Another Nithari? 6 kids go
missing
New Delhi, February 17 Although a complaint in this regard has been lodged, the police has no clue about the whereabouts of these children. “Not six, but four children are missing since February 10. We have taken the complaints very seriously and are looking into the matter,” said a police official from Shahdara police station, rejecting the parents claims that six children have gone missing in last seven days. However, parents rubbish police’s claim saying “they would know only if they listen to us.” Apart from the six fresh cases, the people of the area allege that around 20 children had gone missing since 2002, and since they are poor, the police did not act the way it should. Ramesh, father of one of the missing girl Pooja, said that he, along with other parents from the area, were running from pillar to post but was getting no information about the girl. “They have lodged the complaints under missing children sections and if we ask them about the progress or the steps taken by them to find our kids, we are shown the door. This is how ordinary people like us are treated by the police,” said Ramesh. Rajkumar, a social activist helping the parents in tracing their children, alleged that the police was not giving priority to the case and that the complaints were not being paid enough attention. The ACP and SHO of the local police station yesterday paid a visit to the area and spoke to the aggrieved people. According to information, the officials inquired about the disappearance of the children and assured to look into the matter. Ram Nath, a cloth vendor of the area however said, “The police has moved only now when the residents approached some news channels to highlight their plight and the media enquired the police about the steps taken by them in this regard. Until now, they were not even allowing the parents to enter the police station.” |
Bill moved to give relief
Tribune News Service
New Delhi, February 17 Moving the Bill, the minister said that relief given to the citizens in the last Bill should be extended for one more year. The Bill said that the government needs some more time to finalise norms, policy guidelines and feasible strategies to deal with the problems of unauthorised constructions and commercial activities in authorised colonies. Encroachment by slum dwellers and jhuggi dwellers on government land will also be tackled. The Bill said that for finalising norms for various basic needs like schools, dispensaries, religious and cultural institutions, some more time was required. Eyeing parliamentary elections, Jaipal Reddy said that the Delhi government had been issued direction to make guidelines for regularisation of unauthorised colonies. The Delhi government has initiated further action but more time is needed for its implementation. Meanwhile, the BJP Delhi Pradesh president Om Prakash Kohli said that Delhi Special (Laws) Bill would not work out the problems of the Delhi traders and others permanently. Reacting to the Delhi Special Law Bill, 2009 that was placed in the Lok Sabha today, the Delhi mayor Arti Mehra said that the bill is just a small dose of temporary relief and is inadequate to solve the problems with regard to sealing and demolition. She has suggested a 15-point formula in a letter written to union home minister P Chidambaram to curb the problem. The Delhi mayor said that the challenges before the MCD and Delhiites are too big to be tackled by such small steps. “People are looking forward to a measure, which could provide them permanent and all-time relief. The Bill presented in the Lok Sabha has not come up to their expectation, she said. |
Be innovative, Chidambaram tells cops
New Delhi, February 17 Chidambaram also stressed upon the city police to be more disciplined in order to eliminate crime and criminals from the city limits. “Visibility, mobility and striking power are the three things which the Delhi police needs to improve. They need to install fear in the minds of mischief makers and this would happen only if the police force adopts a different approach and proves to be more imaginative and innovative,” said Chidambaram, while speaking at the function held to mark the 62nd Raising Day Parade of the Delhi police. Chiding the Delhi police for being happy about adding 200 motorcycles in the traffic squad yesterday, the minister said that these are small measures and should not satisfy a good police force in an ever-expanding national capital. “It is not enough. There is still some distance to go. Efforts should be made to make the Delhi police the best police force in the country. The responsibility of this rests effectively on the senior police officers who should give guidance to the juniors and set personal examples to be emulated by them,” said Chidambaram. He promised all possible aid in any form to the police force in its endeavor to become the best, besides showing kindness and compassion towards the family of police officials killed or hurt on duty. Talking about the possibility of terror attacks on the national capital, Chidambaram confessed to the threat being very real and said that the police force cannot afford to relax. “In these difficult times, when so many groups across the world are adapting to violent means, residents of this city are constantly living in the shadow of terror threat. The threat is very real and our officers can not afford to let their guards down or relax even for a day,” reminded Chidambaram. The union home minister also presented Police Medals to chosen officers including, inspector Mohan Chand Sharma (posthumously), for their meritorious service. February 16 is the Raising Day of the Delhi Police, but the function was postponed for a day due to unavailability of the home minister owing to interim budget presentation yesterday. |

JNUSU set to stop administrative work
New Delhi, February 17 The 48-hour deadline given to the vice chancellor to come to the negotiating table with the students is getting over tonight. “Unfortunately, instead of responding with a rational dialogue, the JNU administration and vice-chancellor’s only interaction consisted of open threats accompanied by misleading and contradictory statements issued to the media,” said Sandeep, president, JNUSU. The JNUSU office-bearers said today that they have decided to intensify their struggle and hold mass sit-in from tonight to make administration dysfunctional. “We also hold the JNU administration’s approach to be solely responsible for the crisis,” said Sandeep. Reacting to the press statements of the administration, JNUSU office-bearers said there were severe contradictions in what the administration was claiming. JNUSU vice-president Shephalika said, “The JNU administration is taking advantage of the delayed elections and the crisis in our institution, to push through their agenda of fee hike and commercialisation.” The union representatives also accused the administration of fraudulent book purchase for the library. “There has been fraudulent book purchase with connivance of the administration. Plasma televisions in the school corridors and insignificant signboards, reflectors and electricity polls are being installed. If there is fund crunch in the university that necessitated fee hike then why such massive wastage of public funds,” asked Sandeep. JNUSU alleged that the administration was not consulting existing decision-making bodies before passing major decisions regarding the university. “Given the intransigence of JNU administration and its outright refusal for any reasonable dialogue, the JNUSU has been forced to call for intensification of the struggle with a protest march tonight that would become a mass sit-in at the administrative block,” said Shephalika. |

Jessica judge to defend Pandher
New Delhi, February 17 “The family has approached me and I will argue the case in Allahabad High Court. The house (in Noida where the murders occurred) belongs to him and therefore he must have known (about the crime being committed). You can’t hold a person guilty for murder under 120 B (criminal conspiracy) for ‘must have known’. ‘Must have known’ does not mean he was in the know,” Sodhi told IANS. Punjab businessman Moninder Singh Pandher and his domestic help Surendra Koli were on February 13 sentenced to death for raping and killing 14-year-old Rimpa Haldar of Nithari village near here four years ago. This was the first of 19 cases of abduction, rape and murder of four women and 15 children, mostly girls, the Central Bureau of Investigation (CBI) probed in what are collectively termed the Nithari killings. The CBI has filed charge sheets in 16 cases. They are being heard separately and while Koli has been charged with rape, abduction and murder in all the cases, Pandher is co-accused in six.

No takers of big plots in
Greater Noida, February 17 A total of 43 applications were received for smaller plots, but no application was received for 22 large plots. The GNIDA had launched a builder’s scheme on January 15 this year, inviting bids for a total of 30 plots of size ranging from 2,000 sq meters to 4 lakh sq meters. Sensing that there were no takers of the large plots, the GNIDA extended the last date for scheme from February 6 to February 12 and then to February 16. Besides, smaller plots were carved out of some very large plots that increased the number of plots on offer from 30 to 37. Some 36 well-known builders had bought land in Greater Noida in the past. The early birds had achieved excellent success, but those who bought lands in the last two years are ruing their fate, as economic meltdown has affected the property business adversely. |
Petition challenging DDA quota dismissed
New Delhi, February 17 A division bench headed by Chief Justice Ajit Prakash Shah and Justice Sanjeev Khanna dismissed the petition and said they will pass the detailed order later. Prem Chand, an applicant, had failed to get a flat in the draw and alleged in his petition that the state-run housing agency had illegally allowed Scheduled Tribes (ST) people from other states to apply for DDA flats under the quota reserved for the category. He alleged that under the DDA Act, the housing agency is not entitled to accept applications from residents of states other than Delhi. He said the agency had surpassed its jurisdiction by inviting applications from ST members outside the National Capital Territory, without a thought for members of the community living in Delhi. Under the DDA housing scheme of 2008, a total of 5,238 flats were allotted to applicants chosen from over 500,000 of them. The draw of lots was held on December 16, but it was alleged to have been rigged.

The Bar leaders feel that the amendment, doing away with the mandatory arrest provisions, would remove fear from the minds of criminals who would misuse the amendment under the garb of personal liberty. As per the proposed amendments, no arrest would be required for cognizable offences such as molestation, dowry harassment and attempt to robbery. |
