Wooing members of the Muslim community, BSP president and Uttar Pradesh Chief Minister Mayawati has promised them "full safety, freedom from harassment in the name of anti-terror campaigns and reservation in jobs on an economic basis", provided her party got the "key to power" at the centre.

She was addressing a public gathering after paying tributes to former Haryana minister Tayyab Hussain at a condolence ceremony organised on the premises of Yasin Mev Degree College today. Mayawati further promised that under the BSP regime, the Muslims would get due share in power.

Describing Tayyab Hussain as a leader who fought for the people's rights, the UP Chief Minister handed over a cheque for Rs 51 lakh to the late leader's son, Ch Zakir Hussain, who is also the BSP candidate for the Gurgaon Lok Sabha seat, for a social initiative in memory of the late leader.

Lamenting that the Mewat area had lagged behind in development despite being close to Delhi, Mayawati advised the local residents to provide quality education to their children to ensure their all-round progress.

In a bid to strike an emotional chord with the Muslim population, the BSP chief pointed out that at the time of the country's Independence, nearly 35 per cent of the government employees were Muslims.

"As of now, this percentage has dropped to merely 2 per cent and is falling even more," she maintained.

Names 3 more LS candidates

UP Chief Minister and BSP president Mayawati, who had come to Nuh to pay tributes to Tayyab Hussain, also met several party leaders from Haryana, Punjab, Delhi, Rajasthan and Himachal Pradesh at the residence of the late leader's son and BSP nominee for the Gurgaon Lok Sabha seat, Ch Zakir Hussain. Apart from discussing the party's strategy in the coming Assembly elections in different states, Mayawati also finalised the names of the BSP candidates for three more Lok Sabha seats from Haryana during the meeting. The candidates whose names were okayed were former Test cricketer Chetan Sharma (Faridabad), Ram Dayal Goel (Hisar) and Maratha Virender Verma (Karnal).

Reforms panel for district councils

The formation of district councils with vast powers is one of the recommendations made by the Haryana Administrative Reforms Commission headed by Karan Singh Dalal, Congress MLA from Palwal, in its first report, which will be submitted to Chief Minister Bhupinder Singh Hooda here tomorrow.

According to sources, the commission has recommended that the proposed district councils should be headed by ministers. Since the number of districts is more than the number of ministers, the commission feels that certain ministers can be assigned more than one district or the government can appoint suitable persons with requisite experience in the fields of administration, social service or public life as vice-chairpersons of these councils.

The commission is believed to have recommended that the district councils should have the powers to even re-appropriate the funds sanctioned for the respective districts from one scheme to another depending upon local conditions. The councils should be responsible for supervising all development works in their districts.

The concept of district councils, sources say, is based on the theory of decentralisation. They insist that if the government accepts this recommendation, lots of problems of people will be solved at the district level itself and they will not have to travel all the way to the state capital.

Bhiwani drought victims may get Rs 17 cr as relief

Haryana is examining the issue of paying compensation to the farmers of Bhiwani district for the damage to their crops due to drought in 2006.

As per an estimate, the financial implication of the award can go up to Rs 17.33 crore.

This was indicated by Bhiwani deputy commissioner in a communiqué placed before a Division Bench of the Punjab and Haryana High Court. After going through the document, the Bench of Chief Justice Tirath Singh Thakur and Justice Jasbir Singh observed: It appeared that the financial implication in awarding the compensation for damages suffered by the farmers so far in Bhiwani district would go up to Rs 17.33 crore.

The judges also took note of the fact that the government was examining the issue. Granting 10 days time to the government for appraising the court on the issue, the Bench fixed November 17 as the next date of hearing.

The matter was brought before the court by the Akhil Bhartiya Kissan Sabha by filing a public interest litigation against the State of Haryana and other respondents. The petitioners had sought directions to the respondents for granting calamity relief to the farmers for the damaged rabbi crop for 2006 in accordance with the revised norms.

The petitioner claimed it had brought the matter to the notice of the state Chief Minister and some other ministers against the discriminatory and arbitrary act of the government in grating the relief as per the revised norms.

The state, on the previous date of hearing, was asked by the high court to take instructions as to the total financial liability that would arise for the state government in case compensation for the victims of drought in Bhiwani district was paid at the rate stipulated for payment of compensation to the hailstorm victims. This was to be calculated after adjusting the amount already received by the victims under a Central scheme.

Labourer awarded death sentence for couple’s murder

District and Sessions Judge R.S. Virk today awarded capital punishment to the killer of a farmer couple of Raipur Dhani village of this district on the night of April 1, 2005.

The court sentenced Teja, alias Teji, a resident of Mansa district of Punjab, to be hanged till death.

The couple, Gurdev Singh (70) and Dalip Kaur (62), had been killed by their agricultural labourer, Teja, by hitting them with an iron rod at their residence.

Teja had recently joined as a help with the couple for agricultural work and for tending their cattle.

The accused had been nursing a grouse against the couple as he felt that Gurdev and his daughter-in-law, Baljit Kaur, were in the habit of reprimanding and snubbing him.

On April 1, 2005, the accused was again reprimanded by the farmer.

He allegedly consumed liquor at night and attacked the family.

Both Gurdev Singh and Dalip Kaur were killed on the spot while their daughter-in-law, Baljit Kaur, was seriously injured.

The accused had fled after committing the crime but was arrested the next day from Sardulgarh town in Punjab.

The police had booked the accused under sections 302 and 307 of the IPC.

Activists of the ABVP and the INSO, student wings of the BJP and the INLD, respectively, today burnt an effigy of Chief Minster Bhupinder Singh Hooda at B.K. Chowk in protest against the killing of a student in Bhiwani by the police.

As a precautionary measure, the administration had increased the strength of the police in Faridabad, especially around colleges, to prevent any untoward incident.

KARNAL: Hundreds of youth on Tuesday gathered at Community Chowk here under the banner of INSO to protest against the killing of Kuldeep in a fake encounter by the police.

The protesters burnt an effigy of the Chief Minister and raised anti-government and anti- police slogans.

A large number of students from colleges joined the protest. The protesters demanded stringent action against the cops responsible for the dastardly act and warned that such brutal manifestation of force would not be brooked.

INSO president Jaswinder Singh condemned the police action and said “what can be more unfortunate than the fact that the police, considered the protector of the common man”, had itself become a killer.

Students observe strike

SIRSA: A partial strike was observed by students here on Tuesday against the killing of a student, Kuldeep, by the police in Bhiwani.

The call for the strike had been given by the All-India Students Federation (AISF).

The effect of the strike could be seen in Chaudhary Devi Lal University, Government National College, the women wing of the National College, the ITI and the Polytechnic.

The students, led by Roshan Suchan, state convener of the AISF, then blocked the national highway near Lal Batti Chowk and outside the bus stand for some time.

Addressing the students, Suchan alleged that the government had lost control over the police, which had been targeting innocent people in the name of encounters.

The AISF demanded a CBI probe into the killing, a compensation of Rs 25 lakh for the family of the victim and a job for one of the family members of the victim.

Eleven societies supplying milk to the Haryana Dairy Development Cooperation Federation have been suspended after their supplies were found to be adulterated. These societies, located in villages of Mewat district, were found to be adulterating milk with refined oil to enhance the fat content.

Sources said the adulteration of milk took place during the period when milk was in short supply on account of the festival season. At this time, the federation had hiked its milk procurement rates by Rs 10 per kg of fat in an attempt to attract more supplies. The societies, three of which are women’s societies, were suspended after the supply from its members was found to contain oil in the organolectic test.

“The adulteration was found during a routine test of supplies being given to us for the day. During the weighing of the milk supply, our officials found the milk to be slightly discoloured. Their doubt was further confirmed after smelling and tasting the milk. A couple of other tests were done to confirm the adulteration and the milk from these societies was eventually drained,” an official said.

When one society was found to be indulging in this malpractice, the officials at the milk collection centre became extra cautious and found 11 societies to be adulterating milk. All societies were immediately suspended.

However, the three women’s societies had now given an undertaking, stating that they would refrain from adulteration of all sorts. The management committee of the society had passed a resolution to this effect and stated that they would not repeat this thing. The federation was considering giving them another chance, he said.

Meanwhile, the federation has also decided to slash milk procurement rates since the festival season is over.

Milk from 1.40 lakh suppliers in 7,000 societies of 4,000 villages was being procured at Rs 280 per kg of fat against Rs 270 per kg of fat since September 11, making the procurement rates one of the highest in the region and at par with Rajasthan. The federation has, with effect from November 11, decided to rollback the hike.

Managing director of the federation Dhanpat Singh said the decision to hike the rates had been taken in view of the festival season and the temporary shortage of milk.

The sprawling lawns and gardens of Atal Park, once a pride of Haryana, are in a state of utter neglect, thanks to the “apathy of HUDA”. Hundreds of men, women and children from all sections of society visit the park every day, but its condition is going from bad to worse.

Footpaths and walkways are littered with papers, eatables and other waste material. The entrance from both Sectors 9 and 8 is virtually blocked due to parking of vehicles in no-parking zones. The grass is not cut and the park is only cleaned whenever a flower show is arranged in February or March.

New flower pots are brought, exhibitions are arranged and the park shines for two days, but it again wears a forlorn look after the show is over. Stray dogs and cattle sneak into the park to consume eatables and do the work of scavengers.

Senior citizens who go to the park almost daily rue that the HUDA authorities are not at all concerned about the condition of the park and their complaints go unheeded.

The light system is practically non-functional and corners of the park have become a safe haven for anti-social elements, street romeos, unwed couples and chain snatchers.

“Parking of two-wheelers, cars and even government vehicles at the main entrance is a common sight in spite of “no parking” boards displayed by the authorities, but no action is taken to clear the entrance, says Vasudeva, a senior citizen.

Congress grass was fast growing and flowering along some of the walkways, becoming a health hazards for citizens who came to the park for yoga and exercise, he added.

Thousands of litres of water is going waste through broken taps on three beautifully tiled stands, causing stagnation of water giving rise to all kinds of mosquitoes. To add to it there is only one toilet, which normally remains locked.

Men are seen urinating in the open. The two ponds connected with a bridge are supposed to be used for boating, but they are either empty or full of filth.

Paddy farmers block traffic

Traffic on the highway connecting Jind with Rohtak and the road connecting Jind with Safidon was paralysed for several hours today after a large number of farmers staged a protest on the road against the “mismanagement and the anti-farmer tactis” of commission agents.

The agitated farmers alleged that the agents’ association had been trying to exploit paddy growers by offering lower rates for Pusa 1121 basmati.

According to Satish , a farmer of Kisanpura village, farmers who had sold this variety between Rs 3,000 and Rs 3,400 per quintal a few days ago had now been forced to sell it between Rs 2,000 and Rs 2,200.

He alleged that he and another farmer, Khem Chand, of Guskani village were beaten up by a group of commission agents this morning on the mandi premises when they protested against the “unethical practices”.

This enraged other farmers who gheraoed commission agents. However, the police reached the spot and saved the situation from taking an ugly turn.

The farmers than blocked traffic on the National Highway No. 71, connecting Jind with Rohtak. The blockade continued for about two hours.

The highway was again blocked for three hours near Julana town, 20 km from here, by the farmers. The local administration proved a complete failure as the road between Jind and Safidon town was also blocked for over one hour by the farmers.

Police remand for cop

The main accused in the Bhiwani shooting, head constable Karamveer, was brought from Hansi by the police and produced before a local court, which remanded him in police custody for two days.

He had shot dead Kuldeep, a final-year student of the local Vaish College and resident of Dabar Colony here, while the latter was returning home on Sunday night.

The state government had announced a compensation of Rs 7 lakh and a government job to the next of kin of the deceased. The grief-stricken family, however, refused to accept the compensation.

The police has recovered the weapon used in the firing. However, except for the head constable, no other arrest has been made though seven other police personnel had also been named in the FIR.

The city witnessed a peaceful day today following the declaration of a holiday in schools and colleges. The administration has declared that Vaish College, Adarsh College and Government College will remain closed tomorrow as a precautionary measure.

The city was tense but calm today and heavy police had been deployed at every crossing. Hisar IG Anand Kumar Dhul, deputy commissioner Satyaprakash and SP Sanjay Kumar visited the city and took stock of the situation.

In Kharak village, 18 km from here, people blocked the main Bhiwani-Delhi road. The police went and lifted the road blockade, but the irate mob threw stones on three roadways’ buses.

Meanwhile, the INLD will meet the President and demand the dismissal of the Haryana government. This was stated by the party’s Rajya Sabha MP, Ajay Singh Chautala, while talking to the mediapersons.

Earlier, Chautala went to the residence of Kuldeep and expressed grief over the incident.

Threatened by son’s in-laws, woman ends her life

Threatened by her son’s in-laws, a woman from Samalkha committed suicide by consuming some poisonous substance here yesterday.

Kalasho, wife of Devar Singh and a resident of Pritampura Colony of Samalkha, was admitted to the local Civil Hospital, where she died while undergoing treatment.

The deceased’s husband said his son had got married to a girl of Raslapur village a few years ago. They entered into a dispute with the girl’s family, who accused them of having sought dowry.

He alleged that a few days after the marriage, the girl’s family started troubling them and later they accused them of having sought dowry. They then asked him to pay Rs 2 lakh to settle the matter.

When Devar Singh could not pay the money, his son’s in-laws started threatening them and even made his son spend a couple of days in the lock-up.

Devar Singh said last Sunday, a few men from Raslapur village came to their house and threatened that in case they did not pay them the money, they would kidnap their daughter.

He said following this Kalasho went into deep shock. She could not sleep in the night and the next morning, when she was alone in the house, she consumed some poisonous substance.

She was immediately rushed to a nearby government healthcare center, from where she was referred to the Civil Hospital at the district headquarters, where she died.

The district police had registered a case against the in-laws of Kalasho’s son on the basis of a complaint registered by Devar Singh and started investigations into the matter.

The body was handed over to family members after a postmortem examination.

Kisan mela inaugurated

A large number of farmers of the state thronged the Kisan Mela on its inaugural day at Hosiyar Singh Stadium here today.

The farmers not only interacted with agriculture experts on various issues, but also observed the variety of seeds displayed in the mela. Besides, they also got vital information regarding the latest development in the field of agriculture. A large number of stalls were also set up by the agencies to draw the attention of farmers.

Inaugurating the mela, Congress MP from Rohtak Deepender Singh Hooda said the state government had succeeded in getting basmati status to PUSA 1121 paddy and removing the ban on exporting basmati paddy.

Besides, the government had fixed highest minimum support price (MSP) of paddy in the state as compared to previous governments.

He maintained that in order to face new challenges in agriculture, farmers must replace their traditional farm technologies with the modern ones and this was possible only if the farmers kept a constant touch with the new development and agriculture experts. Only latest knowledge of the farming technology would take them to the forefront of agricultural process.

The MP called upon the farmers to get thorough knowledge of new techniques that had been innovated recently to enhance the production of paddy. Besides, the farmers should avail the benefit of various government schemes of financial aid, he added.

Cultural programmes were also presented on the occasion.

Congress MP from the Dausa constituency of Rajasthan Sachin Pilot said that efforts would be made to give industry status to agriculture so that farmers could themselves decide the sale price of their produce.

He was addressing a gathering here after unveiling a statue of his father, Rajesh Pilot. Sachin said the Congress government had already waived farmers' loans to the tune of Rs 70,000 crore. Many had expressed apprehension that the loan waiver would seriously hit the national economy but the Congress remained adamant on providing the much-needed relief to the farmers, he said.

The MP said if required the government would waive more loans in the future.

He said it was the farsightedness of Prime Minister Manmohan Singh that had propelled the country to safer grounds even during troubled times. Farmers of the country had received huge benefits under the policies framed by the Congress, he said.

While paying tributes to Rajesh Pilot, Rohtak MP Deepinder Hooda congratulated the villagers on having installed the statue of the great political leader of the country.

Former minister Hari Singh Nalwa raised issues related to the opening of a college, the setting up of a bus stand in the village and the construction of a bridge over the Yamuna to connect Samalkha to Uttar Pradesh. Deepinder Hooda promised to take up various issues related the development of the village with Chief Minister Bhupinder Singh Hooda.

Protection for rape victim

Justice Ranjit Singh directed Panipat district police chief to ensure the production of a rape victim in the court on December 5. The orders came on petition filed by the victim’s mother. She has alleged that her daughter had been abducted in August by the respondents and was raped while in illegal confinement.

Though detailed complaints had been forwarded to the police about the accused involved in the incident, no action had so far been taken, she had alleged.

At a meeting convened to discuss the issue of shortage of the DAP, additional deputy commissioner Narender Singh said they had already distributed more quantity of DAP than last year. “We still have 500 tonnes of DAP in the stock and tomorrow we will get 1,000 tonnes from Sonepat and Hisar,” he said.

Senior Hafed, agriculture and cooperative society officials attended the meeting.

“We have marked an inquiry into the allegations of farmers and a senior official of the agriculture department has been asked to probe the matter and submit a report,” the ADC said.

Parties condemn incident

The “killing” of a student in Bhiwani district on Sunday night by the police has attracted criticism from political opponents of the state government, who seem eager to derive political mileage from the incident.

Leaders of various parties today lashed out at the government, alleging that the law and order machinery had failed in the state. They have demanded action against those responsible for the incident.

The state unit of the Haryana Janhit Congress (BL) has criticised the police for killing 22-year-old Kuldeep of Bhiwani in an “encounter”. According to Krishan Murti Hooda, a former minister and vice-president of the party, the government has lost control over the police.

He said the government had no moral right to continue in power in view of the cold-blooded murder of the student.

The Haryana unit of the BJP has also condemned the incident and has demanded a compensation of Rs 20 lakh for the family of the deceased and a government job to one family member. It has also sought a high-level judicial probe into all encounters of the police in the state in the past few years.

3 get jail for dowry death

The court of Additional Sessions Judge A.K. Shori here today sentenced Davender (husband) to 10-year rigorous imprisonment and a fine of Rs 2,000; and Ram Pal (father-in law) and Kelo Devi (mother-in-law) to seven-year rigorous imprisonment and a fine of Rs 1,000 each after holding them guilty in a dowry death case.

The court also ordered that if the accused failed to deposit the fine, they would undergo further imprisonment of one year and six months, respectively.

According to the prosecution, Satbir Singh of Budha Khara village, near here, in his complaint to the police, had stated that his daughter Usha got married to Davender of Mata Gate, Kaithal, in December 2002. He alleged that he gave sufficient dowry at the time of marriage. However, her husband and in-laws were not satisfied with the dowry and continued to harass his daughter.

On June 6, 2007, the younger brother of his son-in-law came to his house and informed him that his daughter had committed suicide by hanging herself. Satbir alleged that her in-laws had strangled her. The police registered a case and arrested all three accused, who were put on trial.

Youth held on rape charge

The police has arrested a youth for allegedly luring a minor girl of Ravanhera village under the Pundri police station to marry him and later raping her.

The accused was produced in the court of JMIC Rajnish Sharma here today, who remanded him in 14-day judicial custody.

Giving details, SP Sultan Singh told mediapersons that a resident of Ravanhera lodged a complaint with the police that his minor daughter, aged 15, was found missing from his house on October 31.

On inquiry, he came to know that Monu, nephew of his neighbour, who belonged to Gohana in Sonepat and had been living in the village with his uncle for the past three months, was also missing.

The father of the missing girl alleged that the youth had lured his daughter to marry him. The police registered a case under sections 363 and 366 of the IPC.

The police raided a number of possible hideouts of the accused in Punjab and other places and ultimately he was arrested from the Jalandhar Sabzi Mandi area yesterday.

The police recovered the minor girl. On the statement of the minor girl that she was raped, the police added section 376 in this case. The girl was handed over to her parents after a medical examination.

Relief sent to flood-hit Bihar village

Deputy commissioner Ajit Joshi today flagged off two trucks loaded with utensils, medicines and other relief material for the flood-ravaged Mushahri village in Bihar.

The trucks are being accompanied by a team of doctors and engineers to carry out construction and renovation works in the village during their stay of two months in the village. The village had earlier been adopted by the district administration for rehabilitation work. The relief material was collected by the Arogya Dham Charitable Trust through voluntary donations from people and other organisations.

The deputy commissioner said the administration had received donations of Rs 1.10 crore and this amount would be used for construction of new houses, renovation of damaged ones, installation of tubewells for drinking water and construction of a dispensary and rooms in the school, besides a community centre.

Husband booked on rape charge

The police has finally registered an FIR against Ramandeep’s husband, Mukhtiar, for rape, house trespass and theft.

Ramandeep, a resident of Khairpur locality, had alleged in her complaint on Thursday that her husband had forcibly entered her house, stole gold ornaments and documents of the house and later raped her. He has been booked under Sections 376, 454 and 380 of the IPC.

Ramandeep has been staying separately from her husband with her two children.

Earlier, the police had refused to register an FIR on the complaint of the woman and had said it had received complaints that the woman was of shady character. However, the police admitted that there was no criminal record of the woman.

The police registered an FIR against the husband yesterday evening after The Tribune highlighted the case.

Army man drugged, looted on train

Sonepat, November 4
An army JCO was found unconscious in the New Delhi-bound Malwa Express at the railway station here after he reportedly took tea from another passenger.

The JCO identified as B.N. Siwan had boarded the train from Jammu Tawi on Sunday morning and taken a cup of tea offered by a man. He became unconscious after he took the tea and was taken to hospital in Sonepat when other passengers alerted GRP officials last night, sources said.

Siwan regained consciousness in hospital and told officials that he had taken tea from a Sikh man, who had occupied a seat in front of his. An amount of Rs 28,000 was missing from his bag and another Rs 20,000 from his pocket besides an ATM card, a mobile phone and other valuables worth several thousand rupees, Siwan said. Siwan was stationed at Anantnag in Jammu and Kashmir.

The GRP has registered a case and sent a copy of the FIR to the GRP Jammu for further investigations as the incident occurred in Jammu before the train had started. — PTI

1 killed in road mishap

Sonepat, November 4
Mahender Kashyap of Barota village died on the spot while two students of the local Hindu College were injured seriously when the students’ motorcycle collided with a car after hitting Mahender on the Sonepat-Gohana road outside the village around noon today.

The injured students are Pawan and Vikas. They were referred to the PGIMS, Rohtak, by doctors at the CHC, Gohana.

After a postmortem, the body of Mahender was handed over to his family. The police has registered a case.
