Fatehabad, February 28
Elaborate security arrangements have been made for the proposed religious congregation in Chandpura village in this district tomorrow after the announcement of Sant Baljit Singh Dadu of Dadu Sahib Gurdwara that he would organise the function notwithstanding prohibitory orders imposed by the authorities.

The authorities have deployed 12 companies of the police and the Rapid Action Force in and around the village in view of the tension in the area.

Commissioner, Hisar Division, Vimal Chandra today convened a meeting of the authorities, which was attended among others by AK Dhull, IG, Hisar Range, JS Ahlawat, Deputy Commissioner, Fatehabad, CS Rao, SP, Fatehabad, Subhash Yadav, SP, Sirsa, and Sandeep Kheerwar, SP, Crime.

“The authorities have made foolproof arrangements and no one would be allowed to take law into his hands,” said Vimal Chandra after the meeting.

No outsider would be allowed to enter the village as that could precipitate the tension, he added.

JS Ahlawat clarified that there was no ban on holding the religious congregation inside the gurdwara but anyone violating the provisions of Section 144 of the CrPC imposed in the village would be taken to task.

Dadu, however, maintained that the three-day religious congregation announced by him would begin as per schedule on Sunday.

He maintained that the sole aim of the congregation was the propagation of religion and not to harm anyone or any section and alleged that the authorities had been working to please Dera Sacha Sauda.

“This is a ploy of the Haryana government to target Sikhs ahead of the parliamentary polls so that followers of the dera could vote unitedly for the Congress,” Dadu alleged, when contacted by The Tribune.

“We will not tolerate any such interference in our religious affairs by the authorities. The congregation will begin tomorrow as per schedule and I will go to Chandpura in the morning even if the police arrests me,” he added.

Badhsa (Jhajjar), February 28
The land transfer ceremony of extension (Phase- II) of the All-India Institute of Medical Science (AIIMS) was organised in Badhsa village here today in the presence of Union Health and Family Welfare Minister Dr Anbumani Ramdoss.

Haryana Chief Minister Bhupinder Singh Hooda presented the papers of land transfer to the Union Minister for setting up the extension of AIIMS.

Ramdoss also launched the upgrade of Pt Bhagawat Dayal PGIMS, Rohtak.

Addressing the gathering, Ramdoss said the AIIMS extension would open floodgates of considerable employment opportunities for residents of the region.

Earlier, patients from various countries had to go to AIIMS, Delhi, for crucial treatments and surgeries. However, once this extension would be completed, patients from all over the world would come here for treatment.

“Jhajjar AIIMS will be set up at a cost of Rs 1,000 crore and it will cater to the health needs of the people residing in south, west, north-west and north Delhi besides people of Rajasthan, Punjab and Uttar Pradesh,” said the Union Minister, adding that nearly a dozen health institutions like the National Institute of Mental Health Services, besides the Jhajjar AIIMS, would be established in Bhadsa village.

Ramdoss appreciated the efforts of Haryana Chief Minister Bhupinder Singh Hooda and his MP son Deepender Hooda for getting this project approved from the Union government.

Presiding over the function, Hooda urged the Union Minister to give preference to the residents of Badhsa village while making recruitments to all sorts of non-technical posts for Jhajjar AIIMS.

Rohtak MP Deepender Hooda said the Jhajjar AIIMS would have an OPD, operation theatres and a research centre on the pattern of the AIIMS, Delhi, so as to provide educational facilities of national level to students and researchers of medical sciences.

“The process of setting up the Jhajjar AIIMS will not go through any kind of hurdle as water will be made available for its construction work from the Gurgaon Canal passing from nearby area,” asserted Deepender, adding that it would also have an easy connectivity due to the setting up of SEZ in the area, presence of network of prominent national highways besides Kundli-Manesar-Palwal Expressway.

Ignoring advice costs Haryana Rs 42 lakh

Tribune News Service

Panchkula, February 28
Haryana Public Works Department (PWD) ignored the advice of the Indian Institute of Technology (IIT), thereby leading to an extra expenditure of over Rs 42 lakh in a project to construct a channel to distribute water from the Bhakra Mainline Canal in the southwestern part of the state.

After approval of the “L-section” of the Bhakra Mainline - Hansi-Butana branch multipurpose link channel by the irrigation branch, IIT Roorkee was requested in November 2005 to scrutinise the design of various structures. However, without waiting for IIT’s expert advice, tenders were invited in December 2005

In January next year, IIT suggested a revision in the design, which was carried out by the department in March 2006. The chief engineer, Irrigation Department, approved to allot the works to two contractors for Rs 3.22 crore and Rs 3.28 crore, respectively. Both contractors, however, refused to execute the work on the grounds that revision of L-section after submission of tenders by them had enhanced the scope of work.

In its report released this month, the Comptroller and Auditor General (CAG) pointed out that during audit scrutiny of records, it was noticed that the decision of the department to call tenders without waiting for IIT’s expert advice was injudicious and resulted in dispute.

Fresh tenders were called for in May and June 2006 for Rs 4.14 crore and Rs 3.64 crore, and the works were completed at a cost of Rs 3.76 and Rs 3.84 crore.

Re-tendering resulted in an extra expenditure of Rs 52.79 lakh. But after adjustment of forfeiture of security of Rs 10.29 lakh of previous contractors, the extra burden worked out to Rs 42.50 lakh.

Chautala hits out at Hooda
Our Correspondent

Rewari, Frberuary 28
Addressing a largely attended “vijay sankalp rally” of the INLD-BJP alliance here today, INLD supremo and former Chief Minister Om Prakash Chautala asserted that the Hooda regime had acquired the sobriquet of a “government of scandals and rackets”.

Flaying the Hooda government for its “misgovernance”, Chautala alleged that while the government indulged in a huge racket of Rs 70,000 crore in the change of land use of over 35,000 acres of agricultural land during the past four years, big scandals pertaining to the Sarv Shiksha Abhiyan, the establishment of special economic zones and recruitment of numerous persons in various departments had also come to light.

Chautala announced that if the NDA was voted to power in Haryana, such racketeers would be sent behind the bars.

He alleged that the Chief Minister was squandering away huge amounts from the state exchequer to dole out sops to people in the hope of seeking their support at the hustings.

Highlighting the “various welfare works” accomplished during the Vajpayee regime, state BJP chief Atam Prakash Manchanda deplored that the people were now leading a miserable life owing to spiralling prices of essential commodities as well as rampant corruption, which, he alleged were a legacy of the Congress-led UPA government as well as the Hooda-led government.

Both Chautala and Manchanda as well as other prominent leaders of both parties called upon the people to oust the Congress at the hustings and vote the NDA to power.

Karnal, February 28
A section of the local Congress workers today came out openly in support of their demand for the party ticket to some local leader from the Karnal parliamentary constituency and decided to hold a “fariyad yatra” (request march) to Delhi in support of their demand.

The Congress workers, who gathered at Committee Chowk, resented that the Congress had been imposing an outsider on them in successive Lok Sabha polls and the local people had been deprived of effective representation and were feeling let down.

The workers cautioned that any misadventure on the part of the party to repeat the past mistake of ignoring the local workers could cost the party dear in the polls as the workers were in no mood to accept any outsider this time.

The meeting was addressed by Congress leader Sushil Bhat, who alleged that the Congress had been taking the people of Karnal for granted, who had ensured the victory of Congress candidates in the elections during the past 40 years.

The workers would meet party president Sonia Gandhi, Chief Minister Bhupinder Singh Hooda and chairman of the election campaign committee Venod Sharma and apprise them of the sentiments of the workers, he added.

Meanwhile, Sohan Lal Gupta, president, Block Congress Committee, Ghauranda, today clarified that his remarks regarding fielding a local candidate were in context of the Assembly elections and not the Lok Sabha polls.

Meos renew pledge to save cows
Movement to check cow slaughter in Mewat a success

Pinangwa (Mewat), February 28
Today was a special day for the people associated with the Sankalpit India Parivar, a mass movement dedicated to save cows in the Mewat area, which was once notorious for cow slaughter. Thanks to the movement, the rate of cow slaughter, which had crossed 2,000 cows per day in the late 90s, has now drastically come down to less than 100 cows a month.

Today was the first death anniversary of Vaid Nathu Singh, who had initiated this movement in 1987 and inspired thousands of Mewat people, most of them Meo Muslims, to rear cows for prosperity. Thousands of people from nearly a dozen states had assembled in the village to pay tributes to their mentor.

In fact, the chain of paying obeisance to the departed soul had begun a few days ago, with Haryana Governor AR Kidwai, former Chief Minister Om Prakash Chautala and a delegation comprising eight MPs visiting the late Vaidji’s house in the village.

At today’s function, dignitaries from across the country honoured as many as 109 “gwalas” (cattle rearers), each of whom takes care of 100 to 400 cows. Interestingly, 107 of the 109 “gwalas” honoured on the occasion come from the Meo Muslim community, as do a majority of the cattle rearers attending the ceremony. The gathering took a solemn pledge to save and rear cows and make all-out efforts to prevent cow slaughter. Leader of the Opposition in the Lok Sabha Lal Krishan Advani extended his greetings to the Sankalpit India Parivar and the gathering on the occasion and sent best wishes to carry the mission forward in a big way.

“With the enormous love and support we are getting from the people of the entire nation, we are confident to make cow slaughter a thing of the past in the Mewat area,” asserted the late Vaidji’s son and former state Commissioner and Central Animal Welfare Board member Mohan Singh Ahluwalia, who had quit his job to lead the movement.

Indian media moguls Subhash and Lakshmi Chand Goenka’s father Nand Kishore Goenka, who patronises a gaushala in Agroha township near Hisar, appreciated the efforts being put in by Ahluwalia to make this movement a huge success and an example for others to follow.

Tribune News Service

Hisar, February 28
Government veterinarians took out candlelight protest march in all district towns of the state last night seeking absolute parity with medicos in pay scales and career progression.

Dr RK Rohilla, President of the Hisar district unit of the Haryana State Veterinary Association (HSVA), said while implementing the recommendations of the Sixth Pay Commission, the government had given the benefit of assured career progression after five, 10 and 15 years of service to medicos but denied the same to veterinarians.

He said there had always been absolute parity between them and medicos and there was no reason why veterinarians should be discriminated against this time.

The government had also not given veterinarians the benefit of six advance increments for acquiring postgraduate qualifications as had been done in the case of medicos, Rohilla added.

Rohilla said the HSVA would continue its stir till their all demands were met.

SIRSA: Veterinary surgeons took out a silent procession here on Friday in protest against the alleged disparities committed by the government while announcing their pay scales after the Sixth Pay Commission. They assembled in their office situated on the Begu road and then marched in a silent procession towards the mini-secretariat.
