Sirsa, October 26 Vice-chancellor K.C. Bhardwaj, in his orders issued on Saturday, has appointed Dilbag Singh, a reader in the computer science and engineering department, as the chief security officer of the university. The university already has security in charge in Rajesh Malik, lecturer in the law department, and Rajesh Vaid, a lecturer in environment sciences. The university authorities said the appointment had been made to strengthen the security of the university. Through another order, the vice-chancellor appointed Sanju Bala, a lecturer in the food science department, as warden of Kalpana Chawla Hostel. Sanju Bala succeeds Rani Devi, who had tendered her resignation in protest against “poor living conditions” in the hostel last week. The university authorities accepted her resignation and posted Sanju Bala in her place. Signs of confrontation between the now famous two groups of university teachers, however, began from day one, when Dilbag Singh called a meeting of security in charge, additional security in charge and the manager of a private agency, which has been given the contract for security, on Saturday evening. But, Malik did not attend the meeting. Malik said he, being in charge of the security, was not subordinate to anyone in this department. “All others, including the chief security officer and the additional security in charge, automatically come under a person, who is in charge of the security affairs,” he said. Dilbag Singh, however, went ahead with the meeting with others and took several decisions for strengthening the security of the university. “We have decided to start a two-tier security system for the university. The outer cover will look after the security of boundary walls and gates, which will be looked after by Malik, and the inner security, that of offices, teaching blocks, hostels and residences, will be looked after by Vaid. The two will submit their report to me twice a week,” Dilbag Singh told The Tribune. Meanwhile, as many as 40 students living in Kalpana Chawla Hostel of the university yesterday met the vice-chancellor and gave a written request to restore Rani Devi as their warden. “The resignation of our warden was only conditional and was given with the sole aim of getting a fair deal for us. But the university authorities have accepted that out of malice towards her, although they have accepted all our demands,” said a hostel inmate on condition of anonymity. The students have also asked the university authorities to change chief warden Vikram Singh, levelling some unsubstantiated but serious allegations against him. Confirming the representation received from girls, Bhardwaj said he had asked registrar R.K. Sehgal to look into the matter. |
Gautam continues tirade against alliance
Chandigarh, October 26 Gautam has alleged that during the recent three assembly byelections in the state, Garewal, supported by certain Haryana BJP leaders, entered into an agreement with former Chief Minister Bhajan Lal and deliberately fielded candidates who were insignificant. As a result, the BJP put up a dismal performance in the byelections, convincing the high command that without an alliance with the INLD, the BJP would not get any Lok Sabha seat in the state. Gautam alleged that since Garewal knew his strong opposition to the candidates recommended by him (Garewal), he surreptitiously worked to ensure that he (Gautam) did not attend the crucial meeting of the central election committee of the party. He said when he told BJP leader L.K. Advani how certain party leaders had “conspired” to field the “weakest-possible” candidates to help Bhajan Lal’s party, Advani was shocked and said such leaders must be expelled from the party. Gautam said though the results of the byelections had proved his contention right, action was not taken against the “traitors” in the party for reasons not known to him. He said if the party had fielded strong candidates in the byelections, the BJP would not have to enter into an alliance with the INLD, a party, which had treated the BJP and its leaders shabbily in the past. Garewal said the state party unit had recommended that Gautam should be removed from the post of leader of the legislature party for “being in league with Chief Minister Bhupinder Singh Hooda” before the byelections. Therefore, he was not invited to the meeting of the central election committee of the party. |
Action plan to check illegal mining
Gurgaon, October 26 Deputy commissioner Deepti Umashankar said though no case of illegal mining had been reported from the district, yet the sector supervisors had been appointed to ensure that no such activity was carried out in the future as well. The aforesaid orders will remain in force for six months. The deputy commissioner has directed the sector supervisors to ensure compliance with the Supreme Court orders by conducting special checking in the areas given to them. These sector supervisors will associate with police, mining, forest and pollution control board officials to check illegal mining. In addition to the sector supervisors, the subdivisional magistrate (SDM) and the tehsildar concerned have been made overall supervisory officers for their respective jurisdictions to ensure effective implementation of the action plan. The action plan for curbing illegal mining in the district was prepared following the apex court’s order banning mining activities in the Aravalis. As per the directions of the state government, supervisory officers were to be deputed at various nakas erected to check illegal mining. According to the DC’s orders, the deputy excise and taxation commissioner (West), Gurgaon, would be the sector supervisor for the nakas set up at Naurangpur village, besides the Bar Gujjar-Naurangpur and Sikohpur stone crushing zone during the first fortnight of every month. He will supervise the mining areas of Sikohpur, Naurangpur, Bar Gujjar, Sehrawan, Kasan, Khoh, Manesar, Kankrola-Gwalior and Nainwal villages. Similarly, for the nakas erected at Lakhuwas and the Sohna-Faridabad road via Ballabgarh, the assistant registrar of cooperative societies would be the sector supervisor during the first fortnight of every month. He will check illegal mining at Nimoth, Harchandpur, Tethar, Badshahpur Tethar and Sohna villages. The regional officer of the pollution control board would be the supervising officer for the mining areas at Behrampur, Kadarpur, Ullawas, Kherki Daula, Hassanpur and Darbaripur villages. During the second fortnight of every month, the deputy excise and taxation commissioner (East), Gurgaon, has been appointed the supervising officer for the nakas set up in the Raisina stone crusher zone and he would be responsible for the mining area of Raiseena, Alipur, Haria Hera, Ghamroj, Mohammadpur Gujjar, Shapki- Nangli, Bhondsi, Teekli, Gairatpur Bas and Sakatpur villages. The DETC will look after the nakas on the Gurgaon-Faridabad road and he will be responsible for the mining areas of Chakarpur, Sikanderpur, Nathupur, Haiderpur-Viran, Wazirabad, Ghata, Gawal Pahari, Bandhwari and Balola villages. The district horticulture officer will check the mining areas of Damadama, Rithoj, Khedia, Sehjaas, Abheypur, Behlpa and Rozka Gujjar villages. |
Winter likely to be powerfull
Chandigarh, October 26 The Haryana Power Utilities will also take recourse to short-term power purchase to tide over the winter. Officials in the department said against a norm of working on an 8 per cent increase in power demand, they had decided to make arrangements for a 14 per cent increase in demand over the last winter season. Closed for over 13 months, the unit I of the Panipat plant handed over to BHEL for renovation was likely to come back soon. Likely to be handed over to the utilities by the first week of November, the third unit would generate an additional 110 MW. Last winter, power supply from the Yamunanagar plant, too, was not available. “Supply from the shut unit of Panipat and from the Yamunanagar plant, unavailable last year, are two substantial additions from long-term sources this season. However, we have managed to tide over the peak demand season by trading power on the power exchange and will get enough power from all sources to meet the needs of the state,” commissioner and secretary, power, Ashok Lavasa said. However, since this is not likely to be sufficient to meet the demand, the department has floated tenders for short-term power also. However, the utilities are not hopeful of getting power from this source as of now. With the short-term market very volatile and unregulated, suppliers don’t usually apply for tenders floated by the utilities. With the last date for applying for tenders “ending” on October 24 and eliciting no response from the suppliers, the department has decided to extend the date by another 15 days, but there is little hope. On the contrary, the suppliers float their own tenders and expect power-strapped utilities to apply to them. This time, the department may have to wait for the suppliers’ tenders to draw power, which will be well in time to meet the demand of the winter season. The recently commissioned national power exchange, Indian Energy Exchange Ltd, too, has provided relief on the power front by allowing the utilities to make day-ahead purchases to meet the peak-load demand. Allowing sale and purchase of electricity from a common platform, it gives the stakeholders a chance to identify power availability from different parts of the country and at different times to help them plan ahead. |

Sonepat, October 26 She said the sports policy had been prepared after a detailed study of the policies of leading sports countries, with special focus to create sports facilities in villages for grooming rural talent. Choudhry rewarded 80 students of the school for their outstanding performance in various fields, including sports, and congratulated the school management for getting the 2008-2011 International School Award and ISO 9001-2000 certification. Commissioner of sports Sarban Singh outlined various incentives being given by the state government to sportspersons. Principal and director of the MNSS V.K.Verma presented the annual report of the school. A colourful cultural programme, gymnastic activities and an exhibition were organised to mark the occasion. |

Kaithal, October 26 Dr O.P Gahlawat, president of the HFUCTO, Dr Rajbir Parashar, general secretary, Prof Pawan Sharma, zonal secretary, north zone, AIFUCTO, said certain recommendations of the committee would upset the existing parity between college /university teachers and class I officers of the Centre. The general council of the AIFUCTO, attended by more than 2,000 delegates from all states and union territories in the country, has prepared a 17-point charter of demands. The conference has authorised the AIFUCTO secretariat to try for a negotiated settlement with the ministry for human resource development on the outstanding issues and to issue a strike notice immediately in case the negotiations fail. The demands included assured three promotions for all teachers, inclusion of readers/selection grade lecturers in pay band four, professorship in both postgraduate and undergraduate departments, the benefit of enhanced increment for all teachers and full parity between the teachers and librarians/directors of physical education. |
Retirement Benefits
Sirsa, October 26 Ganeshi Lal, former Haryana minister and senior BJP leader, who is one of the retired lecturers affected by the policy, met finance minister Birender Singh to present a representation on behalf of such lecturers. The Haryana government had recently announced that lecturers of private colleges would be treated on a par with those of government colleges for the purpose of retirement benefits. But, while announcing this scheme, the government said only those lecturers who had retired after 1998 would be eligible for the benefits. Talking to The Tribune, Ganeshi Lal said he resigned from Government College, Adampur, in 1991 to join politics. He had joined as lecturer at National College, Sirsa, an aided college that was taken over by the government in 1979. But, despite 27 years of service, out of which a period of 12 years was in government colleges, he had been denied pension and other benefits. There were only 27 retired teachers like him in Haryana who had been denied the benefits, he said. Ganeshi Lal said in the representation given on behalf of these lecturers that the government should not fix any cut-off date but take years of service into consideration while giving the benefits. |
Panel to look into students’ complaints
Sonepat, October 26 Secretary of the society Jagbir Singh Thakran said the college principal had been asked to constitute a three-member committee, which would inquire into the complaints and submit its report within 10 days to the management. The principal, Dr Narender Singh, also confirmed that he had received a copy of the allegations of the students and it would be inquired thoroughly. Students of MCom had alleged that the teachers had tampered with their examination answer sheets. They had also lodged their complaints with the vice-chancellor of MDU, Rohtak, and the Sonepat deputy commissioner. However, the teachers concerned of the college have denied the allegations. |
Parents of special kids get tips on legal rights
Fatehabad, October 26 B.S. Sandhu, Sangeet Meenakshi, Amit Mehta, Rajesh Gandhi, Surender Sharma, Prem Paramjit Kaur and Moksha Thakral, all advocates associated with the District Legal Services Authority, were present on the occasion. Lal Chand, who is also the secretary of the district legal services authority, said it was a matter of grave concern that the availability of psychologists for children with mental disorders in the country was one against three lakh children. He said even the Supreme Court of India had expressed concern over the fact and had asked the central government to provide better facilities to such children. Differently abled children performed cultural items. Principal Kavita and director of the institute Lakshvinder Singh were present on the occasion. |
State leads in solar water heaters
Chandigarh, October 26 Under the scheme, solar water heating systems are installed in socially-oriented institutions, like working women hostels, orphanages, deaf and dumb centres, creches, old-age homes, nari niketans, bal niketans, sports hostels, charitable institutions, natural treatment centers and hostels for Scheduled Caste students, with 90 per cent financial assistance. The popularity of the scheme can be gauged from the fact that the Haryana Renewable Energy Development Agency (Hareda) has already installed solar water heating systems of 42,800 litre per day (lpd) capacity at a cost of about Rs 1 crore against a target of 40,000 lpd for the current financial year. He said the cost of installation of a solar water heating system ranged from Rs 250 per litre to Rs 170 per litre depending upon the capacity of the system. The larger the size, the less would be the cost of the system. A solar water heating system of 100 lpd capacity could save about 1,500 units of electricity annually. In addition to this, a 100 lpd system also avoids emission of 1.5 tonnes of carbon dioxide annually. The payback period of a solar water heating system was three years to five years. The state government was giving a capital subsidy up to Rs 10,000 on solar water heating systems. In addition to the capital subsidy, rebate in electricity bills was also available on solar water heating systems at Rs 100 per month per 100 litre system for three years. |
Bank takes over
defaulting unit’s assets
Gurgaon, October 26 Unicorp Industries, situated in plots no. 242 and 243 of Phase IV, Udyog Vihar, raised a loan against its assets from the IDBI bank and Pegasus Assets Reconstruction, Mumbai. When the loan amount was not repaid by the loanee unit, the bank filed a case in the Delhi high court for the recovery of the said amount. It was told that as on July 31, 2008, the outstanding amount towards the unit was more than Rs 80 crore. The Delhi high court passed an order in favour of the bank and an official liquidator was also appointed to take care of the interests of the workmen employed in the unit. The bank and Pegasus then moved the court of the District Magistrate, Gurgaon, for providing police assistance while taking over the physical possession of plots no. 242 and 243 measuring 7,409 square metres, along with the building constructed thereon. In the light of high court’s order, District Magistrate Deepti Umashankar appointed the local tehsildar as Duty Magistrate during the taking of physical possession of the assets. The DCP (west) was asked to provide police assistance for the purpose. The DM also mentioned that the process of taking physical possession of the secured assets would not be enforced if there was a stay order from any court or competent authority was available. |
Three shot dead
Sonepat, October 26 Phool Kumar, a resident of Butana village, was allegedly shot dead by four armed persons. Two of the accused have been identified as Krishan and Sanjit of the same village. The incident took place when the victim was exercising in an akhara near Arya Samaj Mandir in Kasandi village today. A case has been registered against the alleged accused and the body of the victim has been handed over to his family members. No arrest has been made so far. The family of the victim had deserted its native village, Butana, way back in 1995 and settled in Kasandi village after the murder of two members of the family, Axad and Satya Van, allegedly by a notorious criminal, Sanjay Butana. In another incident, two persons - Joginder Singh and Mehar Singh - were killed on the spot and three others were injured in a firing incident in the fields of Chatia Olia village this afternoon. Old enmity is said to be behind the incident. |
4 gangsters arrested
Kaithal, October 26 Four members of the gang were arrested while two others managed to escape. The police recovered a loaded pistol, iron rods and a torch from their possession. All four accused were produced in a local court, which sent them in a 14-day judicial custody. SP Sultan Singh said a CIA police party led by sub-inspector Anand Parkash arrested the gangsters on a tip off. Those arrested had been identified as Ram Mehar, alias Midha, Kaptan, alias Tana, Rakesh and Sat Narain. The two others who escaped had been identified as Subhash of Belarkhan and Shish Pal of Devigarh. All had been booked under Sections 399 and 402 of the IPC and Sections 25, 54 and 59 of the Arms Act. The police has also arrested eight persons on the charge of gambling and playing satta in Kaithal town and Pundri. |
Con man’s mobile number traced
Sirsa, October 26 The fake police officer would have managed to dupe the victims, but the local police managed to trace the call to Kotputali in Rajasthan. The identity of the person is yet to be established as the mobile phone that he used has been obtained on the basis of fake identity. A man pretending to be the SSP with the crime branch in Delhi called the local city police station last week and sought details of a theft case and directed the SHO to get him in touch with the complainant. However, SHO Ajay Sharma suspecting foul play made some fake complainant talk to him. Inquiries by the police from Delhi revealed that there was no IPS officer by the name mentioned by the con man. It was later learnt that the accused had made a similar call to the Dabwali police station too. The mobile phone used by the accused was obtained on a fake identity, but the police would summon call details of the number after making an entry into the DDR. “The con man has not committed any cognisable offence in the jurisdiction of the district and hence the police has not registered any FIR so far,” he said. |

The B&R department had been directed to complete the carpeting and maintenance of all roads leading to mela, including 12 km stretch from Jagadhri and Bilaspur, before November 1, said deputy commissioner Amit Kumar Aggarwal, after holding meeting with officials to review the arrangements. |
