Chandigarh, August 19 But internally, it has already started the process of identifying possible candidates for all 90 Assembly constituencies of the state, indicating that the party is not averse to contesting the elections on its own as and when the party high command gives the go-ahead to the state unit. Informed sources say the BJP is likely to take the final decision at its “chintan baithak”, which opened in Shimla today. A meeting of the core committee of the Haryana BJP was held in Delhi a couple of days ago. There the state leaders were told to invite applications from candidates in all 90 constituencies. Later, it was decided that instead of inviting applications, two-man teams should be sent to each district. These teams should, in consultation with local leaders, identify the likely candidates for each Assembly constituency falling in the district concerned. The teams are to also get some forms filled by the likely candidates. The urgency of the issue is indicated by the fact that the two-man teams have been given only two days to complete the exercise, which started yesterday. The teams for various districts are Sonepat - Sudha Yadav and Deepak Mangla; Bhiwani and Dadri (which is considered a district in the BJP organisation) - Rattan Lal Kataria and Swami Raghavnand; Gurgaon and Mewat - Rajiv Jain and Subhash Barala; Rewari and Mahendragarh - Capt Abhimanyu and Narpinder Singh; Kurukshetra and Kaithal - I.D. Swami and Ganeshi Lal; Panipat - Sita Ram Singla and Balbir Saini; Panchkula and Ambala - Kishan Singh Sangwan and Jagdish Chopra; and Jhajjar and Rohtak - Gian Chand Gupta and Kanwar Pal. For Hisar, the candidates will be identified by Atam Prakash Manchanda and Faqir Chand Aggarwal; for Jind, this job will be done by Rosy Malik and Veer Kumar Yadav; for Sirsa and Fatehabad, by Ram Bilas Sharma and Niti Sen Bhatia; for Karnal, Kailash Chand Sharma and Naresh Malik; and for Yamunanagar district, this duty has been assigned to Bharat Bhushan Bharati and Ram Chander

15 hurt as cops, villagers clash
Rohtak, August 19 The clash took place over the attempt of the police to rescue a teacher of the school, who had been “taken into custody” by the mob after he was allegedly caught watching porn clips on a computer in the school. The police had to resort to a lathicharge and had to open fire into the air to disperse the mob that turned violent and started throwing stones on cops and officials. The mob reportedly set two Gypsies
on fire. The police has registered a case against the mob and the teacher. The incident took place when about 400 residents assembled in the school this morning after someone complained that a teacher, Vinay Kumar, employed on a contract basis to impart computer education in the
school, was allegedly watching porn stuff on his computer. The irate villagers allegedly thrashed and locked him up in a room. The police was called by the school authorities. Though officials, including the ADC and the DEO, tried to pacify the villagers, the latter were adamant on punishing the teacher “on the spot”. They claimed that they had received complaints, including some from girl students, regarding the teacher. The school authorities had “failed” to take action against him, which made the villagers storm the school this morning, said a local resident. The mob had already set the motorcycle of the teacher, hailing from Bhali village, on fire when the police reached there around 11 am. As the police led the teacher out of the school building, the mob started throwing stones on the police and vehicles. “The police had to resort to a lathicharge and open fire into the air for

Mayawati accused of misusing laws
Panipat, August 19 Bahuguna, who had recently been arrested for allegedly making derogatory remarks against Mayawati, said in UP there was no rule of law. The SC/ST Act was being misused by Mayawati to silence her rivals. “Though she calls herself the messiah of Dalits, the ground reality was that Dalits in UP were being subjected to atrocities at the behest of the government,” she said. Expressing her unhappiness over the situation in UP, she said the government, instead of taking action against those who had raped Dalit girls, decided to compensate the victims with money. Bahuguna, who was here to preside over a function organised to pay tributes to former Prime Minister Rajiv Gandhi on the eve of his birth anniversary, stated that it was unfortunate that instead of delivering justice, the rape victims were being given money. Speaking about Rajiv Gandhi, the UPCC chief said he had made a great contribution to the uplift of women. She said the foundation to make the nation a world power was laid by him. “He not only propelled the country out of troubled times but also ushered in a new era of development,” she said. Referring to Rahul Gandhi as a dynamic young leader and Sonia Gandhi as a visionary, Joshi said the future of the Congress and of the nation was safe in their hands. |
Relatives ‘kidnap’ girl
Fatehabad, August 19 The boy, Surender Singh, has lodged a complaint of kidnapping against the father and mother of the girl besides 20 others. However, the girl’s parents maintained that they and their three relatives were beaten up by villagers, when they went to the village. The police has booked 20 persons, including the parents of the girl, for allegedly kidnapping the girl under Section 365 of the IPC. “The girl identified as Bhawna (19), a student of BA (final year) from Ellenabad town in Sirsa district, had married Surender Singh (22) from Singthala in a temple in Hisar on August 3 against the wish of her parents,” according to a kin of Surender. Bhawna, a girl from Aggarwal family, came in contact with Surender Singh, a boy from the Backward Class and a semi-literate background, two years ago and the two waited to attain majority before they married on August 3, he added. The couple started living with the boy’s parents in Sangthala village after the marriage, he said. The girl’s parents, who alleged that the boy had kept their daughter forcibly, came to take her back after they came to know of their marriage. However, Bhawna refused to go with them, maintained the kin. The girl’s parents came to the village with around 20 armed persons in two vehicles and took away Bhawna in their vehicle, Surender told the police. The girl’s parents alleged that villagers chased their vehicles and caught five persons, including two women, when they were trying to board the moving vehicles. They further alleged that two persons sustained injuries when the villagers beat them up. Bhuna SHO Ganga Ram said the police had registered a case on the complaint of Surender Singh and was investigating the matter. He said those who were hurt sustained injuries due to falling from running vehicles and they were not beaten up by villagers as alleged by them. |
Disappearance of Former Dera Manager
Sirsa, August 19 Sleuths of the CBI reached the old building of the dera situated on the local Begu Road at about 11 am and questioned some inmates there. They remained there for one and a half hours. The team led by SSP SP Singh also went to the local SP’s office to gather record of complaints in this regard. The team, according to sources, recorded the statement of Ram Kumar Bishnoi, a former devotee of the Dera Sacha Sauda, who has been following the case of disappearance of Fakir Chand since 1993. The Punjab and Haryana High Court, on a petition filed by Bishnoi, had last month issued directions to the CBI to carry out investigations into the case. Bishnoi had earlier made a complaint in this regard to the local police in 1993 but alleged that no action was taken on his complaint. He moved the Punjab and Haryana High Court for a CBI inquiry into the case after the case of sexual exploitation of sadhvis and two murder cases of Sirsa journalist Ram Chander Chhattarpati and former dera follower Ranjit Singh were handed over to the CBI by the high court.aThe CBI had already registered an FIR in this regard after the orders of the high court. |
SC stays hanging of rape-murder convict
New Delhi, August 19 A Bench comprising Justices DK Jain and Justice HL Dattu issued the suspension order as an appeal of Neel Kumar, who hails from Bilaspur in Yamunanagar district, is pending before the court. He had committed the crime in June 2007. The complainant, his wife, had also alleged the complicity of four other family members of her husband. The trial court, however, acquitted them on March 9, while awarding the death penalty to Neel Kumar. The Punjab and Haryana High Court confirmed the conviction and sentence on July 17, following which the Yamunanagar sessions court, on August 4, slated Neel Kumar’s hanging for August 21. |
DLF may get Gurgaon leisure project
Chandigarh, August 19 Interestingly, the DLF was the sole bidder for the project when it was initially floated by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) earlier this year. In January, the corporation had invited global competitive bids for allotment of 350 acres on freehold basis on the Gurgaon-Faridabad road for setting up the project. The bids closed on April 30 and DLF emerged to be the sole bidder for the project. Following this, the HSIIDC had invited fresh bids last month and Malaysia-based Country Heights Holdings and real estate developer Unitech evinced interest in developing the project. The technical evaluation of the bids was completed yesterday and both the bids were reportedly rejected by the expert committee. Officials in the HSIIDC informed The Tribune that the main reason why they did not get a good response was that a major portion of the proposed site was forest land. Since any developer who bid for the project would have to undergo long procedures of getting approvals, not many developers were keen on it. “So the state government decided to get the approval for the land falling under the Punjab Land Preservation Act (PLPA), Aravalli notification/plantation, etc, from the authorities on behalf of the developers, so as to attract more bidders. Some payment terms were also relaxed, following which fresh bids were invited in July. The bids closed on August 12, following which these were examined by the expert committee,” said the official. The project will comprise commercial, residential, sports and golf course activities. The residential component in the project will be about 40 acres, while the commercial component will be spread across 20 acres. Another 20 acres has been set aside for a sports complex, related infrastructure and a golf course. As much as 241 acres will remain locked under the PLPA, while 85 acres is under the radar restriction zone as well as the PLPA. |

Pt Jasraj Samman for Manoj Kumar
Karnal, August 19 Chief Minister’s wife Asha Hooda did the honours on his behalf. Manoj Kumar could not keep the date due to ill health and inclement weather in Mumbai. However, he thanked the Haryana Institute of Fine Arts (HIFA) for conferring an award on him. Tarun Tejpal was held up in Delhi due to some court case, but renowned vocalist Pt Jasraj graced the occasion. While Pt Jasraj Samman was conferred on Manoj Kumar, 10 Karamyogi Samman and 10 Karambhoomi Samman were also presented on the occasion. Pandit Jasraj Samman that carries a cash award of Rs 1 lakh, a personal diploma and “angvastram” is given to a person hailing from Haryana for lifetime achievement in any field. Similarly, Karamyogi Samman, conferred annually on 10 persons, carried a cash prize of Rs 31,000, personal diploma and “angvastram” and Karambhoomi Samman was given to 10 young achievers below the age of 50 years. It carried a cash prize of Rs 11,000 each. Asha Hooda said music and arts were the soul of Indian culture and added that it was disappointing that Indian classical music and dance was losing grounds to pop and western music. Besides Pandit Tejpal Singh, the recipients of Karamyogi Samman included noted cinematographer Man Mohan Singh for cinema, Devendra Raj Thakur for theatre, Dr Suraj Bhan for archaeology, Munshi Ram Jogi for folk music, Shobha Ram Prajapati for handicraft, RS Bhatia for tourism, Jasbir Singh Dhull for agriculture, Navin Jindal for young achiever and Aparna Trust in NGO category. The artistes honoured with Karambhoomi Samman included Deepa Malik, a differently abled girl who has six national records to her credit in games for special children, Shyam Sunder for social service, Inderpal Kohal, who was given national award for designing the refrigerator “Surahi” in 1997, for handicraft, Niranjan Shah for folk music, Sanjay Kumar for fine arts, Vijay Sharma of the Dainik Tribune for media, Sanjeev Lakhanpal for theatre and Ashwani Chaudhary, who won the national award for first Haryanvi film “Ladoo”, for cinema. |

Chandigarh, August 19 Stating this today, Chief Minister Bhupinder Singh Hooda said all donations would be accepted by district health and family welfare societies, headed by Deputy Commissioners. The Chief Minister, who also holds the portfolio of Health, said in recognition of a gift made by a donor, the societies would recognise the contributor by way of putting a plaque at a conspicuous place. The name of the donor would be displayed at a suitable place in the hospital building. In case the donor offered to construct a block in a hospital and the amount of such construction was more that Rs 50 lakh, the block would be named as per the wishes of the donor, subject to the approval of the state government. He said the societies would have the sole right to administer the donations and gifts. |
INLD sees scam in HCS exam
Chandigarh, August 19 Demanding the cancellation of the HCS mains examination, to be held on August 22, INLD secretary-general and Rajya Sabha MP Ajay Singh Chautala, while addressing a press conference, sought a high-level enquiry into this “scam”. Chautala circulated a list of candidates who had “failed” to clear the preliminary exam but got clearance from the Haryana Public Service Commission (HPSC) to sit in the mains examination. INLD leaders KC Bangar, MS Malik and BD Dhallia were also present on the occasion. “The job selection process has been hijacked to mint money and select favoured candidates,” he alleged. Candidates belonging to members of the HPSC and close associates of the Chief Minister’s family had been declared pass for the mains examination. Ajay Chautala sought a White Paper on the matter. |
Minister lays stone of bus stand
Karnal, August 19 The minister disclosed that the state government had sanctioned Rs 4.70 crore for the construction of retaining walls of ponds and pavement of streets recently. Besides, the government had also sanctioned Rs 3.34 crore out of district plan funds for accelerating numerous development works recently. She said crores of rupees were being spent on developmental projects in the Jundala Assembly segment and a new foodgrain market at Nissing was nearing completion, the building of Tehsil and Community Health Centre had been completed and the existing ITI at Nising had been “extended”. Sameer Mathur, Principal Secretary and Financial Commissioner (Transport), said 1,000 buses would be added to the existing fleet of 3,200 buses of the Haryana Roadways in the state. |
Scuffle with cops: 3 let off
Mewat, August 19 Ram Singh Bishnoi, SSP, Mewat, said after investigating the matter, they found these three persons innocent. He said the inspector who had been suspended for alleged misbehaviour had also been reinstated. The three were let off today following a protest by the Mewat Sangarsh Samiti on August 17 against alleged police atrocities. On August 2, the Haryana police had allegedly beaten up women on Badkli Chowk. When it was resisted by local residents, the police resorted to a lathicharge. Many women, children and shopkeepers had sustained injuries. |
4 crops covered under insurance scheme
Chandigarh, August 19 He said the decision had been taken keeping in view the drought-like situation in the state. Hooda said under the scheme the crops would be covered against natural calamities like flood, drought and crop diseases. In the case of such a situation, insurance companies would compensate the farmers. The government had engaged Agriculture Insurance Company of India Limited for this

5 killed, 12 hurt in road accident
Panipat, August 19 The accident took place when the tanker, which was going to Delhi, rammed into the tempo in which the victims were travelling. The victims included four students of Tekchand Mann College Engineering, Ghanor. They were identified as Mahavir, resident of the tehsil camp area of Panipat, Ankit, Himanshu and Sikandar, all residents of Delhi. A woman who died in the accident was identified as Reena, resident of Samalkha. The victims died on the spot. The injured persons were taken to hospitals at the district headquarters. Among the injured Arvind, Naveen, Gaurav and Ramnarayan were referred to the PGI, Rohtak, as their condition was stated to be serious. Soon after the accident, a number of passersby began rescue work and the police was informed. A team of police officials reached the scene and took the injured persons to hospital. The driver of the tanker fled after the accident. The bodies were taken to the civil hospital for a postmortem. |
Man strangles wife to death
Jhajjar, August 19 The incident took place in the presence of the teenaged daughter of the victim. The accused is reported to be absconding. A case has been registered in this regard, but no arrest has been made so far. According to the complaint, the accused identified as Raj Pal, a resident of the village, had gone to his fields last night along with his wife Bala Devi and daughter Poonam (14). Sources said the couple reportedly had a verbal duel over some issue, following which Raj Pal allegedly strangled his wife to death. |
