Supporters of the Delhi BJP women cell president Vishakha Sailani forcibly entered the office of Delhi unit chief of the party, Dr Harsh Vardhan, asking him for tickets for at least seven women candidates.

They said Vishakah Sailani, who is the president of the Delhi Mahila Morcha, had been working for the party for a long time and she had a support base in the Ambedkar Nagar and Matiala assembly constituencies but her name had been deleted from the list of selected candidates. The BJP has given tickets to outsiders and those who did not have good record, they alleged.

Dalvinder Kaur, one of the supporters of Vishakha, said so far the party had announced the names of only four women candidates. These candidates were so weak that they cannot win even a single seat, she alleged.

She alleged that the party had taken lakhs of rupees to issue ticket for the assembly elections. A woman candidate should have been given ticket against the Chief Minister, Sheila Dikshit. One cannot win the election by highlighting rates of tomato and other vegetables, she said.

Clarifying his position in the party for issuing tickets, Dr Harsh Vardhan said the final decision for candidates was taken by the party high command. The list submitted by the Delhi BJP was completely changed. Leaders in central party were more experienced and workers should believe in them, he advised.

But supporters of Vishakah Sailani were adamant and demanded that her name must be included in the list of selected candidates. They threatened that they would hold a dharna outside the party office if their demand was not met.

Another group of party workers from the Deoli assembly constituency sat on dharna displaying placards demanding a change of the party candidate from there.

They said Chaudhary Bhim Singh was not a local resident. A number local party workers were in a stronger condition to win the election. One of them should be given ticket.

Dr Harsh Vardhan had to take police help to remove the agitating party workers of Deoli from his way.

Cong lists 48 candidates

The All India Congress Committee (AICC) has announced a much-awaited list of 48 candidates for assembly election in Delhi. Names for 22 constituencies are still pending that are likely to be announced within a couple of days.

The list was announced today by the central election committee of the AICC.

The AICC has dropped eight names from the earlier list leaked by the state party office. One of them is Rajender Nagar from where Ramakant Goswami’s name was given. He is chief whip of the party in the Delhi government.

Nine names of new candidates have appeared in the list, prominent among them is Delhi Pradesh Youth Congress Committee president, Anil Chaudhary. He was selected as head of the youth committee by general secretary, AICC, Rahul Gandhi himself. Eight other new candidates – Devender Yadav from Badli, Shambu Sharma from Rithala, Madan Khorwal from Karol Bagh, Deepak Arora from Janakpuri, Nand Kishore from Vikaspuri, Sumesh Shokeen from Matiala, Ajanta Pracha from Trilokpuri and Deepika Khullar from Trilokpuri – were supported by the Chief Minister, sources said.

Kiran Walia who is known as a sympathizer of the Chief Minister has been given ticket from Malviya Nagar. Yoga Nand Shastri was sitting MLA from this constituency but his name did not figure in the list.

In the list of 48 candidates, Outer Delhi MP, Sajjan Kumar has been able to accommodate his four candidates, sources said.

Sitting MLA of the area Meera Bhardwaj was also trying for ticket from Patpar Ganj but Anil Chaudhary had been successful, the sources said.

Sitting MLA from Trilokpuri, Brahm Singh has also been dropped from the list.

Deepika Khullar who will contest assembly election against BJP’s state president, Harsh Vardhan had won the councillor’s election as an independent candidate.

Daynand Chandela has joined the Congress after resigning from the BJP. The same is the case of Ramvir Singh Bidhuri who resigned from the NCP and joined the Congress.

They are: two SP candidates – Ganga Ram from Sadar Bazar and Jaiveer Chaudhary from Patparganj, Premchand Prajapati of Justice Party of India from Uttam Nagar, independents - Ashok Matta from Rithala, Om Prakash from Tri Nagar, Suresh Gupta from Sadar Bazar, Sujit Kumar and Suresh Kumar from Rajinder Nagar, Birju from Tughlakabad and Parmod from Patparganj.

Draw for 237 Noida plots completed

The draw for 237 residential plots of 450 sq mt size of Noida Residential Scheme—2004 was successfully taken out at Noida Stadium today in a transparent manner.

The draw, witnessed by thousands of applicants, was monitored by two-member high-powered committee of J.B. Patnaik, Himanshu Kumar while DIG Meerut, Shashi Kant Malhotra was also present. The draw was conducted by the staff drawn from Meerut, Hapur, Pilkhua, Ghaziabad and Bulandshahr development authorities. No officer or employee of Noida Authority was directly involved in the conduct of the draw.

There were 128 plots each in general and reserve category today making a total of 256 plots. But only 109 plots were allotted in reserve category as fewer applications were received for reserved category.

Tomorrow draw for 112.5 sq mt plots will be taken for which 13,119 applications have been received for a total of 313 plots. On November 7, draw for plots of 160 sq mt and 200 sq mt will be conducted for which 146 plots (73 in each category) are available for both the sizes while 16,962 applicants are in the fray.

On last and final day, fate of 60,899 applicants will be decided for 535 plots of 250 sq mt and 300 sq mt sizes.

According to people, the draw today was conducted in a fair and transparent manner. Chaudhari Jagmal, an applicant, said, “We have not seen as fair a draw like this in the history of Noida.”

Said H.S. Rathi, another applicant from a commercial category, it was a 100 per cent fair draw. Another bidder G.S. Pahwa said, “You cannot find fault with the procedure adopted for taking out the draw this time. We hope in future also Noida Authority will follow the precedent established today.

Now the chits of the names of all the persons who have been successful in the draw will be put in one

box while chits of the No and sector of the available plots in other box. One chit from each box will be taken out and the plot number of successful bidders determined.

Farmers, Noida employees, industrial and commercial are the four reserved categories.

The value of the allotted plots will be worked out on the basis of the prevalent rate in each sector. For example sector-44 has a rate of Rs 39,000 per sq mt., Sector 50 a rate of Rs 20,000 while Rs 14,000 per sq mt is the rate applicable in Sector-93.

Gurgaon to get another water treatment plant

With a view to meeting the future water supply requirements of the growing population of Gurgaon, the Haryana Urban Development Authority (HUDA) will construct a second water treatment plant for the city at a cost of Rs 86.44 crore. 

The estimates regarding the project have been approved by the state government. The tender pre-qualification bid has also been received by HUDA and work will be allotted soon. 

Disclosing this here today, the HUDA administrator, G. Anupama, said this second water-treatment plant at Chandu-Budhera would be constructed in two phases.

The construction of the 22-MGD water treatment plant would be done in the first phase and remaining 44 MGD in the second phase. Thus, it would have storage capacity of 66 MGD. She pointed out that the construction work of the third water treatment plant of 20 MGD at Basai was already in progress and it was likely to be functional by March 2009.

“Besides, two water treatment plants of 20 MGD capacity each are functional at Basai,” she said, adding that that as per needs, about 30-35 MGD of water was being supplied daily. Besides, boosting stations in sectors 16 and 51 were also functional. With these arrangements, 126 MGD water would be supplied, which is sufficient for meeting requirements of 22 lakh population. 

Anupama said Gurgaon city was at present getting water through the Gurgaon water supply channel, which originates from Kakroi village in Sonepat district and culminates at Basai village in Gurgaon. Now this channel had been upgraded and it would carry 175 cusec of water, in place of the earlier 100 cusec. 

The HUDA administrator asserted that to meet the drinking water demand of the growing population of Gurgaon, the state government had taken up construction work of a second channel named NCR Channel at a cost of Rs 225 crore, which would have a capacity of 800 cusec water and a major portion of it would be for Gurgaon.

She said the water supply network in Gurgaon had been divided into three zones. Zone-I covers Sector-1,2,3,4,7,7 extn., 5,3 part, 6 part, 9, 9A, 10, 12A,6 part, 13 part, 14,23, 23A and part of old town. Besides, Kadipur, Gurgaon, Bhimgarh Kheri, Chauma, Karterpuri and Dundahera villages are also covered in this zone.

Similarly, Zone-II covers Sector-10A, 39, 40, 31, 32, 15 part I & II, 16 part, 17, 22, 21, 25, 25A, 28, 24, 26, 26A, 30, 41, 43, 27, 20, 33, 18, 19, 29, Maruti Udyog and part of old city. The treated water is supplied to intermediate pumping station in Sector- 16, from where it is pumped in distribution system. Zone-III covers Sector-38A, 48, 48A, 47, 49, 50, 46, 54, 51, 55, 56, 45, 52, 52A, 57 and 53.

For the purpose, 124.70 km-long pipelines were needed, of which 102.75-km line had been laid. The remaining could not be laid because of litigations, she maintained.

She told that an estimate for laying water supply line from boosting station of sector 16 to cyber city amounting to Rs 3.60 crore had been approved by the chief administrator of HUDA and tenders had been invited. Similarly, the estimate for providing additional water supply line for the commercial area on MG road from MGF to Bristol Hotel amounting to Rs 3.48 crore had also been recently approved, she added.

Meerut varsity postpones B.Ed exams

Meerut University has indefinitely postponed B.Ed examinations slated to begin from November 7. The decision was taken in an emergency meeting of the examination committee of the university.

A positive outcome of the decision could be that thousands of students of the management seats, who stand debarred from the examination, might be allowed to take the examination now, whenever it happens. Whereas, it is a set back for students who campaigned for months to have the examination conducted at an early date.

Meanwhile, the apex court has agreed to hear the case in which the management quota students have been debarred from taking the examination. The case will be heard by a bench presided over by Justice B.N. Agrarwal. On Monday, a bench presided by the Chief Justice had refused to hear the case.

Arguing from the university side, advocates Nagender Rai and S. Mishra had pleaded in the court of Justice B.N. Agarwal and Justice G.S. Singhori that private institutions had admitted management quota students without conducting an entrance test and thus this admission was illegal.

They argued that till the matter was pending in the apex court, these students should not be allowed to sit in the examination.

Two students had filed a plea in the Supreme Court against university’s refusal to accept their forms.

The apex court had ordered the university to allow these students to take the examination, which the university failed to comply with, thus earning the contempt of the apex court.

Mediaperson robbed

A media person, employed with a television news channel in Sector-32, was beaten up and robbed by criminals near his office on Sunday evening. The assailants snatched his mobile phone and few thousand rupees from him.

Before fleeing, the criminals threatened him at gunpoint of dire consequences.

The victim, Kapil Bhardwaj was walking to Kailash Hospital to see a relative undergoing treatment there. He was accosted by bike-borne criminals near a Punjab National Bank ATM counter, while he was talking on his mobile phone. The miscreants snatched his phone. When he resisted, one of the criminals pulled out a gun while another started beating him.

They also snatched his purse containing Rs 4,500.

Bhardwaj informed his office with the help of a wayfarer. His colleagues rushed him to a hospital and informed the police control room.

The police carried out vehicle checks at a number of crossings, however, the assailants could not be nabbed.

A case has been registered at Sector-20 police station and investigation has been initiated.

This is the second incident of attack on a media person in the recent time. Just five days ago, Madhav, also working with a media organisation, was robbed and beaten up by criminals.

4-year-old missing boy’s body found

The police today recovered the nude body of a four-year-old boy in the farms situated on the Pataudi road near here. The face of the boy was smashed badly.

Ram Lakhan, the boy’s uncle who came with the body to the police station, while talking to media said that the child had been missing since Monday and they had filed a complaint regarding this.

He said that it seemed that someone might have tried to misbehave with him and thinking he would tell his parents, he might have killed him.

Two arrested for Gt Noida murders

With the arrest of Mahesh Kumar Sharma (47) and Ravi Sharma (32) yesterday, the South district police has claimed to have solved the double murder of Omvir Sharma and Vickey, committed at a steel factory at Dadri in Greater Noida on October 6, 2008.

The accused were arrested from Bengali Colony in Najafgarh.

Omvir was a resident of DLF, Gurgaon and Vickey was a resident of Rewari in Haryana.

Omvir and Mahesh were business partners running a factory in the name of Golden Rathi Star Industries Limited in Dadri.

On the day of the murder, Omvir reached the factory in evening and stopped work. At that time, Omvir’s brother-in-law Vickey, Mahesh and others including one Ravi Sharma and Sugam Sharma were present on the factory premises. They had a heated argument on the issue of shareholding in the factory after which Mahesh whipped out his licensed Mouser .762 bore and fired on Omvir and Vickey. Mahesh, Ravi and Sugam Sharma then fled away from the spot. Omvir and Vickey sustained multiple gunshots and were declared brought dead when rushed to Kailash Hospital in Greater Noida.

HGS Dhaliwal, DCP (South), said Mahesh revealed that he and Omvir Sharma were business partners and had equal share in the said factory, however, there was a dispute over the ownership of the factory. But, for the last 5-6 months there was a dispute over the issue of share holding as both had 50% share holding in the factory. Mahesh alleged that Omvir had transferred 15 per cent of Mahesh’s share in favour of Omvir by forging his signatures. On October 5, they had discussed their differences and reached on the settlement that the factory would be run by Mahesh Kumar Sharma thereafter. But Omvir refused to accept the decision.

Jawaharlal Nehru University (JNU) opened its first-ever alumni meet today morning with a discussion on ‘Indian foreign policy—the available options’.

The discussion that was addressed by former Indian ambassador BR Muthukumar, science activist Prabir Purkayastha, senior fellow of Institute for Defence Studies and Analysis (IDSA) Sujit Dutta and former student Anand Sahai, was mediated by Anuradha Chenoy.

While keeping the American presidential elections in focus, the speakers talked about its impact on India.

“Whether it is McCain or Obama, it really does not make a difference to us as their policies are not very different from each other,” said Prabir Purkayastha.

The other speakers however maintained that Obama would turn out to be more meddlesome than McCain.

“Obama is looking for allies across the world and not friends. He would also want Pakistan to resolve the Kashmir conflict with India as soon as possible, so that America could get full co-operation from Pakistan while it works against terrorism,” said BR Muthukumar.

The speakers also said Obama was more interested in getting the Comprehensive Test Ban Treaty (CTBT) signed by both India and Pakistan.

Talking about the future turn of the Indian foreign policy, Prabir said, “Indian foreign policy had always had a bent towards the American policies. However, we should concentrate on formulating an independent foreign policy to make decisions on our own.”

Sujit Dutta argued that India needed to be extra careful while it joins the global fight against terrorism considering the extremist challenges it faces in its own country.

While the speakers said the Indian foreign policy was mostly dictated by the historic sentiments and experiences, they added that there was no need for India to get “euphoric about the American election”.

Teachers protest delay in pay hike

Some 8000 teachers of central universities under the banner of FEDCUTA participated in a march to Parliament to express their anger over undue delay by the central government in finalization of their pay revision.

Teachers from various universities of India including Nagaland, Assam, Gorakhpur, Allahabad, Haryana, Delhi University, JNU, Jamia, Jamia Hamdard and IGNOU have expressed resentment

In a memorandum submitted to officials of MHRD the FEDCUTA reiterated its demand of continuance of the existing 4 pay scales structure, of Lecturer, Lecturer (Senior Scale), Reader / Associate Professor and Professor instead of 7 or 8 pay scales structure which should be introduced.It has recommended that the grade pay of some Rs 7600 should be there for a lecturer in senior scale. There should be removal of hierarchy amongst professors. The qualification for appointment of professor is ‘scholar of eminence’ and therefore to introduce hierarchy amongst them is unacademic.

FEDCUTA has warned the government bureaucracy not to tamper with the pay scales recommended for lecturers and readers by the UGC.

Kidnapping bid foiled, 2 held

The East district police has arrested two persons—Anil Pant (24) of IP Extention and Babloo Saifi (25) of Mandaoli— and has claimed to have foiled the kidnapping plan of a seven-year-old boy of Anand Vihar. One countrymade pistol and 3 live cartridges have been recovered from the accused.

According to S. Dash, DCP (East), inspector Rakesh Dixit yesterday received a tip-off that the two accused have planned to kidnap the boy for ransom. The informers also told that the accused were keeping a close watch on the house of the boy since last one week and in all likelihood will execute their plan today. They had learnt that the boy usually go to play in a nearby garden around 6 pm and had planned the kidnap accordingly.

The accused had also brought a cherry-coloured Maruti WagonR car to carry out the kidnapping.

After getting the information, a police team rushed to the boy’s house where they found that the accused had already picked up the kid and were going towards the main road where the car was parked. The team overpowered both the accused and rescued the child.

Acid attacks condemned

The All India Democratic Women’s Association (AIDWA) has expressed grave concern over the recent spate of acid attacks on young women in the Capital.

In a press statement released here today, AIDWA said, “Over the last fortnight, six cases have been reported from North East Delhi and in all the cases women have received serious burn injuries, but no suspects have been apprehended as off yet. Women are frightened to move out of their homes in Gautampuri and Brahmpuri, even in broad daylight.”

The women’s organisation called the acid attack a gender crime committed against women as a revenge for refusal of sexual advances, proposals, demands for dowry or to humiliate them for their caste or religious affiliations.

“AIDWA has long been pressing for a legislation that recognises acid attack as a crime against women that should attract sufficient penalties and simultaneously provide adequate relief and rehabilitation to the victims. These recent attacks make the need for such a law even more urgent,” said Sudha Sundararaman, general secretary, AIDWA.

AIDWA demanded that the Delhi police investigate the cases swiftly.

Kidnapped youth murdered

The body of a young son of a shopkeeper, who had been kidnapped yesterday, was today found in a nullah about one kilometer from here. The incident has shocked the business community of the town.

Deepak (20), son of Trilok Chand Aggarwal, was approached by a youth in the morning yesterday with a request that he should send somebody to his house to measure windows for providing curtains. The shop is in the main market of the town and sells garments for making curtains.

The youth arrived on the scene just when Deepak reached his shop alone. When he told the youth that he was alone and hence no one could go to his house, the so-called customer persisted.

Deepak agreed and the youth took him along on his own motorcycle. Deepak did not return. His father was told on his mobile phone that his son was kidnapped and he must give Rs 20 lakh as ransom money by the evening today. The caller also warned Trilok Chand against telling anybody about it.

The criminals had used the mobile phone of Deepak to make calls to his father.

Trilok Chand and a delegation of shopkeepers brought the development to the notice of the district police chief. The police got into act and the entire district was sealed.

The criminals kept on making periodic calls to Trilok Chand. The police traced the calls and found that they were made from a nearby area. The police continued search operations throughout the night.

However, Deepak’s body was located at about 9 am. The post-mortem report says that the murder had been committed about 8-10 hours before the body was located. Deepak was murdered, probably late last night.

The police has not yet been able to nab the criminals.

According to residents, although there had been cases of kidnapping in Palwa in the past, this was the first time that the person kidnapped was murdered.

The incident has resulted in frayed tempers and a sense of shock among the business community and other sections of the residents.

Married woman raped

Faridabad, November 5
A woman was raped here today by a youth after he had administered drug to her in cold drinks. The woman was residing with her husband and two children here in Sector 28.

The youth from her native village Naya Gaon in Palwal allegedly met her in a market. Both of them went to Town Park where the youth offered her cold drink and  snack. He allegedly put drug in the cold drink.

According to the complaint lodged with the police when the woman lost consciousness, he raped her in the park and left the scene.

The rape has been confirmed by medical test. The police has yet not arrested the culprit.
