Sant Baljit Singh Dadu of the Dadu Sahib Gurdwara, is among 2,100 Sikhs, who have been booked by the police for disobeying the prohibitory orders promulgated by the district authorities, rioting, causing hurt to public servant to deter him from duty and assault to deter public servant from duty in connection with Sunday’s incident.

File draft charges by March 16: SC

The Supreme Court today directed the Haryana government to file draft charges against the nine suspended Haryana Public Service Commission (HPSC) members, including Chairman MS Saini, by March 16.

Minor kidnapped, released

A 12-year-old boy was allegedly kidnapped by four persons from Ghari village here yesterday. However, when the kidnappers came to know that the boy belonged to a poor family, they released him at the Ambala railway station.

According to the police, Gaya Ram, son of Jagarnath, and Umesh, son of Gula Ram, indulged into a quarrel over a minor issue that turned bloody and led to the death of Gaya Ram.

Giving this information here today, the Chief Electoral Officer of Haryana said all DCs had been directed to stop all publicity through these modes immediately.

Dadu among 2,100 booked

Sant Baljit Singh Dadu of the Dadu Sahib Gurdwara, is among 2,100 Sikhs, who have been booked by the police for disobeying the prohibitory orders promulgated by the district authorities, rioting, causing hurt to public servant to deter him from duty and assault to deter public servant from duty in connection with Sunday’s incident.

Dadu and others forcibly entered the village gurdwara at Chandpura after being “arrested” and boarded in police buses despite the police orders to the contrary. The police had registered an FIR in the Jakhal police station in this regard yesterday, in which 19 persons have been named while at least 2,100 other unidentified Sikhs have been booked.

Meanwhile, the three-day congregation in the village gurdwara concluded here today amidst rabble-rousing speeches by Jathedar Balwant Singh Nandgarh of the Damdama Sahib Takht, Baljit Singh Dadu, Sukhwinder Singh Khlasa, president of the Guru Granth Sahib Satkar Sabha, Jagdish Singh Jindha, “president” of the HSGPC (ad hoc) and Daljit Singh Bittu, chairman of the Panch Pardhani in Punjab.

Meanwhile, followers of the Dera Sacha Sauda organised protests against the congregation in their naam charcha ghar situated in the village and demanded immediate arrest of Dadu and others.

While speakers targeted the Dera Sacha Sauda and its chief Gurmeet Ram Rahim Singh in particular and demanded a ban on the naam charcha, they also strongly castigated the state government for the alleged obstacles in the religious congregation organised by them.

“No state government stops Sikhs from holding religious congregations or decorating “diwan” of Guru Granth Sahib in gurdwara, but the Haryana government has gone to the extent of promulgating prohibitory orders under Section 144 of the CrPC. We will raise the issue in the meeting of the Akal Takht in Amritsar on March 5 and decide our future course of action against the state government,” declared Nandgarh in his speech.

He said the Akal Takth had also sought explanation from Jhinda and his supporters within 15 days as to why they had not cooperated with the Sikh masses in the peaceful organisation of the congregation.

Later, defying prohibitory orders and criminal cases registered against him, Dadu left the gurdwara with Nandgarh and a large number of Sikhs.

“I have come here to escort Dadu out of Haryana and I advise the authorities not to take any step like arresting him otherwise they will see the writing of a new history here,” Nandgargh announced on the public address system before taking away Dadu and others.

Suspended HPSC Members
File draft charges by March 16: SC

The Supreme Court today directed the Haryana government to file draft charges against the nine suspended Haryana Public Service Commission (HPSC) members, including Chairman MS Saini, by March 16.

A three-judge Bench headed by KG Balakrishnan issued the order after heated arguments by Shanti Bhushan for the members and Harish Salve for Haryana in the case that has been referred to the apex court by the President. The court indicated that about two weeks would be given thereafter to the accused to file their response as well to witnesses for giving evidence in the form of affidavits.

Bhushan sought the quashing of the three charges contained in the Presidential reference. These pertained to lack of qualification to hold posts in the HPSC, malpractices in recruitments done through the HPSC and non-cooperation in the vigilance inquiry.

He said the state Governor could appoint the HPSC Chairman and its members if he was satisfied that the candidates proposed by the government could discharge their duties and that there was no legal provision which specified any basic qualification.

On malpractices involving bogus educational certificates, he said the HPSC only conducted the examinations, while the state government was responsible for verifying the antecedents and documents of the candidates recommended for recruitment.

On non-cooperation, Bhushan, assisted by Adhitya Chowdhury, said the members had refused to provide some documents to the Vigilance Department as these contained confidential information. The CJI, however, clarified that any material required for investigation of a criminal case would have to be provided unless such information pertained to the national security.

Salve found fault with the prayer of the nine members for quashing the charges against them without challenging the Presidential reference, which had to be answered before any order was passed. Otherwise, it would amount to subversion of “constitutional hierarchy”. Justice P Sathasivam also sought clarification on the point at the beginning of the hearing. Justice JM Panchal was the other member of the Bench. Also, courts normally did not interfere with the suspension of accused officials unless the inquiry was complete, Salve said.

The suspended members include Ranbir Singh Hooda, Udhvir Singh, Ram Kumar Kashyap, Satvir Singh, Dr Santosh Singh, Chattar Singh, Om Parkash Bishnoi and Prof Dungar Ram.

The Om Prakash Chautala government had appointed the HPSC members and the move to remove them has been initiated by the present Bhupinder Singh Hooda regime.

Minor kidnapped, released

Panipat, March 3
A 12-year-old boy was allegedly kidnapped by four persons from Ghari village here yesterday. However, when the kidnappers came to know that the boy belonged to a poor family, they released him at the Ambala railway station.

The victim has been identified as Vikas, alias Pankaj, son of Dinesh Pandey, a native of Ajmer in Uttar Pradesh.

The incident took place when Vikas was on the way to his tuition. Four persons in a car halted the vehicle near him and called him. As he approached the car, one of the occupants of the car took out a piece of cloth, placed it on Vikas’s mouth and pushed him into the car.

Vikas told the police that after travelling some distance, the kidnappers started asking him questions about his family. As he told them that his father was a daily wager, the persons expressed dismay and decided to leave him at the Ambala railway station. After dropping him outside the railway station, the miscreants told Vikas that he would easily get a train to Panipat from the railway station.

After being let off by the kidnappers, Vikas approached a policeman standing on the station and requested him to contact his brother from his mobile. He called up his brother Babloo and informed him about the incident. The policeman then asked one of his colleagues, who was on his way to Panipat, to take the boy along with him and hand him over to his parents.

The police said the miscreants had allegedly kidnapped the boy for ransom, but when they got to know that the boy belonged to a poor family, they decided to let him go. A case has been registered in this regard.

INLD seeks removal of Panchkula DC

Earlier, the Indian National Lok Dal (INLD) raked up the issue of advertisements being played on television channels and jingles on the radio within hours of the model code of conduct coming into force. Today, the party sought the removal of Panchkula Deputy Commissioner Rajinder Kataria.

The INLD’s ally, the Bharatiya Janata Party, in a separate complaint to Chief Electoral Officer Sajjan Singh, highlighted the violations of the model code by the Congress government and its appointees.

The INLD trained its guns on Kataria, an IAS officer on deputation from Karnataka cadre, and posted as Deputy Commissioner for the past three years in Haryana.

The complaint sent to the Chief Election Commissioner, New Delhi, said Kataria, son-in-law of Congress MLA and President, Haryana Pradesh Congress Committee, Phool Chand Mullana, had been used by the Congress government for its political ends.

Maintaining that as Deputy Commissioner, Kataria is in a position to influence the free and fair election process and also to influence the voters of Panchkula district, the complaint stated that he had been actively involved in various political activities and had also been trying to influence prominent people of the district.

The INLD has urged the commission to take appropriate action and remove Kataria from his position “in the interest of democracy”.

Panel imposes fine on info officer

The Haryana State Information Commission has imposed a fine of Rs 25,000 on the State Public Information Officer (SPIO) of the Architecture Department for “not being able to show that he acted diligently” in providing information sought by an applicant under the RTI Act.

A former Chief Architect of Haryana SC Thukral has sought certain information in September 2007 regarding the foreign trip and service matters of Parveer Goyal, an architect in the department.

Not satisfied with the response of the SPIO, Thukral moved the First Appellate Authority, which did not respond. The applicant received incomplete information after a considerable delay.

After Thukral moved the commission, allowing his appeal Information Commissioner Ashok Mehta issued a show cause notice to the SPIO in November last under Section 20(1) of the RTI Act.

Finding the reply of the SPIO unsatisfactory, Mehta imposed a fine of Rs 25,000 on him, which is to be deposited in the commission’s account.

Mehta has also advised the First Appellate Authority to decide all appeals received by him within the stipulated period by passing speaking orders.

Nalvi may support Cong

Didar Singh Nalvi, “working president” of the Haryana Sikh Gurdwara Prabandhak Committee (ad hoc), today indirectly hinted that his group might support the Congress in the coming parliamentary elections despite the ruling party’s delay to fulfil its promise of a separate SGPC in Haryana.

Talking to mediapersons here, Nalvi said his group would take a formal decision in this regard in an executive meeting to be held shortly. However, he added that they have to choose a party which could help them achieve their goal.

Though he said the group would support the political party supporting the cause of a separate SGPC for Haryana, he left little doubts about his intensions of backing the ruling party in the state.

“The INLD leadership has already told us that we should sort out the issue with the SGPC in Amritsar while the Haryana Janhit Congress was still in infancy,” Nalvi said.

“If the ruling party fails to fulfil its promise after the parliamentary elections, we will teach it a lesson during the coming Assembly elections,” he added.

He said separate SGPC was their legitimate right under the Punjab Reorganisation Act 1966 and only the government in power having a majority of legislators in the state assembly could do that.

He, however, said the Hooda government could have shown better urgency in fulfilling its pre-poll assurances given to state Sikhs.

He termed the recent steps of handing over of the HS Chatha report to the Chief Minister as eyewash and said Sikhs wanted nothing short of a separate SGPC.

Criticising Jagdish Singh Jhinda for allegedly forgetting the main task of the separate SGPC, Nalvi said his group was the real HSGPC (ad hoc) as it had the backing of 18 out of the 31 executive members.

He said some more members were expected to support his group once Jhinda’s “shukrana yatra” was over.

Double Murder

Residents continued the dharna for the third day today against the local police in Rori village, where two women were brutally murdered on Saturday.

The police had booked at least 250 persons after the villagers had ransacked the police station in protest against the murders and alleged indifferent attitude of the police on Sunday.

Shopkeepers in the neighbouring Kalanwali town today observed a bandh in protest against the murders while the shops in Rori village remained closed for the third day in succession.

Several political leaders visited the village to condole the death of the victims. Jagdish Nehra, a former minister, Hoshiari Lal Sharma, district president of the Congress, and Hira Lal Sharma, president of the Beopar Mandal, were among those who met the people sitting on dharna.

Condemning the incident, INLD leader Sampat Singh today demanded a thorough probe into the incident as the residents alleged that the local police might be involved in the incident. He said the villagers informed him that sniffer dogs brought by the dog squad had tried to enter the police station, but the police abruptly stopped the operation giving rise to suspicion that the killers might have a direct of an indirect link with some police personnel.

SP Subhash Yadav has sent the then SHO of the Rori police station, Devinder Nain, the police lines.

Labourer killed over minor issue

A feud over a trivial issue between two labourers resulted into the death of one of them on the premises of a local college here last night.
According to the police, Gaya Ram, son of Jagarnath, and Umesh, son of Gula Ram, indulged into a quarrel over a minor issue that turned bloody and led to the death of Gaya Ram.

A private contractor had hired the duo for the construction work on the premises of the college. The police said the two allegedly consumed liquor and later picked up a fight with each other. In a fit of rage, Umesh got hold of a sharp-edged weapon being used in construction work and smashed Gaya Ram’s head with it. He died on the spot.

The contractor’s supervisor, Satish Kumar, reported the matter to the police, which later registered a case against Umesh, who was also taken into custody.

The body of the deceased was handed over to his family members after a postmortem.

Seat Sharing
‘No dispute between INLD, BJP’

The National Democratic Alliance (NDA) candidates for the 10 Lok Sabha constituencies will be decided shortly and there is no dispute about seat-sharing between the INLD and the BJP.

This was stated by INLD supremo Om Prakash Chautala while addressing a press conference here today.

Referring to the Governor’s post as a “white elephant”, INLD supremo Om Prakash Chautala today justified his absence from the recent Vidhan Sabha session by stating that he was “hurt” by the incidents in the House. “The Governor address began with an ode to the Chief Minister’s father while no reference was made to those killed in the Mumbai blast as also to death of former Prime Minister VP Singh and President R Venkatraman. The governor should realise that he is on constitutional post,” he said.

Critical of the suspension of HPSC members appointed in the INLD regime, Chautala said it was surprising that the Governor suspended them on ground of incompetence when he had himself approved their appointments.

Gohana bus stand not to be shifted

Giving weight to the demand of residents of Gohana town, the state government has taken back its decision of shifting the Gohana bus stand from the Rohtak road to a new site on the Panipat road. Earlier, the state government had issued directions to the authorities concerned in this regard.

Residents as well as roadways staff have welcomed the decision of Chief Minister Bhupinder Singh Hooda.

More than a year ago, the government had initiated a project to construct a new bus stand near Khanpur Kalan turning on the Panipat road. The idea behind the move was to bring it near the proposed bypass of the town.

However, the move was not appreciated by residents.

The Election Commission would take action against the DC, who would be found lacking in implementing its directions.

Puja Express to halt at Karnal

The Railways has conceded the long pending demand of people of Karnal for stoppage of the Jammu Tavi Puja Express, linking Ajmer with Jammu, at Karnal.

A large number of people from here visit Ajmer Sharif and Vaishno Devi every year and the stoppage of the express here would prove a boon to them.

The Railways had also accepted his demand for the halt of the Jehlam Express and the Bathinda Express at Samalakha station, he claimed. The decision in this regard has been hailed by the people.

Land acquisition

Chief Justice Tirath Singh Thakur and Justice Hemant Gupta asked a Haryana law officer to inform the court whether forest land had been acquired by the state government for public purpose.

The Bench also fixed March 6 as the next date of hearing on the petition by Panchkula district courts advocate Vijay Bansal. He had claimed forest land between Pinjore and Kalka, around Surajpur village, had been acquired by the Haryana government.
