HC puts Games village under green scanner
A five-member committee, led by noted environmentalist R.K. Pachauri, to assess the ecological impact of Games village construction near the Yamuna.

The Delhi High court today appointed a five-member committee under the chairmanship of noted environmental scientist R. K. Pachauri to assess the ecological impact of the on-going construction of Commonwealth Village on the banks of the Yamuna here.

A Bench comprising justices A K Sikri and Rekha Sharma said any construction that has been done or to be undertaken on the riverbed will be subject to the court’s final order.

All constructions would be subject to the directions of the court on the basis of the reports, the Bench said, asking the committee to submit its report within three months of its constitution.

We amply make it clear to the respondents (government and others) that if they carry out any construction, they will be doing so at their own peril, the Bench said.

The High Court’s order came on petitions seeking its direction to restrain the Centre from carrying out any constructions on the riverbed for the upcoming Commonwealth Games in 2010.

The petitioners contended that the ongoing construction would disturb the ecological balance and hinder groundwater recharge and environmental regeneration.

In addition to R.K. Pachauri, the committee would have four members who would be decided by the court on December 5 on the recommendations by the government and the petitioners.

The court said the government and the petitioners would suggest two names each for the constitution of the committee within two weeks.

It had on February 19 this year reserved its order after hearing petitioners’ concerns over alleged ecological impact due to the construction of the Games village for the international sports event and a Delhi Metro corridor on the river banks.

The Bench had also visited the site during the hearing in the matter.

Delhi Blasts: Bail for Batla House caretaker

A city court today granted bail to the caretaker of a flat in south Delhi area where two suspected terrorists, allegedly responsible for the recent serial blasts, were killed in a police encounter last month.

Abdul Rehman, the caretaker of L-18 flat in Batla House colony near Jamia Nagar, was arrested on September 21 on the charges of forgery and cheating.

Additional Sessions Judge Pinky allowed his bail application on furnishing a personal and surety bond of Rs 20,000 each.

Rehman, a stenographer of Uttar Pradesh the public works department, was accused by the flat owner, Mohsin Nissar, who is an engineer in the same department, of forging his signature in the lease deed while giving away the flat to the two suspected terrorists on rent.

The court had on September 24 dismissed his bail plea.

According to the police, Rehman had let out the flat to the suspects who reportedly carried out synchronised serial blasts that killed 26 persons in the Capital on September 13.

Rehman’s son Zia-ur-Rehman and Shaquib Nissar and Shakeel were arrested on September 20 a day after the encounter at the Batla House, which had also claimed life of a Delhi police inspector M C Sharma.

Two others, Mohd Saif and Zeeshan, were apprehended on September 19.

BJP gives ticket to 3 Congress rebels

Three Congress rebels have been awarded tickets by the BJP for assembly elections. One of them is a relative of Delhi assembly speaker, Chaudhary Prem Singh. Former Congress activist Prem Singh Dagar has been given ticket from Mehrauli, Chaudhary Bhim Singh,

nephew of the Delhi assembly speaker, from Deoli and Khem Chand who has been given ticket from Badarpur was an active member of executive committee of the DPCC. Besides, Jitender Singh Shunty, brother of Congress councillor Preeti, is contesting from Shahdara on Akali Dal (Badal) ticket.

When asked, the DPCC president Jai Prakash Agarwal said that the BJP was a cadreless party. It does not have competent men to contest the election. That is why it has given tickets to the Congress activists.

It has given tickets to those who were defeated in earlier elections. There is bickering inside the party over the distribution of tickets. It has no policy and discipline, Agarwal said.

When asked about Dayanand Chandela and Ramvir Singh Bidhuri who had resigned from the BJP and the NCP respectively and now they are contesting elections on the Congress tickets, he said that they were originally Congressmen. Now they have come to their cadre.

When asked about the final list of the Congress candidates, he said that it would be decided by the AICC.

There is some problem on deciding the candidates in Jangpura, Hauz Khas and Sadar Bazaar where in each constituency two sitting MLAs are vying for tickets.

600 JNU students court arrest

More than 600 students from Jawaharlal Nehru University (JNU) courted arrest today following their demonstration at the India Gate. However, they were released in few hours.

The arrest took place when the students, protesting against the stay on JNU students’ union elections by the Supreme Court, formed a human chain.

“Almost 40 students were arrested initially after which all other students decided to court arrest as a mark of solidarity,” said Roshan from the Students’ Federation of India (SFI).

Detained JNU students were joined by former university leaders in Parliament Street police station.

One of the popular figures of the university, former Jawaharlal Nehru University Students’ Union (JNUSU) president Albeena Shakeel also rushed to the police station.

“JNU model of elections should be appreciated instead of being put under unnecessary scanning. The concerns of the Lyngdoh committee have already been taken care of during JNU elections. This stay order is disappointing,” said Albeena.

While calling the university elections uniquely democratic, CPM leader

Sitaram Yechury extended solidarity towards the students’ struggle against the stay order.

While the student representatives also presented a memorandum to the Chief Justice of India asking for an appointment, maximum students looked agitated on the day their elections were to take place.

“Our elections were scheduled for today and the campaign was going smoothly. This order has come as a shock to the JNU community,” said Shatam, a M.Phil. student.

Protesting against the attack on their “democratic tradition”, JNU students also observed a total strike in the university today.

“Strike was observed in the university. Several student organisations have supported our struggle for asserting inalienable political rights and the dignity of decision making of the students’ community,” said Sandeep, president, JNUSU.

Earlier, a public meeting was addressed by several national leaders of student political wings in JNU yesterday.

“A meeting of the Joint Student Struggle Committee would take place in JNU tonight to decide the future course of action,” informed Avdesh from the All India Students’ Association (AISA).

Higher land rates for farmers okayed

The Noida Authority in its 155th board meeting held at Greater Noida board room today took some important decisions. In a bold step, the Noida board accepted farmers’ plea to give them land compensation at revised rates. 

The decision will cover farmers whose lands have been acquired during 2006-07 from Sorkha, Zahidabad, Baholpur, Parthla, Khanjurpur, Garhi Chaukhandi, Raipur Khadar, Rohilapur and Jhalta villages.

In the meet, it was decided to extend the last date for the receipt of bids for sports city from November 4, 2008 to December 12, 2008.

Briefing the press, Yahpal Singh, officer on special duty (OSD), informed, 70 per cent land will be utilised for the development of sports infrastructure, 10 per cent for commercial and 20 per cent for residential purposes. A 15-meter wide dedicated road will be made for sports city, he added.

Singh further informed that beautification of three large parks—a 17.30-acre park in Sector-62, 28-acre park in Sector 93-A, 28-acre park in Sector-51 and a children park spread over 11.50 acres in Sector-51— has been approved to improve the green belt and the beauty of Noida city.

In another decision, the board approved the proposal to allow the allottees to construct buildings on a portion of large plots. Previously, only those building plans were approved which covered the full plot size. It was clarified that plot holders could subsequently approach the Noida Authority for the approval of remaining building plans.

The board also approved proposal for corporate office complexes scheme, which will have facilities like dispensary, banks, auditoriums, clinics, post office, hotel and many more. Land for such corporate office complexes will be made available in Sectors 131, 136, 143, 153 and wherever it is possible. The Authority clarified that it will only allot plots and the development of corporate offices will have to be undertaken by the allottees.

As per another decision, lands for schools and colleges will be allotted at 50 per cent the rate of residential plots. These schools and colleges can be constructed by trusts, charitable trusts, societies and private limited companies also.

Taking into account the acute shortage of hostels faced by the students, the Board also approved a proposal for construction of student hostels.

Many schoolchildren in Delhi have become prone to obesity and hypertension due to regular smoking and consuming alcohol. This is as per an intensive new study that has recently been conducted by the National Institute for Public Cooperation and Child Development (NIPCCD).

The study was conducted on more than 15,000 children, in the age group of 5-18 years, studying in various schools across Delhi. The analysis of different studies on health of the children in the last three years has formed the basis of the study. The study revealed that about 30 per cent of boys and 26 per cent girls regularly consume alcohol. More than 60 per cent of these children were found to be suffering from obesity and hypertension.

Children say that they fell into the habit of regular drinking to ‘easy availability’, ‘peer pressure’ and ‘watching elders drinking at home’. While most children confessed to consuming alcohol once in the last six months others confessed to consuming it more frequently.

Apart from drinking liquor, children on the whole were also found to be eating a lot of junk food, thereby contributing significantly to the problem of obesity. About 3.6 per cent boys and 1.3 per cent girls, studying in class IX to XII also confessed to smoking regularly.

The reason for this being the same, ‘easy availability’. A similar study was conducted by the Department of Human Nutrition of the All India Institute of Medical Sciences (AIIMS) in which a total of 2,387 children from middle and secondary schools of Delhi were surveyed.

About 1.5 per cent of these children were found to be regularly consuming alcohol, 10.2 per cent consumed betel leaf and 1.9 per cent consumed tobacco regularly. From a completely uninhibited state to liver failure, doctors warn of severe physical and emotional fallout of liquor consumption at an early age.

“The same way smoking from an early age increases the chances of cancer, drinking at an early age increases the wear and tear of the liver,” says a senior doctor at a private hospital in Delhi.

He pointed out that a child who starts drinking at 15 will need a larger dose of alcohol to get a high at 20, resulting in greater damage to the liver.

HDFC to give loans for ICFE courses

The Institute of Computer and Finance Executives (ICFE) today announced its tie-up with HDFC Bank for providing educational loans for its courses. The facility will be available at all ICFE centers across India.

Under the scheme, HDFC Bank would provide educational loans to the meritorious but economically weak students who desire to undertake courses offered by ICFE.

ICFE, which imparts training in the fields of accounting, banking, insurance and financial services, has 63 centres running in the states of Haryana, Punjab, Himachal Pradesh, Uttar Pradesh, Rajasthan, Bihar and Delhi-NCR region.

Santosh Mangal, CMD, ICFE, and Krishnendu Dutta, manager (education loans), HDFC Bank, said that applicants for the loan meeting the specified criteria would have to follow a simple procedure and would be given loans on special concessional interest rates.

Implement pay panel report: Karamachaari Mahasangh

The Haryana Karamachaari Mahasangh today cautioned the government in the state that it would intensify its agitation if the recommendations of the 6th Pay Commission were not implemented.

A senior functionary of the Mahasangh stated here that the government has disappointed the employees of Haryana by not implementing the recommendations as expected from November 1, the Haryana Day.

He said that the Mahasangh and the Haryana Employees Joint Action Committee will jointly organise a rally in Rohtak city, falling in the home district of Chief Minister Bhupinder Singh Hooda on November 30 to press upon the government to implement the recommendations.

The Mahsangh demanded that the  recommendations of the 6th Pay Commission should be implemented without any modification.

It cautioned that the employees in the past played a major role in electoral politics, and would continue to do so to protect their interests.

Fate of twin cities uncertain

Those who had bought plots by investing crores of rupees during the pre-launch of Hi-Tech cities on both sides of NH-24 in Ghaziabad, appear destined for a long wait for their plots. The fate of all these projects hangs in the balance.

Builders are not buying land from the farmers. Three years have passed since hundreds of crores of people’s money is lying locked with the builders while not a brick has been laid on the sites of the projected twin cities.

Initially builders had bought large chunks of land from farmers in village Bamhota for the twin-integrated cities. The builders sold a large number of plots in pre-launch for developing separate townships. They set up their offices, but of late these offices have also vanished.

One of the builders who had deposited Rs 176 crore with the GDA is understood to have taken his money back.

M/s Uppal Chadha of Hi-Tech Developers Pvt Ltd and Sun City Project Pvt Ltd had licence for developing Hi-Tech cities on 1500 acres land each. MoUs were signed by both the builders with the GDA in December 2005 and on July 20, 2006, conceptual DPR was commenced.

The builders were granted licence for five years and they had to buy 75 per cent land after which only their DPR could be approved.

As per information Uppal Chadha and Sun City have so far bought 272 acre and 102 acre land respectively. But as they showed alacrity in buying land, the Ghaziabad Development Authority has also initiated action to acquire land for these builders.

Both the builders deposited Rs 39 crore and Rs 30 crore respectively as soon as the notification under Section 4 was issued. One of the builders had deposited Rs 176 crore which is 70 per cent of compensation amount as soon as notification under Section 6/7 was issued. But this amount was taken back by the builder on February 16, 2008.

It may be mentioned that people had purchased their own plots during this pre-launch. Despite having no land with them, these builders sold plots like hot cakes at Rs 7,500 per sq mt. Besides, they collected huge black money in booking during the period of property boom.

Incidentally pre-launch was stopped and started by the builders a number of times. According to reliable sources, the property dealers did the bookings of plots at more than Rs 10,000 per sq m rate.

According to GDA vice-president Ram Bahadur and chief town planner S.K. Sharma, there is no chance of the construction being started till the builders get possession of all the land. Some farmers have taken the matter to court but nothing is certain about the much-hyped Hi-Tech cities.

Auto drivers try to abduct woman

Auto-borne criminals tried to abduct a woman media worker, but as the victim raised the alarm, they sped away. However, the criminals robbed her of valuables.

Subsequently, she was offered a lift by the driver of a car which was following the three-wheeler. Later, even this car driver drove her to a lonely place and tried to molest her.

The woman is employed in a newspaper published from Sector-59, Noida. She was on the way to her residence in Sector-55 at 10.30 pm on Saturday after duty. She boarded an auto, which already had two passengers in it.

At Neer Khoda tri-junction, miscreants started teasing her. They snatched her purse, cell phone and tried to take her towards Ghaziabad. When she raised the alarm, they pushed her down from the moving auto. A youth coming in a car then helped her. He chased the auto for some time. But this car driver turned out to be worse than the miscreants in auto.

He drove his car to a lonely place and tried to molest her. She did not panic but got out of the car and raised the alarm. She started running at the same time. The car driver then sped away.

Jaipal promises medical college in Mewat

Union minister for urban development S. Jaipal Reddy has assured residents of the Mewat region that the centre would approve the Haryana government’s proposal to establish a medical college in the district at an estimated cost of Rs 250 crore.

Reddy announced this while addressing a public meeting after laying stone for the four-laning, widening and strengthening of the Gurgaon-Nuh-Rajasthan border road (State Highway No.13) and the Hodal-Nuh-Pataudi road with Haryana Chief Minister Bhupinder Singh Hooda here today.

Referring to the other demands of Mewat region, the minister assured to approve Rs 60-crore project for four-laning of Nuh-Rajasthan border road and the project of linking Nagina in Haryana with Tijara in Rajasthan.

Reddy promised that projects involving an estimated cost of nearly Rs 600 crore submitted by the Haryana government would be sanctioned within a week.

The union minister advised the state government to formulate long-term plans of urbanisation and assured that the centre would provide all assistance to the state.

“The National Capital Region Planning Board (NCRPB) has already sanctioned Rs 1,200 crore for the construction of 13 roads and seven over-bridges,” he said, adding that the central government had sanctioned Rs 1,800 crore for the construction of KMP Express Highway; Rs 1,400 crore for Gurgaon Metro project and Rs 1,500 crore for Faridabad Metro project.

The Chief Minister announced a grant of Rs 1.25 crore for the construction and repair of roads and Rs 1 crore for the construction of sheds in the local grain market. He announced that the crossing at Gurgaon-Nuh-Rajasthan border road and Hodal-Nuh-Pataudi road would be named Shaheedi Chowk.

Addressing the gathering, Hooda asserted that new projects involving an expenditure of Rs 580 crore would lead to the all-around development of Mewat.

He pointed out that during his tenure as Chief Minister, the Haryana government had spent Rs 3,355 crore on roads and bridges during the past three-and-a-half years; whereas the previous government had spent only Rs 1,744 crore during its tenure of five years.

“Drinking water is being provided in Mewat through the Rainy-Well scheme,” he said, adding that Mewat canal was being constructed at an estimated cost of Rs 325 crore to supply irrigation water in the region.

The Haryana minister for PWD and Irrigation, Capt Ajay Singh Yadav, local Congress MP Avatar Singh Bhadana and local MLA Habib-ur-Rehman also spoke.

Deputy speaker of Haryana assembly Azad Mohammad, trade commissioner of the Russian Federation M.A. Rapota and chairman of the local market committee Abdul Shakoor were also present.

Doctors at Vinayak Hospital here have removed a tumor weighing 3-kg from a woman’s stomach. The woman is stable and is in the ICU.

Sindhu of Sadarpur village was having a tumour in her stomach for the last two years, which grew bigger over the period. With the course of time, her pain multiplied and she, eventually, suffered from breathing problem.

A team of doctors led by senior surgeons — Dr B.P. Singh and Dr Gopal Agarwal operated the woman.

Sindhu’s husband Dharminder admitted her to the hospital on November 1.

Earlier, the woman had undergone operation two years ago at Kailash Hospital. A 2-kg tumor was removed from her stomach then.

Meanwhile, doctors are not able to figure out the cause of her recurring tumors.

Ayurveda promises to cure side-effects of chemotherapy 

New Delhi, November 3
India has patented an ayurveda medicine that promises to reduce the sideeffects of chemotherapy during cancer treatment and improve the blood platelet count among patients.

The medicine, Medihope, made by a Pune-based manufacturer, was awarded the patent after it received favourable field results. It will be in the Indian market within a month.

“We have found favourable results after at least 10 years of tests and later by conducting trials on over 2,000 patients,” said R.D. Katkar, chief executive of Hope Ayurvedic Medicine Private Ltd.

Chemotherapy is the use of anti-cancer (cytotoxic) drugs to destroy cancer cells. It is known to weaken the immune system, cause weight loss and decrease hemoglobin percentage and blood platelet count.

“The medicine is not a cure for cancer but is effective to reduce the side effects of chemotherapy and various radiation therapies used in cancer treatment,” Katkar said.

Katkar further said the intake of the medicine as a “supplement with cancer drugs expedites recovery”.

He claimed that the composition produced from 12 medicinal plants helps increase the blood platelet count and hemoglobin percentage. It also reduces pain from chemotherapy.

Bhupinder Singh, a doctor working at the company’s laboratory in Pune, said, “I found the substance much helpful. Besides, there are other benefits like maintaining the white blood cell count and increase in the weight of patients.”

Singh said the medicine available in powder form needs to be taken every morning in boiling water.

“A cancer patient needs to take the medicine for a year,” he said, adding it would cost nearly Rs 60,000 for yearlong treatment.

Katkar said India has already patented the product.

Cancer is a leading cause of death worldwide. The disease accounted for 7.9 million deaths in 2007. According to the WHO, cancer is one of the top 10 killers in India and it kills over 4,00,000 Indians every year.According to the National Cancer Registry, the incidence of cancer in India stands at 36.21 per 1,00,000 males and 45.02 per 1,00,000 females. — IANS

Lal Bahadur Shastri doctors go on strike

New Delhi, November 3
Doctors of the Lal Bahadur Shastri Hospital here went on an indefinite strike after drunk men allegedly attacked the hospital staff, causing damage to the hospital property. The incident took place last night around 2 am.

Amrit Singh and Anil Chaudhary had brought a critically injured person to the hospital. But in charge of the emergency ward Dr Vibhu insisted on informing the police before starting treatment. This angered the two men and they attacked the doctor.

However, the police has not registered an FIR in the matter. Dr Vibhu alleged that the police was scared of lodging an FIR against the two, as the two had claimed themselves to be the nephew of Vishvas Nagar MLA Naseeb Singh.

“We are on an indefinite strike and it will end only when the police arrests the two men,” said a doctor.

According to sources, Naseeb Singh has said that he is not related to the two men who created nuisance in the hospital.

3 killed in accident

New Delhi, November 3
Three persons were killed while 43 were injured when a mini truck collided head on with a Delhi Transport Corporation (DTC) bus in the Capital on Monday.

The truck carrying about 50 passengers from Uttar Pradesh to Jhajhar in Haryana collided with a DTC bus at Kanjhawala around 7 am, deputy commissioner of police (Outer Delhi) Atul Katiyar said.

“The truck driver lost control and the truck collided with the bus coming from the opposite direction. Three persons died on the spot while 43 passengers were injured,” he said.

Those killed have been identified as Tarachand, 33, Anshu, 5, and Vishal, 6. The injured have been admitted to various hospitals of the city.

A case has been registered against the owner of the truck and the truck has been impounded. — IANS

Elderly couple attacked, husband dies

An elderly couple was attacked by some unknown assailants at Sukhdev Vihar in South Delhi last night. Eighty-year-old M.M. Gulati was stabbed to death while his wife was critically injured.

According to the police, around four men entered the victim’s house in Sukhdev Vihar and demanded money from the couple. When the deceased resisted, he was stabbed several times. The men also attacked M.M. Gulati’s wife Indraprabha Gulati and fled with Rs 17,000. The couple was taken to AIIMS where Indraprabha Gulati was said to be critical. While M.M. Gulati was declared brought dead.

Husband bobbitises wife’s lover

Ghaziabad, November 3
An extra-marital affair took an ugly turn when the husband and two brothers of a woman bobbitised her married lover here.

The incident occurred on Thursday in the Loni area of Ghaziabad, but came to light only on Sunday when the family members of the man, who were out of town when the attack occurred, lodged a complaint.

According to the police, Rajesh Kumar, a married man with a daughter, was having an extra-marital affair with a 19-year-old married woman Smriti (name changed) who lived in his neighbourhood in Rajeev Garden colony of Loni.

“On discovering their affair, the woman’s husband Pramod and her two brothers strongly objected to this and asked her to stop seeing the man. But, when this did not happen, they asked Rajesh to snap all ties with her. But the affair between them continued,” said Vinod Sharma, the girl’s neighbour, also known to Rajesh.

After threatening Rajesh earlier of dire consequences, Smriti’s husband, brothers and two other accomplices went to his house on Thursday night and attacked him with a sharp weapon, the police said.

The group after gaining entry into the house, bobbitised Rajesh and stabbed him in the stomach and face. —IANS
