NCP pledges free power for irrigation

The Nationalist Congress Party (NCP), going it alone in the Haryana Assembly poll, has promised free power supply for canal irrigation, a minimum support price (MSP) of Rs 1,500, Rs 1,200 and Rs 300 for wheat, paddy and sugarcane, respectively, free medical treatment for senior citizens, widows and women in government hospitals and equal opportunities and equitable distribution of government jobs in all regions.

HJC leader quits, opts for BSP
Faridabad, September 14
The Haryana Janhit Congress today got a jolt before the runup to the assembly elections with its president, Faridabad (Rural) unit, Tek Chand Sharma, joining the BSP. Sharma made an announcement in this regard in his village Sikri in the presence of senior BSP leaders led by their secretary general, Man Singh Manhera.

Four girl students who had gone missing from an orphanage in Tughlakabad, New Delhi, were found at the Panipat railway station. Jitin, Joyti, Heena and Poonam were spotted wandering aimlessly by somebody who informed the railway police.

Following a news report, “It rained woes for farmers”, published in these columns today, a team of district administrative officers, headed by Deputy Commissioner (DC) Nitin Yadav, took stock of the situation in rain-affected villages in the district and directed officials of the Irrigation Department to drain out stagnant water at the earliest.

NCP pledges free power for irrigation

The Nationalist Congress Party (NCP), going it alone in the Haryana Assembly poll, has promised free power supply for canal irrigation, a minimum support price (MSP) of Rs 1,500, Rs 1,200 and Rs 300 for wheat, paddy and sugarcane, respectively, free medical treatment for senior citizens, widows and women in government hospitals and equal opportunities and equitable distribution of government jobs in all regions.

Releasing the party manifesto here today, national general secretary of the party and MP Govind Rao Adik said the NCP would provide a fair and transparent administration, stem the “deteriorating political system”, solve the problems coming in the way of the Sutlej-Yamuna Link (SYL) project and initiate the process to fill all vacant posts in six months.

Adik justified contesting the elections against the Congress while remaining in the UPA and said the NCP was keen on an alliance with the Congress, but the latter spurned all offers considering it “too strong” to forge an alliance with any other party. The NCP has identified 50 seats and prepared panels for each seat for finalising the list of the candidates in the next three to four days.

He said the NCP was the only party in the country which understood the problems of the farmers and was capable of solving these problems. He said NCP supremo and Union Agriculture Minister Sharad Pawar was mainly responsible for the loan waiver, amounting to Rs 70,000 crore, for farmers.

Ved Pal Chaudhary, president of the state unit of the NCP, said the party was “very strong” in some constituencies and had identified 50 Assembly segments where it hoped to fare quite well.

He said discrimination in jobs and development, power shortage and decline in political standards were some of the issues rattling the minds of the electorate and the NCP would vociferously raise these issues during the poll.

The Haryana Janhit Congress today got a jolt before the runup to the assembly elections with its president, Faridabad (Rural) unit, Tek Chand Sharma, joining the BSP.

Sharma made an announcement in this regard in his village Sikri in the presence of senior BSP leaders led by their secretary general, Man Singh Manhera.

He alleged that the HJC(BL) was headed by a person who had no "political acumen" and who was deeply "power hungry". He was obviously referring to party president Kuldip Bishnoi.

He described the party as a sinking ship. Sharma made the announcement .

Manhera welcomed the Sharma into the BSP fold and said the BSP would give due importance to Brahmins in the distribution of the party ticket. The party would adopt the formula followed by its Uttar Pradesh unit in the assemble elections there.

He said the BSP would take along all castes and communities. Manhera announced a rally at Jind on September 20, indicating that the party may kick off its election campaign at the proposed rally.

Sirsa: The district authorities today earmarked the places where parties can organise election rallies and install their boards, hoardings, posters, banners, cutouts and political advertisements for the 45-Sirsa Assembly constituency.

In a press note issued here today, a spokesperson for the district administration said four venues had been identified in Sirsa town for holding rallies. These were Cotton Mandi near Ch Dalbir Singh Indoor Stadium, Nehru Park on Janata Bhawan Road, a ground in front of the Auto Market and a ground in front of Sawan Public School between the mini-bypass and Vaidwala Road.

Did Manhera violate poll code?

The BSP national general secretary, Man Singh Manhera, is alleged to have violated the election code of conduct by using vehicles with a red beacon and addressing party workers at Jagadhri without the prior permission of the returning officer.

Manhera, accompanied by the BSP MP from Saharanpur, Jagdish Rana, and Chhachhroli MLA Arjun Singh addressed workers at Gupta Palace yesterday. The two cars (UP 11R 0001 and UP 11-A -6786) carried the red light and the BSP flag.

When contacted, DC Amit Kumar Agarwal said he had received a report in this regard and would send it to Chief Electoral Officer Sajjan Singh for action.

Mock poll made mandatory

With electronic voting machines (EVMs) to be used for polling during the Haryana Vidhan Sabha elections, the Election Commission of India has asked the presiding officers not only to familiarise themselves with rules and procedures, but also the operation of the voting machines. Chief Electoral Officer of Haryana Sajjan Singh has warned that a slight lapse, wrong application of rules or inadequate knowledge of functions of the voting machine could vitiate polling.

He said before the polls, the voting machines should be demonstrated to polling agents present who are present at polling stations at the time of voting to assure them that no vote has been recorded beforehand and that the machines are in a sound working condition.

A mock poll has been made mandatory. The votes recorded at such a mock poll are to be cleared by the control unit of the voting machine to make sure all data relating to the poll is erased from the memory of the EVMs.

The control unit of the voting machine is then to be sealed with a green paper seal(s) along with a special tag.

The Haryana assembly elections are scheduled to be held on October 13. Preparations are afoot to ensure fair and peaceful polling in all the constituencies.

HC: Strike balance between rights of potters, residents

The Punjab and Haryana High Court wants to strike a balance between the residents’ rights to pollution-free environs and traditional methods of livelihood used by the potters in Haryana.

Exercising suo motu jurisdiction, Justice Ajay Tewari has, for the purpose, made the state of Haryana a party in an ongoing matter through director, Department of Environment.

Taking up an appeal filed by the potters, Justice Tewari asserted: “This appeal reveals a question, which can affect, on one side, the traditional livelihood of the appellants; and on the other the right of the residents to enjoy a pollution free atmosphere.”

“Admittedly, the appellant and performa-respondents are potters, who have been using the land in dispute for firing and baking their pottery products. Concededly, also the land in dispute was specifically reserved as punjawas - a traditional kiln.”

“The respondents filed a suit for restraining the appellants and performa-respondents from undertaking their business activities on the ground that the punjawas used noxious fuel and emitted unhealthy smoke. The trial court dismissed the suit, while the lower appellate court reversed the judgment of the trial court, and allowed the appeal, thereby injuncted the appellant and performa-respondents.”

“Even though it may not be possible to find any fault in the reasoning of the lower appellate court, the devastating economic effect of the injunction can also not be denied.”

Justice Tewari asserted: “In these circumstances, I deem it appropriate in exercise of suo motu powers to implead the state of Haryana through the director, department of environment, Haryana, as a respondent for limited purpose of ascertaining a solution, which can balance the right of not only the parties to the litigation, but also for other such places where similar operations are being carried out.”

Jhinda, five others booked

Buckling under pressure of SGPC president Avtar Singh Makkar, the Kurukshetra police today booked Haryana Sikh Gurdwara Parbandhak Committee (HSGPC) president Jagdish Singh Jhinda and five others for allegedly trespassing into Chhewin Patshahi Gurdwara here, carrying lathis and other weapons and hatching a conspiracy to take over the control of the gurdwara.

The police registered cases against Jhinda, Kanwaljit Singh, Ajrana, Joga Singh, Chakku and Hazoor Singh under Sections 148, 149, 452, 323, 506, 120-B and 295-A of the IPC in connection with the “illegal” takeover of the gurdwara yesterday.

A formal FIR was registered by the police after recording the statements of the manager, the granthi and sewadars.

The HSGPC restored the control of the gurdwara to the SGPC after about eight hours of the takeover before an enraged Makkar arrived here.

Tension eased in the town after the HSGPC retracted its provocative move but Makkar stayed back till a case was registered. He minced no words in warning HSGPC leaders against any such misadventure in the future and said the SGPC would “deal with Jhinda and show him his place”. Meanwhile, Akal Takht has summoned Jhinda on September 19 and Jhinda is likely to abide by the diktat and appear before the Takht. On the FIR, Jhinda said he was not bothered about it as it was a “do-or-die” situation for the HSGPC. The core committee of the SGPC is also expected to meet tomorrow to take action against Jhinda.

The row over the appointment of a Deputy Commissioner (DC) for Gurgaon seems to be over with the name of Anurag Agarwal having been cleared for the post by the authorities concerned.

Official orders in this regard were received at the offices concerned late this evening. The posting of a new DC was necessitated as the present incumbent, Rajender Kataria, had sought leave during the election process.

According to official sources, the name of Agarwal was proposed by the state government and approved by the Central Election Commission (CEC).

State chief secretary Dharam Vir confirmed to The Tribune that Agarwal’s name had been cleared for the post of Gurgaon DC. Earlier, the state government had sent a panel comprising the names of three officers for the aforesaid posting, but the CEC rejected the panel and directed to post another officer, G Anupama, as Gurgaon DC while Kataria was on leave.

However, it later came to light that G Anupama, a 1991-batch IAS officer, was senior to Gurgaon Divisional Commissioner DPS Nagal, who belongs to the 1992 batch. Thus, the decision could not be implemented as it would give rise to protocol problems.

It was then that the state government proposed the name of Agarwal, who is currently serving as the managing director of the Dakshin Haryana Bijli Vitran Nigam. Agarwal has also served as DC of Gurgaon earlier.

According to sources, if a DC goes on leave in normal course, the additional deputy commissioner of the district assumes the charge.

However, in this particular case, a regular incumbent was required to work in place of the DC as the election process was on and the new incumbent would be required to serve as the district election officer as well.

Missing orphanage inmates found

Panipat, September 14
Four girl students who had gone missing from an orphanage in Tughlakabad, New Delhi, were found at the Panipat railway station.

Jitin, Joyti, Heena and Poonam were spotted wandering aimlessly by somebody who informed the railway police.

The girls told the police they were inmates of Paryas orphanage and studied at MTD School in South Delhi. Unhappy with the living conditions at the orphanage, after they had appeared in their school exam on SAturday, they went to the railway station and boarded a train for Panipat.

The police got in touch with the orphanage following which the girls were sent back.

Team visits rain-hit villages

Following a news report, “It rained woes for farmers”, published in these columns today, a team of district administrative officers, headed by Deputy Commissioner (DC) Nitin Yadav, took stock of the situation in rain-affected villages in the district and directed officials of the Irrigation Department to drain out stagnant water at the earliest.

Besides, four committees of officials have been constituted for easing the situation in the rain-hit areas.

The committees will extend help to employees of the Irrigation Department who have been pressed into service to remove the accumulated water. — OC
