Tribune News Service

New Delhi, March 9
The Bharatiya Janata Party (BJP) has not yet decided the candidate from New Delhi parliamentary constituency. According to sources, the party high command is willing to field actor Hema Malini from the seat but she has reportedly not responded yet.

The party will wait for Hema’s nod till Holi. Sources said she might take the decision in a couple of days. If she refuses, there would be two contenders for the seat — V.K. Malhotra and Vijay Goel.

If she agrees to contest from New Delhi, Vijay Goel will have to contest from Chandni Chowk and V.K. Malhotra will stick to the assembly.

The final decision will be taken in the parliamentary board meeting on March 13. Earlier, the meeting was scheduled for today, but it was postponed due to the demise of Girdhari Lal Bhargav, BJP MP from Jaipur.

The party is interested to field Hema Malini for two reasons. Firstly, she will be strong candidate. Secondly, the tussle between Malhotra and Goel will end.

According to sources, Malhotra had suggested Hema Malini for the seat. Malhotra was the MP from South Delhi and its major part had merged in the New Delhi constituency after delimitation. While he was an MP, the party high command had posed him as the BJP’s chief ministerial candidate during the assembly elections the last year. But the party did not win and he became the leader of the opposition in the assembly.

Sources that that Goel was not sure of winning from Chadani Chowk because of its expansion after delimitation. He wants to contest from the New Delhi constituency.

Man falls in drain, dies after 36 hrs
Our Correspondent

Noida, March 9
A man who had fallen into a drain in an accident died unnoticed after lying there for 36 hours. Nobody, including the police noticed him. The accident had taken place opposite the all-women police station in Sector-39.

However, the police took the deceased’s companion who was also injured in the accident to a hospital. But the site was not inspected properly.

The deceased’s uncle has lodged a complaint at Sector-39 police station.

The deceased Ram Singh, 24, from Hardoi had been living with his maternal uncle Desh Raj Singh in Barola village here for the past few months. He was going to Barola from Nithari with his friend Sukhpal on a cycle around 11 p.m. on Friday. An Indica car had knocked them down near Sector-39 police station. While Sukhpal fell on the road, Ram Singh had fallen into a drain and had lost consciousness.

The police took Sukhpal to a hospital. Later, he was referred to the Safdarjung Hospital in New Delhi. But Ram Singh was untraceable. When Ram Singh’s uncle Desh Raj learnt about the accident from Sukhpal’s family, he contacted the police, which never bothered to look for his kin.

The police told him that Ram Singh was not seriously injured and he must have gone home. But Ram Singh continued to lie in the drain for 36 hours to die.

It appears that the Noida police has learnt little from Arushi-Hem Raj murder case.

The body of Hem Raj who was initially accused of killing Arushi was found on the terrace of Dr Talwar’s flat on the second day in Sector-25 here.

Haryana teachers pass over lecturership
Sonika Bhatia
Tribune News Service

Gurgaon, March 9
The post of the lecturer does not seem to interest the teachers of Haryana anymore. They feel that the salaries of the lecturer grade and master grade teachers are quite similar as per the Sixth Pay Commission.

According to the new pay scales, the junior teachers are receiving more salary then their seniors. So, the teachers feel that it is better to remain at the same post rather than become the head of an institution.

The scenario remains the same for JBT teachers too. Newly appointed JBT teachers are getting more salary than their seniors. To cap it, there is just a difference of Rs 50 in the income of junior and senior grade.

It is to be mentioned that the central government is following the same procedure and the state government has applied the same rules for its teachers.

According to the Sixth Pay Commission, the teacher gets Rs 7,450 as their basic pay and the senior lecturer Rs 7,500 which is just Rs 50 more than the junior grade. Earlier, the difference was of around Rs 1,000 as the lecturers used to get Rs 6,500 and teachers Rs 5,500.

Similarly, JBT teachers’ grade was increased from Rs 4,500 to Rs 6,500. The newly appointed JBT teacher gets Rs 16,920 in comparison to the experienced teacher who gets Rs 13,500. This has made the teachers’ association angry.

The district president of Haryana School Lecturers Association, Kishan Yadav says, “According to the Sixth Pay Commission, the difference between the salary of a teacher and the head of the institute is just Rs 50,” and added, “The lecturers’ pay in the Fifth Pay Commission was more or equivalent to the principal (headmaster) as both are cadre of lecturer grade.”

The head of the Lecturer Association Baal Kishan told The Tribune, “We will carry on the agitation against the government till they do justice to us.”

Yadav says that the education of PGT teachers in Haryana schools is more than the qualification of high school teachers in Delhi school.

Block Education Officer (BEO) Ram Kumar Phalaswal said that teachers do have a problem with the new pay commission, but they will soon solve it.

IGNOU trains students for employability
Tribune News Service

New Delhi, March 9
Around 12,900 students across 52 centres in 42 cities stand to benefit under the first phase of an IGNOU-CII link program. The ‘Industry - University Synergy Project’ to link education to employability was formally announced at a function organised by the Confederation of Indian Industry (CII) and Indira Gandhi National Open University (IGNOU) in the capital this Monday.

The courses to be offered under are travel and tourism; security and fire safety; and spoken english and personality development.

CII will offer domain knowledge for developing curriculum; provide industry experts as faculty; and assist in internship and placement of students. IGNOU will administer admission; facilitate student’s enrolment; and generate publicity for courses.

The project seeks to facilitate the way ahead for fruitful association between the university and Industry to make education practically relevant to the industrial and business applications and thus strengthen human capital. It will also create an enabling environment to develop and train students with requisite skills for employability and subsequent performance in industrial sectors.

The project has a clear concern for non-employability of educated students; combating the demand-supply gap; and achieving inclusive skills development amongst the metro youth and young population of remote areas. Mr. Vijay Thadani, Chairman, CII National Education Committee, said, “CII is working towards changing wrong connotations associated with word ‘skills’ and this partnership is a milestone in certifying skills.” He further stated, three years ago CII pledged to make India the skills capital of the world.

Today CII is focussed towards a number of initiatives on understanding the skill requirements; conducting skill based studies; working backward on industry’s demands; and keeping a tab on overall educational output amongst others. Skills development assumes more importance as CII is the India chapter of ‘World Skills International.’

Addressing the press conference Prof. V N Rajasekharan Pillai, Vice Chancellor, IGNOU said that India has tremendous infrastructural setups for conducting skills based training across the nation. He urged for de-compartmentalisation of education curriculum starting from school, college and university level. He was of the opinion that skills are bound by industry requirement of a particular area at a specific time, wherein industry and education institutions should keep coming together to address such requirements.

Community colleges can be of great support in aligning requisite skills amongst women, drop outs etc, he added. He endorsed an unconventional strategy for creating academicians. As per the strategy educational institutions must identify professionals from relevant industry and impart teaching orientation.

New Delhi, March 9
With just two days left for the festival of colours, people were found queuing up at wine shops since early morning today — stocking up for the coming two dry days.

Meanwhile, a cross section of society has appealed for responsible drinking. Considering that girls are the worst victims of hooligans loitering on streets during the festival, women organisations have asked the Delhi police to ensure proper safety of girls.

“We have been asked to be extra careful against eve teasing. The Delhi police has also installed checkposts across the city and at borders to avoid smuggling of alcohol. A special drive has been launched to check drunken driving,” said a Delhi police official.

Besides with Holi round the corner, the Institute of Bar Operations and Management has launched ‘Drink Aware India’ campaign.

“Being in alcohol business for over a decade, we educate consumers about responsible drinking. This campaign is not meant to discourage drinking. We are trying to create awareness about alcohol and its intricacies,” said Sandeep Verma, director, Institute of Bar Operation and Management.

This campaign aims at cutting alcohol misuse and making responsible drinking a valued part. “The campaign is in response to concerns about alcohol-related violence in and around the entertainment sphere and to address the cultural factors that contribute to alcohol consumption and the errant behaviour of consumers,” he said.

The campaign is hosting special sessions for the public and traders and is teaching them drinking etiquette.

Meanwhile, doctors have advised people not to consume alcohol or bhang in excess. Every year the city hospitals attend to people whose over indulgence go awry.

Medical experts say that over-consumption causes many health imbalances.

Verma suggests, “The best way to get rid of a hangover is to be pre-emptive. Don’t drink more than one drink in an hour, and if you feel intoxicated, switch over to water.”

Gurgaon, March 9
The news of a gas leakage and fire at the new plant of Hero Honda motor cycles spread like wild fire here this morning. Some, who had seen fire engines and ambulances rushing to the spot just then, even confirmed the occurrence of some gas-leakage and fire mishap at the new Hero Honda plant.

Nonetheless, there were a few administrative officials and journalists who knew what exactly had happened.

It was a mock drill conducted by the district administration, the National Disaster Management Authority (NDMA) and the ITBP to assess the overall preparedness for meeting any chemical disaster.

As part of the disaster-management exercise, a controlled amount of propane gas was released in the plant, which resulted in outbreak of a low-intensity fire.

ITBP officials, specially trained to handle natural and manmade disasters, promptly evacuated the mock victims from the site and provided them first-aid after decontaminating them.

An official kept on telling the people near the incident site to move in the direction opposite to the wind. A first-aid camp and a mock relief camp were also set up.

The whole exercise was keenly observed by experts from the NDMA, the Haryana Institute of Public Administration (HIPA) and Dr Rakesh Dubey, director of Disaster Management Institute, Bhopal.

After the mock exercise, the experts pointed out the gaps in the preparedness and asked the plant management to bridge these.

Earlier, J.K. Sinha and Brig B.K. Khanna (retd) from the NDMA detailed the officials about the onsite and offsite plans to be adopted for managing a disaster. They said disaster-management guidelines were also available on the NDMA website www.ndma.gov.in.

Gurgaon deputy Ccommissioner Deepti Umashankar, who was also present there, stressed the need of private-public partnership to make Gurgaon a disaster resilient city.
