Fatehabad, October 12 “The party will fare very well in the coming parliamentary elections by changing three to four candidates,” Birender Singh said. The minister’s reply was in response to a question on the reported frequent utterances against the party by Karnal MP Arvind Sharma. The Congress leader said the INLD-BJP poll alliance would not affect the results of the elections in any manner and added that the Congress would win all seats comfortably. Pooh-poohing the alliance between the two parties, Birender Singh said Chautala used to say that he would not even like to touch the saffron party, but now he had met almost every central BJP leader for the alliance. He added that it would be better for the two parties to include Bhajan Lal’s HJC (BL) too in the alliance so that they could give the semblance of a contest to the Congress. Birender Singh said the INLD had lost its mass base in Haryana and it would not be able to make any impact in the coming elections now. The finance minister claimed that investments worth over Rs 40,000 crore had been made in the state after his taking over the reins of the ministry and investments worth Rs 27,000 crore were in the pipeline. He admitted that the impact of the economic recession was everywhere to be seen, but the economic health of the state was fine. When his attention was drawn towards a recent survey published in a magazine, which did not place Haryana among the top six states in any field, Birender Singh admitted that economic growth alone was not a pointer of the overall health of a state. He said Haryana needed infrastructural development in many areas, particularly in the field of health. He said constructing hospitals and dispensaries in villages was not the answer as good doctors were not willing to work in villages. He suggested that the referral systems should be improved so that the patients could be shifted to the best equipped hospitals at the earliest. |
BJP-INLD alliance ‘unworkable’
Chandigarh, October 12 HJC chief Kuldeep Bishnoi here today said it was not an alliance between the Haryana BJP and the INLD, but between the central leaders of the BJP and the INLD. He said the alliance would not work because it had been stitched by the leaders against the wishes of the grassroots workers of the party. Bishnoi said several Haryana BJP leaders like Kishan Singh Sangwan, Atam Prakash Manchanda, Om Prakash Dhankar and Ram Bilas Sharma had opposed the alliance with the INLD because of their bitter experiences with that party in the past. These leaders, he said, had gone on record that a vast majority of the party rank and file was not in favour of the alliance with the INLD. However, the central BJP leaders ignored their sentiments. The HJC leader, who had attended the dinner hosted by BJP Prime Minister-designate L.K. Advani on the eve of the confidence vote moved by the UPA government, said he was obliged to those Haryana BJP leaders and workers who had pleaded with their high command to have an alliance with the HJC. Asserting that he had always maintained that the HJC would contest the elections on its own, Bishnoi said he would welcome any Haryana BJP leader or worker who might like to join the HJC to maintain their self-respect. He said the alliance had proved that the BJP was no different than the Congress. The high commands of both parties liked to impose its wishes upon their workers in total disregard of their sentiments. Just as the Congress imposed Bhupinder Singh Hooda as Chief Minister of Haryana in 2005 against the popular sentiment in the party, the BJP had now entered into an alliance with the INLD against the wishes of its state unit. BSP general-secretary and in charge of party affairs in Haryana Mann Singh Manhera said the alliance had exposed the BJP, which had been claiming to be the staunch supporter of the cause of non-Jat voters in Haryana for the past five years. By joining hands with the INLD, the BJP had sent a strong message to the non-Jat voters of the state that it would work for making a Jat as the Chief Minister in Haryana for another term. Manhera said the BSP was steadfast on the commitment made by its president Mayawati in Karnal early this year that her party would make a non-Jat as the Chief Minister of the state. He said the BSP was the lone crusader for the promoting the cause of the non-Jat communities in the state. Haryana Congress spokesman Ved Prakash Vidrohi said the alliance was unprincipled and it would further erode the support base of the BJP in the state. He said by accepting the role of a minor partner in the alliance, Chautala had also accepted the fact that his support base in Haryana had been eroded. Meanwhile, Gian Chand Gupta, former vice-president of the Haryana BJP, has welcomed the INLD’s entry into the NDA. He said by this action of the INLD, the anti-Congress votes would not be divided. |
INLD set-up to be revamped
Gurgaon, October 12 Making blunt remarks at a meeting of the executive committee of the party here, Chautala said there would be no place for the inert state office-bearers of the party in the revamped set-up. The need for such a step arose as the party did not want to keep anything to chance to achieve the larger purpose of defeating the main political adversary, the Congress, in the state to pave the way for the formation of an NDA government at the centre. However, political observers perceive the development as an attempt by Chautala to preempt any dissenting voice in the party on the part of senior office-bearers who had pinned hopes on getting the party ticket for the LS elections. In order to make seat-sharing adjustments with the BJP, many a party leader would have to be denied a chance to contest the election, so Chautala’s announcement regarding change in the organisational structure at this juncture should be seen in perspective of electoral adjustment with the BJP, added the observers. Chautala expressed dissatisfaction over the working of some senior office-bearers even as he, rather ironically, said that other parties envied the strengths of the INLD’s organisational set-up. In the three-year old present set-up, there were some district presidents who had not organised even a single meeting in their areas, he pointed out. He asked party observers to tour the districts under their domain and present their report about assessment of those who should be shown the door. The process of revamping would be completed between October 15 and October 22. He also announced the names of district-level observers of the party. |
Air Force Day celebrated
Sirsa, October 12 Deputy commissioner V. Umashankar and Kuldeep Singh Dhindsa, director-general of the JCD Vidyapeeth, were among the select guests invited for the function. Group Captain G.S. Bedi, Station Commander, and officers of the local Air Force station were present with their families. A film on the history of the Indian Air Force was shown and a cultural programme was also organised. Though Air Force Day falls on October 8, the celebrations were held yesterday as the station commander, Group Captain Bedi, was doing duties in the national level parade on that day, Air Force sources said. |
Don’t overburden power consumers: Sampat
Fatehabad, October 12 Sampat maintained the consumers were already overburdened due to several demands of the power utilities allowed by the Haryana Electricity Regulatory Authority (HERC) in the recent past. He said the distribution companies (DISCOM), i.e. the DHBVN and the UHBVN, in a span of three years, had still been making recoveries from the consumers in phases since 2006. He said first a demand of fuel surcharge adjustment (FSA) of Rs 1,900 crore was allowed by the HERC in December 2006. In August 2008, an amount of Rs 588 crore was again allowed by the HERC as the FSA. Another sum of Rs 299 crore as FSA for the second half of the year 2007 was also due, he said. Besides this, the additional revenue requirement (ARR) of Rs 522 crore, the demand of which was denied by the HERC after objections were raised by people led by the INLD, was still pending, he added. “The demands being recovered since December 2006 till now have already crossed Rs 3,400 crore and any addition to it will make the situation unbearable for the consumers,” he said. The INLD leader suggested that the power utilities should evolve innovative methods to avoid honest consumers being burdened with further unwarranted charges. He said the fuel consumption should be checked, the transmission and distribution losses, which were at 28 percent, should be minimised and the commercial losses, which were 20 percent, should also be decreased by affecting more recoveries. Sampat Singh demanded the sum of Rs 556 crore that had recently been allowed by the Appellate Authority on Electricity should be added to the assets of the Haryana Vidyut Prasaran Nigam (HVPN) to avoid its recovery from public. |
Guest teachers not to be removed
Karnal, October 12 Talking to mediapersons here, he disclosed that a committee had been set up by the government to hold discussions with representatives of guest teachers and the committee would meet on October 24. Referring to the shortage of teachers in government schools, the minister said about 10,000 vacant posts of teacher would be filled soon. The government would recruit 10,000 teachers of various categories to ensure that there was no shortage of teaching staff in schools, he said, adding that the process of selecting teachers was already under way. The government would encourage setting up of universities in the private sector, but only those parties which fulfilled the norms and statutory conditions would be granted permission. The government had already received at least six offers for opening universities in the private sector and their cases would be decided on merit, he said, adding that a central university was coming up at Mahendragarh and the government also planned to open more medical colleges. He said private schools would be given opportunities and the government schools which were not working as per the parameters would be
privatised. To a question, he said the demand of the teachers to raise the retirement age from 58 to 60 would be considered. Gupta, who was here as the chief guest at a cultural programme organised on the occasion of Maharaja Agrasen Jayanti at PPS Vidya

Ex-VC condemns semester system
Sirsa, October 12 Dahiya, who was here in Chaudhary Devi Lal University to give extension lectures on the history of English literature and the history of English criticism, said the introduction of semester system had made a farce of the education. Accusing bureaucrats of harming the education in the state, he alleged the bureaucracy had taken this decision merely to satisfy its whims without going into its merits. “The philosophy of the semester system excludes the concept of examination, which the bureaucracy, perhaps, is not aware of and they believe as if two examinations in a year make it semester system,” maintained Dahiya. He said an examination means wastage of four months for students- one for preparation, one for examinations and two more for declaration of results. The semester system, he said, would waste seven to eight months of students. “I have enquired from several colleges and universities and they have told me that till now they have been able to complete about 20 per cent of the syllabus, while the examinations of the first semester are due in December,” said Dahiya. |
Sportspersons to be recruited as sub-inspectors
Chandigarh, October 12 While stating this here today, a police spokesman said the candidates applying for the posts should be graduate from a recognised university and recipients of Arjun Award or Bheem Award of the state government or winners of medals in the Olympics or Commonwealth Games or Asian Games or winner of Gold Medal in the Asian Championships. Tributes paid to Gorakhpuria
Fatehabad, October 12 Birender Singh, finance minister, Haryana, Kulbir Singh Beniwal, MLA, Balbir Singh Chaudhary, Mani Ram Keharwala, Partap Singh Chautala and Harpal Singh, all former MLAs, Jagmati Sangwan, state secretary, and Shakuntala Jakhar, Hisar district president of the All-India Democratic Women’s Association (AIDWA), and Surinder Malik, a member of the state secretariat of the CPM, were among scores of leaders who paid tributes to the departed soul. Krishan Swaroop Gorakhpuria, district president of the All-India Kisan Sabha, presided over the condolence meeting. Speakers remembered Comrade Prithvi, as he was addressed by his friends and admirers, as a soft spoken and amiable person, who never compromised on principles. Despite being a staunch supporter of the ideologies of the CPM, who always stood with the poor and the downtrodden, Comrade Prithvi had friends and admirers in almost all political parties and all strata of society. Village sarpanch Om Parkash resolved to set up a memorial to Comrade Prithvi in Gorakhpur and the finance minister announced a grant of Rs 5 lakh from his discretionary funds for this purpose. |
SD Education Trust chief shot dead Sonepat, October 12 The family took the 80-year-old Sharma to a private hospital, where doctors declared him brought dead, thinking it to be a case of accidental death. Later, in a post-mortem examination at the Civil Hospital it was established that Sharma died because of excessive bleeding due to a bullet injury. The police has registered a case under Section 302, IPC. The reason behind the murder was yet not clear. |

Two of the deceased have been identified as Suresh from Rajasthan and Jaghir of Sisia Bolan village here. The another is yet to be identified. Chandigarh, October 12 While Anil Razdan, union power secretary, will head the committee, Haryana financial commissioner and principal secretary, power, Ashok Lavasa, has been made a member. Razdan’s parent state is also Haryana. The committee would approve the guidelines for operationalisation of various components of the scheme, including the approval of the charges to be paid to the nodal agency, sanction projects, revision of estimates, and monitor and review the implementation of the scheme. |
3 die in mishaps
Jind, October 12 Two persons, including a woman, were killed and six others injured when the canter they were travelling in collided with a stationary tractor-trolley parked on the side of a road near Pega village, 15 km from here, on Friday night. The deceased have been identified as Birmati and Vijay (60). Birmati’s husband, son and daughter were among the injured. In another incident, Krishan, who was employed with the Indian Railways, was killed when the auto-rickshaw he was travelling in collided with a pick-up vehicle near the bypass road last night. |
Lizard in milk: Woman, daughter killed
Rohtak, October 12 The deceased have been identified as Gyano and her teenaged daughter Pinkoo. According to information, the mother-daughter duo consumed milk, which had been poisoned after a lizard reportedly fell into the milk container. As the condition of the woman and her daughter started deteriorating after consuming the milk, they were rushed to the Rohtak PGIMS, where they died of suspected poisoning. The Rohtak Sadar police has sent the bodies for a post-mortem examination. |

Karnal, October 12 The manch has made a modest contribution of Rs 50,000, collected from 50-odd members, and is sending the draft to her father Dinesh Sharma, a man of moderate means who not only quit his job but also sold his plot for the treatment of his daughter. His wife Meenu sold her jewellery for helping her daughter, but it was not enough. K.C. Sharma, president of the manch, said the community was moved by the plight of the girl and decided to contribute its bit and motivate others. Sushil Prashar, a member of the manch, got in touch with Megha’s father to know about the present condition of the girl, he added. Another instalment of Rs 50,000 would be sent soon through the D.R. Vasudeva Charitable Trust. Our efforts to collect more funds would continue, but the Governor, the Chief Minister, the sports minister and organisations should also come forward to save the life of Megha, he said. Megha has to go to Sawai Man Singh Hospital, Jaipur, frequently for chemotherapies and her body has turned frail. Dinesh has only two daughters and treats his daughter as a son. “I never thought of having a son after the birth of my second daughter and brought up Megha just like a son,” he says, with a ray of faint hope in his eyes. |
Truck carrying smuggled bajra impounded
Kaithal, October 12 Bajra, which costs about Rs 640 per quintal in Rajasthan fetches Rs 200 more per quintal in Haryana. Assistant secretary of the Market Committee Sultan Singh along with an official of the HAFED, Chand Ram, intercepted the truck at a bridge. The truck driver tried to escape, but the officials chased them on motorcycles. The driver and the conductor abandoned the vehicle near Sector 18 of HUDA and ran away. Meanwhile, deputy commissioner Vikas Gupta and SP Sultan Singh were also informed. The police has nabbed the alleged culprits. The driver reportedly told the officials that he was asked to drop the consignment at a poultry farm here. However, no case has been registered against them as yet. The SP said he had forwarded the complaint to the station house officer of the city police station for verification. |
Farmer’s death turns out to be murder
Sirsa, October 12 Bhura Singh, a landless farmer, had disappeared from his residence on October 6, according to his wife Baljit Kaur. His body was recovered on October 10 from fields of Raghubir Singh, where he worked. Baljit Kaur told the police that the victim was a drug addict and mentally unsound and might have died due to excessive dose of drugs. The police had completed proceedings under section 174 of the CrPC and sent the body for post-mortem to the general hospital, Sirsa. The Sirsa doctors sent the body to Rohtak, where the post-mortem revealed that Bhura Singh had died of strangulation. The police has now registered a case under sections 302 and 201 of the IPC against unknown killers and begun investigations. Devinder Singh, SHO of the Rori police station, said the police would crack the case soon. |
Docs get update on emergency medicine
Rohtak, October 12 Addressing the gathering after inaugurating the CME programme, the vice-chancellor of Pt Bhagwat Dayal Sharma University of Health Sciences here, Prof S.S. Sangwan, exhorted the university faculty members to organise more such seminars and conferences. “Such programmes help the doctors update their knowledge and skills and ultimately benefit the patients suffering from various ailments,” he maintained. The chairman of the Haryana chapter of the API, Dr V.K. Katyal, who organised the workshop along with the department of medicine at the health university, said experts from Delhi, Chandigarh and the local PGIMS gave audio-visual presentations on various aspects of emergency medicine updates. “Several subjects of relevance to the clinicians in emergency medicine were discussed in detail during the day-long CME,” said Dr Katyal, who himself is a senior faculty member at the health university here. He asserted that nearly 150 participants from the PGIMS, Delhi, Chandigarh and different parts of Haryana participated in the CME programme. Topics like acute coronary syndrome, stroke and thromboprophylaxis were deliberated upon, Dr Katyal said, adding that the deliberations were of great use for the beginners as well as specialists in the field of medicine. Dr P.N. Renjan, senior consultant neurologist from Apollo Hospital, New Delhi, gave a presentation on “Neuroprotection in stroke: Current options”. Dr K.K. Sethi, director, interventional cardiology, DHLI, New Delhi, spoke on “Management of acute coronary syndrome - What is new?”. Dr S. Verma, head, department of medicine, PGIMER, Chandigarh, threw light on the topic “Thromboprophylaxis in critically ill patients”. Dr R. Rajput, associate professor (medicine) at the PGIMS, Rohtak, detailed the gathering on “Newer Insulins”. Dr Sanjay D. Cruz, professor (nephrology), CMC, Chandigarh, gave a presentation on “Evaluation of patients with acute renal failure”. Dr R. Gulati, senior consultant gastroenterologist from New Delhi, dwelled on “Acute upper git bleeding - Management options”, while Dr P.S. Gehlot, head, department of medicine, PGIMS, Rohtak, spoke on “Blood component therapy”. Dr Katyal disclosed that the state chapter of the API would organise the next CME programme in Gurgaon in February or March next. |
