Ticket distribution: BJP says no gender discrimination

The Bharatiya Janata Party has regrets about not giving 33 per cent seats to women candidates for Delhi assembly elections, said its general secretary Arun Jaitley.

However, the BJP has given 33 per cent seats to its women workers in the party’s administration. A lot of things are considered when decision is taken to give tickets to candidates. Of them most important point is the ability to win. Ticket is given to those who are strong in the constituency and in a position to defeat their rivals. No discrimination is made on the basis of gender, Jaitley said addressing today a maiden press conference after announcement of candidate names.

Chief ministerial candidate of the party, Vijay Kumar Malhotra said that the BJP had launched a formal election campaign from today by calling a meeting of candidates at party headquarters.

He emphasised that no outsiders would be called for campaigning except senior party leaders–L.K. Advani, Rajnath Singh, Sushma Swaraj, Gujrat Chief Minister, Narender Modi, Punjab Chief Minister Parkash Singh Badal, Indian National Lokdal president Omprakash Chautala and Arun Jaitley. Besides, actors and actresses who are associated with the party–Vinod Khanna, Hema Malini, Shatrughan Sinha, Smriti Irani and Navjot Singh Sidhu—would campaign for the candidates.

All the candidates would be called in Delhi state party office for authority letter and symbol to be issued by Delhi unit chief of the party, Harsh Vardhan. They would also be briefed about party strategy for the elections and nominations, Malhotra said.

Party manifesto is almost ready. It will be released by the party high command within a couple of days, he said.

Vardhan announced that secretary of publicity committee of the Nationalist Congress Party, Sukhbir Panwar has joined the BJP today. Besides, a number of Muslims have also joined the party.

He said that there was enthusiasm among the electorate to overthrow the ‘corrupt’ Congress government from Delhi.

When asked about the women party workers and others agitating for tickets, he said that they had right to protest. They are party workers. But problem is that the party received about 12 dozen applications from each constituency. Of them only one in each constituency can be given ticket.

They will be pacified in a few days and will work for the party candidates, he assured.

According to sources, party’s general secretary Vijay Goel has been successful in getting the ticket for his supporter Jai Prakash from Sadar Bazar.

He also demanded ticket for Parvin Jain from Chandni Chowk but it has gone to Parveen Khandelwal.

Goel also wanted his candidate from Matia Mahal constituency but it has gone to Talat Sultana, a supporter of Syed Shahnawaz Hussein, former central minister during National Democratic Alliance (NDA) government.

Poonam Azad quits BJP

New Delhi, November 6
Poonam Azad, wife of former cricketer Keerti Azad, who heads the Bharatiya Janata Party’s (BJP) workers’ cell for Bihar and UP, resigned today from the party.

She alleged that the party neglected the workers from Bihar and UP living in the national Capital.

Azad, who quit the primary membership of the BJP, had contested against Chief Minister Sheila Dikshit during the last assembly elections.

Discontent among party workers, led by Azad, came to the fore when they staged demonstrations outside the BJP national headquarters here.

The protesters shouted slogans outside the residence of national BJP president Rajnath Singh.

BJP national spokesperson Arun Jaitley said that the protest was momentary and would die down as soon as the nominations were filed. — IANS

NCP, JD (U) leaders join Congress

Nationalist Congress Party (NCP) general secretary Jamaluddin Pappan Qureshi and Janata Dal (United) member Gulistha with their supporters today joined Congress in presence of Delhi Pradesh Congress Committee (DPCC) president Jai Prakash Agarwal and transport minister Haroon Yousuf.

Welcoming them to the Congress party, Agarwal said that Pappan initially was a Congress worker who was strayed away.

He said that the Congress was the only political force that looked after the interests of the Muslims. He said it was essential for the Muslim community to support the Congress to defeat the communal and fascist forces represented by the BJP.

He expressed hope that the Muslims would vote for the Congress for the third time in a row.

11,000 EVMs for polls

New Delhi, November 6
Over 11,000 Electronic Voting Machines (EVMs) will be deployed to conduct the November 29 Delhi assembly elections.

“We are going to use at least 11,000 EVMs across the state and there will be a few hundred more as backup,” said Uday Baxi, joint chief electoral officer of Delhi.

“Each booth will have an EVM. If the number of candidates in a constituency exceeds 16 the number of EVMs will be more,” said Buxi. — IANS

The deputy commissioner-cum-district electoral officer Deepti Umashankar today called a meeting of all electoral returning officers (ERO) of the district, representatives of various political parties and resident welfare associations. She also sought help from the political parties and RWAs in making the rolls error-free and said that this time the Election Commission of India had introduced a new provision of appointing an assistant by political parties at booth-level for the help of the staff deputed there in rectifying the mistakes in the rolls.

Umashankar affirmed that the publication of draft photo electoral rolls would be done on November 10 and anybody can see the rolls at the polling stations, DC office, election office, municipal corporation or committee office, block development and panchayat office, tehsil office and district information and public relations office.

Umashankar directed the EROs to publicise about the publication of draft rolls through gram sachivs and patwaris in the rural areas and through municipal councilors in towns, so that those who wish to get their name added or deleted in the rolls can apply for it.

She mentioned that for those who cannot apply on working days, the forms would be accepted on November 16 and 23, which are Sundays. The forms can be submitted at the polling stations.

Umashankar informed that those applying for inclusion of names will have to fill in form no. 6 and for deletion of name from the rolls, form no.7 should be submitted. Similarly, form no. 8 is for rectifying the mistakes regarding name, father’s name, sex, mismatch of photo and other mistakes. Umashankar also mentioned that for addition of new name in the voter list, the applicant will have to give a self-attested photo with form no. 6 and an unattested photo with form no-001, but will have to appear before the ERO on the date of personal hearing. If he fails to appear personally, his name would not be included in the voters’ list.

Umashankar announced that if the name of the voter is there in the voters’ list, the election photo I-card prepared from anywhere in the country will be valid for identification. The new voter will have to mention the details of his previous residential address in the declaration otherwise his form would be rejected.

She said that the claims and objections received will be decided on November 24 and the final publication of electoral rolls would be done on January 10, 2009.

Aarushi murder: CBI raids hospital for autopsy reports

New Delhi, November 6
Almost six months after the murder of teenager Aarushi Talwar and her domestic help, the Central Bureau of Investigation (CBI) conducted a search at the Noida district hospital. Some documents relating to the postmortem reports were missing, a CBI official said today.

“We raided the Noida district hospital yesterday (Wednesday) where Aarushi’s postmortem was conducted. We found certain documents relating to Aarushi’s postmortem missing,” the official said.

The premier investigating agency seized certain documents from the hospital. However, the official declined to reveal the nature of the documents.

“We suspect that the postmortem report might have been fudged and there is a likelihood of the involvement of the hospital’s doctors,” the official said.

The CBI is yet to recover the murder weapon and the mobile phones of Aarushi and her domestic help Hemraj. A clueless CBI also announced a reward of Rs 100,000 for anybody providing information vital to the case.

Aarushi, 14, a student of Delhi Public School, was found murdered in her Jalvayu Vihar apartment in Noida on May 16. The Noida police initially suspected that Hemraj was the murderer, but his body was found on the terrace of the same apartment a day later.

The police had then accused Aarushi’s father Rajesh Talwar, a noted dentist, of the double murders and arrested him on May 23.

Following public criticism of the police probe, the case was transferred to the CBI. It took over the probe on May 31 and gave a clean chit to Talwar. The CBI officials zeroed in on Talwar’s Nepali medical assistant Krishna and two other domestic helps — Raj Kumar and Vijay Mandal, who worked in the neighbourhood.

They were detained and subjected to narco-analysis tests, in which they confessed to the crime, according to the CBI.

They were arrested on the basis of their narco-analysis tests, which are not admissible in the court as evidence.

The three, however, are out on bail and two of the accused Raj Kumar and Mandal have fled to Nepal. — IANS

Noida draw: Realtors chasing lucky winners

With the prices of residential scheme 2004 having skyrocketed due to delay of four years in taking out the draw, the lucky winners are literally being mobbed and chased by the realtors and property dealers.

With the names of the successful bidders having been put on the Internet by Noida Authority, the realtors are busy making their own lists.

Not to be outdone, the sleuths of income and revenue tax stamp departments are also keeping their eyes and ears open about the successful bidders of plots in the draw.

The plots measuring 450 sq mt will cost between Rs 70 lakh and Rs 2 crore, a piece in the market. Of course, it is considered a golden opportunity for the professionals connected to the corporate sector to buy a plot in a prime location during this period of economic meltdown. Of all the people, financiers appeared to be most happy at the venue of the current draw.

According to real estate watchers, things have changed a lot since 2004 when this scheme was initially thrown open.

The rate of the allotment pegged by Noida Authority, from Rs 3,700 to Rs 11,200 per sq mt in 2004 has in 2008 shot up to Rs 14,400 (minimum) to Rs 39,600 per sq mt (maximum). Even VIPs are not keen to have a plot in the posh sectors as it is turning out to be a bed of thorns.

Noida Authority is expected make Rs 1,200 crore more in this draw. Besides, the Authority and stamp department will jointly gain another Rs 200 crore on account of revenue stamps. The land prices of allotted plots have risen four times in four years, while the profit accruing to those who will sell their plots will also be substantially higher.

But there is some catch in the situation. All allottees will have to deposit 30 per cent of the total value of plots with Noida Authority within 30 days of allotment letters. This works out to Rs 51 lakh on a total price of Rs 1.70 crore for a 450 sq mt. plot in Sector-44. According to observers, this condition imposed by Noida Authority will force many allottees to dispose of their plots.

Income tax authorities are keeping a watch as to how the successful allottees manage to deposit the 30 per cent price in 30 days and if they sell how the buyers will manage such high amounts. Another factor that adds to plot allottees’ difficulties is the rule that registry of the plot will have to be completed along with allotment and stamp paper revenue deposited along with.

Karat decries FDI in insurance, banking sectors

CPM general secretary Prakash Karat today came down heavily on the government over its move to increase the foreign direct investment in insurance and banking sectors.

He was participating in a discussion on ‘Politics in India—Today and Tomorrow’ at Jawaharlal Nehru University (JNU).

Considering the global economic crisis, he said, India could ill-afford to put its two major sectors at risk.

“The reason that we were relatively less harmed by the global meltdown is that our banking sector is self-reliant. Letting the multinational bigwigs to increase share in the key sectors would only put our economy at risk,” said Karat.

Talking about the present and future of Indian politics, the CPM general secretary said, “The Indian political parties today need to concentrate on three core areas of Indian politics that include political economy, secularism and national sovereignty.”

“The issues of the larger masses of the country are not on priority of Indian policy makers. Most of the wealth is concentrated in the hands of a few persons and their interests shape the national policies. Issues of the common man’s interest will have to be brought to the centre,” said Karat.

He also talked about the Supreme Court’s stay order on JNU student union elections and said JNUSU elections had a legacy of being democratic. “Initiative must be taken by political leaders to submit a memorandum to the Chief Justice of India asking him to keep JNUSU elections out of the purview of the Lyngdoh Committee recommendations,” he said.

Several other national leaders, who started their political careers from JNU, participated in the discussion.

Nationalist Congress Party leader DP Tripathi said JNU alumni had always carried an honest value system with themselves in whatever field they excelled in. “No one can raise a finger on JNU pass-outs as the university’s unique culture inculcate a strong sense of honesty in them,” he said.

Tripathi said, “India needs the Left wing parties the most. However, several divisive forces in the country are causing severe damage to the Left movement and their representation is bound to decrease.”

Janata Dal (United) Digvijay Singh called on the committed sections amongst the youth to participate in mainstream politics to bring about some change.

“We need leaders with the spirit similar to the leaders of our national struggle to represent us in politics today,” he said.

Coordinator of the intellectual wing of Bharatiya Janata Party (BJP) Amitabh Sinha said the political parties needed to come together on issues of national interest.

“Terrorism of different kinds is our worst enemy and we must deal with it strictly,” he said.

Young leader of the youth wing of Congress party, Ashok Tanwar also participated in the discussion.

The third day of the alumni meet would open tomorrow with a panel discussion on ‘Crisis in Economy’. Eminent former students of the university, who would participate in the discussion, include GK Chadha, Sitaram Yechury, Asha Kapoor Mehta, TK Aroon and Indranath Mukherjee.

DPS to educate children against drugs, cancer

Delhi Public School (DPS), R.K. Puram is observing cancer and drug abuse week for its senior students.

During the week, members of Global Cancer Concern India (GCCI)—an organisation working for the cause of cancer—oncologists, health professionals and school administration will come together to raise awareness about cancer and evils of drug abuse and educate children about simple steps they can take for a longer, healthier and happier life.

The school feels that children being the best messengers, this initiative will enable them to carry forward the information further deep into the society by spreading awareness in their families, peer groups and neighbours. Therefore, the school awareness programme will have direct impact on society and many lives will be saved.

Dr Sapna Nagia, a renowned oncologist from Batra Hospital and a medical advisor to the Global Cancer Concern India, along with the senior functionaries, including the president of the oganisation Inderjit Pannu and health professionals from the organisation with expertise on the subject will address the issue.

The principal and vice-principal of DPS, R.K. Puram have lent support to the organisation and are concerned about lack of awareness amongst children about the deadly disease.

Global Cancer Concern India was setup in the year 1998 with a mission to combat cancer at all stages by seeking its prevention, early detection, providing palliative care and home care to the patients to enable them to live their remaining life pain free and with dignity. GCCI also financially assists children who have to drop out due to financial hardship caused by cancer in the family to continue with their education.

It adopts specialised and well-researched approach for pain management. The organization believes in a holistic approach dwelling on physical, emotional, spiritual, and psychological aspects. It also seeks to reduce the incidence of cancer through awareness, prevention, and early detection. Further, it trains doctors, nurses and care givers and provides limited free medicines and consumables.

The Gandhi Study Circle of St Stephen’s College will organise a peace march for communal harmony on November 10 on North campus. The march will visit every college on North campus before congregating in front of Vivekananda statue in the Arts Faculty.

Sukrit Khatri of the Gandhi Study Circle informs, “The real purpose behind the march is to unite the student community in present times of extreme intolerance and communal hostility. This march is a small attempt to express solidarity with innocent people affected from the recent communal and terror attacks.”

“Understanding that the student community has a duty towards the well-being of the nation, the least we can do is to silently express our concern for the ever-increasing dissociation of the communities that constitute India,” Khatri added.

The organisers further inform that their signature campaigns have mobilised a large number of students from Hindu, Ramjas, Hansraj, Kirori Mal, Khalsa, Lady Shri Ram, Jesus and Marry College, Sri Venkateswara and several other colleges, thus making it the largest recent gathering of college students to appeal for harmony.

The Gandhi Study Circle has also drafted a letter containing students’ views on the matter, addressed to the President, Prime Minister, Chief Ministers of Maharashtra and Orissa and other prominent personalities in the country.

Justice Sarin sworn in as Lokayukta

Justice Manmohan Sarin took oath as Lokayukta at Raj Niwas here today. He is the third Lokayukta of the state.

Delhi Lieutenant Governor Tejendra Khanna, Chief Minister Sheila Dikshit, assembly speaker Prem Singh, High Court Chief Justice Ajit Prakash Shah and leader of opposition in the assembly Jagdish Mukhi were present. Delhi chief secretary Rakesh Mehta read out the warrant of appointment. Judges, advocates, senior government officers and retired judges also attended the event.

Justice Sarin worked as an in-house counsel for IBM for about a decade. He practised as an advocate at the Delhi High Court and the Supreme Court of India from 1979-95. He was a senior panel counsel for India from 1990 to 1995 and was appointed as a Delhi High Court judge in 1995. He was elevated as the Chief Justice of Jammu & Kashmir High Court in September 2008.

Justice Sarin has several landmark judgments to his credit.

Two held for cheating in name of Sonia Gandhi

The Delhi police yesterday arrested two persons for cheating people by claiming to be close to UPA chairperson Sonia Gandhi and assuring them of using his ‘contact’ to help them get petrol pump and gas agency allotments. The two allegedly charged lakhs of rupees for getting the work done.

Baba Gauri Shankar Verma, 68, and his personal assistant Suresh were arrested from a hotel in Paharganj on the complaint of one Tej Singh Sharma, a resident of Agra.

According to the crime branch, Baba had taken Rs 1.32 lakh in cash and a cheque of Rs 1.26 lakh from Tej Singh Sharma for getting him a licence for a petrol pump. Baba took Sharma to the petroleum ministry a couple of times. In order to convince Sharma, Baba even wrote a letter on his letterhead to Sonia Gandhi asking her to allot a petrol pump to Sharma.

But, when even after months nothing materialised, Sharma asked Baba to return his money. When Baba did not return the money, Sharma approached the crime branch.

The investigation in the matter has revealed that Baba had opened an NGO in the name of All India Minority Sadbhawana Congress Trust and called himself its national president. He had even got the name and photograph of Sonia Gandhi printed on his letterhead as the chief patron of the NGO and had mentioned the address as 24, Akbar Road, the national office of Indian National Congress. According to the police, people would easily fall in his trap after seeing the name of Sonia Gandhi and he charged Rs 21,000 for the membership of the NGO. 3 security guards held for robbery

The west district police today solved the robbery that took place at a factory in Kirti Nagar in which the robbers had decamped with Rs 1.68 lakh on the night of October 29/30. Harbir Singh, Suresh and Pawan Kumar who work as security guards in the factory have been arrested.

The three allegedly robbed the factory of M/s Sewa Exports, Kirti Nagar.

It seemed to be the work of somebody who knew the factory and the place where cash was kept. All security guards and other staff on duty on that day were interrogated.

During interrogation, security guard Harbir Singh broke down and confessed to his crime. It was revealed that this robbery was planned and masterminded by him along with Pawan and Suresh who work as security guards of M/s TOPS Group, a Mumbai-based security agency. They deliberately chose Vishwakarma Day, i.e. October 29 as the market remained closed that day. Harbir Singh remained on duty on October 29 from 8.00 am to 8.00 pm and left the factory after arrival of other guards deployed for the night shift. He again came along with his accomplices and as per planning, they entered the factory and took control over two guards at knife point. Thereafter, mastermind Harbir Singh also entered the factory and led his accomplices to the first floor office where almirahs were kept and took away the cash.

Daughter lodges FIR against father

A young woman has lodged a complaint against her father at Sector-39 police station for proving a hindrance in her career.

She alleged that her father had let goons after her, forced her to quit her job and marry.

Whereas her father alleged that she had beaten him up.

The police is trying to hammer out a compromise between the estranged daughter and her father.

According to the police, Hari Lal (name changed) of Sector-47 is a stone merchant. He educated his elder daughter Asha (name changed), 28. Asha was a good student and had topped in MA and later in MBA.

She is employed in a company in Sector-53 here. Asha complained that her father was forcing her to leave her job so that he could marry her off. When she resisted she was beaten up.

Asha along with her mother had lodged a written complaint against Hari Lal in Sector-39 police station.

Hari Lal said that Asha was crossing the marriageable age. Three days ago when he asked her about marriage she allegedly beat him up.

HUDA official held for graft

Gurgaon, November 6
The vigilance department has nabbed Harish Kumar, Kanoongo, working with the Haryana Urban Development Authority (HUDA), for allegedly taking bribe to release a report regarding a plot.

The action was taken on the basis of a complaint by Dudaheda-based Vijay Kumar to Rohtash Kumar, district vigilance bureau. In the complaint Vijay said that his plot was taken over by the HUDA and needed a report to get it released. But Harish, who had to issue the report, was asking him to pay Rs 10,000 for it.

A raid party of the vigilance bureau was constituted under the supervision of BDPO Virender Singh. The team gave Vijay a bundle of notes to give it to Harish. When Harish demanded for the money, Vijay gave him the same bundle of notes. As soon as Harish accepted the money, a team of vigilance bureau caught him red-handed.

The officer told The Tribune that they had so far caught 54 employees from 47 offices for taking bribe.

Man stabbed to death

Gurgaon, November 6
A 40-year-old man was found murdered on his plot near his house in Palam Vihar in the wee hours near here on Thursday.

The body of the victim— Jasbir Faugat— was found lying in a pool of blood with stab wounds. The victim belonged to Charki Dadri in Bhiwani, but was residing in new Palam Vihar and was working as a contractor here.

According to family members, Jasbir had gone to sleep on their nearby plot at around 10 pm. The plot is vacant and they tie their domestic animals there. It also has a small room where Jasbir used to sleep. But, when Jasbir did not wake up in the morning, his mother went to wake him. When she got no response, the family went upstairs where they found him dead.

2 killed in accident

Ghaziabad, November 6
A speeding truck ran over two persons on a motorbike here resulting in the death of one, the police said on Thursday.

The accident happened near the RTO office in Ghaziabad, a suburb of the national capital.

Nirmal Chaudhary (24) and Ravinder Chaudhary (16) were riding a bike when they were hit by a truck driven by Ramdhani Singh, the police said.

Nirmal died on the spot while his cousin Ravinder suffered serious head injuries and was admitted to a private hospital here. — IANS

Trader shot at

Ghaziabad, November 6
Four assailants shot and injured a trader here.

According to circle officer-II C.P. Singh, four car-borne assailants shot at and injured Harish Chandra, who runs a confectionery shop at Govindpuram, outside his shop on Wednesday night.

The victim suffered four gunshot wounds and was taken to the Sarvodaya Hospital.The hospital sources said that Chandra had three bullets in the abdomen and one bullet in the chest. He has been put on ventilator and his condition is stable, sources added. — IANS

French book fair starts tomorrow

‘Lire en Fête’ brings to the city’s book lovers a five-day literary extravaganza beginning from November 8. This is the first French book fair being organised in the Capital.

The event is being organised by the French Information Resource Centre (FIRC) and the Alliance Française de Delhi (AFD). The AFD has collaborated with Goyal Publishers to organise the first French book fair in the city.

The festival’s theme is ‘Children’s Literature in France’.
