12,000 B.Ed students barred from exams

The fate of over 12,000 students of various B.Ed colleges of Meerut University is hanging in the balance due to a tussle between the university and the colleges.

These students have been barred from taking their final exams.

The University conducted the entrance examination for admission to B.Ed colleges for the 2006-2007 academic session in June 2006, which was followed by counselling from July 25, 2006. After counselling, the university had cleared 6,023 students for admission to 65 B.Ed colleges. But, besides these 6023 students, 12,000 other students had also taken admission in 123 colleges. Then, neither the university nor the colleges had imposed any condition on them. But now the university has debarred these 12,000 students from appearing in the final examination.

Tthe students have gone to the court against the university order.

Professor Kak, vice-chancellor, Meerut University, says, “If the court decides in their favour, the students will be allowed to sit for their examination.”

The combined stake of these 12, 000 students in the university is being said to be close to Rs 100 crore. Each of the students had incurred cost between Rs 80,000 to Rs one lakh for the admission. If the tuition fee of these 12,000 students is added, the amount exceeds Rs 100 crore.

The interest on this Rs 100 crore almost comes out to be Rs 21 crore, which is equal to the annual budget of Meerut University of Rs 25 crore.

JNU, JNUSU get SC notices
Violation of Lyngdoh panel recommendations alleged

Stating that the Jawaharlal Nehru University Students’ Union (JNUSU) elections have been violating the Lyngdoh Committee recommendations for the past two years, Supreme Court sent notices to JNU administration and the students’ union.

Asking the representatives to appear in the court tomorrow to state their case, the court said that the university was no exception when all other institutes were following the Lyngdoh guidelines.

The university administration, however, refused to take the blame, stating that the Jawaharlal Nehru Uuniversity Students’ Union (JNUSU) elections were conducted by the students themselves and so the university had no part to play.

The resentment against the notices was voiced by almost all the student organisations on the JNU campus.

“We are shocked. This is the only university in the country where the students organise their own democratic elections following all the fair practices. Our model of conducting elections has been appreciated by the Lyngdoh committee as well,” said Avdesh, senior leader, All India Students’ Association (AISA) JNU.

Interestingly, the Lyngdoh committee report states, “The general consensus (in the committee) was that the model to be followed was that of the JNU model, which however, in the committee’s opinion is not suitable for the very large universities.”

“We take the concerns of the Lyngdoh committee positively and believe that JNUSU elections have never gone against the spirit of democracy. The money and muscle politics flanked by student organisations in other universities was severely criticised in JNU decades ago. So, we do not understand why JNUSU elections have to come under a scanner,” said Robert, state president, Students’ Federation of India (SFI).

With Jawaharlal Nehru University being highly politically motivated campus, the student organisations, who tried to violate the norms of the university’s political culture have come under severe criticism in JNU time and again.

“This university has a legacy of fighting students’ elections on ideological lines. Students here do not even use printed material for campaigning,” said Robert.

The Akhil Bhartiya Vidyarthi Parishad (ABVP) said it would be impossible to re-start the election procedure again. “All the nominations have been finalised. Organisations are right in the middle of campaigning.

If the court asks for a fresh scrutiny, I think almost all the nominations of AISA would be cancelled. Court has the power to implement the guidelines but if they have to be implemented, they should be implemented from next year onwards,” said Manoj, vice-president, ABVP.

The National Students Union of India (NSUI), who bore the burden of changing its presidential candidate in DUSU elections this year after their nominations were cancelled, said, “Lyngdoh committee has itself upheld the JNU model of elections.

Since Jawaharlal Nehru University is a small residential campus, we have not violated any recommendations of the Lyngdoh guidelines.”

“If we look at the report, it also says that student union elections must be ensured in all the universities across the country, then why are not any notices sent to the state governments who have banned the democratic process,” said Avdesh.

Meanwhile, after an all organisation meeting called by the JNUSU election committee, it was decided that JNUSU would hire an advocate to represent it in the court tomorrow.

Cong screening body in dilemma over candidates

Some ticket seekers were seen using pressure tactics on the last meeting of the Delhi Pradesh Congress Committee’s (DPCC) screening committee.

The DPCC screening committee is in dilemma about the names it should send to the party’s central election committee, as there are some strong candidates who are popular among all segments particularly in villages.

According to sources, Congress candidate Kamal Yadav has been pressurising some senior party leaders to give him a chance to contest the elections on the party’s ticket. He had lost the Najafgarh seat during the last elections to independent candidate Ranvir Singh Kharb.

Kamal Yadav, a popular resident of the area, is seeking the party ticket despite losing the last elections.

The Najafgarh assembly segment consists of four wards — Dichaon Kalan, Najafgarh, Khera and Rampura. Of the four, the Congress had won only one ward during the Municipal Corporation of Delhi (MCD) elections.

Indian National Lokdal (INL) candidate may aslo contest elections from Najafgarh as it is close to Haryana. The BJP has alliance with the INL.

Pressure is also being used for Okhla constituency which is represented by senior Congress leader Parvez Hashmi. Voters of the constituency are angry with Parvez after the recent encounter at Batla House in Jamia Nagar.

The DPCC has received three applications for tickets from Okhla constituency. One of them is a sitting councillor who claims that he has a good network in the locality. Okhla is a Muslim-dominated area. It consists of four Municipal Corporation of Delhi wards – Okhla, Zakir Nagar, Sarita Vihar and Madanpur Khadar.

Standardisation, a key to intelligent building

Construction and real estate industry has no doubt eased the lives of most people living in big cities, but not without exposing the present as well as future generations to the danger of greenhouse effect.

The building sector has caused depletion of vast stretches of greenery and natural resources besides adding to the menace of waste generation and pollution.

These were the concerns that were discussed today at a seminar on ‘Intelligent and Sustainable Buildings’ at Stein Auditorium in the Capital.

The seminar was organised by the Bureau of Indian Standards (BIS) on the occasion of World Standards Day, which is celebrated as the foundation day of the International Organisation for Standardisation (ISO).

Bureau of Indian Standards director general Sharad Gupta said that in the present diverse climate and culture, standardisation was significant because it helped stakeholders reach at a consensus and understanding for developing standards towards making sustainable and intelligent building a reality.

“Following a common system world-wide helps in building consensus on major issues related to safety, security, health and environment,” said the director general.

Y.S. Bhave, secretary, department of consumer affairs, India, stressed on the onus of people towards transforming world into a global village.

He said that citizens ought to realise their duties and obligations towards a healthy society. Because such a world would power them with various rights like rights to safety, security, health, access to information.

Dr H.C. Visvesvaraya, former vice-chanceller, University of Roorkee, said, “These days, the concept of intelligent building has captured the minds of the architecture and construction business.”

He added, “More and more real estate developers are using highly developed systems and mechanisms, which are both energy efficient as well as environment-friendly.”

He emphasised on the application of standards for modern buildings and encouraged to follow a new model of sustainable building based on five key areas including sustainable site development, water saving, energy efficiency, material selection and indoor environmental quality.

Middle class goes for ‘cheaper’ wholesalers

More than 70 per cent of the middle class residents of Delhi and NCR are preferring wholesalers and mini-shopping centres for making bulk purchases for Diwali.

This is because of 30 to 35 per cent difference in prices between the wholesalers, mini shopping malls and the larger retailers, claims a random survey by Assocham.

The most sought-after items for which wholesalers and mini-shopping centres are being approached by buyers include dry fruits, bulk gift items relating to sweets, cookies, namkeens and grocery items like biscuits, chocolates, kitchen appliances and food processors, says the Assocham assessment.

The assessment is based on a random survey carried out by its research team in the last week, covering nearly 460 middle class and 370 upper class population of Delhi and NCR, however, reveals that over 72 per cent (331) middle class families are opting for wholesaler and mini shopping centres for buying Diwali gifts.

The price variance on most of such items between retailers and wholesalers is working out between 30-35 per cent, says the Assocham secretary-general, D S Rawat while releasing the chamber assessment.

According to Rawat, a good number of retailers located within malls and commercial complexes have raised their margins to meet up their administrative and sales costs, including the cost of power which is much higher because of diesel being used to run generators.

5 held for Rs 1.64-cr fraud thru net banking

The Noida police has arrested five cyber thieves who had allegedly transferred Rs. 1.64 crore from another person’s account through net banking. The mastermind and some other associates are still at large.

The well-healed cyber thieves had allegedly hacked into the bank account of a Noida businessman. The police team has recovered Rs 55 lakh of the money illegally transferred from the arrested persons. All accused are well educated with postgraduate degrees in management or computer application.

According to SSP, R.K. Chaturvedi, a team of the Noida police sent to Mumbai succeeded in nailing the culprits.

They had withdrawn Rs 1.66 crore through net banking from the account of Pawan Kumar Agarwal, proprietor of PPS International, from his account in Punjab National Bank, Sector-27, Noida.

The investigating police team had tried to find out as to where this amount had reached.

Agarwal is a railway contractor and his PPS International deals in locomotive parts.

He had lodged an FIR alleging that cash from his company’s bank account had been illegally transferred on October 11, Chaturvedi said.

The arrested include Sevia Derochlobo a Gaoni, Mittal Trivedi from Pune, Bharat Bhai Patel, Uday Kapadia and Yogi, all from Mumbai.

A probe is being conducted to nab the hacker and his accomplices. The police has also issued a caution to banks and account holders using net banking facilities. “The banks must plug the loopholes in their security system to ensure that nobody could get money transferred from other customer’s accounts – clients using net banking should change their passwords frequently and should not disclose it to anybody,” Chaturvedi advised.

15-yr-old held for killing schoolboy

With the arrest of a 15-year-old boy Yogesh today, the police has claimed to have solved the case of sodomy and subsequent murder of a Class IV boy of Sahajahanpur village near here.

The deceased, Sachin, had gone missing last Monday evening after he went to a temple near the village. His body was yesterday found in a pit in his school.

According to the police, Yogesh, who is Sachin’s neighbour, has confessed that he forcibly sodomised Sachin and later murdered him because he threatened to take up the matter with his parents.

The police says that Yogesh took Sachin to his school from the temple on some pretext, where he sodomised him. But when Sachin threatened to disclose his act, he allegedly hit him on his head with a stone. Later he attacked him on his neck with a big-sized needle. After he died, Yogesh dragged the body and put it in the pit, which was full of slush and water. He also tied bricks to the body to ensure that it did not float. However, the bricks could not prevent the body from floating and it was spotted two days later.

According to the cops, they zeroed in on Yogesh after scanning all his close contacts.

Lover kills girl, nabbed

The Najafgarh police today arrested a 20-year-old boy for allegedly murdering his beloved who was his classmate.

Lalit Yadav of Khiara village in South West Delhi allegedly murdered his beloved Preeti, 19, on October 18. Preeti was found with her throat slit on Sunday.

Lalit and the deceased studied at Rao Mohar Singh Public School, Najafgarh. They knew each other from childhood and wanted to marry.

Lalit suspected that Preeti was having an affair with her tenant’s son, which often led to fights between them.

“On the morning of October 18, Lalit called up the deceased and convinced her to meet him on Dhichaon Road. He took her on his motorcycle to a deserted place near Mitraon forest where he disclosed his suspicion to her and then murdered her with a sickle,” said a police official from Najafgarh police Station.

The sickle used in the crime has been recovered. Lalit had thrown it in a tubewell after committing the crime.

Child falls in manhole, dies

A six-year-old boy was killed today morning after he fell in a manhole in the Seemapuri area of East Delhi.

According to the police, the body of Sumit was recovered from the manhole near Apsara Border Toll Tax post in Aaradhak Nagar around 7 in the morning. A case of death due to negligence has been registered.

Hearing the news, people gathered at the site and protested against the government departments responsible for maintenance of manholes and roads.

Sumit’s body has been handed over to his father Mangeram after postmortem at GTB Hospital.

Five pickpockets held

The DBG Road police yesterday arrested five persons— Deepak, Jagmohan, Vinod, Fanu and Deepak Langra while they were fleeing after picking a mobile phone from the pocket of one Akeel.

According to DCP Central district, Akeel, a resident of Jawala Nagar, boarded bus number 918 plying from Sarai Rohila to Karol Bagh. When the bus reached Liberty Cinema, the accused picked the mobile from his pocket and got off the bus. Akeel too alighted from the bus and asked local policemen for help. The cops chased the culprits and apprehended and recovered the mobile phone.

Couple beaten

The Model Town police has arrested Gaurav, 21, for allegedly assaulting a young couple last night.

According to available information, Rohit Dhingra and his wife Pooja, residing in Vijay Nagar, were traveling in their car when Gaurav spotted them. He asked Rohit to stop the car and when he did, he slapped and punched him. When Pooja came to his rescue, she too was manhandled. Gaurav alleged that Rohit often teased his father and that was the reason he beat him.

Man held for shooting one at marriage procession

The Central district police yesterday arrested Anees, 26, accused of shooting a person in a marriage procession few days ago in the Chandni Mahal area.

A resident of Turkman Gate, Anees allegedly killed Mohammad Afaaq, 40, on the intervening night of October 19-20 while he was attending the marriage of his uncle’s son. On his instance, a countrymade pistol used in the commission of the offence has been recovered from his house at Chhatta Momuram in Turkman Gate.

Mohammad Asif, Afaaq’s brother had reported to the police that his brother was killed during the marriage procession of his uncle’s son Ibrahim. He told the police that at around 11.45 pm when the procession started moving towards Shanta School, Chitli Kabar, Anees took out a countrymade pistol to fire in the air. Afaaq objected to the firing, which agitated Anees and he fired a bullet on Afaaq. The bullet hit Afaaq on his chest. He was rushed to JPN Hospital where he succumbed to his injuries.

According to the police, Anees was arrested from near Haz Manjil in Turkman Gate.

During interrogation, he disclosed that he wanted to fire in the air to celebrate.

But when Afaaq objected, he got annoyed and shot him.

New polio vaccination strategy suggested

The Indian Academy of Paediatrics (IAP), the premier association of pediatricians in India, has expressed deep concern over increase in the number of polio cases in the country and has recommended a new vaccination strategy in immunization schedule 2008.

The Community On Immunization (IAPCOI) has stressed the need to offer Inactivated Poliovirus Vaccine (IPV) in addition to oral poliovirus vaccine (OPV) to children at the age of 6, 10, 14 weeks followed by a booster at 15-18 months. This is because of the better response, overall safety and efficacy record of IPV, as observed in many countries like the USA.

Nitin K. Shah, co-chairperson, IAP polio eradication committee says, “Polio eradication in India is at the crossroads and a highly sensitive issue. Only a combination of OPV and IPV can ensure the best of protection for our children, which OPV alone has not been able to provide.”

It has been seen that higher dosage of OPV has not been able to provide adequate protection due to response in patients with intestinal infections and diarrhea, he says.

Dr Y.K. Amdekar, former IAP president, says, “IPV offers complete individual protection . However, it will take some time to shift completely from OPV to IPV.”

The specialised clinic is a comprehensive one-stop service that will cater to all the breast-related problems from cancer to cosmetics and breast-feeding.

Speaking on the occasion, Dr Loraine Kalra, chief of medical services and sr. consultant, surgical oncology at the hospital said, “Breast cancer is the most common form of cancer among urban women with every one out of 22 women at risk of suffering from it and the figures are increasing gradually. If not contained, this figure will soon match western figures of one in eight women.”

While mammography is a preventive measure, awareness is needed to foster and protect breast health, she added.

UP official gets bail in dowry case

Manoj Kumar Singh, a senior Provincial Civil Service officer in Uttar Pradesh arrested for allegedly harassing his wife for dowry, was on Wednesday granted bail.

A court here granted bail to Singh on a personal bond of Rs 20,000 and two sureties of like amount, defence lawyer Ram Autar Gupta said.

The Ghaziabad police arrested Singh, currently an officer on special duty (OSD) with the Meerut Development Authority (MDA), on Monday morning from his Lohia Nagar residence.

“Kumar was arrested after his wife Ranju Kumar filed a complaint of dowry harassment,” superintendent of police Vijay Bhushan said. The two were married in 1998.

Ranju, niece of a top Uttar Pradesh bureaucrat, said in her complaint that Kumar used to beat her and demand dowry. She also accused him of having a series of extra marital relations.

“We got married after I came back from California but soon a rift developed between us because of his erratic and cruel behaviour,” Ranju said.

“I continued to bear his every cruel act in the hope that he would soon change his ways. Even after we had a son he continued to harass me,” she said.

In January, when Singh was posted as a city magistrate here, he was accused by a woman of sending vulgar messages on her mobile phone. Kumar was then transferred to MDA. — IANS

DSC road in Noida to be closed for Metro work

Taking a lesson from the accident at the Metro rail track under construction on Vikas Marg, Delhi, in which two persons were killed, many injured and a number of vehicles crushed, Noida Authority has decided to block traffic on DSC road from Rajni Gandha crossing to Atta crossing where work on the elevated Metro track is being undertaken.

According to senior project engineer, L.K. Gupta, work will be done during night from October 23 to 28 for which road will be closed from 11 pm to 5 am. But from October 29 to November 8, Metro work will be carried on round the clock.

People will have to bear some inconvenience for going to Atta crossing from Rajni Gandha crossing and vice versa.

The traffic from Naya Bans to Atta will be diverted via T Series crossing and vehicles will have to go via Andhra Bank for those going from Atta to Naya bans during this period.

‘Malicious’ job ad attracts fine

The Delhi High Court on Wednesday fined a company of Rs 100,000 for lowering the dignity and honour of judicial officers in an employment advertisement.

Directing D.S. Group, manufacturer of Rajnigandha Pan Masala, to pay the amount within four weeks, a division bench of Justice Mukul Mudgal and Justice Manmohan said that the money would be deposited in the name of Bachpan Bachao Andolan, an NGO working for the rights of child labourers.

The court accepted an apology tendered by the company over the advertisement following a complaint by the petitioner, advocate Sunita Tiwari.

In September last year, the company had invited applications for its legal head, with the eligibility criteria being mentioned as “LL B, LL M or a retired judge with contacts in the judiciary.”— IANS

Delhi chief electoral officer Satbir Silas Bedi yesterday started door to door voter identity card distribution from Timarpur assembly constituency in North Delhi.

There are only 78,180 voter identity cards to be distributed in Timarpur that has 152,564 voters. Bedi with local booth level officers (BLOs) — Mukesh, Devender Kumar and other election officers distributed the cards in the government flats locality of the area.
