day from Sector-4 of Gurgaon after locking the guards.

The police has recovered four vehicles, including a Santro car, eight mobile phones, two countrymade pistols, six ATM crds and gold jewellery from their possession.

16 kids flee shelter home, 5 found

As many as 16 minor boys ran away from a shelter home at Holi and five of them have been found, police sources said today.

Prayas, an NGO founded by former IPS officer Amod Kanth, runs the home. Ironically, these minors were rescued by the NGO from traffickers and factories, and put up at this shelter.

“We were having Holi celebrations when some of the boys managed to run away. It is likely that they were helped by some elements from outside. While five boys were recovered later, we hope to bring the remaining boys back within a week,” said Saroj Sain, director, Prayas.

The NGO lodged a complaint with the police and officials said they were working to bring back the children.

Meanwhile, the NGO is working on to locate the boys through its volunteers. “We have formed two teams and are working round the clock to find the boys,” added Sain. “Ours is not an observation home and so we cannot lock them up. They go to schools and lead a normal life like any other child,” he said.

A 42-year-old woman, whose son had reportedly ‘eloped’ with the relative of a UP minister, was shot at her residence in Vijay Nagar late on Tuesday night.

The deceased’s husband Rakesh said that when the attack took place around 11 pm, the family was on the terrace after having dinner. During the attack, while the assailants shot dead Kusum, none of the neighbours came to our rescue.

“I had told my family members not to open the door for anyone. At night, two armed men on a Pulsar bike came and began knocking the door. As soon as my daughter-in-law (the wife of another son) opened the door, the assailants entered the house and the duo began beating us. They hit me on the head before shooting my wife. I raised the alarm and ran out for help, but no one in the neighbourhood came forward. I called the police after the accused had left,” said Rakesh. According to SP Vijaita, the assailants were known to the deceased.
