Police to seek committee’s opinion before booking docs

The Punjab Police will seek opinion of an authorised committee before booking doctors charged with medical negligence. In a press note, Dr Yash Sharma, president, IMA, Punjab, said P.S. Gill, DGP, Punjab, had issued a circular directing the officers concerned to consult the panel before booking doctors.

The hike in power tariff by the Punjab State Electricity Regulatory Commission (PSERC) has left the common man fuming with no option but to economise on his monthly expenditures.

The sudden move of the PSERC has drawn a flak from every sector, especially the recession-hit industry.

Consumers maintain that the decision has come as a bolt from the blue as they have already been reeling under the sky-high prices of essential commodities.

“What has come as a rude shock is the fact that the revised tariffs are applicable from April 1 and the recovery of arrears would also be made by the board in equal instalments along with energy bills in the remaining months of the year. The board should have thought twice before taking this decision. The ruling SAD-BJP combine has failed in becoming a pro-people government,” said Davinder Singh, a local resident.

All-India Chairman of the hand tool panel of the Engineering Export Promotion Council (EEPC) Sharad Aggarwal said the government should not have provided subsidised electricity to the farming sector in the first place. “The sudden hike in tariffs would directly lead to a 10 per cent increase in our electricity expenses. Above all, recession too had its toll on our business. There has been a steep downfall in our profits for the past some time. The government should have waited before taking this decision,” he added.

He stated he was paying an electricity bill of about Rs 3 lakh a month which would go up to at least Rs 3.50 lakh now.

“The hike in tariff has come as a big shock for the industrialists,” said Aggarwal.

Sarvinder Kaur, owner of Sarb Multiplex, said being a commercial enterprise, electricity is one of the major expenses for them. “For our multiplex, we depend heavily on ACs and other machinery to run the show. We would be facing at least 10 per cent hike in tariffs. Though a harsh decision, we have no option but to move along,” she maintained.

Lambasting the state government, another residednt Harsh Mehta said the heavy burden of increased tariffs was the fallout of poor policies of the state government. “In an attempt to win over the masses, the ruling SAD-BJP combine came up with the wrong policy of free power which has virtually destroyed the common man’s budget,” he said.

She gets 10-lakh scholarship to study in UK

It was a proud moment for this university topper who has been awarded the prestigious Rs 10-lakh Michael Sehgal Scholarship for higher studies at Northumbria University, New Castle, UK. The student is leaving for the UK today.

Meet 21-year-old Kiranjeet Kaur, who is all set to fly to the foreign shores with a promising career ahead. The topper completed her Bachelors in Computer Applications this year with 78.3 per cent marks in aggregate in Guru Nanak Dev University, Amritsar. The topper would be pursuing her two-year Masters programme in M.Sc (computer science) at the university.

The topper along with her parents was felicitated during a function held at Lyallpur Khalsa College.

Thrilled at her achievement, the topper thanked the college management for providing her a lifetime opportunity to realise her dreams of higher studies. “The decision of the college management has come up as a big surprise for me as there were many other toppers in fray as well. Had I not got this opportunity I would have been pursuing my Masters degree in some leading university here,” she added.

The proud achiever would be availing herself of free of cost education, boarding and lodging facilities at the university. A former student of Government Girls Senior Secondary School, Nehru Garden, she has been a topper throughout.

Talking about her plans, she said after completing her studies she would love to join the fast growing corporate sector. “Besides this, I would look forward to some promising career opportunities abroad,” she added.

Principal of the college Dr Jaspal Singh Randhawa said Kiranjeet was the fourth student of the college who had been awarded the prestigious scholarship. “The college in association with the Michael Sehgal Trust, UK, has been providing the scholarship to meritorious students of the college,” he added.

Information technology seems to have invaded deep into the higher education system bringing a complete transformation in the classroom teaching methodology.

Teachers come up with e-presentations and e-notes, copies of which are pasted online on the college website links later for the absentees or slow learners to pick up. Sitting with laptops on and connected online through wi-fi systems, students are able to pick up e-references, pictures, graphs and maps in real time.

Professional colleges are making more efforts now on making classrooms boundary-less. Guest lectures by professors from far-off universities are being delivered through video-conferencing in local colleges.

“Rather than bothering them to travel and waste time in paying a visit at our campus, we have started arranging live interactions with them on various topical subjects. In case some lecturers find a problem in coming online, the Reliance or HCL studios, now set up in almost every city, come handy,” said Dr Manoj Kumar, Head of the Department of Electronics and Communication Engineering, DAV Institute of Engineering and Technology.

Dr Manoj Kumar opined that newer ways to exploit modern technologies for getting more output in e-learning need to be explored. “One of our M.Tech students is going to the US. She has her thesis and viva pending. But we are telling her to submit her thesis online and appear for her viva through video conferencing from there,” he said.

Even attendance is being marks in most of the campuses using the magnetic, smart cards and biometric system. Director, Corporate Relations and Placements of CT Institutes, Prof Manhar Arora said the system had been introduced as a pilot project for attendance of the staff. “We plan to gradually start it for the students as well,” he said.

The management of Lovely Professional University has gone a step ahead with the use of electronic attendance system for students as well as staff. “We have the system in place even outside the hostels. The next step that we are going to take up is to attach the system with the main hostel gates so that we get to know as to when each student has gone in or come out. Then we may even skip our manual evening attendance,” said Aman Mittal, Assistant Director, LPU.

With all such systems in place, the college managements tell that the next Herculean task before them is to put in place the necessary security systems. As Dr Manoj Kumar pointed out, “Even as we have wi-fi facility on our campus, no outsider entering our premises will be able to get connected with the system. Our LAN and Internet networking is secured by means of new system called 802.11n. The system binds the IP address with a media access control (MAC) address making it almost impossible for anyone to break the inscriptions,” he said, adding, “We have created hotspots around all our five academic blocks, hostels, playgrounds, libraries and canteens with omni-directional antennae to ensure connectivity even in remotest part of the campus.

As e-notebooks have become more common, use of e-journals, too, have become more pronounced. The college teachers rue that the students are slowly dissuading from going to libraries. “Many good books that come to our library are not even got issued once and the plastic packets of the fortnightly journals that we subscribe sometimes remain unopened on the tables and racks,” said most professors of these colleges highlighting a negative aspect of IT invasion.

Winter vegetables start arriving in market

With the change in season the market for the past days is witnessing influx of winter season vegetables leading to variety for consumers. The consumers can now tickle their taste buds with variety vegetables available in the market.

While the seasonal vegetables have witnessed a decline in their prices, the winter vegetables are a bit expensive. Among the winter vegetables is cauliflower, which is available at Rs 45 per kg. Last week cauliflower was available at Rs 50 per kg. Peas, which were initially available at Rs 60 to 65 per kg, are available at Rs 50 per kg this week.

Traders maintained that the prices of the winter vegetables would witness a nominal decline during the approaching Navratras. Even sugar, too, did not witnessed any change in its price and remained at Rs 32 per kg.

Meanwhile, the sky-high price of tomato has witnessed a steep decline this week.

Tomato is available at Rs 20 per kg. Earlier, it was available at 25 per kg. The prices of potato and onion did not witness any change this week and continued to remain at Rs 14 per kg.

Among fruits the prices of apple varied between Rs 80 to 70 per kg. Earlier it was available at Rs 100 per kg. Banana continued to remain at Rs 30 per dozen.

KMV offers diploma in BPO voice services

Wipro BPO and Kanya Maha Vidyalaya (KMV) have joined hands to offer a diploma in BPO voice services. The diploma will be run in two phases. The first phase will include classroom training of four and a half months on the college campus in which specialised Wipro trainers will provide the content.

In the second phase an on-the-job training of seven and a half months in the form of a full-time regular job will be imparted.

Principal Dr Atima Sharma said the selection process would be conducted on September 23 on the KMV campus. Graduates and postgraduates between 18-45 years of age can apply.

Alok Jain, Vice-President of the Talent Transformation of Wipro BPO, said with nine domestic locations the students could easily opt for a preferred placement location and become a part of the fast growing BPO industry.

Annual sports day

Kendriya Vidyalaya No 2, RCF Hussainpur (Kapurthala), organised the third annual sports day recently. As many as 16 different events were held on the occasion. An impressive march past was also held. Winners were awarded.

Higher education

A state-level conference on “Quality concerns in higher education” was organised at St Soldier Degree College on Thursday. Dr Kehar Singh, Dr Rashmi Vij and Dr J.S. Vadial were the resource persons. The speakers spoke at length on quality improvements in higher education.

Poster-making

The management and commerce forum of the Apeejay College of Fine Arts organised a poster-making competition on Wednesday. The students made posters on ragging, global warming, gender differences and drug abuse.

Sharine of BBA-II was awarded the first prize and Randeep Singh and Ankit of B.Com-III (professional) were given second and third prize, respectively.

University toppers

Hansika, a student of Bachelors of Fine Arts-II (applied arts) of the Apeejay College of Fine Arts bagged the first position in the exam conducted by Guru Nanak Dev University, Amritsar, by scoring 1029 marks out of 1200, followed by Apoorva Lal who scored 1008 marks securing second position in the varsity.

Talent hunt

A talent hunt was held at Kanya Maha Vidyalaya (KMV) in which students participated in folk dance, acting, modelling and singing competitions. Gill Surjit, a renowned figure of Punjabi folk dance, and Kranti Pal, a theatre director, were the judges.

Seminar held

The women forum of Guru Nanak Dev University College, Basti Nau, held a seminar on “Women empowerment - Physiological, psychology and spiritual aspects”. Dr Anirudh Kapoor, the key speaker, emphasised on self-analysis, self-development and self-motivation.

RUDSET programme

The 121st training programme of RUDSET Institute on embroidery and fabric painting concluded recently. During the programme the students were told about the government schemes under which they can get easy finance for setting up their own ventures.

World Literacy Day

The planning forum of Hans Raj Mahila Maha Vidyalaya celebrated World Literacy Day on Tuesday. Students displayed charts and data pertaining to the literacy rate in India, states and different countries of the world. An inter-class declamation contest was also held in which the students spoke on different topics. Ashmita bagged first position in the competition followed by Rohini and Shreya.

HMV topper

Anu Verma, a student of MA-I (music vocal) in Hans Raj Mahila Maha Vidyalaya, bagged first position in Guru Nanak Dev University, Amritsar. The topper scored 324 marks out of 400.

Softball tournament

The softball team of KMV Collegiate Senior Secondary School won the first position in a district tournament. Principal of the KMV Dr Atima Sharma lauded the winners for their achievement.

Twenty-one participants from 11 colleges took part in a declamation contest organised by the Rotary Club Jalandhar in association with the DP Sehgal Foundation.

Topics like “Noise against homosexuality is an useless pursuit”, “Drive for privatisation is government’s way of shirking from its responsibilities”, “Corruption-free society is a dream which will never come true”, “Who is responsible for wayward younger generation, parents, educationists, leaders or youth” and certain others were highlighted in the contest. The participants came forward with forceful views with great argumentative skills.

Former Chief Secretary of Punjab N.K. Arora, who was the chief guest, exhorted the youth to come forward and play a vital role in restructuring the nation. He lauded the role of the club and the DP Sehgal Foundation for holding such events in an attempt to provide a platform to the youth to hone their skills. Foundation chairman Manish Sehgal advocated the need for exemplary code of conduct among the youth.

He added that the mechanism had now changed and youth power had once again proved its capability to change the world for the better.

Rotary Club President Major-Gen J.D.S. Bedi (retd) welcomed the participants and encouraged the youth to absorb the core values of integrity and honesty.

Four teachers, Gurmeet Kaur (excellent staff secretary), Vivek Tiwari (best anchor of CT Carnival), Mandeep Kaur (house master par excellence) and Raman Sharma (dedicated and hardworking teacher) were given the Principal’s Award and appreciation letters from the Chairman of the school.

The awards were given by the Chairman of the CT Group of Institutions, Charanjit Singh Channi, and Co-Chairperson Parminder Kaur Channi. Lauding the services of the teachers, Channi said, “I wish to see all the teachers at a level where they are respected in the society and I am sure the awards for hard work is a good form of motivation, appreciation and recognition of one’s services to an institution,” he added.

Protest by food inspectors

Members of the Food and Supplies Inspectors Union held a protest outside the office of the District Food and Supplies Controller here today.

The members gave a copy of their memorandum to Deputy Commissioner Ajeet Singh Pannu and DFSC Rajat Oberoi. They have been demanding replacement of torn gunny bags meant for dispatch of wheat, appointment of staff against vacant posts and raising the retirement age to 60 years.

Members of unions of various government procurement agencies came out in their support. General secretary Harbilas Bassi and president Sulakhan Singh said that a state-level meeting to decide the further course of action had been convened at Gurdaspur for September 11.

Police to seek committee’s opinion before booking docs

The Punjab Police will seek opinion of an authorised committee before booking doctors charged with medical negligence.

In a press note, Dr Yash Sharma, president, IMA, Punjab, said P.S. Gill, DGP, Punjab, had issued a circular directing the officers concerned to consult the panel before booking doctors. Prior to registration of cases under sections 304-A/304 of the IPC against doctors, opinion from the authorised committee be taken on record to establish the culpability against the doctor concerned.

In a letter to all zonal IGs, range DIGs and SSPs, the DGP has directed them to ensure that the guidelines of the Supreme Court be meticulously complied with while investigating cases of medical negligence. The IMA, Punjab, has welcomed the decision. — TNS
