New Delhi, February 19 University teachers have been protesting ever since the UGC draft recommendations made a key government notification on pay revision. As per the UGC draft recommendations, readers and lecturers in selection grade will have to face the selection committee again in order to get the revised pay. Teachers are upset with the UGC for “changing the original notification in both letter and spirit. The UGC’s lawlessness on the matter is intolerable. We will not take this high-handedness and unconstitutional behaviour,” said Aditya Narayan Misra, president of DUTA and FEDCUTA. Teachers have alleged that the UGC has devised a controversial system of performance appraisal for promotion, which if implemented will adversely affect teaching and research in universities and colleges. It has even gone against the Sixth Pay Commission in recommending selection committees for movement from one AGP (Academic Grade Pay) to another in the same pay band and same designation. It has also denied promotion to teachers who have not completed their Ph.D. The DUTA/FEDCUTA combine met union HRD minister Arjun Singh and told him that by superseding the cabinet decision, as subsequently reported in Parliament by MoS, MHRD, the UGC has created a constitutional crisis. The minister has assured the delegation that he will conduct an inquiry into the matter. |

New Delhi, February 19 The Bill, an extension of the provisions of the National Capital Territory of Delhi Laws (special provisions) Act-2007, was tabled before the Parliament on Tuesday. It was tabled before the Parliament for the first time in 2007 when people had protested against sealing in the city. It was tabled again for one-year moratorium on Tuesday, as sealing would adversely affect the Congress in the coming LS polls. The moratorium was given on the pretext of the Capital’s increasing population due to migration and other factors. The increase has caused tremendous pressure on land and infrastructure leading to encroachment. The Bill states that Master Plan of Delhi-2001 has been extensively modified and notified with the perspective for 2021 keeping in view the emerging dimensions in urban development. |
Campaign for no criminals in politics
New Delhi, February 19 Bhartiya Janata Party (BJP) tops the list of political parties to have MPs with criminal records. It has 29 such parliamentarians. Congress, with 26 tainted MPs, comes second in the list. Similarly, Jharkhand Mukti Morcha’s all five MPs are tainted and Siromani Akali Dal’s four out of the total eight MPs, have criminal records. With this in mind, many citizens today got together and launched ‘Campaign for no criminals in politics’ in the Capital. Launching the campaign, economist and former governor of the Reserve Bank of India, Bimal Jalan said the campaign was aimed at reaching out to citizens of the country and urging them to appeal to political parties to refrain from fielding candidates with criminal charges in the upcoming Lok Sabha elections. “Politics has become an exciting destination for people who have nothing else to do. We should ensure that in future there are no incentives for criminals in Indian politics,” said Jalan. Lyricist Javed Akhtar, also present on the occasion, said that Indian democracy needed to be nurtured constantly and that criminal elements were corroding it. “Involvement in criminal activities can not be justified at all. Political parties that give tickets to criminals are to be blamed equally,” said Akhtar. |
Kids awarded at energy quiz
New Delhi, February 19 Six students, three each from private and government schools, were declared winners of the quiz, while another two students were awarded for coining slogans on energy conservation. The prizes were distributed by Chief Minister Shiela Dixit. Dikshit said, Rishi Chaudhry, a class 8 student of Amity stood first students of public schools. Another winner Mani Makker, is a class 9 student from St Marks Senior Secondary Public School.
Tanmay Kumar, a class 12 student at Gyan Marg, stood second. Cash prizes of Rs 15,000, Rs 12,500 and Rs 10,000 and trophies were given to the three winners, respectively. The writers of best slogans were given Rs 5,000 each and a trophy. The quiz stretched over five months. A total of 1,290 students from 60 schools had participated in the second round of the competition. |
1 dies in hit-and-run involving police Gypsy
New Delhi, February 19 According to information, the police Gypsy first hit the rickshaw and later banged into a Santro car followed by a Tavera. While rickshaw puller Guddu was killed on the spot, drivers of Santro and Tavera car were injured. Constable Rajender Kumar, who was driving the Gypsy, has been booked for the offence. According to eyewitnesses, there were three people in the Gypsy who was speeding from ITO towards India Gate, but after the accident, the other two passengers fled leaving behind Rajender Kumar. The police said that the rickshaw was hit by the Gypsy from behind after which the two cars were hit when constable tried to run away from the spot. The police has collected the blood sample of the accused driver for medical examination to check if he was driving under the influence of alcohol when the accident took place. The Delhi traffic police would now deploy police cars to specifically patrol the highways passing through the national capital on account of increasing incidents of hit and run cases in the wee hours and early mornings in the national capital. According to Y.S. Dadwal, commissioner of police, a fleet of dozen Qualis cars would be deployed by the traffic police on highways of the capital to keep a check on heavy vehicles during night. “Usually the traffic is thin out in the wee hours, and so the police staff and heavy vehicles from outside speed through the roads without an accountability, causing accidents.
We will deploy 12 cars that would patrol highways 24x7,” said Dadwal. He explained that these exclusive Qualis cars would keep an eye on traffic even at 3 am making it difficult for heavy vehicles passing through city to break traffic rules. |

Goons target women workers going in cab
Noida, February 19 They allegedly got the coach stopped at gunpoint after overtaking it. First they snatched the ignition keys of the vehicle from the driver and later tried to forcibly pull the women out of the vehicle. When the victims raised the alarm, a number of vehicles screeched to a stop nearby. At this, the accused sped away, taking the cab keys along with them. The police did not reach even after an hour at the site. Another cab was called from the office and the women dropped at their residence. A written complaint has been given at the Sector-20 Kotwali. The cab was on its way to drop the women in Mayur Vihar Phase-I. At the red light crossing of Sector-10, two youths on a bike overtook the cab and stopped at gunpoint. They got the car door opened and started pulling out the women staff. One of the women had reportedly conveyed the bike number on phone to her family members. As vehicles passing by stopped and hearing the alarm of the women, the bandits sped away, taking the cab keys with them. |
Call centre staffer dies mysteriously
Noida, February 19 It is suspected that the young man had died due to poisoning. The police is trying to find out whether he had consumed the poison himself or somebody else had made him swallow it forcibly. According to the in charge of Kotwali Sector-58, Vinay Sharma (22), a resident of Jyoti Colony, Durgapuri, Shahdara, was on duty in night shift from 11 pm to 6 am. His body was found in the company’s bathroom on Wednesday morning. The police team, which reached the company office, found some remnants of blood vomited by the deceased. Vinay had reportedly gone away from his seat all of a sudden during the night. When he did not return after about 90 minutes, his colleagues started looking for him. His dead body was eventually found in the bathroom. His family members reached Noida after being informed about his death. According to police, his colleagues in the night shift are being questioned. The footage of CCTV camera in office is also being examined. |
Body of youth dumped in jungle
Greater Noida, February 19 On police circle officer’s persuasion, the villagers returned to their homes after two hours.
Kishen of Peerwala Mohalla in Dankore had stepped out in the morning for work, but did not return home till late on Tuesday night. The family members looked for him throughout the night and his body was found in the morning in bushes outside the village. The body was was sent for a post-mortem by the police. On Wednesday villagers gheraoed Dankore Kotwali for over two hours, demanding the arrest of the killers. Kishen’s brother Rajvir had lodged an FIR against unidentified killers at the Dankore police station. |
Aarushi Case
New Delhi, February 19 According to sources, parents of Aarushi readily agreed to cooperate with the CBI for any breakthrough in the case. The secretly conducted tests come after CBI joint-director Arun Kumar denied conducting them on Talwars in July last year, after they underwent polygraph test and psycho-analysis test without leading to anything “adverse”. The outcome of the tests could not be known.
The CBI has received quite a flak in the case after failing to make any breakthrough or even filing chargesheet against accused servants of the doctor couple who were later granted bail by the court.

14 rock bands perform today
New Delhi, February 19 Presented by SEHER, an NGO, the musical festival is being held in association with the Indian Council for Cultural Relations (ICCR) and the ministry of external affairs.
The South Asian Bands Festival ‘09 will feature bands from 5 pm for three days. Presenting various genres of music — from ethnic to fusion — the festival will see some of the best bands from across South Asia with India’s Vishal-Shekhar as showstoppers on the last day. The first such festival was held in 2007 under the banner of SARC. However, no band has been invited from Pakistan as the relationship with the neighbouring country is under a cloud. |
