DJB to levy extra charge on multi-storeyed flats

Apart from several key projects aimed at introducing comprehensive water and sewage management systems in Delhi, the Delhi Jal Board in its 97th board meeting today decided to levy an extra infrastructure charge on multi-storeyed apartments.

The residents would also have to pay more for new water connections and sewerage facilities.

The meeting was chaired by Chief Minister Sheila Dikshit who is also DJB’s chairperson.

“Multi-storeyed apartments, with more than four storeys, exceeding 250 square yard of plot size will be provided single bulk water connection along with underground tank and sewer connection instead of individual connections. They would be levied sewerage and water development charge at Rs 329 each. This charge has been authorized for the financial year 2010-2011,” said a senior DJB official.

The officials said that the DJB will issue a consolidated bill for water and sewerage development charge on a plot where both the water and sewerage lines have been laid. If the sewerage development charge is not deposited, the water connection would be disconnected after a notice.

The board will prepare a comprehensive sewerage master plan for 2031 considering the existing infrastructure, work in progress as well as future demands and identify actionable infrastructural projects. The planning is expected to be completed in 36 months.

The DJB granted administrative approval to a project to revamp the existing revenue management system. Under the project, the board plans to provide customer-friendly billing solutions, including SMS information service and developing a system wherein bill payment may be done online by the customer from home.

“IT enablement would ensure greater processing speed, offer inter-operability and mitigation of errors in the billing system,” said the senior official of DJB. The project will cost Rs 30 crore over a period of six years.

In order to handle the problem of water tanker distribution system, the DJB will partner with an expert agency to efficiently manage the system, including the management of bid process for water tanker procurement.

“The DJB has already initiated e-management measures to effectively regulate the water tankers distribution management in the National Capital Territory through Water Tanker Distribution Management system (WTDMS),” he said.

A Supervisory Control and Data Acquisition (SCADA) will be developed at DJB’s Bhagirathi Water Treatment Plant and Booster Pumping Stations (BPSs), underground reservoirs (UGRs) that fall under its command.

“The system will help identify losses by closely monitoring all operation and quickly analyzing them,” he said.

The DJB has also increased rates for water tanker facilities.

Tenant fined Rs 1 lakh for dragging case for years

The Delhi High Court on Tuesday slapped a fine of Rs 1 lakh on a tenant of a property for dragging on a property dispute case for years together and not letting the owner use it.

Justice S. N. Dhingra, dismissing the plea of tenant S.S. Gupta, said: “The present petition is an effort to drag on the execution (of the order), which is pending for years. This case reflects how a person can successfully deprive the rightful owner of the fruits of his labour and property by dint of the fact that he has enough money to keep on challenging every order of the trial court or high court.”

“The petitioner by this manner had succeeded in dragging the suit for more than two decades and now he is out to drag on the execution. The case is a sad commentary in the manner in which this judicial system entertains the frivolous petitions and proceedings are stayed by one court after another and the rightful person is deprived of his rights in the property and often the rights of his hard earned money,” the court said, while slapping costs on the petitioner.

The owner, Himmat Singh, had died during the hearing of the case that has been going on since 1983. — IANS

HC restrains school from taking hiked fees

New Delhi, February 23
Restraining a school in the capital from demanding hiked fees on quarterly basis instead of monthly, the Delhi High Court today directed it to stop this practice.

Hearing the petition of 10 aggrieved parents who had approached the court against the discriminatory attitude of Summer Field Public School, Kailash Colony, Justice S.N. Aggarwal issued a notice to the school and asked it not to charge fees from children on a quarterly basis.

“The school is restrained from striking off the names of the wards of the petitioners from the rolls and is further directed to issue admit cards to all class 10 and 12 students,” the order stated.

The court directed the school to file its reply by March 23.

Counsel for the parents Ashok Aggarwal pleaded before the court that, “the practice on the part of the school to compel the parents to deposit fees cheques on quarterly basis besides being contrary to the letter and spirit of the provisions of the Delhi School Education Act, 1973, and the rules made thereunder, is exploitative in character, and tantamounts to commercialization of education, which is prohibited in law.”

According to the parents, they have been depositing the fees with the school earlier on a quarterly basis. But due to heavy payment of arrears because of the hike in fees, they are not in a position to pay the fees according to the previous structure.

Though the school kept on taking the fees, it issued a letter that if fees are not paid according to the rules names of their wards would be struck off the rolls. — IANS

Schoolboy among 3 killed in mishaps

New Delhi, February 23
Three people, including an 18-year-old boy, were killed in three different accidents across the national Capital last night.

In a brutal accident last night in the Rohini area of outer Delhi, a class XI student of Delhi International Public School (DIPS) was crushed to death after he came under the wheels of a speeding car. The deceased Ashutosh was on the way home on his motorcycle when he lost balance and hit the divider.

“Ashutosh was speeding on his bike and hit the divider near Metro station in Rithala around 11.30 pm.

According to eyewitnesses, his leg was trapped in the divider railing and while he was lying on the ground, a car coming from behind crushed him,” said the police.

In the second incident, a 48-year-old pillion rider was killed as the motorcycle was hit by a speeding car near Safdarjung Enclave in south Delhi last night.

The deceased Rakesh was riding pillion when the accident took place.

“Rakesh was killed after his head hit the railings while the biker Dinesh is recuperating at the AIIMS trauma centre,” said the police. Rakesh was resident of Maurya Enclave in Pritampura and worked in private firm.

In the third accident, Akhilesh Aggarwal (20), was crushed to death in the Punjabi Bagh area of west district at around 10 pm.

According to the police, Akhilesh, a native of Uttar Pradesh, stayed in a rented accommodation in the Punjabi Bagh area. He was on the way home on his bike when a speeding bus hit him from behind and crushed him to death.  Akhilesh was rushed to a nearby hospital where doctors declared him brought dead.

The police added that a hunt is on to nab the errant driver who fled from the spot.

Man gets life term for killing ex-employer

New Delhi, January 23
A local court today convicted a man of murdering his former employer and running away with over Rs 6 lakh and other valuables from his shop in Chandni Chowk on June 24, 2006.

Additional sessions judge Dharmesh Sharma sentenced Yogesh Sharma to life imprisonment and imposed a fine of Rs 12,500. The court, however, awarded a lighter punishment to another accused, Sribhagwan, who had helped Sharma in concealing the looted items. Sribhagwan has already served the jail term awarded to him.

Sharma’s counsel contended before the court that the victim, Sunder Lal Jain (55), had been sexually exploiting Sharma, who is in early 20s.

Jain was the owner of Mala Silk and Sarees store.

The Delhi police arrested both the accused on October 28, 2006 from Kolkata on the information provided by Sharma’s girlfriend.

Milkman held for murder

A young milkman was arrested for allegedly murdering a 67-year-old woman at her Geeta Colony residence in east Delhi five days ago.

According to the police, Raj Kumar (29) was caught yesterday following investigations into an information provided by his employer that he was absent from work since the murder of Nirmal Arora on February 18. Nirmal was alone at her residence when Kumar, hailing from Dharbanga in Bihar, came to her house and allegedly slit her throat and hit her head with a blunt object, before fleeing with Rs 10,000 cash and a mobile phone. Her husband Somnath Arora (70) was not at home when the incident took place. 

“A dairy owner in the locality informed us that Kumar has not turned up for work ever since the murder of the old lady. Further investigations led to his arrest yesterday,” said K C Dwivedi, DCP (East).

One Dinesh Mathur was also arrested by the police on the instance of Raj Kumar for buying the mobile and other robbed goods from the house.

Man attempts immolation

A Maharashtra resident attempted immolation near the Parliament House today afternoon.

According to information, the man was demanding renaming of Dadar railway station in Mumbai after dalit leader B.R. Ambedkar.

“Vijay Rustum, an unemployed youth, had soaked his left hand in kerosene and lit it at Vijay Chowk, barely 100 metres from the Parliament House around 1:15 pm,” said a senior police official from the district.

According to the police, bystanders and police personnel doused the fire and rushed Rustum to RML Hospital, where he was discharged after first-aid.

More rains in store

The weatherman has predicted that cold weather will stay in the Capital for a couple of more days.

The city witnessed light showers during early morning hours today, which is likely to bring the mercury down, said an official of the metrological department. A total of 1.3 mm of rainfall was recorded today and according to the Met department, more rains are in store for Delhi.

While the minimum temperature today settled at 13.5 degrees Celsius, two notches above average for this time of the year, the maximum temperature was recorded at 27.5 degrees Celsius.

For tomorrow, the Met office predicts partly cloudy sky during early hours. While the maximum temperature is likely to settle around 26 degree Celsius, the minimum is expected to be around 10 degrees.

Seminar stresses need to build ‘green’ buildings

The Haryana minister for environment, forests, finance, irrigation and planning, Capt Ajay Singh Yadav, has stressed the need to promote the construction of “green” buildings.

Addressing a national-level workshop-cum-conference on “Promotion of Green Buildings” organised by Search Foundation and department of environment on the HSIIDC campus here today, Yadav appealed to the builders, architects and other stakeholders to construct more and more eco-friendly buildings.

The minister also highlighted the importance of rain water harvesting. He said that eco-friendly buildings can cut down water and energy consumption by 30 to 40 %and also save building material.

Yadav advocated the creation of a nodal centre for rain water harvesting (RWH) in the state capital and sub-nodal centers at other locations to propagate the concepts and techniques of RWH .

He pointed out that the government has updated the statutory framework for assessing construction projects .

“According to latest notification, state-level State Environment Impact Assessment Authorities (SEIAAs) and State Expert Appraisal Committees (SEACs) have been set up to scrutinise the projects from the regional context and also to accelerate the process of environmental clearance,” the minister maintained.

He said any construction project having a built-up area of more than 20,000 square metres was required to take environment clearance and the authorities concerned while giving clearance should ensure that green building measures were adopted.

Another Kalindi Kunj bridge by 2011-end

There is good news for those travelling through Kalindi Kunj Yamuna bridge and facing traffic jams every day. The Noida Authority is planning to build a four-lane bridge along the existing one.

The discussion about provision of funds for the project is expected to come up at a board meeting after Holi. Earlier, the board had given its approval to the project and asked for the preparation of a detailed project report.

“The existing Kalindi Kunj Yamuna bridge was built in 80s to link Noida with Mathura Road and check the flow of river to prevent floods. But the two-lane bridge is not sufficient for the traffic anymore,” said Ajay Sahdev, S.P. (traffic).

“The daily traffic volume that the bridge currently handles is around 75,000 vehicles. A decade ago, the traffic volume was around 20,000 vehicles. The traffic has increased with the opening of the Noida-Greater Noida Expressway, as now, beside Noida commuters, the Delhi bound traffic also uses the bridge.

Development in sectors 125, 126 and other areas along the expressway has also contributed to the increase in traffic, as several institutions and schools have come up here. Over the next one year, the traffic volume is expected to cross the one-lakh mark,” said Sahdev.

Over the next two months, technical experts will decide about the alignment of the bridge and provide an estimate of the cost of the project, after which the process of inviting tenders will start.

The estimated cost of the project is around Rs 500 crore. Once the contract is awarded, the construction of the bridge will take 18 months. The Noida Authority plans to finish the construction by 2011-end.

Handicraft fair generates Rs 855-cr biz

Business worth over Rs 855 crore was generated at the four–day exposition  of Asia’s largest Indian Handicrafts and Gifts Fair (IHGF) Spring 2010  registering an increase of around 14 per cent, compared to the last fair held in October, which concluded at the India Expo Centre and Mart at  Expressway Greater Noida today.

Mr Raj Kumar Malhotra, chairman, Export Promotion Council for Handicrafts (EPCH), the organizers of the fair, said the USA accounted for a major check of an approximate 33 per cent followed by  Europe by 28 per cent, Latin  American Countries  (LAC)  9 per cent, Commonwealth of Independent States (CIS) 6 per cent and miscellaneous (others) by 24 per cent.

More than 4,375 foreign buyers from about 54 countries visited the fair to source their requirements from a diverse range of products under one-roof showcased by over 2,150 exporters and manufacturers, including  900 permanent marts, from all parts of the country.

3 cheats arrested in Noida

The Noida police has arrested three cheats from a Sector 36 house and recovered fake voter ID cards, IT PAN cards and rubber stamps of transport and other authorities.

“The three arrested were identified as Mumtaz Alam, Pooja Gupta and her brother-in-law Mohit Gupta. On fake ID proofs, they opened several bank accounts at State Bank of India, Oriental Bank of Commerce and  INS Vyasya bank. Bank transactions worth over Rs 15 lakh were found at these accounts in the past few months,” said R.N.Mishra, deputy superintendent of police.

“Mumtaz has voter cards in the names of Omvir, Raju Singh , Neeraj and other names. Pooja has a fake card in the name of Harpreet Kaur. From her account Rs 5 lakh was withdrawn recently,” said Mishra.

“Pooja’s husband was the gang leader. He is absconding along with an accomplice. A manhunt has been launched to arrest them,” said Mishra.

“They used to take loan from banks on fake papers and entice unemployed youths and procure lakhs in the name of helping them get overseas jobs,” said Mishra.
