Forum president’s dak-decision remark angers lawyers, duel ensues
Deepkamal Kaur
Tribune News Service

Jalandhar, September 15
On the sidelines of the ongoing “no work” demonstration, lawyers today held a protest outside the office of the District Consumer Disputes Redressal Forum here.

The issue reportedly began after a group of advocates went to meet the president of the Kapurthala forum, Paramjit Singh Rai, to request him to adjourn cases put up for the day. Rai was here to hold a camp court in view of the high pendency of cases in the Jalandhar forum.

A duel ensued between the lawyers and the forum president after the latter told the former that he could even decide a case without a representation by the advocates. The advocates said they found the statement derogatory and were forced to lodge a protest. The matter is said to have been resolved later after the intervention of president of Jalandhar forum A.K. Sharma.

Rai, when contacted, said there was no major issue. He, however, stressed that the forum could decide a case even on the basis of a dak (post) sent by a complainant.

He said the forum members too remain hard-pressed owing to high pendency. He said the national commission had directed every forum to hear 75 complaints a month which was possible only if five to six cases were decided daily.

No show-cause notice to teachers yet
Poor Show In Govt Schools
Kusum Arora
Tribune News Service

Jalandhar, September 15
The tall claims of the Punjab Education Department to improve the standard of education seem to have fallen flat as four months have passed but the authorities have not issued any show-cause notices to the teachers delivering poor performance in the class VIII, X and XII board examinations.

As per the policy of the Education Department, all schools with a pass percentage below 20 were to be chargesheeted. The chargesheet of teachers with poor performance was issued in the mid of June last year.

Sources in the Education Department have been passing the buck or blaming higher authorities for not taking action till date.

However, ever since the results were declared in May, the authorities had been planning to issue show-cause notices to the teachers concerned.

The district achieved a pass percentage of 65.11 in class VIII this year but that was owing to the better performance of private schools affiliated to the Punjab School Education Board (PSEB) compared to the government ones. In fact, the results of some of the government schools were utterly dismal with just a few students clearing the examination.

In class X, the pass percentage was approximately 66 with a majority of schools failing to reach the pass mark. Last year, teachers of 63 government schools across the district were issued show-cause notices for registering poor results in class VIII and XII examinations.

This year, only 27 students of class X were in the merit list out of 420 merit holders across the state.

Even in class XII, a majority of the schools failed to perform well.

The schools, which registered 100 per cent failure in class VIII examination, include Government Middle School, Bulle, Government Middle School, Ladhran, Government Elementary School, Basherpur, Government High School, Jagral, Mundi Kasu, Public Senior Secondary School, Shahkot, and Government Middle School, Butra. Out of these, the school at Mundi Kasu registered 100 per cent failure last year as well.

In class XII, staff of nine schools were issued notices for humanities results, five schools for the science stream and two schools for vocational trade results.

When contacted, DEO (Secondary) Joginder Dass said they recently sent the details of the poor results of class VIII to the Education Department. The list of class X results is yet to be prepared.

“The staff are working on the details and soon show-cause notices would be issued to the schools,” he added.

More than 100 post offices will provide rail reservation facilities in Punjab within the next four months. Punjab Circle Chief Postmaster-General P.R. Kumar said this during his visit here on Saturday.

Kumar said the main post offices at Chandigarh, Amritsar, Jalandhar, Ferozepore and Ludhiana had already been providing rail reservation facilities to the customers for the past some time.

To bring a total transformation in the functioning of postal services, the department had purchased three cargo planes and had set up three regions, northern region with its headquarters in New Delhi, western-southern region with its headquarters in Nagpur and eastern region with Kolkata as its headquarters, for air lifting the cargo from one region to the other.

The Chief Postmaster-General said the Punjab circle was recruiting 150 postal assistants and 70 postmen for the speedy delivery of postal services.

He said 25 post offices had been renovated and computerised in the first phase and 25 more would be covered under the renovation scheme in the next phase.

He disclosed that all the postal services would be provided on a single window system and computerised token issued to cope with the rush on the windows.

He said with the computerisation of all the post offices, the delivery of postal mail would be monitored daily in Chandigarh and Delhi and strict action would be taken against the erring officials for non-delivery of letters.

Answering a query regarding fraud cases, he said there were nearly 100 cases of fraud, running into several crores, committed in connivance with employees of post offices, which were either at the investigation stage or the trial stage.

The Chief Postmaster-General also visited Kapurthala where he inaugurated the renovated computerised branch of the head post office.

Earlier, while addressing a function after inaugurating the main post office branch, he claimed that the air logistic service launched by the department had

Notes on theatre
Aparna Banerji
Tribune News Service

Jalandhar, Sepetember 15
The audience is all set to gather some fine notes on theatre. Post a Saraswati vandana and a welcome note, the first speaker comes onto the podium and cheerfully greets the audience “Good morning, Good afternoon”.

High points:The seminar was a real insight into theatre, a rare opportunity. Many illusions were busted for good.

Low points:Nothing concrete was discussed to revive theatre in the city or regions in Punjab where people refuse to part with the clichés.

“Good night,” someone from the back row of the auditorium (the students’ section, of course) chants and the cheeky remark is followed by an uncanny hush as embarrassed teachers look back to trace the culprit.

“Not Good night, I don’t wish you to sleep while I speak,” the speaker quickly retorts and gets straight to business. The incident is soon forgotten once the pearls of wisdom begin pouring.

The seminar on modern theatre techniques hosted by the APJ College of Fine Arts Jalandhar, bringing eminent theatre persons like Neelam Mansingh Chowdhry, Kewal Dhaliwal, Mahendra Kumar, Suresh Bhardwaj and Dinesh Khanna to the city, was a laudable first with irony writ large over it as the only people who played spoilsports were the college’s own students.

Excerpts from what was discussed on the occasion:

Neelam Mansingh Chowdhry: An eminent theatre person and professor at Panjab University’s Department of Theatre, who spoke on theatre training and methodologies. Starting with a brief history of theatre - Stanislavsky’s “the system” in the beginning of the 20th century, she concluded the lecture with an in-depth account her own style or theory of training students.

Kewal Dhaliwal: The playwright laid stress on the importance of sets in a play, saying he disagreed with people who used actors as an excuse to downplay sets. Talking of the deep association of set design with environment, he provided valuable tips on costumes in a play, emphasising on colours and textures.

Mahendra Kumar: Working for the Theatre Department of Panjab University, he spoke on set design. He upheld that sets are a support and should never dwarf the actors (as exception, though, he quoted his own play Agni Varsha, in which actors were eclipsed by an expanded stage made to look like an expanse of barren land).

Suresh Bhardwaj: The man who introduced the DMX system at the National School of Drama, Delhi, he acquainted audience with the different aspects of lighting. He fondly looked back on experiments like the staging of plays like “Tughlaq” and “Andha Yug” at Purana Qila in Delhi.

Dinesh Khanna: NSD faculty member, he emphasised that deftness in the art of penning dialogues is the foremost prerequisites for good scriptwriting.

Fixing Damage
Rice millers list grievances
Tribune News Service

Jalandhar, September 15
Demanding different damage and discolour percentage for Punjab from rest of India, the Rice Millers Association asked for relaxation of at least 5 per cent for damage and discolour during milling of paddy in 2009 and 2010.

In a press statement, Raj Kumar, president of the Jalandhar District Rice Millers Association, said the rice mill industry was going through a severe crisis as percentage of damaged grain in rice had been decreased from 4 to 3.5 per cent.

“Grain damage in case of 201 variety of paddy is much higher as compared to newly announced norms by the Government of India. But the government toed the opposite path by slashing the damage percentage. Moreover, late sowing of paddy and use of combine harvesters during nights due to a shortage of labour are causing an increased moisture content and grain damage by fungal diseases eventually,” added Raj Kumar.

According to the statement, there was pending quantity of about 90,000 metric tonnes. Non-availability of storage space with the Food Corporation of India and limit of only 20 days for procurement of paddy made matter worse.

Members of the association demanded that the rice mill industry should not be exploited at the hands of the FCI and demanded earliest delivery of rice of the 2008-09 crop.

Trauma centre stuck with the flu
Amaninder Pal
Tribune News Service

Jalandhar, September 15
The recently-inaugurated trauma centre in the Civil Hospital itself seems to be undergoing a trauma of sorts even before being launched. Though the trauma centre is expected to be at the service of patients during severe emergency conditions like roadside accidents, the complex is being used by the hospital administration to treat swine flu patients.

Equipped with facilities like ventilators, cardiac monitors, pulse oxymeters, central suction supply, image intensifiers, operation theatres, etc, the high-roofed rooms of the centre are still begging for optimal use. Core teams comprising specialists like neurosurgeons, anaesthetists and surgeons along with staff nurses, laboratory technicians and other experts is still non-existent.

The authorities at the Civil Hospital say the experts would be provided from amongst the specialists in the hospital itself. On the other hand, the decision to recruit staff is still pending with the Director of Health Services due to technical reasons, including code of conduct.

However, murmurs suggesting some different reasons can be heard. As per sources, another major reason for the non-usage of trauma centre for trauma patients is its conversion into an isolated ward for swine flu patients.

As specified by internal sources, the central line for oxygen supply is available only for three beds and that supply is being used for full-blown swine flu cases.

Further complications are that no injured patient can be admitted to the centre due to lowering of resistance trauma in the presence of even one mildly affected swine flu patient.

As no other ward in the entire hospital complex is equipped with direct central oxygen supply, shifting of swine flu patients to the Civil Hospital complex is not possible.

Location of the trauma centre is also being challenged by some quarters. As the centre is located in the heart of the city, it takes more than an hour to reach here from the outskirts.

According to one experienced intensive care expert, “Post-trauma period is the most critical time span. The more we elongate it, less will be the chances of survival as doctors need to take quick decisions regarding replacement of fluids, minerals, etc.”
