Farmers dependent on canals for irrigating their fields are a harried lot in the absence of water. Scores of farmers from Lasara, Nawanshahr, Phillaur and other areas serviced by canals told TNS that the Banga distributary was a virtual lifeline for them but it had not received water for the past many weeks. The water level is very low in these areas and since their farm holdings were small they could not go in for deep-bore tubewells.

Now when the monsoons might just be at the point of bidding goodbye, the district authorities have woken up from their slumber to think of water-borne diseases. The Deputy Commissioner chaired a meeting of the District Health Society directing its members to take preventive measures against any outbreak of monsoon-related diseases. Great timing, one must say.

Rain lashes city

After a long gap the city experienced rain today. The sudden downpour in the afternoon not only brought respite from humid weather but rekindled the hopes of the farming sector as well. The rain lasted for about half an hour. A majority of the college and school students going home after the break were seen enjoying the rain amidst a cool breeze.

Govt to set up 150 farad centres: Kohar

As many as 153 “farad” centres are being set up in different parts of Punjab for providing copies of intqal, zamabandi and farad. Revenue Minister Ajit Singh Kohar said this after hoisting Tricolour at Guru Nanak Stadium here.

Pig farmers hold protest

To lodge their protest against the authorities as well as the panchayat members for harassing them in context of swine flu, scores of backyard pig-farmers from Jalandhar, Amritsar, Kapurthala, Hoshiarpur, Nawanshahr and Gurdaspur under the banner of the Pendu Safai Mazdoor Union, Punjab, assembled in the city and demanded action against the administrative authorities of their respective districts.

7,000 saplings to be planted at PAP

To develop the Punjab Armed Police (PAP) complex as a hub of greenery in the region, nearly 7,000 saplings would be planted on the complex and jawans and their families would act as caretakers of plants.

Gramin Bank staff withdraw dharna call

Employees and officers of Punjab Gramin Bank decided to withdraw their proposed state-level dharna on Tuesday at its head office at Kapurthala. The All-Punjab Gramin Bank Officers Association decided to withdraw its proposed dharna as General Manager U.K. Walia assured the representatives of the association to discuss the pending issues with them at the managerial relations meeting (MRM) scheduled to be held on August 25.

Bridging gaps ain’t all that easy
Crores spent on five ROB projects, all stuck

Having spent crores on the construction of railway overbridges over five tracks in Jalandhar, the money seems to have actually gone down the drain as none of these have got a connecting span yet. All the five projects, which started years back, have got stuck up at the same point.

The work on the Domoria overbridge, which started in 2002 is still on as the Railways started fabrication of girders to be used above the track portion just a fortnight back at their workshop in the cantonment here. Municipal officials now claim that the bridge could come to use by this year-end. The steel structure, instead of a concrete one, as was being planned earlier, would allow the depth as is required by the Railways because of the electrification of the track, they said.

The work on the DAV College flyover, which began in September 2006, also got delayed inordinately because of various troubles from time to time. Earlier, there had been a delay in clearance from the forest department for axing the trees coming in the way. Then there were glitches with the Railways for approval of the design. Again, there was a problem as the MC wanted the new crossing, coming up as an alternative passage, to be doubled.

Superintending Engineer (B&R) Kulwinder Singh said Rs 16 lakh had been deposited with the Railways for the purpose. Claiming that the work should be complete by March 2010, he put the blame on the Railways for delaying the tender process.

The overbridge at Maqsudan, the construction on which began almost three years back, is also lying unutilised for want of a connecting slab over the track.

The harried residents have been using the adjoining narrow Jinda Phatak, which remains clogged throughout the day, to cross over to the other side. PWD staff revealed that the span work was stuck up at the pile cap stage. The laying of a common tier and girders could take another four months, they said.

The overbridge near Lamma Pind, where a young biker had fallen down from the height on the tracks during night about two years back, is also awaiting a connecting link.

The ROB near Lyallpur Khalsa College, the construction of which started about one and half years back, is likely to meet a similar fate as the Railways have not even got the tenders passed for the construction of the span.

PWD Executive Engineer B.S. Tuli said the approaches of the flyover were ready while the three arms, from the Hotel International side, bus stand side and cantonment side were under construction. “There is a little hindrance on the cantonment side. Nearly 74 eucalyptus trees have to be axed by the forest officials for widening the road, the permission for which was granted by the environment ministry about four months back,” he said.

Filing an appeal before District Magistrate Ajit Singh Pannu against the order of the tribunal of the SDM-I, Kanwaljit Singh of the Sat Kartar Nagar locality pleaded that he had never abandoned his parents.

In his three-page appeal annexed with several documents filed on Friday, he requested the DM to set aside the order issued under the Maintenance of Parents and Senior Citizens Welfare Act, 2007, by the Tribunal of SDM-I R.P. Singh on July 30 in which Kanwaljit Singh had been directed to pay Rs 10,000 per month as maintenance to his aged mother Gurcharan Kaur, wife of retired PCS officer Sukhinder Singh.

In his appeal, Kanwaljit stated that the allegations levelled against him - of throwing his parents out of the house and abandoning them - hold no ground as his parents had left their house 44 Sat Kartar Nagar in Jalandhar on their own as they opted to live with their daughter Rapinder Kaur at her residence F-7, Kashmir Avenue in Amritsar. He also attached copies of the written statements of his parents presented to Police Div 6 on April 23 last year, in which they clearly stated that they wanted to go to their daughter’s house on their own will. These facts were produced before the SDM I but were seemed to have been overlooked, he added.

The appellant stated he had been performing duties of a faithful son and had got his father admitted to Mohan Dei Hospital in Ludhiana and he remained in the hospital for 28 days spending about Rs 4 lakh on his treatment. His mother Gurcharan Kaur admitted this fact in her statement before the SDM I, he claimed.

Kanwaljit alleged in his appeal that his sister had got a complaint filed against him through his mother before the SDM with the intention to harass him.

He alleged his sister and brother-in-law wanted to grab house 44, Sat Kartar Nagar, and that she had already got half of the house registered in her name. The appellant stated that the SDM had directed him to pay Rs 10,000 per month as maintenance without any cogent reason as his mother herself admitted, while being cross-examined, that she did not require any maintenance. Kanwaljit said his parents were receiving Rs 22,000 per month as pension and they had got income from fixed deposits worth Rs 15 lakh. His father was not undergoing any medical treatment except for general energy-giving medicines as his cancer had already been cured in 2007, he claimed.

Being a cable operator, he was collecting Rs 1 lakh per month from his customers, he stated, adding that out of that he was paying Rs 75,200 to Siti Cable as rent per month. Requesting the DM to accept his appeal, he said the evidence produced by him before the SDM was brushed aside.

The water level is very low in these areas and since their farm holdings were small they could not go in for deep-bore tubewells. “As such, we are very much dependent on canal water to nurture our crops,” they pointed out.

Farmers had cultivated potatoes, paddy and vegetables and the crops were withering at many places since the canal was running dry. Whatever water they were receiving in certain areas was insufficient for their needs, they rued.

“We have approached the senior officials of the Irrigation Department but to no avail. They express their inability to do anything in the matter since they are receiving a fraction of the water share allocated to them. Low water level in the Bhakra Dam is one of the reasons cited for our plight,” they added.

Sources in the department said they were trying their best to rationalise the water distribution among the affected areas but the farmers would have to bear with them until the situation improved.

Admn wakes up to fight monsoon-related ailments

Now when the monsoons might just be at the point of bidding goodbye, the district authorities have woken up from their slumber to think of water-borne diseases.

The Deputy Commissioner chaired a meeting of the District Health Society directing its members to take preventive measures against any outbreak of monsoon-related diseases. Great timing, one must say.

The DC asked Civil Surgeon Dr S.S. Walia to pull up socks and visit rural and urban areas and educate the public to take preventive measures against water-borne diseases. He also declared that a helpline (9815369515) had been created for the convenience of the general public.

He also directed the health officials to take the necessary steps to prevent gastroenteritis and malaria problems and dengue in rural and urban areas. The DC directed them to visit Phillaur area where most of the gastroenteritis-related cases have been reported.

Rain lashes city

After a long gap the city experienced rain today. The sudden downpour in the afternoon not only brought respite from humid weather but rekindled the hopes of the farming sector as well.

The rain lasted for about half an hour. A majority of the college and school students going home after the break were seen enjoying the rain amidst a cool breeze.

Although a big respite from the scorching heat the rain as usual inundated the low-lying areas of the city, causing problems to the commuters. Right from the busy Domoria under bridge to 120-Foot Road, Basti Danishmandan, Rama Mandi and many other areas faced the problem of water accumulation.

Talking to The Tribune, the defence spokesman said the region recorded a rainfall of 3.2 mm only. The maximum temperature recorded was 33. 8 degrees Celsius.

Sources in the Met Department, Adampur, predicted partly cloudy to cloudy sky, rain and thundershowers in the next 24 hours across the region.

The department had reported a maximum rainfall of 174 mm on July 28, which was the highest in the month of July.

Govt to set up 150 farad centres: Kohar

As many as 153 “farad” centres are being set up in different parts of Punjab for providing copies of intqal, zamabandi and farad.

Revenue Minister Ajit Singh Kohar said this after hoisting Tricolour at Guru Nanak Stadium here.

Kohar said Rs 10 crore would be spent on the computerisation of the revenue records and Rs 8 crore on the construction of complexes of several tehsils and sub-tehsils. The minister honoured freedom fighters.

Meanwhile, Deputy Commissioner Raj Kamal Chaudhary visited the Drug De-addiction Centre Navjeevan at the Civil Hospital and distributed fruits among inmates.

Independence Day was celebrated at Police DAV Public School. A small cultural programme was held in the morning assembly. Principal Rashmi Vij unfurled the Tricolour and exhorted the students to promote national integration and maintain communal harmony.

CT Public School celebrated Independence Day. Students presented a colourful function on the occasion. CT Educational Society Chairman Charanjit Singh Channi hoisted the National Flag.

Independence Day was celebrated at Kendriya Vidyalaya, Suranussi, with patriotic fervour. Chief guest Deputy Commandant Col Latif Ahmed hoisted the National Flag. Students presented a colourful function on the occasion. School Principal Gurjit Singh Sethi emphasised on the true patriotic spirit.

State Public School, Shahkot, celebrated Independence Day with great pomp and show. Principal Neel Kamal unfurled the National Flag. An impressive march past, a band show and a cultural programme were the attraction of the day.

Swimming tourney

An open district swimming championship was organised at Sports College, Jalandhar, on August 15 and 16 in which budding swimmers of CT Public School won 11 gold, 13 silver and 10 bronze medals. The championship was held for the junior, sub-junior and senior categories. As many as 17 teams from schools and colleges took part in the championship.

Bournvita quiz

A Bournvita dquiz contest was held at Police DAV Public School, in which four teams, Red, Yellow, Green and Blue, comprising six students each from classes III to VII participated. The Blue team, comprising Yashika, Mittali, Aman Virdi, Suvidha, Anmol Sikka and Harmanpreet, bagged the first prize. The winner team would further participate in the inter-school Bournvita quiz.

Janmashtmi fest

Janmashtmi was celebrated at St Soldier Divine Public School, Kapurthala, where students of the nursery wing presented a cultural programme.

Students of CT Public School also celebrated the festival. Students presented musical enactments of the theme of Janmashtmi. Students of Police DAV Public School celebrated Janmashtmi with religious fervour.

Writing competition

Guru Nanak Dev University College, Jalandhar, organised a creative writing competition for MBA and MCA students here. In the short-story writing, Harsimran and Komal jointly bagged the first position, while Imrita got the second position and Preeti Umashankar the third position.

In the essay writing competition, Tanuj, Gursimrat and Kulwinder secured first, second and third positions, respectively, while Imrita, Gurnoor and Tanuj bagged the first, second and third positions in the poetry competition.

Pig farmers hold protest

To lodge their protest against the authorities as well as the panchayat members for harassing them in context of swine flu, scores of backyard pig-farmers from Jalandhar, Amritsar, Kapurthala, Hoshiarpur, Nawanshahr and Gurdaspur under the banner of the Pendu Safai Mazdoor Union, Punjab, assembled in the city and demanded action against the administrative authorities of their respective districts.

Holding piglets in their hands, they protested outside the offices of the Jalandhar Divisional Commissioner, S. R. Ladhar, and raised slogans against the state government.

The pig farmers complained that the authorities as well as the panchayat members of their villages and towns were harassing them in context of the swine flu. They alleged that members and officials of their panchayats, municipal councils, municipal corporations and even the district administrations have been forcing them to dispose of their animals claiming that their pets would spread the virus among human beings of the surrounding areas.

Mangal Singh and Jamuna Ram of Malsian alleged that the village sarpanch was threatening them to shoot their pigs which they had been rearing for the past couple of years.

Kala, a backyard pig farmer, claimed that the Jalandhar Municipal Corporation had issued him notice directing him to wind up his pig farm or face the consequences.

The union president, Prem Sarsar, alleged that the attitude of the authorities had been causing them huge losses as pigs were the main source of their income.

Taresm Peter, president of the Pendu Mazdoor Union, Punjab, alleged that the authorities were unnecessarily harassing their men in the name of swine flu, while not even a single case of virus among pigs had been reported in the country as yet.

7,000 saplings to be planted at PAP

To develop the Punjab Armed Police (PAP) complex as a hub of greenery in the region, nearly 7,000 saplings would be planted on the complex and jawans and their families would act as caretakers of plants.

This was disclosed by ADGP H.R. Chadha during a vanamahotsav function held at the PAP grounds here today.

Addressing jawans, he said it was more important to preserve plants than conducting plantation drives. Chadha expressed concern over the decreasing green cover in the region and urged jawans to play an active role in keeping the environment clean and green.

The All-Punjab Gramin Bank Officers Association decided to withdraw its proposed dharna as General Manager U.K. Walia assured the representatives of the association to discuss the pending issues with them at the managerial relations meeting (MRM) scheduled to be held on August 25.

Walia also assured the association in writing that as far as the issue of revocation of the suspension of manager H.S. Aneja and two other employees, Kulbhushan Kumar and Harpal Singh, was concerned, the matter was pending with the police and other authorities and the same would be examined after receipt of the police report and related aspects.

The Shri Guru Ravidass Dharam Yudh Morcha held a protest march here today.

Morcha convener Satish Bharti said the march was held in protest against the failure of the Jalandhar police in arresting the accused for killing Vijay Kumar at Dhilwan village two month back.

Bharti said the accused was not arrested despite an FIR under section 302 of the IPC was registered in this regard on May 25.

In a press note issued here today, Medical Superintendent Dr B.S. Johal said that Dr Tajinder Singh Goindi, who served as senior eye specialist at the Civil Hospital, Jalandhar, is providing free consultation to the patients.
