Elderly couple found dead
Suicide suspected

New Delhi, March 3
A 65-year-old real estate agent and his 60-year-old wife were found dead in their North West Delhi home today. The police suspects to be a case of suicide.

Lakha Singh was found hanging from the ceiling fan of his first floor house at Himgiri Enclave in Nihal Vihar. While his wife Amarjeet Kaur was found dead near the bed on the ground floor when the police broke open the door in the afternoon.

According to the police, Singh and his wife stayed with their third son Mahender, who was not at home for the past couple of days. The couple’s other two sons stay at Panipat in Haryana.

The police said Singh’s sister who stays nearby got suspicious when the couple did not open the door even after repeated knocks.

His sister told police that she had gone to meet the couple on Monday but they did not open the door.

“I heard the sound of television and thought they must be watching some programme and decided not to disturb them. I again went to meet them in the evening and found that the television set was still on,” she told police.

“I returned to my home when they did not respond. This morning when they did not open the door I informed others in the family. We got more suspicious as a stink was emanating from the house, and informed the police,” she said.

The investigating officer said, “The wife was lying near the double bed on the ground floor with a rope around her neck. It seems that she had hanged herself from the fan but since the rope could not hold her weight, she might have fallen down.”

“When we went upstairs, we saw Singh hanging from the ceiling fan. We brought down the body. He was also dead,” said the officer.

Parminder Singh, a relative of the deceased, said the couple had come to their younger son’s home some eight to nine days ago.

“They were very excited as Mahender was to get married soon. They used to talk to his to-be wife. But I don’t know what made them take such an extreme step.”

Their two sons, Satnam and Kuldeep — both real estate agents — have arrived from Panipat. Their have been sent to the Sanjay Gandhi Hospital for postmortem examination.

However, the police has ruled out any foul play behind the deaths and no case has been registered so far.

“Our initial investigations suggest that Kaur, who used to keep ill, might have ended her life first under depression. After seeing his wife dead, Singh, in a state of shock, may have taken his life. But nothing concrete can be said before the postmortem report comes,” said the police officer. — IANS

The appointment of Dr C.S. Dhull as the director of Rohtak PGIMS has kicked up a row that has put the PGIMS as well as state authorities in an embarrassing situation.

The dean (academic affairs) of the Pt Bhagwat Dayal Sharma University of health sciences, Dr V.K. Jain, who is also the dean of the PGIMS and was the top contender for the director’s post, has taken umbrage to his claim being ignored by the authorities concerned.

Talking to The Tribune today, Dr Jain said that he would resign from his post to register his protest. “My name was topmost on the panel sent by the PGIMS administration to the state authorities for the post of director. Still, my candidature was ignored,” he maintained.

The PGIMS dean also plans to seek information from the state authorities under the RTI Act about the criteria followed in the appointment.

Inquiries made by this correspondent revealed that there is more in the matter than what meets the eye.

In December last, the PGIMS authorities asked the senior-most faculty members at the institute to submit their bio-datas for consideration for the posts of director (PGIMS) and director (medical education), Haryana.

On getting the bio-datas, the PGIMS administration sent a panel of three names to the state authorities. These included Dr V.K.Jain, Dr C.S. Dhull and Dr K.B. Gupta. Dr Jain’s name was on the top of the panel and in the forwarding letter attached with his bio-data, he had mentioned that his case be considered only for the post of PGIMS director. However, his claim for the post was ignored for reasons best known to the authorities concerned.

According to informed sources, Dr Jain was informally offered the post of director (medical education), but he turned down the offer.

Dr Jain refused to comment on this. He, however, asserted that the gravity of the matter can be gauged from the fact that the post of director (medical education) did not exist at the time when the applications were invited for it.

Meanwhile, the health university registrar, T.K.Sharma, has been given the additional charge of the director (medical eduation), Haryana.

No clues to criteria

Political considerations guiding key appointments in the state is an open secret; and this case seems to be no exception.

The most glaring aspect of the matter is the criteria followed in the appointment of the PGIMS director.

The PGIMS authorities putting Dr Jain’s name on the top of the panel submitted for the purpose indicates that he was the senior-most among the applicants.

No interview was conducted for selection to the post, which rules out the question of interviewer’s discretion or subjectivity.

Still ignoring the top contender’s candidature tells its own tale.

JNU student attempts suicide on day 5 of strike

The fifth day of the Jawaharlal Nehru University Students Union’s (JNUSU) hunger strike was marked by high drama as a student tried committing suicide by jumping from the university’s central library today.

A first year student of M.Phil Urdu, Mehboob, climbed on the eighth floor of JNU central library in a bid to commit suicide supporting the demands of JNUSU.

Mehboob joined the university this year after completing his MA from Banaras Hindu University. He wanted the university authorities to roll back the fee hike in the prospectus and rustication orders of student leaders.

“He climbed on the eighth floor around 2.10 pm. It was only when the student union leaders started speaking to him loudly that students gathered outside the library and realised what was happening,” said Amit, a BA student at the university.

Mehboob came down after two hours of deliberation with the students’ union president Sandeep.

Meanwhile, intensifying the protests university students observed a protest day in JNU today and wore black badges. JNUSU also carried out a torchlight march across the university.

“Nine students have been sitting on hunger strike since February 26 and more than 110 students have already sat on relay hunger strike in solidarity since the first day,” said Sandeep, president, JNUSU.

The students have also appealed to the teaching community of the university to stand by them.

However, the JNU administration reacted strongly today to the campaign of JNUSU and called it an attempt to castigate the administration.

“A number of pamphlets issued by various students’ organisations have been leveling baseless allegations against the JNU administration and, in particular, against the vice-chancellor. It is unfortunate that these pamphlets are distorting the facts and castigating the administration as being anti-democratic and authoritarian,” said JNU spokesperson on behalf of the administration.

On the issue of introducing price hike in the JNU prospectus, the administration said the question of rolling back of prospectus price was neither feasible nor practical due to obvious reasons.

“The members (of Standing Committee) endorsed the justification for increase in the price of prospectus and suggested that a duly constituted committee will look into the issue of prospectus and entrance examination fees along with the related issues for the admissions for next year,” said the administration.

Regarding the ongoing hunger strike, the administration said, “It’s unfortunate that some students have resorted to hunger strike in complete violation of the rules of university. The administration would once again appeal to them to lift the hunger strike and help restore normal academic life on the campus. JNU administration has always remained open to discussion on all issues but shall refuse to be taken hostage to undemocratic instruments.”

Dressed in yellow, playing with Alladin and Jasmine, eating good food and enjoying lots of fun rides, these children had have never thought that for a day they would see a different world. They never knew life could be so beautiful, for most of the times they were working hard to earn a living or cleaning the utensils in the orphanage where they lived the life of a ‘lonely child’.

Today, hundreds of children celebrated ‘Happy Day’, an initiative taken by Group for Securicor (G4S), to spread happiness to the underprivileged, differently abled and orphaned children at the British High Commission here.

These children were invited from several established NGOs and charity organizations like Hope foundation, SOS-save our souls, JAMGHAT and India Vision Foundation. Moreover, street children from Chandni Chowk, Connaught Place, Sarai Kale Khan, railway stations and many other places of the city were also invited to celebrate the day turning it into a happy day, which they will always remember.

G4S also announced scholarships to 10 underprivileged children from the Indian Vision Foundation.

Regional president of G4S, Hudson said, “This is the second happy day. We have dedicated this day to help those children who are less privileged. Through such events we hope to bring a little fun into their lives and smile on their faces, and by seeing them we feel generously rewarded.”

The theme of the happy day was Aladdin and Jasmine. The event had toy trains, Columbus, caterpillar rides, bouncy castles, musical chairs, activity game stalls and lots more.

Meanwhile, the Arabian set-up and streamers created a perfect ambience for children.

Rajat, a street boy who stays on the footpath of CP, says, “It was like a dream for me to play like other kids. Today my wishes came true. I ate chocolates, enjoyed different games and received lots of gifts. For a day I became a rich child.”

British High Commissioner Richard Stagg says, “I am overwhelmed to see so many kids around for the first time here. To see their smiles gives a lot of pleasure. I hope happy day is successful in bringing happiness to their lives.”

“I had been given a memento. I cannot walk properly so these people lifted me up and made me enjoy all the rides. This is the best day of my life ever. I am very happy to be here,” says Sanghi, another child present on the occasion.

Gurgaon admin warns bogus voters

In the wake of the ensuing parliamentary elections, the Gurgaon district administration claims to have tightened its vigil on bogus voters. The administration has threatened to take stringent action against such voters.

The matter came to light when an NGO filed an RTI petition. Eleven thousand fake voters were found in a house of a village here.

Gurgaon village has a total of 5,500 voters. There is a house that has over 60 voters but around 11,000 have been falsely added to the voter list. Besides, there are many bogus voters.

“The SDM has been directed to personally verify the actual number of voters living in the house,” said district electoral officer and deputy commissioner Deepti Umashankar.

A woman whose original name is Vimla has got many fake voter I-cards made. She has even changed her husband’s names. “She has also forged the photograph of her husband with a person who died two years ago,” said Sunita, a resident. Besides, The Tribune has found that the woman got her son registered with three different names. The boy, Tinnu, is mentally ill. Vimla managed to get him three voter I-cards using his different names.

Moreover, residents claim that many who do not live here have got their names registered on fake documents.

“Over 600 South Indians who have never lived here have been added to the voter list,” said Om Prakash Katariya, a resident.

Umashankar further informed, “Hartron Authorities have been requested to depute an employee here to rectify mistakes in voter I-cards and open a booth for preparing such cards.”

It must be noted that Gurgaon parliamentary constituency has 12,30,949 voters, of which 6,57,161 are male while 5,73,788 are female.

Earlier, Gurgaon was a part of Mahendragarh constituency. The constituency presently has 10 assembly segments, namely Pataudi, Badshahpur, Gurgaon and Sohna in Gurgaon district; Nuh, Firozepur Jhirka and Punhana in Mewat district and Bawal and Rewari in Rewari district.

There are 1,48,357 voters in Pataudi, 1,75,843 in Badshahpur; 1,59,878 in Gurgaon, 1,27,801 in Sohna, 1,02,549 in Nuh, 1,13,620 in Firozepur Jhirka, 93,047 in Punhana, 1,58,055 in Bawal and 1,51,799 in Rewari.

Pataudi assembly segment has 69,605 female and 78,752 male voters. Gurgaon consists of 73,342 female and 86,536 male voters. Sohna has 60,213 female and 67,588 male voters. Nuh has 47,717 female and 54,832 male voters, while Firozepur Jhirka has 53,359 female and 60,261 male voters. Rewari has 70,263 female and 81,536 male voters. Badshahpur, Punhana and Bawal have 95,164; 46,225 and 83,267 male voters, respectively.

The parliamentary area has a total of 12,194 service voters, of which 44,86 are female, while 7,708 are male.

BJP concerned over missing children

The BJP Delhi Pradesh president Om Prakash Kohli has asked the union home ministry to develop an effective system at national level to trace missing children from across the country, including Delhi.

He said that state governments and the union government should work together for this system. Expressing grave concern over the fact that 17 children go missing from Delhi every day, Kohli said that it seems that it is the work of some organised gang.

Kohli said that in big cities like Delhi, children are forced to beg and girls are forced into activities well known to everybody.

In such a situation, states and the union government should set up a separate department to investigate the cases of missing children.

Every day many children from small towns, who run away from their homes due to poverty or other reasons, land at New Delhi, Old Delhi and Hazrat Nizamuddin railway stations. These kids become very easy targets of touts. “Children are sold straightaway at the stations to people involved in bonded labour and other illegal activities,” claimed the BJP leader.

Many such children working as bonded labour have been recovered in raids conducted in Delhi. Oscar awarded film Slumdog Millionaire has rightly shown the bitter truth about such children, but even then the Congress government has not taken any cognisance of the situation, Kohli said.

Justice A. P. Shah and Justice Sanjeev Khanna of Delhi High Court have directed the Delhi police to file their reply in this regard.

There is good news for women in the national capital, as they can now call the police control room (PCR) for assistance at any time, in case of a car breakdown, a senior official said Tuesday.

The move comes just days ahead of the Women’s Day on March 8.

“Women can call PCR (by dialling 100) anytime in case of a car breakdown. It will especially help women during the night time if they are stranded and need help,” Delhi police commissioner Y.S. Dadwal told reporters here.

“The PCR officials will ensure their safety and will take them to a secure place,” he added.

According to senior police officials, men can also seek PCR help if their vehicle breaks down at a secluded place during the night.

“Our men will help them (men) move to the nearest petrol pump in case of a (car) breakdown,” said a police official.

Women in the national capital appreciated the move.

“It’s a good move seeing that a lot of working women drive cars alone at odd hours. We welcome this move,” said Richika Malhotra, an advertising executive.

Niharika Sharma, a college student said: “People stare at women if they are stranded on the road. Often one ends up being a victim of harassment. I hope PCR vans reach in time in case of a breakdown.” — IANS

Former deputy speaker of the Haryana Vidhan Sabha Gopi Chand Gahlot has said the government is trying to woo voters by making various announcements in view of the coming elections. He alleged that the government had been sleeping for the last four years.

Addressing the media at his Super Bazaar office here today, he said ‘janakrosh yatra’ and ‘NDA Vijay Sankalp rally’ had worried the Congress government.

Gahlot alleged that when the Congress government came to power, it promised to extend facilities from Gurgaon to other districts. But no development has been done in other districts during the last four years.

Gurgaon is one of the districts that pay the highest revenue.

But it does not have facilities to match the revenue paid by it.

Gahlot also claimed that 71% of power was stolen from the power minister’s home district and 60.84% was stolen from the Chief Minister’s home district. The data shows what amount of power is given to whom, he alleged.

The balance sheet prepared by the electricity department shows a gap of Rs 99 crore which will be taken out from consumer’s pocket, he added.

Man arrested for duping firm

New Delhi, March 3
The police on Tuesday said they have arrested an employee of a money exchange firm who embezzled over Rs 10 million from his company.

Amit Kumar worked at a money changer firm at the World Trade Centre in Connaught Place and had a large amount of money at his disposal for long periods of time, the police said.

“He floated this money around and got interest on short term lending. When the initial embezzlement went undetected, he started taking out more cash and fudging his bills to match the records,” additional commissioner of police Satyendra Garg said.

“He started splurging money on a lavish lifestyle. He took to gambling and lost a large amount of this embezzled money. The money shelled out by him on short term lending on a high interest rate has been traced,” Garg said.

A case of cheating has been registered against him. — IANS

Youth kills cousin after making her pregnant

Ghaziabad, March 3
A youth in Ghaziabad district of Uttar Pradesh killed his cousin sister - with whom he had illicit relations - after discovering she was pregnant, police said on Monday.

The youth, Arun called his cousin to his friend’s house in Sarvodaya area under Hapur Dehat police station Friday on the pretext of settling down at some far-off place and tried to strangle her after administering her some intoxicant, superintendent of police (rural) K.K. Asthana said.

However, when she regained consciousness, Arun, with the help of his friends Pankaj and Kuldeep, stabbed her to death.

Police took Arun into custody on Sunday and he confessed his crime. On the basis of his confessional statement, the police recovered the articles used in the crime, Asthana added. — IANS

Finance company staff looted of Rs 5 lakh

Two youths on a motorcycle looted an employee of a finance company of more than Rs five lakh and other belongings.

According to the FIR, the employee was returning from Hodal, near here, to Hathin, after collecting cash from the local branch of the finance company named S.K.S Micro Finance.

The employee was pillion riding on a motorcycle driven by his companion. Their motorcycle was waylaid near village Manpur near a hillock by two youths, who were also on a motorcycle. The employee and his companion tried to flee but the motorcycle lost balance and they fell down. The youths looted the money on gunpoint.

The police said that a manhunt has been launched to nab the criminals.

A BSNL agent, returning after collecting cash, was robbed of Rs 2.5 lakh and recharge coupons worth Rs 1 lakh in Surajpur yesterday. Three persons have been arrested.

Yakub Ghani, who supplies BSNL recharge coupons to shops, was returning after collecting cash from a mobile shop named Telecom on Lakhanwali Road in Surajpur. He was in his Maruti car when three bike-borne robbers overtook his car and forced him to stop. The three armed men were soon joined by more companions. They thrashed Yakub Ghani and threatened to kill him. They snatched Rs 2.5 lakh and recharge coupons worth Rs 1 lakh from Yakub.

Petrol pump looted

Four persons looted Rs 20,000 at gunpoint from a petrol pump at Sohna in the wee hours today.

SHO Surinder Kumar said a case against unidentified persons who came in a white Bolero car has been filed. They came in the wee hours, got the tank full and then, to terrify the staff of Raghunandan petrol pump, started firing in the air. They then took away Rs 20,000 from the cashier.

However, the owner of the petrol pump has claimed that more than Rs 30,000 was looted.

Fennell first visited all the Game venues and monitored all preparations being carried out by the Delhi government in connection with the Games.

The Chief Minister assured Fennell that all preparations for Games would be completed before the due date, the sources said.

Court asks govt for plan against beggars

The Delhi High Court on Monday asked the government to explain why mobile magistrates were not appointed to control the menace of beggars in the city as per the court’s earlier orders.

A Division Bench of Justices B.D. Ahmed and P.K. Bhasin also summoned the deputy commissioner of police on April 6 to inform the court on the action taken against the alleged begging racket.

The court was told that the government has accepted the court orders and was planning to appoint magistrates for this purpose and the proposal is under the lieutenant governor’s consideration. — IANS
