Women want more tickets this time
New Delhi, October 12 The women wing of the Congress party is pressurising its high command to give tickets to 16-17 women candidates. With a total of 70 MLA seats in the Delhi assembly, this amounts to not more than 24 per cent. Last year Congress had given tickets to nine women candidates, out of which seven had won. President of the women wing of the Congress, Abha Chaudhary, said that she had met AICC chairperson, Sonia Gandhi, screening committee chairperson of the DPCC, Mohsina Kidwai and other senior leaders demanding more women candidates in comparison to the last time. “Women quota is 33 per cent in all organisations but we are demanding only 17 women candidates that is less than the quota,” she said. Chaudhary added that she had been assured by the party high command about giving tickets to more women candidates. Meanwhile on the BJP front, a senior leader said that there are demands to give more tickets to women candidates but it is not mandatory to accept the demands. Tickets are given only to those who have capacity to win elections. Similarly, the Bahujan Samaj Party, whose national president is a woman, has given tickets only to three women candidates. In 1993, when Delhi had its first assembly elections, there were only three women MLAs. In 1998, this number rose to nine and then fell to seven in 2003. |
Woman alleges sexual exploitation
Ghaziabad, October 12 She stated that she belonged to a poor family and stayed with her aunt at Patna Muradpur village. Her aunt knew the lady doctor and so had sent her there for the training few months ago. She alleged that last month, on the pretext of serving patients, Kumar forced her to stay there in night. He then gave her food laced with some sedative and later sexually assaulted her. When she complained about it to the lady doctor, she asked her to keep quiet. According to the woman, Kumar assaulted her on several occasions. SSP L. Ravi Kumar said, “An FIR has been lodged and investigation are on in the case.” However, no arrest was made till late Sunday evening. |
Tihar inmates may get phone facility
New Delhi, October 12 Sharma, a former inspector general in charge of Haryana prisons, said in his letter that among the measures to reform the functioning of prisons, a landline telephone facility should be provided to the inmates in certain circumstances. The high court took cognisance of the letter and issued notice to the Tihar Jail superintendent, asking if such a facility could be provided. Sharma, a 1976 batch Indian Police Service officer, is serving life imprisonment in Tihar for the Jan 23, 1999, sensational murder of Indian Express journalist Shivani Bhatnagar. “We are considering whether telephone facilities could be provided to the inmates or not. It may pose a danger to their security too,” a jail official told IANS, unwilling to be named. He said at present Tihar inmates are allowed the facilities of newspapers and television. Kiran Bedi, once the inspector-general prisons of Tihar, told IANS: “It is not unusual for inmates to be given telephone facility, but the question is how often should we give them a chance to interact with their families. In fact, many prisons around the world provide this facility to inmates.” “All their calls should be monitored carefully so that inmates don’t pass on any information to outsiders,” Bedi added. Sharma had been convicted largely on the basis of circumstantial evidence by a court. Additional Sessions Judge Rajendra Kumar Shastri ruled that the telephonic conversations between Sharma and Bhatnagar and also between him and the co-convicts completed the chain of circumstantial evidence and proved their guilt beyond any doubt. Sharma’s appeal challenging his conviction in the nine-year-old case is pending in the Delhi High Court. Besides Sharma, those sentenced to life imprisonment are hired killers Pradeep Sharma, Sri Bhagwan and Satya Prakash. Sharma and the others were convicted on March 18 for plotting Shivani’s murder in her east Delhi apartment on January 23, 1999. |
Protest over murder of ex-corporator
Ghaziabad, October 12 Bichhal, 45, former corporator and state chief of the BJP’s local bodies cell, was shot by unidentified assailants while he was returning back to his Vijay Nagar home last evening. He was rushed to Yashoda Hospital, where he died at around 8 pm. Bichhal was dealing in properties in Vijay Nagar and the surrounding areas. According to SP (city) Vijay Bhushan, business rivalry cannot be ruled out. Bichal was survived by his wife Vimla, son Pankaj and daughter Pinky. Vimla is a municipal member from ward No. 45. |
More Metro trains to cope with rush
New Delhi, October 12 Metro trains will now be available after every 3 minutes and 55 seconds on Line-I during peak hours while trains will be available after 3 minutes and 30 seconds in the morning peak hours on Line-III. The peak hours extend from 8.30 am to 11.30 am in the morning and from 4.30 pm to 8.30 pm in the evening, a spokesman said. This increased frequency has resulted in the increase in total number of Metro train trips from 1300 to 1319 daily, thus, creating an additional carrying capacity of about 23,000 passengers daily. The increased frequency has been possible by reducing the waiting time by 5-10 seconds at some of the stations and also inducting extra trains during peak hours, the spokesman explained. The DMRC today has a total fleet of 70 trains of four coaches each which is being augmented by inducting another 131 trains in a phased manner from next year onwards. The Metro system has been designed to have trains running at 3 minute frequency with 8 coaches in every train ultimately. As extra trains are received by DMRC the frequency will be increased and formation increased to six coach train sets on some of the crowded sectors. |
IRCTC to organise study tours for Delhi students
New Delhi, October 12 The Delhi government, which runs 900 schools in the city, will organise all outstation study tours for students through the Indian Railway Catering and Tourism Corporation (IRCTC). “The schools were facing many problems with private tour operators such as poor food, bad transportation facilities and substandard accommodation,” a Delhi government official told IANS. “To save them from all such things, we finally selected IRCTC as it is quite reliable and has a good experience in tourism business,” the official added. “All outstation tours shall be undertaken at this stage through the IRCTC. They have undertaken to take care of all issues concerned, from picking the student up to dropping them at the end of the tours,” says a circular signed by Chandra Bhushan Kumar, director (education), Delhi government. “This will include arrangement for stay, travel, food and the rates are within the norms prescribed by the government for these tours,” says the circular, a copy of which is with IANS. IRCTC has already taken more than 100 schools for trips to places like Mount Abu, Udaipur, Jodhpur, Pushkar, Nainital, Mussorie and Dehradun after the circular was brought out in August. “We have recently tied up with the Delhi government. We have so far taken students from over 100 Delhi government schools on educational tours,” Shashank Shekhar, deputy general manager (tourism), IRCTC, told IANS. “We are also in touch with nearly 400 schools for organising trips. So far we have received a very encouraging response from both teachers and students. Through us they are also getting an insight into Indian Railways,” Shekhar added. As per the circular, only Class 11 students are eligible for the outstation trips and in 2008-09 only 40 students per school will be taken. The group will comprise students who have topped in academics and those who have excelled in extra-curricular activities. The trips - not to exceed five days - would be to places of educational, historical, geographical, scientific and ecological interest and would be undertaken only during summer vacations or autumn breaks. The students would be taken free of charge. A fund of Rs 100,000 per year has been provided to the schools by the department for these outstation trips. — IANS |

New Delhi, October 12 Sarada Prasanna Das, a Ph.D. student from the Centre for the Study of Social Systems, was unanimously elected as the chairperson of the committee. Prasanna said, “The role of this committee is to ensure that the election to the post of four office bearers of the students’ union, two students’ representatives for the gender sensitisation committee against sexual harassment (GSCASH) and councillors of eight schools and three special centres of the uiversity is held in a free and democratic manner.” JNU is the only university in India where the students’ union elections are conducted by the students themselves with the intervention of the students’ election committee. The committee comprises 28 members, including the chairperson, who is the non-partisan student of the university. “They are nominated by the students’ body of their respective schools, chaired by the students’ council. The members of election committee are naturally barred from contesting for any post in the union and are forbidden for campaigning or canvassing for a candidate of or for any organisation in any form whatsoever,” said Prasanna. |

New Delhi, October 12 Sunil was rushed to the Ram Manohar Lohia Hospital where his statement was recorded. The police said Sunil named the three boys in his statement. All the three have been arrested on charges of attempt to murder. |
BJP promises Gt Delhi
New Delhi, October 12 Chief of the Delhi unit of the BJP, Harsh Vardhan said that if the party came to power, Delhi would be developed into a city of dreams for the next generation. “The population of Delhi has reached an explosive point. We can get rid of the problems associated with over population only by making Delhi Greater Delhi,” he said. Vardhan said that the Congress government has not paid attention to the basic problems like water, power and transport, which is affecting more than 50 per cent of the citizens. Time has come when the government and officers should work with scientific mindset and help in making Delhi the capital of a developed country. This will require abolishment of all obsolete laws that are not in use. “Laws of Delhi should be examined to make them practical,” he added. If the BJP is voted to power, it would solve these problems and make Delhi a modern city. |

New Delhi, October 12 ‘’I think Congress will win the assembly polls on its performance of good governance,’’ Agarwal said in an interview to the Congress mouthpiece ‘Sandesh’ in its September issue. Agrwal said that the Dikshit government had focused on development and had also kept its promises made to the public. ‘’We have built flyovers, roads, improved water and electricity supply and have provided more schools and hospitals, thus keeping the welfare of the citizens uppermost in our governance,’’ he said. Listing the other achievements of the Delhi government, Agarwal said, ‘’We have also legalised 1,639 unauthorised colonies and provided infrastructure to the poorest of the poor in the city. We have passed scheme to turn the bawana jhuggis into houses. We have focussed on strengthening the bhagidari scheme and interaction with resident welfare committees so that the needs and demands of the people can be fully incorporated in the process of policy making.’’ The DPCC president said that as party president, he had undertaken several steps to strengthen the organisation. ‘’I have refused to support factionalism of any sort. I have tried to strengthen the party work culture and encourage our workers to regularly interact with people and listen to their problems”, Agarwal said. On the claims of the opposition Bharatiya Janata Party (BJP) that it would win the assembly polls riding on the anti-incumbency wave, the DPCC chief said, ‘’Anti-incumbency only happens if a government has not performed. Our government both at the centre and in Delhi has performed well. Under the leadership of Sonia Gandhi the party has always been sensitive to the needs of the people”. ‘’As far as the BJP is concerned, apart from communalism, they do not have any agenda for progress. They have always divided societies. It was the congress that made India into the nation that it is today,” he added. Agarwal further added that in order to win elections, they needed to ensure that the party tickets are given to those with a good image. ‘’We will have to ensure that party tickets are given to leaders with good image.” |

Woman jumps from Metro station, survives
New Delhi, October 12 The victim, identified as Annu Sharma, who is in her early 20s, jumped onto the road after scaling the platform of Janakpuri (West) Metro station, around 20-25 feet above ground, around 3 pm, they said. The Metro staff and passer-bys rushed her to a private nursing home. She was discharged after primary treatment.
