JNU rusticates five students

Five student leaders, including three office bearers of Jawaharlal Nehru University Students’ Union (JNUSU) were served show-cause notices today followed by rustication orders.

The rustication came after students gathered outside the administrative block and stopped the sale of admission forms. “We have stopped the sale of admission forms. Not a single form was sold today. We have voiced our demands so many times, but they have fallen on deaf ears,” said Roshan, secretary, SFI, JNU.

The students served with the notices include, JNUSU president Sandeep Singh, JNUSU vice-president Shephalika, JNUSU joint secretary Mobin, JNU SFI secretary Roshan Kishore and Renu from Progressive Students’ Union (PSU).

Sandeep Singh has been rusticated for four semesters and out of bound orders. While the rest have been rusticated for two semesters and out of bound orders.

The administration had asked the students to submit written clarifications for interrupting the admission process by today evening. However, the students have decided not to reply till tomorrow. The students were rusticated when the administration did not receive the replies by 4 p.m. today.

“We cannot be expected to reply in one hour. We had asked for some time. We have decided to send the replies by tomorrow after an understanding is reached among student organisations,” said Roshan.

“Some students physically stopped the sale of prospectus and forms. The sale counter was not allowed to function for the whole day despite an appeal by the dean of students. This act of defiance has prompted issuing show-cause notices to students. They had to give a written explanation for their indiscipline and misconduct. They have failed to provide any satisfactory replies. Therefore, the chief proctor’s office was left with no choice but to rusticate them,” said a JNU spokesperson, on behalf of the administration.

The students said they decided to stop the admission process as all their demands were not met.

MBA student’s MMS rocks Net

With the Faridabad police failing to arrest the boy who circulated the video clip of his girlfriend doing a striptease for him from Noida, it is now planning to go to Kolkata, the hometown of the boy.

Om Prakash of the Faridabad police, who is associated with the investigation, said, “After the Noida police refused to lodge the FIR, the victim went to the National Commission for Women and came to us at Faridabad central police station and registered a complaint against Shan Baba and his father Sanju Baba. She accused the boy of spoiling her image by circulating her MMS clip and uploading the clip on social networking sites. When she complained about it to the boy’s father, he threatened to kill her. An FIR under Section 506 and 507 of the IPC was lodged on February 22. The victim lives in Sector-17 in Faridabad. Both the boy and girl were studying in a business school in Noida.”

“I went to the accused’s paying-guest accommodation in Noida’s Sector 49 twice, but caretaker Manjit informed me that Shan had not returned since the news was flashed on news channels few days ago. However, his belongings were still in his room. I have told Manjit to inform us whenever he comes to take his belongings,” said Prakash.

“We will wait for a day or two, and will then go to Kolkata, his hometown and arrest him from there. We are trying to procure an arrest warrant,” said Prakash.

However, the Noida police still maintains that the victim never gave them any written complaint. Station head officer of Sector 49 police station in Noida Dushiyant Kumar Baliyan said,” We have offered full cooperation to the Faridabad police in the case.”

Meanwhile, the video has become the most searched and viewed video on the internet. Strangely, neither the police nor any women organisations have shown any interest in getting the clip off the internet.

Over one lakh people viewed the clip on various social networking sites till today afternoon. The matter is being hotly discussed on various blogs and forums, with the bloggers blaming both the girl and the boy for the incident. A part of the clip was removed from the site after it crossed over 40,000 views in 2 days, but it appeared again within hours, and registered 451 views in 3 hours. Another part of the clip registered over 28,804 views in 3 days.

Meanwhile, the scandal has made parents cautious. They are now watching the activities of their teen children very carefully and have started questioning them. “My parents have politely requested me not to surf the social networking sites. Moreover, they now keep a watch on me whenever I am at my computer table,” said Nimisha, an MBA student and daughter of doctor couple.

“My elder brother has started scanning my phone calls and messages and inquires about each of them. Yesterday, when I deleted my phone’s call history and messages, he asked why there were no messages or call records. I am becoming sick of this supervision,” said Pooja, an executive with a multinational company.

Vote-on-Account passed

The Delhi assembly today passed a Vote-on-Account for April to June amidst noisy scenes.

Presenting the budget for 2009-10, finance minister A.K. Walia sought a Vote-on-Account to carry out business and meet the expenditure for the next three months in view of the coming parliamentary elections.

He said that the complete budget would be passed after the elections.

Walia said there was a negative growth of 31.74 per cent in revenue from stamp duty and registration of vehicles in 2007-08. The stamp duty and registration fee received in 2007-08 was Rs 1,318.4 crore, while it was estimated at Rs 1,620 in 2008-09. The revised estimate in 2008-09 was Rs 900 crore, while the estimated stamp and registration fee for 2009-10 is just Rs 1,050 crore.

As per the revised estimates, entertainment tax, including that from cable TV, has also shown a decline of 3.51 per cent over 2008-09.

The budget estimate for 2009-10 is Rs 23,043 crore. Of this, Rs 10,000 crore is plan outlay and Rs 12,932 crore is non-plan expenditure.

The minister said the plan size of Rs 10,000 crore for 2009-10 has been fixed keeping in view the current economic meltdown.

He said, “In order to give effect to the revised estimates, supplementary demands for grants of Rs 1,411.95 crore would be required. Therefore, I appeal to the House to approve the supplementary demands.”

“Taking the current economic situation in view, I propose a plan outlay of Rs 10,000 crore for 2009-10. In addition, Rs 110.83 crore has been proposed under the centrally-sponsored schemes. The budget will have revenue expenditure of Rs 13,703.31 crore and the capital expenditure of Rs 9,339.69 crore,” he said.

The BJP-led opposition demanded discussion on supplementary demands. When Vote-on-Account is passed, the supplementary demands are not tabled. If it is tabled it requires discussion. The members of the opposition party walked out when the House passed the Vote-on-Account.

Leader of the Opposition V.K. Malhotra said it had never happened in the past. Even in Parliament, supplementary demands are discussed. He termed the manner in which supplementary demands were passed as “the murder of democracy.”

Babus impeding package to garment sector: Vaghela

In a candid confession, union textile minister Shankersinh Vaghela has stated that some bureaucrats were impeding the grant of a special package or concessions to the garment sector.

“We are fully aware of the meltdown heat being felt by the garment sector and sincerely wish to give them some relief, but some bureaucrats oppose the move,” Vaghela said while talking to The Tribune on the sidelines of a function to dedicate Apparel House to the people here today.

The minister stated this when Rakesh Vaid, chairman of the Apparel Export Promotion Council (AEPC), expressed resentment over the Centre’s “indifference” towards the garment sector.

“We are feeling dejected as the central government has failed to provide us any relief despite recommendations of the Planning Commission and our repeated representations,” Vaid said during the chat in presence of the minister.

At this, Vaghela said he was pursuing the matter and would soon meet the union finance minister and demand 4 per cent duty drawback for the garment sector. He, however, added that some bureaucrats, who felt that the garment sector did not need a special package at this stage as it had already got too many sops and concessions.

Earlier, the minister dedicated Apparel House, the headquarters of the AEPC, to the nation. Spread over two lakh square feet in five acres of land, Apparel House has 250 permanent showrooms, an exhibition complex, conference rooms, an auditorium, an art gallery, a travel desk, a bank and dining facilities.

The AEPC operates 47 apparel training and design centres (ATDCs) across the country. India exported apparels worth $9.7 billion in 2007-08 and ranks sixth worldwide.

MCD attacks govt on Games preparation

In a political gimmick, the Municipal Corporation of Delhi (MCD) today criticised the Delhi government for lagging behind in the preparations for the Commonwealth Games.

The civic body, in a letter to Lt Governor Tejendra Khanna, has asked him to intervene and form an apex committee under his chairmanship to ensure that the preparations of the Commonwealth Games get momentum and right direction.

“The committee has noted that the Delhi government is yet to initiate a number of projects. We have already missed the opportunity of developing infrastructure under Jawaharlal Nehru Urban Renewable Mission due to the lackadaisical attitude of the government. It now stands out of race for the funds being released under the Mission,” said Vijender Gupta, Standing Committee chairman.

The MCD expressed concern about the parliament’s Standing Committee on transport, tourism and culture founding serious lapses in the preparedness for the upcoming Commonwealth Games in Delhi.

The corporation accused government for lack of coordination among the various departments. “The government is running much behind the schedule. The parliamentary committee has expressed concern over the slow pace of the projects, many of which have not been initiated,” he said.

According to BJP leaders in the corporation, the civic body is running ahead of schedule as far as the Commonwealth Games projects are related. However, if the leaders of opposition are to be believed, the BJP- ruled MCD has not accomplished even a single project in past two years.

“The work of multi-level parking, which was announced a year ago, is yet to be started. The development work around New Delhi Railway Station and flyovers are nowhere in their agenda,” said Jai Kishan Sharma, Leader of Opposition.

Faridabad industry unaffected from meltdown

Contrary to the perception that the global meltdown has affected industries badly, the industry here is unaffected.

The Faridabad Industry Association (FIA) expressed the view that the industry here was robust and the government must take measures to give further boost to it, as there was great potential for further industrialisation.

The president of FIA, S.K.Jain, along with the office-bearers of his organisation, said that the reason for the industry remaining unaffected by the global recession was that the sensitive sectors like the real estate business and textile business had virtually no presence here.

The FIA suggested to the government to help set-up a “Mother” unit plant in Faridabad as large number of auto manufacturing units were operating from here. It cited the case of Maruti Udyog Ltd plant in Gurgaon that has proved to be the single largest factor in giving a push to industralisation there.

According to the association, power front was the most ticklish issue for the industry in Faridabad and the power tariff for the industry in Haryana was the highest in North India. It took the opportunity to urge the Haryana government not to increase the rate of tariff for the industry sector to subsidise the supply to the agriculture sector. The apprehension of the industry is that the government may increase the tariff as part of its political economy to keep the agriculture sector in good humour, especially during election year.

Woman, paramour held for planning to kidnap niece

A 26-year-old woman and her paramour were yesterday arrested by the South district police for allegedly making threatening calls to kidnap a minor student of a prestigious school in South Delhi and demanding Rs 5 lakh from the parents.

Jitender Kaur, who is the real niece of the complainant, together with her lover Sanjeev Kumar (23) hatched a conspiracy to kidnap her own cousin. According to HGS Dhaliwal, DCP (South), the duo was arrested from Trans-Yamuna following several raids conducted at various places of Delhi in past few days. 

Dhaliwal said that Sanjeev and Jitender had jointly started a finance company in the Laxmi Nagar area. They provided car loans, personal loans and also government jobs, but due to high expenses and a lavish lifestyle, they suffered heavy losses and came under huge debt. As a result, Jitender hatched the conspiracy to extract money from her uncle, who was an established transporter. Jitender knew that her uncle was an affluent businessman and will immediately agree to give the ransom amount. 

“They bought new SIM connections on fictitious identity and made repeated ransom calls. Interestingly, to express solidarity with her uncle’s family, one of the calls was attended by Jitender herself,” said Dhaliwal.

ASI arrested for bribery

The Central Bureau Investigation (CBI) officials caught ASI Tej Singh red-handed while accepting a bribe of Rs 10,000 from a complainant last night at Bindapur police station in South West district.

According to sources, Tej Singh had demanded Rs 50,000 from Rajesh for helping him in a property dispute case. Rajesh had gone to give Rs 10, 000 to Singh at Bindapur police station on the instructions of CBI officials who arrested Singh the moment he accepted the amount. However, Tej Singh has alleged a conspiracy and claimed that he was innocent.

According to the police, Singh has not been suspended and a departmental inquiry against him would be ensued.

In a major breakthrough, the South district police yesterday arrested notorious contract killer Narender, alias, Naresh, alias Pehalwan. Twenty- four year old Narender, who was wanted in several sensational cases in Delhi and NCR, was held from Rangpuri (Punjab).

A resident of village Chhapaar in Jhajjar district of Haryana, Naresh Pehlwan, along with his accomplice, had shot one Junge Singh in 2006 after taking a supari of Rs 10 lakh. — TNS

Subsidy sought for Punjabi news service

Representative of Sikhs in the Delhi Minorities Commission, Sardar Pushpinder Singh in a letter to union HRD Arjun Singh appealed for subsidy to the UNI for launching Punjabi news service.

When the news agency is given subsidy for Urdu news service why it cannot be given for the Punjabi which is spoken in 118 countries of the world, he questioned.

Forty per cent citizens of Delhi, including Sikh, Hindu and Muslims speak Punjabi. Punjabi has been given the second language status in Delhi. Daily Punjabi newspapers – Panthak Samachar, Jathedar, Qaumi Patrika, Educator– are published from Delhi. Besides, 50 magazines in the language are published. But there is no Punjabi news agency, he regretted. — TNS
