Outlay for Delhi hospitals up

Three killed in factory fire

Three persons, including a child were charred to death after a major fire broke out in a shoe factory in the Peeragarhi area of west district early this morning. A fire officer said that the fire broke out at around 5.20 am in a shoe factory located at K-11/12, Udhyog Vihar in Peeragarhi. It could be controlled by 8.25 am only.

South Delhi police today busted this sleazy racket run by Shiv Murat Dwivedi who advertised himself and was called by his followers as Ichchadhari Sant Swami Bhimanand Ji Maharaj Chitrakoot Wale.

DCP, South, HGS Dhaliwal said that it was not only Dwivedi who led this double-faced existence, the girls who worked for him were also well-heeled, at least two of them employed as air hostesses, one studying in a reputed DU college while the forth one was pursuing MBA from a reputed Maharashtra institute. Two others were aspiring models and Bollywood stars. They drove big cars and are from good families.

Apart from Dwivedi, police has arrested six girls and one pimp.

To buttress his spiritual claims, Dwivedi had constructed a temple in Jawahar Park, Khanpur and would regularly hold satsangs. However, police always suspected that it was just a façade as he had been arrested earlier also on prostitution charges.

His arrest came after a policeman in mufti struck a deal with him. The pimps and girls had come in two flashy cars and were arrested as money changed hands in front of independent witnesses in disguise.

Police said Dwivedi hailed from Chitrakoot in UP and had come to Delhi in 1988. He first worked as a security guard at a five star hotel and then began working in a massage parlour in Lajpat Nagar.

“He was first apprehended in 1997 under similar charges and nabbed again the next year for stealing. To conceal his acts, he changed his appearance and disguised himself as a swami and claimed himself to be a disciple of Sai Baba,” said Dhaliwal.

He distributed religious VCDs and his spiritual articles were published in a few magazines. As money poured in, he constructed a hospital and a huge temple at his native place in Chitrakoot.

Outlay for Delhi hospitals up

Even as the health sector has attracted just 2 per cent of the 2010-2011 Budget, maintaining its trend of previous years, most of the centrally managed hospitals and medical colleges in the capital have reason to cheer, with increased allocations under both planned and unplanned categories.

AIIMS has managed an increased outlay of Rs 800 crore as against last year’s Rs 677 crore. However, the current allocation has been less if the revised expenditure—Rs 886.51 crore –announced in October 2009 is taken into account. In contrast to this, Kalawati Saran Children’s Hospital has received an outlay of Rs 39.26 crore, which is a marginal decrease from the revised amount of Rs 39.87 crore that the hospital was made for the current financial year.

The new Budget spells an increased sum for Safdarjung Hospital at Rs 237 crore as against Rs 201 during last year; the Ram Manohar Lohia Hospital has been allocated a sum of Rs.180.69 crore as against Rs 149 crore in last year’s Budget and Lady Hardinge Medical College has drawn a budget of Rs 137 crore against last Budget’s initial allocation of Rs 110 crore.

However, in the case of Vallabh Bhai Patel Chest Institute, the allocation has come down from Rs 27 crore to Rs 25 crore in Budget announced today. For Dr Ram Manohar Lohia PG Institute of Medical Education and Research and Lala Ram Swarup Institute of TB and Allied Diseases, the budget are Rs 11 crore and Rs 41 crore against last year’s initial allocation of Rs 8.50 crore and Rs 33.24 crore, respectively.

Meanwhile, given the capacity constraints in the public sector, the private health sector expects to absorb a large part of the investment.

Budgetary aid for Delhi cut

The Central government in its annual budget which was tabled by finance minister Pranab Mukherjee in Parliament today has reduced the Delhi government’s central plan assistance for 2010-11.

In the budget, the Centre has fixed Rs 1,283.70 crore for Delhi while the state was allocated Rs 2,435.68 crore last year. It, however, included Rs 1,000 for developing infrastructure for the Commonwealth Games to be held in October this year.

However, even if one deducts the allocation made in the budget last year for the Commonwealth Games, the budget is largely disappointing.

The city government has been allocated only Rs 50 crore for the Commonwealth Games, though it had demanded Rs 2,000 crore for completing the projects.

Reacting to the Union government’s budget, Delhi finance minister A.K. Walia said that the government had allocated only Rs 50 crore for CWG though he had demanded Rs 2,000 crore. The allocated amount is not enough for completion of the projects. However, he said that the city government would demand for more financial assistance for the Games. If not given, the city government will strive to utilise its own resources for the purpose. 

Giving break-up of all heads sanctioned for Delhi, the Union finance minister said that the hike was given for normal assistance and it was Rs 229.72 crore for this year. Last year, it was only Rs 208.85 crore. In Rashtriya Krishi Vikas Yojna, this year, D3elhi has received an increment of only .1 per cent. It has been allocated Rs 2.54 crore this year while it was Rs 2.53 crore last year.

In Jawaharlal Nehru National Urban Renewal Mission (JNNURM), the government has reduced more than two per cent amount. This year Delhi has been allocated Rs 903.63 crore for the JNNURM while it was Rs 1,129.82 crore in 2009.

Explaining the JNNURM for Delhi, Mukherjee said that it included sub-mission on urban infrastructure and governance, sub-mission on basic services to the urban poor and Rajiv Awas Yojna.

Last year, nothing had been allocated to Delhi under the Rajiv Awas Yojna, while this year it has been allocated Rs 10 crore under the scheme to construct houses for the urban poor.

Mukherjee said that Delhi was usually not provided any central assistance for meeting the non-plan gap in resources, as it had a positive balance of current revenues.

However, provision under non-plan has been kept for payment of enhanced compensation for death, injury, damage to residential property in 1984 riots.

Delhi police budget reduced by Rs 127 cr

The Delhi police has been allocated Rs 2,836.53 crore in the general Budget for the fiscal year (2010-11), a decrease of Rs 127.50 crore compared to last year (2009-10). 

In the Budget presented in the Lok Sabha today by finance minister Pranab Mukherjee, the city police was allocated Rs 93.50 crore under plan expenditure while Rs 2,805.03 crore was earmarked for non-plan expenditure.

Compared to last year, the budgetary estimates were Rs 2,932.53 crore which was later revised to Rs 2,805.55 crore. 

The budgetary provisions for developing traffic and communication network and a model traffic system has seen a100 per cent increase from the previous Rs 40 crore to Rs 80 crore. 

However, there was no increase under the components like expansion of communication infrastructure, training, and introduction of latest technology and installation of traffic signals, all of which has been allocated Rs 50 lakh each.

The police has been allocated Rs. 15 crore for building residential complexes for policemen, while Rs. 16.50 crore is for the construction of police stations and related infrastructure.

Cong blames BJP for neglect of toilets

The Opposition Congress party in Municipal Corporation of Delhi (MCD) today blamed the ruling BJP for the neglected state of public conveniences in the Capital.

JK Sharma, leader of the opposition, alleged that the BJP regime in MCD has failed to provide basic civic amenities such as public toilets and urinals. He said the BJP was trying to bring back the shortlisted companies in order to take up the maintenance work of public urinals.

“The BJP has been in power for three years, but it has not constructed even a single new toilet or urinal complex. Even those complexes which are in existence are suffering from callous neglect. During the three years, the party has not even decided how they will be looked after and maintained,” said Sharma.

The approximate number of public conveniences in Delhi is 2500, including toilets and urinals. Sharma claimed that though the MCD is spending about Rs 2,500 crore on projects relating to Commonwealth Games, no funds have been earmarked for the construction of public toilets and urinal complexes.

“The BJP has not paid any heed in this direction by neglecting the most important facilities to citizens. Even the existing toilets and urinals are not cleaned or maintained properly, forget about new facilities,” he said. 

The issue regarding these facilities exclusively for women has also been raised in the House and Standing Committee, but no action has been taken despite the repeated assurance. 

“The BJP has failed to provide even a single toilet for women,” said Sharma. 

He said that there are no water-pumps, electric motors, pipes and other facilities in 1,275 public toilets. They are running in financial loss and should have been brought to the notice of the Standing Committee, he said.

Sarthak’s parents take lie detector test

In what is fast turning out to be a case akin to the one of Aarushi Talwar, the Ghaziabad police has conducted a lie detector test on the parents of four-year-old Sarthak who was found dead in his Raj Nagar house on February 5, 2009.

According to the police, the guards at Sataydeep Apartments will also be subjected to the similar test soon.

Earlier, Sarthak’s parents — Dr Deepti and Dr Rajesh Chawla — had stated that only Sarthak was inside the house when the tragedy took place.

However, the police could not make much progress in the past one year. “We wasted three days before we collected fingerprints from the spot. We have sought the court’s permission to conduct a lie detector test on the couple. The guards of the apartment and the milkman will also be subjected to the test. We will investigate whether any family discord was behind the incident,” said a police official.

Meanwhile, investigators claimed that if the tests do not bear fruit, they might even seek the court’s permission to carry out a narco test of the doctor couple and some other people known to the family.

On February 5, 2009, Rajesh (30) had discovered the body of his son in the bedroom of his house with blood splashed over the walls. Deepti (28) too lay with her chest, abdomen and wrists slashed.

Deepti had told the police that she was with Sarthak when the incident took place. Rajesh was out at that time.

A blood-stained hammer, ice pick and knives used to carry out the attack were found from the bedroom.

However, the fingerprints on the instruments are yet to be matched with those of family members and the suspects, claimed sources.

MCF staff urged to improve city’s condition

The authorities of the Municipal Corporation of Faridabad (MCF) today urged the employees of the civic body to do their best to improve the condition of the city.

All the elected councillors and the employees were present at the MCF headquarters today to attend a function related to laying the foundation stone of a “record room”. The room will be set up at an expected cost of about Rs 8 lakh.

There was a festive atmosphere as apart from the public function relating to the foundation stone, the MCF employees’ union organised a community feast for the Holi festival. The employees had also another reason to celebrate as nine of those who retired today were given retirement benefits.

The highlights of the daylong celebration were the speeches by the mayor of the MCF, Brahmwati Khatana, the commissioner, Mehtab Singh Sherawat, and leaders of the union of MCF employees.

The MCF commissioner urged the employees to work as a well organised team as the civic body’s priority should be to provide the best of services to the residents of the city.

There are about 1,700 ad hoc employees. The commissioner assured that along with the local bodies minister, Haryana, the MCF will take up the case for regularization of work at the highest level.

He also assured that about Rs 15 crores of arrears to the employees on account of the recommendation of the 6th Pay Commission would be given away shortly. The MCF has already dispersed a sum of about Rs 10 crore.

Earlier, the employees raised slogans in favour of the MCF house, the mayor and the commissioner.

Sealing drive hits property owners

The ongoing sealing drive of the MCD has come harsh on properties owners who escaped the conversion charges.

The civic agency is undertaking an extensive sealing drive against shops and commercial establishments in the city after their owners failed to deposit the necessary conversion charges.

“Sealing action is being taken against the properties whose owners have not paid the conversion charges as we had already issued many notices informing people about it. The drive has already started,” said MCD spokesperson Deep Mathur.

On January 24, the MCD had issued a public notice warning of action against violators of residential properties if they did not deposit the necessary conversion charges within 15 days.

Officials said hundreds of properties have already been sealed in various parts of the city. The conversion charge is necessary for shops in stretches notified as commercial or mixed land use under Master Plan for Delhi-2021.

Kiran stresses police reforms

“There have been no police reforms for the past 60 years and there is a dearth of research on policing in the country,” said Dr Kiran Bedi while delivering the IGNOU silver jubilee lecture on the campus today.

Dr Bedi exhorted IGNOU to play a proactive role in the field of policing research. “Who researches policing? Does the research become public? No data is available on the police and states in the country have no resources and no budget to undertake this type of research. IGNOU can play a major role in the field of Police research. Your research will be policy making.”

She further said judicial reforms are also least researched. Judicial reforms and police reforms are linked as there can be no police reforms without reforms in the judicial system.

She added that as per a survey by CNN-IBN, the public has more faith in the judiciary than in the police. IGNOU can be an agent of change.

4 held for robbing meat trader of Rs 27 lakh

With the arrest of four criminals, the police claims to have solved a case in which a meat trader of Ghaziabad was robbed of Rs 27 lakh on February 13. The police said the criminals committed the robbery with the help of a van driver.

Rs 7.67 lakh has been recovered from the accused. The police is trying to nab another four criminals also who were involved in the crime. The four arrested on Thursday were identified as Asif, Balkishen, Tousif and Nemullah. They were hanging around in Sector-62 plotting to rob a bank.

Asif is the gang leader while Tousif is the driver of meat trader’s van. Other members of the gang—Saifullah, Rohit, alias Gupta, Iqbal and Shamim—are yet to be nabbed.

Police teams have been sent to Bihar and Bengal to nab them.

Noida SSP Ashok Kumar Singh said Asif had planned the robbery.

Three killed in factory fire

Three persons, including a child were charred to death after a major fire broke out in a shoe factory in the Peeragarhi area of west district early this morning.

A fire officer said that the fire broke out at around 5.20 am in a shoe factory located at K-11/12, Udhyog Vihar in Peeragarhi. It could be controlled by 8.25 am only.

“Around 33 fire trucks were rushed to the spot and it took around three hours to bring the blaze under control,” said the fire officer. The cause of fire is still not clear.

Police said that three charred bodies were recovered from the debris. “We are yet to identify the bodies which have been completely charred. We are also investigating to find out the exact cause of fire,” said a police official, adding that the deceased would probably be the labourers living on the factory premises.

With the arrest of two persons identified as Md Irfan Khan (22) and Md Arshad (21), the north west district police has solved the murder of a TSR driver, Hari Shankar.

Hari Shankar, a resident of Loni, was found with slit throat at Nirankari grounds in the Mukherjee Nagar area on February 12.

Irfan told the police that he killed Hari Shankar along with his friend Arshad as he loved the victim’s wife and wanted to marry her. He said that Hari Shankar was a hurdle in this.

“Hari Shankar objected to Irfan’s visits to his house and often quarrelled with his wife over this. Therefore, Irfan hatched a plot with Arshad to eliminate Hari Shankar. Hari Shankar often consumed alcohol with the accused. The accused invited Hari Shankar for liquor party. After drinks, all three came to Nirankari ground in a TSR driven by Arshad, where Irfan and Arshad slit Hari Shankar’s neck with a dagger,” said N.S. Bundela, DCP (north west).

The police has recovered the blood-stained dagger that the accused had used to kill Hari Shankar.

The Crime Branch of the Delhi police has arrested notorious interstate gangster Munna, alias Sajid (30), who fled from the police custody after pulling the chain of a moving train and thereby triggering a train accident wherein 22 people were killed and about 100 injured on October 21, 2009.

According to Neeraj Thakur, additional commissioner of police (crime), Munna was arrested from Seemapuri here yesterday. Munna is wanted in about 30 cases of murder, robbery and chain snatching.

The police says Munna is a member of the Mannan gang of interstate dacoits.

An oil tanker from Brijesh Trading Co in Agra was brought to JK Trading Company in Hapur yesterday. Accountants of Agra firm Suresh and Dayalu collected the payment and were returning by a cycle rickshaw when the incident took place.
