The delimitation of assembly constituencies has forced many MLAs to change their constituencies, as they are not confident of winning the elections from the de-limited segments. There is total confusion following the implementation of the delimitation report.

In most cases, the work done by the MLAs in their constituencies has gone waste. However, they cannot react to it, as the decision regarding this was taken by the central government.

BJP MLA Vijay Jolly said that he had nurtured the Saket assembly constituency since his college days. It was a Punjabi dominated constituency and it was easy for him to win from there. He has been winning from there for the last 10 years. But after delimitation, this constituency has been wiped out. Now, he will have to find another constituency.

Jolly, now plans to contest from Malviya Nagar, which is also a Punjabi- dominated area. His second preference is Sangam Vihar. The area is mainly inhabited by people from Bihar and UP. He has done lot of social work in the area, which can strengthen his chances.

Similarly, Anjali Rai, who represents Pahar Ganj constituency, has decided to contest from Moti Nagar. Though, she says that winning from this constituency would not be easy, as it is the constituency of BJP heavyweight and former Chief Minister Madan Lal Khurana.

According to Anjali, her father and brother Lalit Maken represented Pahar Ganj. She had contested the elections after the assassination of her brother. Delimitation has broken this constituency by adding its parts to various neighbouring constituencies. “Years of hard work in the area have gone into waste,” she said.

Further half of the area of Delhi BJP president Harsh Vardhan’s constituency Gandhi Nagar has gone to other segments. And, the entire Geeta Colony, which is at present is represented by A.K Walia, has been added to Gandhi Nagar.

But, Vardhan accepts this as a challenge and has announced that he will contest from the delimited constituency of Gandhi Nagar.

He added that he had the maximum chances to win the assembly elections, as in the corporation elections BJP candidates had defeated their rival with a thumping majority.

Rescued child labourers manage to go to school

New Delhi, June 12
Amid all disheartening facts and figures being highlighted on the World Day against Child Labour today, Swarupa and Minarul are a beacon of hope. Former child labourers themselves, they fought all challenges and succeeded in going to school.

“I used to work in cotton fields for 12 hours every day since I was 12. Since my employer used to pay in advance to my family, I had no option but to work ... Sometimes to entice me to continue working, the employer’s family used to let me watch some television too,” Swarupa, 20, said at a conference on child labour here.

Swarupa, who is a source of inspiration in her Andhra Pradesh village, said, “One day I came to know about a residential bridge course camp organised by an NGO that was taking place in my village and I ran away from home to join it. Despite my father’s wrath, I stayed there for two months. After that I came back home, convinced my parents and joined a school in my village.”

Not only did she complete schooling, she also did her graduation in economics and a course in computer science. She now works with Idea, a leading mobile service provider.

Minarul Haque Mondal, also a former child labourer, said at the conference that he had to face some tough challenges before he could get admission in a school in his Assam village.

“I was five when I joined my father to work in a brick kiln in Rajasthan, where my family had migrated to. After seven years, we came back to Assam and my father was eager to educate me but when we approached a school, its principal said that I was already 11 and thus overage for school,” said Mondal, smartly dressed in a starched shirt and trousers and accompanied by his father.

“Thankfully, an NGO intervened, and urged the principal to let me join school. Today I am very happy to say that I go to school every day ... My roll number is five. Someday I dream to be a teacher and encourage all children in my village to go to school.”

Women and Child Development Minister Renuka Chowdhury said on the sidelines of the conference, “Often, children who have been pulled out of work don’t get admission in schools because of being overage. I will write to the education ministry for some flexibility in rural schools so that the age does not act as a hindrance for children to study.” — IANS

4,000 GDA flats illegally occupied by staff, cops

Ghaziabad, June 12
A scam has come to light in the Ghaziabad Development Authority. In a survey conducted by a team of 15 junior engineers formed by GDA vice-chairman S.K Diwedi, it was found that over 4,000 GDA flats are illegally occupied by GDA employees and UP policemen.

Taking a serious view of the revelation, S.K Diwedi has got the notices pasted on these flats ordering immediate vacation. He has also ordered an inquiry into the case. The GDA has also cancelled the allotment of these flats. The allotees have been asked to deposit their documents in a week’s time.

Surprisingly, the GDA does not have a record of the allotment of such flats. The interested babus have misplaced the files. The babus had informed Diwedi sometime ago that only 600 flats were vacant.

The flats which include EWS, LIG, Mini MIG, MIG, HIG, are located in Vaishali, Kaushambi, Indira Puram, Rajender Nagar, Pratap Vihar, Sanjay Nagar, Nand Gram and Balmiki Kunj.

The residential flat scheme was launched on the birthday of UP Chief Minister Mayawati.

The GDA sources feel that there are many in Ghaziabad with a monthly income of lakh or more, but even they do not have a flat of their own.

Arushi murder: Krishna’s lawyer thrashed

Ghaziabad, June 12
The lawyer of Krishna, compounder to Noida twin murder accused dentist Rajesh Talwar, was today attacked by other lawyers when he was going to a special court here, since they had announced a shutdown.

The incident occurred in the morning when Krishna’s lawyer Praveen Rai and his local aide F.C. Sharma were proceeding to towards the special magistrate (CBI) court.

Senior lawyer Bhartendu Sharma said: “As the lawyers here had announced a strike in Ghaziabad courts, the two were intercepted and their papers were torn.”

Nahar Singh Yadav, former president of the Bar Association of Ghaziabad, added: “When the agitated lawyers queried, Rai said they were going to file an application before the court to know Krishna’s status — whether he is an accused or a merely witness.

“The CBI had detained him since June 11 illegally. Therefore, they had come to request the court to intervene.”

Krishna was subjected to a lie detector test on Monday and then again on Tuesday in New Delhi. The CBI on Wednesday took him to a forensic laboratory in Bangalore for further tests to verify his statements.

Aarushi Talwar, 14, and her family’s domestic help Hemraj was found dead on May 16-17.

Her father Rajesh Talwar, under arrest, has been the main accused. — IANS

Delhi power can ease with waste use: Assocham

Delhi can meet its power demand by generating energy through urban, rural and industrial waste.

According to a study conducted by Assocham, about 1,500 MW can be generated from urban and municipal waste while, over 1,000 MW can be generated from industrial waste by setting up waste energy projects in the city by 2010. These projects can be started with an estimated cost of Rs 200 crore. The money can be generated from municipal resources.

Releasing the report, Assocham president Sajjan Jindal said that India’s energy policy also includes nuclear energy, which aims to increase the power generation capacity to 20,000 MW by 2020.

He added that India had the potential to reduce its projected emissions in the next 30 years by nearly one-quarter for less than $25 per ton of carbon equivalent, with a substantial portion available at a very low cost.

The study says that world leaders should realise the importance of climate change and promote policies that can reduce GHG emissions.

India though with less GHG emissions should play an active role in formulating long-term policies to mitigate the effects of climate change without hampering the economic growth of the region. It is also equally important to formulate policies that promote usage of cleaner energy technologies and other options to mitigate the climate change effects, the report states.

The Municipal Corporation of Delhi has discussed this with some experts to establish such project to generate power from garbage and other waste. When Rakesh Mehta was the municipal commissioner he had formulated a complete policy in this regard.

Kidnapped boy rescued in 6 hours

A 6-year-old mentally challenged boy was rescued within six hours of his kidnapping. Rahul and his another juvenile accomplice had kidnapped the boy, Dipesh, for ransom.

Dipesh had gone to play on Tuesday evening. Later in the night his father Anjum Kumar received a call that Dipesh was kidnapped. The caller demanded Rs 50,000 for the safe release of his son.

The boy’s father registered a complaint at Bhajan Pura police station.

The kidnappers had asked Anjum Kumar to come near Gamri Road with the amount. A police team laid a trap around the area in plain clothes. On identifying his son, the complainant signaled at the police officers.

The accused managed to flee towards Yamuna Jungle and left the kid behind.

The police found that the phone calls were made from a PCO booth. The shop owner confirmed that three persons had visited his shop along with a child and had made a phone call. He also described their looks.

As a result, Rahul was arrested. He admitted to have committed the crime along with Munna and a juvenile. The juvenile offender was arrested on his instance. Efforts are being made to nab Munna.

Left protests hike in fuel prices

Workers of the CPI, CPI (M), RSP and AIFB staged a demonstration at the Parliament today to lodge their protest against the recent hike in the prices of petrol, diesel and LPG gas by the UPA government. The parties demanded immediate withdrawal of the hike.

The procession started from Mandi House Circle and marched through Barakhamba Road, Tolstoy Marg to proceed towards the Parliament. It culminated in a rally at Parliament Street.

The rally was addressed by several prominent leaders including Sita Ram Yechury, D.Raja, Devrajan, Jogendra Sharma, Amarjeet Kaur, Vijendra Sharma and Dharmendra Verma.

The protest was a part of the call by the Left parties to observe June 5 to 11 as protest week all over India against the price hike.

The Left parties have been agitating against the rise in the price of essential commodities specially the foodgrains, pulses and edible oil since April 16.

It has also sought for an improvement in the public distribution system, its universalisation and reduction in the prices of ration items.

Chief Minister Sheila Dikshit today released the first book written by Sat Pal in a simple function organised at the Delhi Secretariat.

The book – ‘Teen Mein Na Terah Mein’, published by Asia Publishers, is a collection of satire, contemporary, Delhi-centric, non-political, Hindi articles. Hindi Academy, government of Delhi has facilitated the publication of this book.

State power minister A.K Walia presided over the function. Health minister Yoganand Shastri, MLAs Ramakant Goswami and Anil Bhardwaj, member of the Delhi Minorities Commission, Pushpinder Singh and principal secretary to the CM P.K Tripathi were also present.

Moti Nagar residents clash with cops

Protest by the residents of the Moti Nagar area against the alleged inaction of the police in the murder of Aadil, a 12-year-old boy, turned violent on Tuesday night. A constable Ramdas was seriously injured when the mob started pelting stones at the police team. The violence was later controlled around 8 p.m.

The family of the deceased, after receiving the dead body on Tuesday, had gathered outside the factory along with the local residents. They started shouting slogans against the factory owner and the Delhi Police. Furious crowd managed to break inside the factory by smashing the windows and doors.

Several police officers from the adjacent areas and the local MLA Subhash Sachdev rushed to the spot to control the violent mob. The officers have assured the residents of appropriate action.

Aadil’s body was found lying outside the factory on Monday. Residents alleged that the boy died after he was sodomised inside a local factory on Rama Road.

Aadil’s father, Nandu, alleged that there were substantial proofs of resentment on the top of the factory building. He also expressed shock at the ‘inaction’ of the local police against the factory owner.

MCD to open first Mahila Haat

The Municipal Corporation of Delhi (MCD) has decided to construct a ‘Mahila Haat’ on the terrace of a multi-level underground car parking at Asaf Ali Road. This will be the first women haat in the country.

The Haat will be developed with a cost of Rs 6,000 crore and would be spread over an area of 6,000 square meters.

The proposed Haat will have three categories of stalls. The stalls would sale stuffs of ladies interest like household items, ornaments, furnishings, kitchen products and fabrics.

It will have a gathering space for 500 persons.

The Haat will also house an amphitheater with a capacity of 150 to 200 persons. The amphitheater would be used for performances by artists and for creating awareness about civic amenities.

The MCD plans to use high quality furniture such as seating benches, ornamental lights, signs, direction boards, pavements, flower pots, litter bins, pergolas and display areas in the Haat.

Infant girl found abandoned

Greater Noida, June 12
A newborn girl was found lying on a heap of garbage on G.T Road near Gaur Dharmshala in Dadri on Wednesday morning.

A labourer couple happened to pass by when it heard the cries of the infant. The couple took the baby to a police station. The police handed over the child to Vijay Kumar and his wife Raja Devi after the baby’s medical check-up.

The couple that has three sons — Bilu, 15, Deepak, 12, and Kamal, 10, plans to adopt the child legally and raise her up.

Vijay said that he and his wife were ready to adopt the girl, as his family members are happy with the addition of a daughter. They distributed sweets in the neighbourhood to celebrate the event.

Vijay Kumar originally from village Tale Garhi comes to Dadri for work daily.

Two months ago too a newborn girl was found on a heap of garbage in Dadri. Later a nurse adopted her legally.

SP (rural) Babu Ram said the newborn has been handed over to Vijay Kumar but for necessary legal action the couple will have to present themselves in SDM’s court who would issue a legal order.

Country’s costliest commercial hub to come up in Noida

The decks have been cleared for one of the biggest deals in the NCR, as the BPTP, a top real estate company, has deposited Rs 1,300 crore with the Noida Authority to set up the costliest commercial hub in the country. The project is to be completed within five years.

The BPTP had acquired 95 acres (3,84,000-sq mt) in Sector-94 for this purpose. The company is understood to have deposited the interest accrued on the amount along with the first installment of Rs 1,300 crore.

According to the Noida Authority sources, the bids for the project were decided on March 11 this year. A month’s time was given for depositing the amount. However, an extension of 60 days was given, as the first installment could not be deposited within the stipulated period.

It may be added that the BPTP had purchased 95 acres at Rs 1,30,207 per sq mt. The company has planned to build accommodation for mall and big offices, a bank street, hotel chain, multiplexes, shopping malls and infrastructure for other commercial activities.

The Noida Authority had brought forward a proposal for a commercial hub spread over 3,84,000-sq mt in Sector-94 on February 1, 2008, for which bids were invited. The bidders were asked to deposit Rs 100 crore as the earnest money and Rs 10 lakh as processing fee along with their applications.

Four companies — DLF, BPTP, Ansals and Omaxe had entered their bids, out of which Ansals’ bid was rejected on technical grounds.

DU Admissions: Commerce a hot favourite

As registrations at Delhi University near to an end, certain courses are emerging as highly popular.

Like the past few years, commerce is doing extremely well. Whereas, courses like Bachelor of Elementary Education (B.El.Ed) has received fewer applications this year.

The B.El.Ed programme is a four-year professional course for elementary teacher education offered in eight DU colleges. Officials at the Faculty of Education inform that it has received only 4,500 applications this year as against 5,500 in 2007. The programme offers about 290 seats including 25 for the OBCs. An entrance examination followed by a personal interview is carried out for selecting students for the course.

“One reason behind the B.El.Ed programme receiving less attention is that students are going in for commerce in a big way. Courses like English honours have also picked up, as students feel that they have better career prospects with these courses,” says Prof Gurpreet Singh Tuteja, deputy dean, student welfare.

“The B.El.Ed leads to a career in teaching and students are not that keen on this, as better paid and more lucrative careers are coming up. Only some humanities and sciences students are interested,” says Tuteja. Another reason behind this shift could be the number of teacher training institutes that have cropped up.

The announcement was made by S.K Lamba, assistant registrar, DU.

According to a senior DU official, the reason behind the cancellation of the examination was that most questions had been set from outside the syllabus.

The Delhi Consumer Commission has declined to grant any relief to National Open School, which was asked to compensate a Class x student who lost two years because of the failure of the institution to inform him about his result.

As a result, the student was forced to appear in the exam twice as he was never informed whether he had cleared it in the first attempt.

“Any person who suffers in terms of mental agony or harassment or loss or injury due to negligence on the part of service provider is entitled for reasonable compensation under the Consumer Protection Act,” commission chief justice J.D. Kapoor said.

The commission dismissed an appeal of National Open School challenging a district forum’s order to pay Rs 5,000 as compensation and Rs 500 as litigation cost to Vipin Sharma and directed it to pay the amount within a month.

Sharma, an open school student, had appeared in an examination in October 2003 for economics subject for Class x but his results were not put on the internet or sent to him through post.

In 2004, when he appeared for the examination in March/May that year, his results again did not appear on the internet, thereby wasting his two years, the commission noted.

He approached a district consumer forum in 2005, which held the school guilty of deficiency in service for not giving his result on the internet or communicating it to him by post.

Ovarian cancer, a silent killer

Ovarian cancer is among the six major malignancies in women. It is often called the silent killer as it is more or less painless and shows no apparent symptoms.

The risk of having ovarian cancer is high among women who are infertile. But this doesn’t mean that women treated for infertility are any safer.

According to oncologists, women who have been treated for infertility have 2.7 times more chances of having ovarian cancer. This is because an increased number of uninterrupted ovulations in a woman’s lifetime increases her chance of developing ovarian cancer.

Women who have undergone infertility medication have a 3-4 per cent risk of developing ovarian cancer as compared to a 1-2 per cent risk in women who have never undergone these medications.

According to Dr. Ashok Vaid, consultant, Medical Oncology, Artemis Health Institute, Gurgaon, risk of ovarian cancer is linked with the number of times a woman ovulates. Fertility drugs increase the number of uninterrupted ovulations and hence her chances of developing ovarian cancer.

According to Vaid, ovarian cancer is comparatively less common and also difficult to diagnose until it reaches an advanced stage.

Survival chances are 90 per cent if cancer is detected early. But sadly, lack of symptoms from this disease means that in about 75 per cent of the cases the cancer will have spread to the abdomen by the time they are detected. Only 20 per cent of ovarian cancers are detected before tumor growth. Most of the patients die within five years.

Dr. Vaid informs that the cause of ovarian cancer is not yet known and so prevention is the best possible way to keep it at bay.

Self care including eating well, managing stress and regular exercise regimen are some of the ways, in which this can be prevented, he adds. Experts also recommend routine and yearly health check ups for the early detection of ovarian cancer.

7 trespassers arrested

The South district police has arrested seven persons for allegedly ransacking and trespassing on the Municipal Corporation of Delhi’s (MCD) office at Lajpat Nagar.

Two countrymade pistols, three live cartridges, two cars and house breaking equipment were recovered.

Several persons had barged inside the Lajpat Nagar MCD office after incapacitating the guard and the receptionist on June 8. They had broken the windows and had ransacked the office

The police said that the role of Naresh, Rajender and Brahmpal was doubtful, as they were passively keeping an eye on the incident.

After conducting several raids at the possible hideouts of the accused, seven persons — Naresh, Rajender, Chet Ram Gupta, Brahmpal, Sunil, Ashok and Om Kanwar were arrested.

Two mobile phones and driving licenses were recovered from his possession. They were stolen from the Prashant Vihar and Shalimar Bagh areas respectively. The documents were stolen from handbags.
