Bathinda, December 25 All these three women had been admitted to the local civil hospital only yesterday as suspected swine flu patients while their throat samples were today sent by the local hospital authorities to the PGI, Chandigarh for swine flu test. The results of all these three samples are awaited. Earlier four persons had lost their lives to swine flu during the past some days in Bathinda district. They were a local resident and vice- principal in a school at Jaitu, Krishana Devi, a local resident and teacher in a local school Shafali Bansal (30), a local resident and tailor Gurmail Singh (47) and Bipan Bansal (23), a resident of Goniana Mandi. Talking to The Tribune this evening, the district health officer (DHO) Dr Dharampal Singh Sekhon said Gurbinder Kaur died today in morning at the local civil hospital while Amandip Kaur, who had been shifted to the PGI, Chandigarh the previous night, also died today at the PGI. The DHO said the result of swine flu test of Lakhbir Singh, who was still admitted to the local civil hospital, was today received from the PGI by the local health authorities. He had been tested positive for swine flu as per the result report. However Lakhbir was improving in the hospital, the DHO added. Dr Sekhon said besides Lakhbir Singh, three suspected swine flu patients, Mandip Kaur, Charanjit Kaur and Sukhvinder Kaur were under treatment in the local civil hospital today. Charanjit Kaur from Bathinda had been admitted to the hospital the previous night and Sukhvinder Kaur from Sema Kalan village today evening. He said the throat samples of Charanjit and Sukhvinder had been taken today which would be sent to the PGI, Chandigarh for tests tomorrow. |

Bathinda, December 25 Vice-president of the Railway Passengers Association, North Zone, Hanuman Dass Goel, the president of the Railway Grievances and Reforms Committee, Giddarbaha, Gian Chand Kochhar, have also written letters in this regard to the senior officials concerned at the Baroda House to consider their "pro-passengers" ideas. In the letter, they suggested that the train no 1BD, which runs between Bathinda and Dhuri, reaches Bathinda at about 08.50 and returns to Ambala, after nearly eight hours as train no 4UB at 17.25. The rake of the train could be utilised effectively by extending the 1BD up to Ferozepur, on the time and schedule of trains no 345/346, which runs between Jind-Ferozepur via Bathinda, and further from Bathinda to Ambala on the time and schedule of train no 4UB. Besides, the route of train no 345/346 could be changed to serve the passengers better by making it run between from Bathinda-Sriganganagar. It could depart from Bathinda at about 08.35 to reach Sriganganagar at about 12 noon. It could start its return journey from Sriganganagar at about 12.20 to reach Bathinda at about 17.40 to Jind onward. This little change would facilitate the passengers a lot because, they argued, presently there was no passenger train between Ferozepur- Ambala-Jind-Sriganganagar. Moreover, there will be an extra passenger train between Bathinda-Sriganganagar and that was too at the office time from Bathinda. More importantly, the change and extension would not need any extra rack, power and staff, rather this change will ease the passengers of trains no 345/346 and BD because this change would shorten the stoppage at Bathinda also, they said. |

Abohar, December 25 While identifying the accused as Bhanwar Daan, Nirmal Singh, Raj Tilak, Satish Kumar Babbar and Sohan Singh, he said that the unprecedented “corporal punishment” given to the SDO Surinder Singh Behal and Additional SDO Jagdev Sokhal had evoked widespread condemnation from organisations of junior engineers earlier. SDO Behal has got a case registered against these five workers under section 342, 186, 506, 148 and 149 of the IPC at the city police station. Meanwhile, the PSEB Engineers Association (West Zone) convened an emergency meeting here today that was presided over by the state vice-president Karnail Singh Mann. All the engineers of Muktsar circle besides BK Jindal, senior XEN of the enforcement cell, were present. They strongly condemned the action of the TSU agitators and resolved to fight the case in the Punjab State Human Rights Commission. The engineers said that the officers were not allowed to even sit down and prevented from consuming drinking water even during office hours. Such kind of inhuman attitude cannot be allowed. The TSU activists wanted the officers to accept the demands that were not under their jurisdiction even. Doc missing at dispensary in Moga village
Moga, December 25 There were reports that the doctor posted at their dispensary was not coming regularly on duty forcing the patients to get medical facilities from the district hospital at Moga by travelling a distance of about 10 kilometres. The dispensary was being run under the supervision of the Zila Parishad. The CEO-cum-ADC said that the notice would be issued to terminate the services of the doctor. During preliminary inquiries, it has already been found that there were bogus entries of the patients made in the OPD register. The chairman of the Moga Zila Parishad, Gurbax Singh Kapure, had taken the OPD and attendance register of the dispensary into his
custody. Meanwhile, the Zila Parishad has made no alternative arrangement for a doctor to provide medical services to the residents of this village and the nearby settlements. Another senior official of the district said that legal action could also be taken against the doctor for violating the terms and conditions of the service and negligence in duty, besides, termination from the service. On the other hand, it was learnt that the said doctor was exerting political pressure from senior leaders of the ruling parties on the chairman of the Zila Parishad and officials of the district administration to avoid legal action against him. |

DHO penalised for delay in providing information
Abohar, December 25 As per copy of the orders made available to this correspondent on Friday evening, the order regarding imposition of penalty was earlier reserved on November 19. The case was related to seeking information regarding test samples of drinking water collected by the health department. Initial request containing eight items was sent on October 20, 2008. Due to not getting the response, the appellant filed a complaint with
the Commission on March 30, 2009. The information, as requisitioned, has been provided vide letter no. Food/09/20, dated 03/02/2009 and no. 29, dated 23/09/2009. Thus information was provided after approximately 12 months after initial request was filed. The DHO was directed to explain the reasons for the delay in providing information. He was given an opportunity under section 20 (1) proviso there to for a personal hearing before the imposition of such penalty on the next date of hearing. The respondent DHO, Dr Rakesh Kumar Sikri, submitted an affidavit on November 18 but the Commission observed that the respondent had so far not implemented
the provisions of the RTI Act 2005. The overall approach has been totally lackadaisical. Provision of information took approximately 12 months and six hearings. The Commission said in
the orders that the DHO-cum-PIO is mainly responsible for the delay in providing information. This is due to poor understanding of the provisions of the RTI Act. However, no punitive action is being recommended against him since he has remained sick including being on medical leave. The case thus is now placed before Civil Surgeon, Ferozepur, for initiating measures to ensure that information seekers are not harassed and information is provided within the time stipulations laid down in the RTI Act. |
Over 1000 primary schools to become model schools
Mansa, December 25 Twenty-five Government Primary Schools of Mansa district would be covered under this scheme where various educational facilities would be provided. District project coordinator of Sarv Siksha Abhiyan Authority, district Mansa, Darshan Singh Dhillon said that all educational and sports facilities would be available in these schools. Libraries with all type of books and science laboratories with all practical equipments would be set up in the schools concerned, he added. Students of these schools would have the facility to take part in sports and various educational competitions. District Education Officer (DEO), Elementary, Rishi Pal Singla said that annual functions of these schools would be held and special training camps of teachers would also be organised. One coach would be appointed for every school, he added. The Government Primary schools of Mansa that have been selected for this scheme included Government Primary School, Khiala Kalan, Bhai Desha, Bappiana, Khokhar Kalan, Kulana, Guradi, Gamiwala, Jeetgarh, Madali, Gobindpura, Maghania, Chakalisher, Akbarpur, Khudal, Dheengar, Akkanwali, Bhammekalan, Jhuneer, Bhalaike, Khara Khurd, Jattana Kalan, Sardulgarh Girls, Sahnewali and Jhandu Kalan. |
