Chandigarh, November 5 Containing a number of recommendations aimed at increasing efficiency and bringing transparency in government functioning, the first report, on district administration, was presented by its chairman Karan Singh Dalal to Chief Minister Bhupinder Singh Hooda here today. The commission has recommended the setting up of a district development monitoring committee, a district general coordination committee and a district law and order coordination committee to reduce the “burdened” deputy commissioners. It has been suggested that various departments in the district be clustered together for the purpose of smoother functioning and heads of departments in the district should chair departmental committees and forward reports to the DCs. “The DC, at present, is chairman of at least 80 committees in the district. Most of the time, the focus is only limited to a few departments while others usually go neglected,” Dalal said. The report said the DC should write his self-appraisal report every three months, which should be a public document. Further, a mission mode of targets and the ways adopted to achieve the goals should be clearly laid down. Suggesting the scrapping of the District Grievances Committee, which was not serving any purpose, Dalal said these should be replaced by a district planning and management committee. On the pattern of the Delhi Grievance Redressal Commission, it has recommended the appellate forum to be instituted in Haryana as well through legislation. On the issue of administrative divisions, the commission, synchronising its exercise with that of the delimitation of the Assembly and parliamentary constituencies carried out recently finds that there should ideally be just 15 districts, 45 subdivisions and 90 tehsils in Haryana. Addressing the neglect of revenue court works, the commission recommended that 31 listed existing tehsils should have a separate whole time sit-in-court sub-registrars for the purposes of registration of deeds and documents replacing the present system of tehsildars doubling as sub-registrars. The Chief Minister said the main aim of the commission was to ensure more transparency and promptness in the functioning of the state government. He added that the report would be considered and “feasible” suggestions would be implemented. He said although Haryana had made tremendous progress economically yet with changing scenario the administrative reforms in administration were required so that the common man may benefit. Dalal added that the reports concerning various departments would be presented within the two-year term of the commission, stating that the next report would come in December. Other suggestions include detailed scheme for computerisation of land records as replacement for girdawari, creation of a unified disaster management force, establishment of home guards and traffic wing of police, SDMs should grant/renew Arms licence; validity of licence should be for 20 years instead of 3 years and should be recognised in seven neighbouring states and UTs, two days be fixed as “No meeting, no inspection” days, complaint boxes be installed, districts should draw and submit a target plan for the next quarter fixing five targets for itself and submit a quarterly report of the targets achieved, information kiosks should be offered by the government in the public private partnership (PPP) mode, a uniform children dress code to be adopted by all schools in private as well as public sectors and making the DDPO nodal umbrella officer for coordinating all social welfare
programmes. |

Karnal, November 5 The postponement of direct action by the HSGPC did help defuse the tension for the time being but none of the parties have come out with definite proposals to resolve the issue. A formal meeting to resolve the issue is expected anytime after November 10 but HSGPC president Jagdeesh Singh Jinda is apprehensive of the attitude of the SGPC and has convened a meeting of the executive committee on November 7 in Kurukshetra to chalk out the future course of action. Haryana Sikhs were perturbed over certain reports about the future set up for managing gurdwaras in the state, animating from SGPC sources even before the talks were held and these issues would have to be discussed by the HSGPC before holding talks, he told The Tribune. He said such utterances act as irritants for holding talks in a congenial atmosphere and should be avoided. Earlier, some reports in a section of the Press attributed to Punjab Chief Minister Parkash Singh Badal and the SGPC created an impression that a sub-committee or a board would be constituted for management of Haryana gurdwars. The HSGPC had condemned these reports as highly irresponsible and asked the SGPC to refrain from spoiling the atmosphere. Rubbishing the allegations, Avtar Singh Makkar of the HSGPC said all out efforts had been made to amicably settle the issue. He said a meeting was expected to be held after November 10 and hoped that its outcome would be positive. It may be recalled that the Sikh Sangat organised by the HSGPC on September 7 had adopted unanimous resolution urging the union government to direct the state government to enact a law for constitution of a separate SGPC for Haryana under Section 72 of the Punjab Re-organisation Act within 30 days and threatened to forcibly take over the management of gurdwaras after the expiry of the deadline. |

Chandigarh, November 5 Ever since the BJP-INLD alliance was announced, there was talk that certain HJC leaders were working for an alliance with the BSP. The fact that the candidates were announced when BSP supremo Mayawati was in Haryana yesterday, only signifies that the decision has her blessings. So far the BSP has announced eight of the 10 Lok Sabha candidates in the state. Only the Bhiwani-Mahendragarh and Sirsa seats are awaiting the BSP nominees. The BSP has nominated former cricketer Chetan Sharma (Faridabad), Maratha Virender Verma (Karnal) and R.D. Goel (Hisar) as its candidates. The BSP has stuck to its stand that it would not admit any Jat to its fold because the party is going to install a non-Jat as the next Chief Minister of Haryana, if it gets a chance to form the government. The party has nominated only non-Jats as its candidates so far. It seems the BSP wants to marginalise the HJC in state politics so that it can emerge as the “sole propagator of the non-Jat cause”. The politics of Bishnoi is, too, based on the plank of the non-Jat cause, though not as blatant as that being pursued by the BSP. Unlike the BSP, there are many Jat leaders in the HJC. The thinking of BSP leaders is that while they have a solid mass base among the Scheduled Castes, their party can also hope to garner support among the Brahmins and certain other so-called upper castes after the success of its social engineering in Uttar Pradesh. On the other hand, they argue, the HJC is yet to prove its support base at the ground level. The BSP leaders feel that now since the Congress and the BJP both have projected Jat leaders as their chief ministerial candidates, non-Jats will flock to their party in a big way, in view of the BSP’s proven support base among the Scheduled Castes, who constitute about 20 per cent of the state’s population. The process, they feel, will gain momentum once Bishnoi is sidelined. However, by not announcing the candidates for Bhiwani and Sirsa, the BSP seems to have kept a window open for Bishnoi. The HJC leader had won the Bhiwani seat as the Congress candidate in the last elections. So far, he has been saying that he would contest the election from Bhiwani. The BSP has left the seat open. Similarly, the Sirsa Lok Sabha seat has a considerable population of Bishnois, the community which is extremely loyal to the family of the HJC leader. Again, it has been left open by the BSP. Till a few months ago, Maratha Verma, who had quit the bureaucracy to form his Ekta Shakti party, had been maintaining that the BSP should merge itself with his party. Yesterday he merged his party with the BSP, which nominated him as its candidate from Karnal. By his example, the BSP has sent a message to Bishnoi that he, too, should merge his party with it and, in return, his two men would be given the party ticket. Bishnoi is highly unlikely to agree to these conditions, humiliating as these are. |
Using combine harvester for moong
Karnal, November 5 The machine is commonly used in Nagla Rodan village of Karnal district to harvest wheat and paddy crops. However, it was for the first time that the machine was used for harvesting moong pulse crop yesterday during the “Daal Divas”. Efforts were afoot for the past few years to promote conservation agriculture by the KVK and newer technologies and packages of practices had been disseminated amongst the farming communities, Dalip K. Gosain, head of the
KVK said. The KVK has initiated efforts in introduction and production of summer moong instead of saathi paddy and a lot of success has been achieved. The kendra successfully conducted various trials in this village using different varieties of moong recommended by the Haryana Agricultural University, Hisar, Indian Agriculture Research Institute Regional Station here and Punjab Agricultural University, Ludhiana, since 2005. The summer moong varieties - Pusa Vishal, Asha and SML-668 - were grown in this village from end of August to first week of November and it was for the first time that the moong crop was harvested using the combine indicating that farmers had accepted and adopted the farming system by the KVK, Gosain added. Farmers still have some time to cultivate pulse crops like gram and lentil, which require less irrigation and add to the soil fertility being leguminous crops. A group of farmwomen engaged in picking up moong manually said the use of harvester combine was the need of the hour as the area under moong had been increasing every year in the village. Rampal and Satpal, who grew moong in 12 acres this year, said they had been increasing the area under this crop every
year and selling the pulse in Indri without any problem. |
Crocodiles spotted near Ratia
Ratia (Fatehabad), November 5 While two crocodiles were seen sitting on an elevated sandy place on the bank of river on Monday, local people said they had spotted at least five-six crocodiles in the river. Jaivinder Nehra, a wildlife guard, posted at Fatehabad has also seen two crocodiles, measuring 12-13 feet in length. Teams of the department from Rohtak, Hisar, Sirsa and Fatehabad have been camping in Ratia and surveying the river around it. Jagdish Chander, divisional wildlife officer, Rohtak, is leading the operations. The teams, according to sources, are trying to ascertain whether the river is the natural habitat of crocodiles spotted or these aquatic reptiles have strayed into the river from some other river that fell in it. “For being natural habitat of any living organism, the place should have the environment, where the organism could find its daily food, able to regenerate by laying eggs and should have the capacity to survive in unfavourable circumstances,” said Shri Ram Tarar, district wildlife inspector, Fatehabad. Wildlife officials say once the river is found to be the natural habitat of the crocodiles, they will write to the higher authorities to take steps to declare the river as sanctuary for
crocodiles. The water of Ghaggar is highly polluted with chemicals and other poisonous substances. The operations of the wildlife teams during the last three days suggested that the crocodiles might have strayed into the river from some other water channel that merged into it. The wildlife experts fear that crocodiles may come out of the river in a search of food and get killed, as they might not find sufficient food in the polluted Ghaggar. “We have already sent a fax message to our higher authorities regarding the presence of crocodiles. It was up to them to take action for saving the river from further pollution by checking the inflow of chemicals and industrial wastes upstream,” said an official of the wildlife conservation department on condition of
anonymity. |

Chandigarh, November 5 The directions by the Bench, comprising Justice Hemant Gupta and Justice Nawab Singh, were issued today, while allowing a bunch of petitions filed by Sirsa-based Shaheed Bhagat Singh Social Welfare Trust, Lord Shiva Charitable Trust and others. Taking up the petitions, the Bench on the previous date of hearing had observed that a perusal of an affidavit filed by the state and the director-general (health services) showed despite decision of the government to impose a blanket ban for a year on the issuance of NOCs for opening “private institute of multi-purpose health workers (female)” and “general nursing and midwifery”, the state government issued NOCs to two institutes. “We are of the opinion that the action of the state government in the issuance of the NOC to these institutes is contrary to its decision. Therefore, the institutes are ordered to be impleaded as parties,” the Bench had added. In their petition, the two Trusts and other petitioners had earlier sought directions to Haryana and other respondents to quash the impugned order, whereby the plea for the issuance of the NOC to them was declined. The issuance of directions to the respondent to grant the same expeditiously for the establishment of the institutes were also sought. Giving details, the petitioners had contended that the state vide order dated July 14 had denied the NOC on the ground that there were a number of training institutes in the state and the quality of education was being affected. As such, the state had decided not to grant the NOC till the framing of the new policy. |

They were seeking directions to protect their services in danger of being done away with following the merger of department of vocational education with the education and technical education department. The merger has been done following a decision of the cabinet, but the petitioners contended the cabinet had only okayed the merger at the level of the minister and the secretary. |

Maratha said he was hopeful that BSP supremo Mayawati would become the Prime Minister and he also had bright chances of becoming the Chief Minister of Haryana after next Assembly poll. |

Man, 2 kids commit suicide
Panipat, November 5 Rajesh, son of Rattan Singh, escorted his daughter Aarti and son Himanshu to the railway tracks near the village and allegedly jumped before the train. The trio died on the spot. According to villagers, Rajesh was under tremendous stress and pressure as his wife used to frequently quarrel with him. They said Rajesh had discussed the issue with a number of persons in the village. However, he took the extreme step, as he was unable to find any suitable solution to the problem. When his wife got to know about the incident, she also tried to commit suicide by consuming some poisonous substance. She, however, was immediately rushed to a private hospital and was placed under treatment. |

Fatehabad, November 5 The court has also acquitted seven others for the want of evidence. Khushial Singh, a resident of Mehmeda in the district, had lodged an FIR with the police on October 2, 2004, against the accused persons. In his complaint, he alleged Gurmeet, Jagjeet and Joginder, all brothers, and their nephew- Satwinder- along with some others had attacked his father-Punnu Ram- over a dispute of property. Due to this, Pannu Ram had died. |

Faridabad, November 5 According to reports, the woman was married here in Faridabad and residing with her husband and two kids in Sector 28. The youth from her native village met her in a market. Both of them went to the Town Park, where the youth offered her cold drink and snack. He allegedly put drugs into the cold drink. The rape has been confirmed by the medical test. The police has yet not arrested the accused. |

Palwal, November 5 According to sources, yesterday a youth came to the shop of Deepak and requested him to send someone to take measurement for curtains. As except him nobody was in the shop, he agreed to go with him. The youth took him on his own motorcycle, but he did not return. Later, the accused called up his father and demanded Rs 20 lakh as ranson money. The caller also cautioned Trilok not to share this with anybody. However, Trilok brought this to the notice of the police chief. After a search, his body was located at about 9 am today. The police has yet not been able to nab the
criminals. |
