Chandigarh, August 21 The panchayats had already resolved to transfer their lands for the purpose of setting up the university in the district on the terms and conditions prescribed by the state government and subject to the conditions that seats in all courses be reserved and quota in employment be fixed for inhabitants of their villages. The lease of over five acres of shamlat land in Gurgaon for setting up an eye hospital by the Rajiv Gandhi Charitable Trust, New Delhi, allotment of land to the National Blind Federation in Ambala, leasing of land in Gairatpurbas in Gurgaon to Action for Autism, New Delhi, for a residential educational institute and rehabilitation centre besides land for other projects were also approved. Approval was also given for the creation of subtehsil Khanpur Kalan in Sonepat district, announced on the eve of Independence Day on the demand of people of the area. The subtehsil will consist of 20 villages which will be taken out from Gohana tehsil. VAT exemptions on goods sold to Foreign Diplomatic Missions, Embassies and Consulates in India which are not extending such exemptions to India’s Diplomatic Missions, Embassies and Consulates located in their respective countries on reciprocal basis was also withdrawn. Poorva Madhyama and Pragaya, equivalent to class 10 for higher studies in Sanskrit, and Uttar Madhyama, Visharad, equivalent to class 12 for the purpose of higher studies in Sanskrit, will be considered as equivalent to class 10 and 12 certificates of the Board of School Education for the purpose of employment in Haryana also. It approved amendment in the State Election Commissioner (condition of service) Rules, 1994, to provide for the additional pension of Rs 16,020 for each completed year as the State Election Commissioner. The scope of the Rajiv Gandhi Parivar Bima Yojna, launched to provide accidental coverage, has been increased with the benefit-to-one-person-in-the-family clause being deleted. Enhancement of pension under Pension to Widows and Destitute Women Scheme from Rs 600 to Rs 750 per month, approval of the Haryana Juvenile Justice (Care and Protection of Children) Rules, 2009, waiver on sewer connection fee for one year in urban areas, approval to the Haryana Private Security Agencies (Regulations) Rules, 2009, to provide for regulation of private security agencies and the Sports Policy, 2009, a scheme of the Haryana Media Personnel Welfare Fund Administration, was also given the nod. The Cabinet also decided to institute state-level awards for outstanding artistes . The Cabinet gave ex post facto approval to the decision of the government that the All-India Freedom Fighters’ Organisation should be asked to construct and maintain the proposed memorial and museum at the allotted site to commemorate the memory of late Ranbir Singh, freedom fighter. |

Panipat, August 21 Kapoor, who had exposed the scam by seeking information from the authorities concerned under the RTI Act, has received a letter warning him to stop his activities which were creating “tremendous trouble” for many persons. Kapoor received the letter yesterday at his home address in Samalkha. The letter had been posted to him from Panipat. However, the address mentioned on the envelop was of Amritsar in Punjab. He said the handwritten letter was in Hindi and stated that he should leave the town or face dire consequences. Kapoor had filed a petition in the Punjab and Haryana High Court after discrepancies in the allotment of HUDA plots, meant for industrial workers in Panipat, were exposed. Kapoor, who is also the state convener of the Haryana unit of the Indian Federation of Trade Unions, had filed the PIL alleging that plots that were supposed to be allotted to industrial workers were instead given to those holding senior posts in some top industries. He had received similar threats in January this year when somebody called him up and threatened to eliminate him and his family. After receiving the fresh threat, he has sent a letter to the district police chief, the DGP and the Union Home Minister, seeking protection. In his complaint, Kapoor has demanded that he and his family should be provided adequate security and an FIR should be registered against those who were behind this letter, whom he has even named in his letter. Kapoor had filed the PIL against the allotment of residential plots meant for industrial workers in Sector 25 (part II). On November 7 last year, the high court had asked the state Vigilance Bureau to conduct an inquiry into the allegations and submit a report within two months. In the report submitted before the high court on January 20 this year, the Vigilance Bureau had not only recommended the registration of criminal cases against some allottees but had also suggested that their allotments be cancelled immediately. Besides, recommendations for disciplinary action against the then Estate Officer of HUDA for committing omissions in considering the eligibility of the applicants had also been made in the report. |
Robber kills accomplice, escapes with Rs 2 lakh
Jhajjar, August 21 The robber, who opened the fire, managed to escape with the cash and the motorcycle, leaving his accomplice in a pool of blood. The victim later succumbed to his injuries on his way to a hospital. Sources said two motorcycle-borne robbers entered the office of a mobile company near Silani Gate here around 8.30 pm and looted a bag containing proceeds of mobile bills collected from the subscribers from a salesman, who had just returned to the office. The criminal opened fire on him when he resisted. After looting the cash, the duo tried to run away with the booty on their motorcycle parked outside the office. Suddenly, some women carrying household articles came in their way, following which they lost balance and they were forced to halt abruptly. Sensing trouble, one of the robbers riding pillion pulled out his gun and allegedly opened fire on his accomplice, who was driving the bike. The robber, who opened fire, took hold of the bike and sped away with the booty. Later, the police made arrangements to take the injured robber identified as Karambir to the PGIMS in Rohtak, but he succumbed to his injuries midway. The police claimed that the robber who had fled away with the cash had been identified as Pappu. |
Sports policy gets Cabinet nod
Chandigarh, August 21 A Sports Authority of Haryana will be set up under the Sports Department and the Haryana State Sports Council shall be constituted under the chairmanship of the Chief Minister. The cash reward for Bhim Awardee shall be doubled to Rs 2 lakh. Outstanding sportspersons who bring laurels to the state at the national and international levels shall be liberally honoured with cash prizes. Student players who get the first three positions at Inter-University or National School Games shall get full tuition fee waiver in state-funded or aided institutions and a State Sports Talent Search Scholarship shall be launched to identify and support promising sportspersons. A centre or department of sports medicine shall be developed as a specialised field of knowledge at the PGIMS, Rohtak. Steps will be taken by universities in the state to improve their standing in the inter-university championship. Universities securing the first three positions shall be given grants of Rs 2 crore, Rs 1 crore and Rs 75 lakh, respectively, for the development of sports. Diet money for all players participating in coaching camps for national games and national championships shall be raised from Rs 100 to Rs 150 per player per day. |
Education tool for empowerment, Rajputs told
Karnal, August 21 Digvijay Singh, who was the chief guest at the Rajput Sabha Sammelan organised by the Haryana Rajput Pratinadhi Sabha at the Hooda grounds here, called upon the community members to set up NGOs and focus upon value-based education with vast potential for employment. He said simply glorifying the heroic deeds of Rajputs in the past would not help much and the time had come that Rajputs build the future on strong foundation of adequate education and skills. There was no dearth of talent in the country, but lack of reliable mechanism to identify the budding talents and providing them necessary guidance and counselling was the main hindrance in speedy development of the community, he observed. He said the All-India Shatriya Federation had been floated to impart education to poor students belonging to the Rajput community and asked the community members to form more NGOs to get financial and other support from the federation.

Awareness drives ‘legitimate’: HC
Chandigarh, August 21 The ruling came while dismissing a petition filed in public interest by Vijender Kumar for directions to Haryana against “incurring any expenditure from the public exchequer” on “Vikas Yatra” aimed at showcasing achievements of the government in various fields. Pronouncing the orders hours before the Haryana Cabinet recommended the dissolution of the Assembly, the Bench of Chief Justice Tirath Singh Thakur and Justice Kanwaljit Singh Ahluwalia asserted: “The minutes of the meeting show the campaign includes exhibition of documentary films on subjects like social welfare schemes and schemes for SCs and BCs, education and welfare programmes for the farming community, apart from tax relief granted by the government and other development activities, like power plants set up by it.” “We do not think that any campaign intending to serve these purposes, especially when the same concerns social welfare schemes and the schemes for SCs and BCs, can be said to be an impermissible expenditure for the state exchequer,” the court said. “We say so because one of the reasons why benefits under such beneficial schemes do not reach the beneficiaries is the lack of awareness about such schemes among the masses. Any campaign that takes schemes to the masses to enable them to benefit from the same must, therefore, be taken as a legitimate activity for the government on which the government ought to incur whatever reasonable expenditure is necessary”. The Bench asserted: “The apprehension on any undeserved political benefit going to the party in power is unfounded. We need only mention that the Election Commission has been maintaining a close watch on all that goes on in the states during the election time to ensure that there is no abuse of government authority or resources only to promote political interest of any party.” “The petitioner shall, therefore, have the liberty to take recourse to proceedings before the commission at an appropriate stage, if the need so arises. For the present, we see no reason to interfere,” the court observed. |

ATM with Rs 9.5 lakh stolen
Sonepat, August 21 The cost of the machine itself was reported to be around Rs 20 lakh. The miscreants also made an unsuccessful attempt to take away an ATM machine of the same bank installed on the premises of the DCR Science and Technology University, Murthal. The incident came to light when the chowkidar of the BDPO’s office reached the office this morning. He reported the matter to BDPO Hari Singh Sheoran, who in turn informed Lead Bank Manager (LBM) NS Sheoran and the police. A case has been registered at Rai police station against unidentified persons. The ATM at Rai was reportedly not erected in the ground but was placed on the ground. According to bank sources, currency notes of Rs 10.16 lakh were kept in the ATM last evening. |
3 rape cases registered
Yamunanagar, August 21 In another rape case, the victim, a resident of Tajakpuri, told the police that the accused, Ramakant, told her that he wanted to marry her and took her for four days to various places and allegedly raped her. Later, he refused to marry her. The Yamunanagar Sadar police has booked Ramakant. In the third case, the victim, a resident of Barakwala village, alleged that while she was working in the fields, two persons - Aman and Sunder - raped her. The Khijrabad police has booked the two. |
PNB cashier decamps with Rs 80 lakh
Kurukshetra, August 21 The fraud came to light when the bank officials suspected that the cash was short and on counting, they found that a huge amount of over Rs 80 lakh had been stolen. The accused has been identified as Nirmal Prakash. Nirmal Prakash had been working with the PNB since 1986 and was posted in Ismailabad branch for 10 years. His responsibility was to handle cash and ensure its safety, but he himself ran away with it, said a senior bank officer. The police has started investigations. |
Man stabbed to death
Jhajjar, August 21 The police has registered a case of murder against Nakku Ram in this connection on a complaint of the deceased’s cousin, Narender. Surender, along with Narender, had gone to his farm situated outside the village in the morning. After watering the paddy crop, Surender took breakfast and went to sleep in the field while Narender went to the nearby fields. After some time, Nakku Ram came to the field on a tractor and allegedly attacked Surender with a sharp-edged weapon. Surender died on the spot. Nakku fled from the scene. |

Chandigarh, August 21 The oath-taking ceremony will be organised at Haryana Raj Bhawan shortly. Haryana Civil Service officer Sangwan had taken voluntary retirement by depositing three months’ salary instead of giving three months’ notice to the state government. He retired from the post of Subdivisional Magistrate, Gurgaon. |
