It’s rather quiet at BJP office

New Delhi, September 16
Having decided to contest all 90 Assembly seats in the poll scheduled for next month, the BJP is finding it hard to find suitable candidates.

The party is, in fact, hunting around hard among the rejects from other parties to put up candidates who have some visibility.

Yesterday the BJP made former cricketer Chetan Sharma join the party at an impressive function in Faridabad. Sharma was a BSP candidate for the Faridabad Lok Sabha seat in the last General Election and lost badly. Sharma is not even a resident of Haryana, with a posh South Delhi residential address.

But with Sharma the BJP has only made a beginning. BJP general secretary in charge of Haryana Vijay Goel said, “You wait and see, many more are going to join my party in the coming days.”

Goel of course claimed that there was no dearth of ticket seekers from Haryana.

But if there are any, these are at least nowhere visible at the party headquarters at 11, Ashoka Road, which wears a stark look compared to the 24, Akbar Road, Congress office, overwhelmed by milling crowds inside and traffic jams outside.

BJP Haryana president Krishan Pal Singh Gurjar also supported Goel saying that there was no dearth of applicants and ticket seekers in the BJP but he, too, discreetly indicated that the party was waiting for outside talent.

He said “We have strong candidates in our party. But we will naturally welcome stronger candidates to come and join us and show their readiness to contest from our platform.”

Interestingly, Goel and Gurjar separately stated that the first meeting of the party’s central election committee (CEC) to deliberate on Haryana will only be held on September 19, even though the filing of nomination would have started a day earlier on September 18.

The last date for filing of nominations is September 25.

Sources said the BJP may be the last to come out with its list after the Congress, Om Prakash Chautala’s INLD and even Bhajan Lal’s HJC. A BJP insider said:

“We are in no hurry to announce our candidates. Whoever fails to get the ticket in other parties will line up on our doorstep.” Meanwhile, Goel said he was going to Rohtak tomorrow for a meeting of the state campaign committee where they would discuss campaign issues and the strategy to be adopted for the poll.

We will take back retrenched staff, claims Chautala
DR VIJ

Kurukshetra September 16
INLD chief Om Prakash Chautala called upon the people to uproot the congress government in Haryana in the ensuing assembly elections.

He was addressing a public meeting in support of party candidate from Thanesar Ashok Arora at HUDA’s Sector - 17 here late last night. He promised that all 25,000 employees retrenched by the Congress government would be reinstated if the INLD came to power.

The unemployed persons would be given a monthly allowance of Rs 3,000 and the age limit for government jobs raised from 40 to 45 years while 50 per cent jobs in the private sector would be reserved for residents of Haryana.

Similarly, 25 kg of foodgrain per month would be given to each family below the poverty line and loan up to Rs 1 lakh to small farmers, shopkeepers, employees and labourers would be waived.

Describing the HJC and the BSP as ‘B’ team parties of the Congress, Chautala said both could return to the Congress fold any time. Mr Chautala appealed to the people to reach Jind on September 25 to celebrate the birth anniversary of Devi Lal.

Addressing the rally, INLD state president Ashok Arora alleged that the Congress government had decreased the budget for Geeta Jayanti from Rs 2 crore to Rs 30 lakh. No new project had been started to bring Kurukshetra on the International map of tourism. Bhupender Singh Hooda it seemed was the CM of Rohtak alone going by the jobs given to the youth of Rohtak.

PC Saini, former sarpanch of Bahri, along with his supporters announced they had joined the INLD. Former ministers Jaswinder Singh Sandhu and Tara Singh, former MLA Jasbir Malor, Makhan Singh, Maya Ram, Buta Singh, Om Prakash Hathira, Dharampal Kheri, Man Singh Barwa, Malak Singh Kang and Jita Ram also addressed the gathering.

Sirsa, September 16
Some recent political moves by Dera Sacha Sauda in view of the forthcoming assembly elections have left parties guessing on its possible role in the October 13 elections.

At least three prominent dera followers have started their election campaign in Sirsa and the neighbouring Fatehabad district.

There are reports that more at least 24 dera followers are contemplating contesting elections this time and most have applied for the Congress ticket.

Their supporters maintain that they will go by the mandate of the sangat (dera followers) in case the Congress does not nominate them.

Dera Sacha Sauda, which has followers all over the state, wields considerable influence in some assembly seats in Haryana.

This was evident during the parliamentary elections. Though the dera’s political affairs wing had authorised its followers to take a decision at the local level, dera votes went to the Congress, at least in Haryana.

The political affairs wing is yet to announce its decision on the dera’s role in the assembly elections.

Three of its senior functionaries - Bachan Bajaj in Sirsa, Narsi Dass Goyal in Fatehabad and Roshan Lal in Tohana-have already begun their respective poll campaigns, carrying the Congress flag.

Bajaj organised a road show in Sirsa today while Goyal has been touring Fatehabad village since Monday.

“We have demanded 32 seats for dera followers and hope that the party high command will not let us down as we have always supported the party,” said Goyal.Ram Pal, state convener of the political wing of the dera, however, maintained that the wing would take a decision on the elections soon.

He said there was a feeling among the dera followers that elected representatives tended to ignore them after the elections. Hence, several of them wanted to contest the elections themselves.

He emphasised that the dera management had nothing to do with the decision of the followers. to contest elections on the Congress ticket.

The Haryana government has decided to conduct girdawari of Kharif-2009 crops with effect from today instead of October 1 to assess the damage due to drought-like conditions in the state up to August and unusually heavy rains in the second week of this month.

SC turns down plea against minister
Tells petitioner not to cast aspersions on HC

R Sedhuraman
Legal Correspondent

New Delhi, September 16
Refusing to entertain a PIL against Haryana Irrigation Minister Ajay Singh, the Supreme Court today asked the petitioner not to bypass the Punjab and Haryana High Court casting aspersions on the entire HC just because a Judge happened to be a close kin of the respondent.

A three-Judge Bench, headed by Justice BN Agarwal, advised the petitioner, Rajbahadur Singh from Uttar Pradesh, to file an appropriate petition in the HC, rather than a PIL.

When the petitioner’s counsel, Anurag Tomar, referred to the HC as that of Haryana, Justice GS Singhvi, who has been at the HC for 10 years, admonished him, stating that “so far, politicians have not divided the High Court. Why are you doing it?”

Rejecting the kin theory, Justice Agarwal asked the petitioner whether he would avoid the apex court if he faced a similar problem. “Why should you presume that you will not get justice” because a Judge was related to an interested party? he wondered.

When counsel Tomar referred to the name of Justice Nirmal Yadav, the Bench said the Solan land scam mentioned in the PIL had nothing to do with the Rs 15 lakh involved in the “cash-on-doorstep” scandal.

The Bench, which included Justice MK Sharma, also questioned the petitioner from Eta district, why he was not trying to improve the situation in his own state, rather than worrying about Haryana.

The court, however, asked the HC to deal with the issue on merit without taking into account its comments while disposing of the PIL. Observing that the allegations were based mainly on newspaper reports, the Bench clarified that its own experience showed that the media was not doing accurate reporting of even the judgments and orders that were made available in black and white.

Karnal, September 16
Disturbed at yesterday’s stone-pelting on the Amritsar-New Delhi Swarn Shatabdi Express with AICC general secretary Rahul Gandhi on board, top police officers today inspected the rail track and reviewed the measures being observed by the Railway Protection Force (RPF) and the police.

V.Kamraj, IG, Rohtak range, KK Rao, SSP, Karnal, SP, Railways, Charu Bali, and DSP of Karnal Surinder Boria along with an FSL team visited the site and collected some stones.

The windowpanes of coaches C-2, C-3 and C-7 of the express train were stoned near Panipat last night.

Although preliminary investigations indicate that it may have been mischief by some teenaged boys, the police and the RPF are not taking any chances.

Kuldeep Sharma, a guard with the Shatabdi Express, has identified four boys in the age group of 13-14 who stoned the train near Gharaunda Anaj Mandi between Karnal and Panipat.

The train made an unscheduled stop at Gate No 54 after the incident, but the miscreants could not be nabbed. Rahul Gandhi was on seat no 66 of C-3. Fortunately the flying stones hit the windowpanes of C-2, C-4 and C-7, but no damage was done to C-3. No passenger was injured.

A case has been registered under Section 152 of the Railway Act at the Panipat RPF post on the complaint of the guard. Pelting of stones on trains on this route by wayward boys is common, say sources. The incident has brought the issue of risk to the security of VVIPs travelling in trains along with other passengers to the fore.
