Tight security on DU campus

Delhi University today claimed to have put in place elaborate security arrangements to prevent anti-social elements from creating trouble on campus and its affiliated colleges during the festival of Holi tomorrow.

The university in coordination with law enforcing agencies and voluntary organisations has initiated ‘’internal and external’’ steps to check any untoward incident, particularly harassment of women.

‘’Some people take advantage of Holi and indulge in hooliganism... Delhi University is determined to curb disturbances,’’ a senior university official said.

He said anyone who violates decorum and causes harassment would be subject to strict disciplinary action under the provisions of the university ordinances xv-b and xv-c.

Police personnel have been deployed at various strategic points around colleges and mobile patrol squads posted to prevent any unsavoury incident. Women police personnel have been placed on special duty around women’s colleges.

‘’Law enforcing agencies will maintain a constant vigil and student volunteers will also assist the authorities,’’ he added.

A joint control room has been set up by the police, DTC and university officials in the north as well as the south campuses to provide immediate assistance to students.

The university has requested the transport authorities to check harassment of girl students in buses and also asked DTC staff to take buses to the nearest police station if any incident occurs on board.

Urging students to cooperate in maintaining discipline, he said entry into colleges will only be through identity cards and playing Holi during study hours has been banned in all colleges. Principals and those in charge of hostels were asked not to allow outsiders on their premises, he said.

‘’Committees of teachers, students and non-teaching staff must be formed to prevent entry of any outsider and head of departments and provosts must activate disciplinary committees to take care of any incident,’’ he added.

Canter load of cattle seized

The South District police has seized a canter load of cattle consisting of 291 cattle stuffed on an Eicher –409 canter being ferried from Haryana to UP.

Four persons Akhtar, Usman, Nasim and Babu have been arrested in this connection and later released on bail.

As a campaign against cruelty to animals being transported in inhospitable conditions, from Haryana to UP via Delhi, a special drive was launched on the direction of Bhisham Singh, ACP, Sarita Vihar. At about 4 am, one Eicher-409 canter bearing registration No. HR-38-N-1408 was signalled to stop at the Badarpur barricade for checking.

The four occupants of the vehicle including the driver tried to run away from the spot leaving the vehicle but were overpowered by the staff. On checking the vehicle, a large number of goats were found stuffed inside the vehicle.

An on-the-spot inquiry from the occupants of the vehicle revealed that the cattle were brought from Nuh area of Haryana and headed for selling at different locations in UP. Action under section 11.1 of Prevention of Cruelty to Animals (PCA Act) and 99 D.P.Act was taken against the accused and they were arrested.

As the offence was bailable, three accused were granted bail on producing their surety while the cattle seized have been sent to Sanjay Gandhi Veterinary Hospital, Rajouri Garden.

Chickenpox in Ghaziabad

Ghaziabad, March 21
With a change in season, ailments like viral fevers, chicken pox and vomiting and loose motions have spread in Ghaziabad area.

There are at least 100 cases of chicken pox in the area, according to private doctors though officials confirm only about 20 cases.

CMO Dr Subodh Kumar has advised people to keep chicken pox patients segregated from the rest of the family in the houses, preferably in a separate room as contact with the patient can spread the illness in the family.

Kids between nine-months and one year of age should be given a shot of preventive medicine to protect them from the scourge, CMO said. Cases of chicken pox have been found in localities like Pratap Vihar, Nand Gram, Din Dayal Puri, Kela Bhatta, etc. Awareness about the disease is being increased while medicines are being distributed free among the patients in these localities, he said.

All the health centres in the district have the facility for a preventive shot to be given to the people. However, no injection can be given to the patients and the disease is controlled by other methods of medication, CMO advised.

Low-floor buses run on trial

The transport department of Delhi put 50 low -floor -high capacity buses on five-km -trial run in the high corridor today from Ambedkar Nagar.

The passed off without any difficulty. The Ambedkar Nagar to Delhi Gate corridor will be completed till April 2008.

The decision to construct the corridor was taken by the Delhi government in view of the Commonwealth Games -2010.

15,000 cops on Holi duty

The Delhi Police has made elaborate arrangements to ensure security in the wake of the Holi festival tomorrow.

About 15,000 policemen would be on Delhi roads to avoid any ugly situation.

According to senior police officers, hooliganism on roads will not be tolerated and those trying to take advantage of the festival and indulge in eve teasing would be strictly dealt with.

The traffic police would also be in full strength to check any violation, specially the drunken driving.

About 80 companies of para military forces and Armed Police would be deployed at the various sensitive areas of the Capital.

Apart from the police patrolling in the residential colonies, police pickets would also check the errant vehicles.

Visa racket busted

The Crime Branch of Delhi Police has busted a visa racket involving the cheating of innocent persons from the states of Punjab, Haryana and Delhi. 

The police team has arrested Vishal Bakshi, 35, and Parminder Singh Walia, 29, both residents of Subhash Nagar and recovered original passports of victims and computer containing software for preparing visa.

The Crime Branch was on the lookout ever since Balbir Singh of Kurukshetra, Haryana, had complained about cheating in this regard.

During the enquiry of this complaint, the Interstate Cell found that a racket was being run from a rented flat at Fateh Nagar near Tilak Nagar in West Delhi. After discreet enquiry and local intelligence, the flat was raided and accused Vishal Bakshi apprehended from there.

Fake visa documents, several passports, computer with scanner and printer, pen drive, fake demand letters of companies, etc have been seized from the flat.

After interrogation of Vishal, another accused Abhay Walia was apprehended from his house and passports of different victims along with the passport of complainant were recovered from his possession.  

The duo disclosed that they would download vacancies of various companies based in Canada and Australia from the Internet and later contact anybody interested in going to these countries.

They would then prepare fake demand letter of the company and allure their victim to give money for visa and other expenses. After receiving money from their clients, they showed fake visa and other employment documents to their clients, and put all their documents in a traveller bag.

After reaching at the airport, they replaced the bag with an identical traveller bag. When the victim appeared before officials for clearance, he would find that his bag was changed.

The accused persons would then advise him to lodge a report of missing documents and go to police for duplicate passport etc. The cheats frequently changed their offices in Delhi.

Vishal is a graduate from Delhi University and has done diploma course in Electronics, Advance networking and certificate in Computer Animation.

He had worked as Electronic Data Processing Manager in HP Export for three years and also worked for five years in Zercon System Ltd., as a Project Leader. After that he left his job and started his own work of BPO.

Forum defends doctor

“Medical negligence is not always on the part of the doctor,” ruled the national consumer disputes redressal forum while dismissing a complainant’s plea.

The forum held him responsible for not following medical advise.

PN Sudhakar Gupta, a Bangalore resident had filed a complaint with the state commission against the Anugraha Vittala Nursing Home of Bangalore, alleging medical negligence by the private nursing home.

The case dates back to July 26, 1992 when Gupta’s 16-year-old daughter ran up fever and was taken to the nursing home.

On examining her, the doctor recommended a blood test, which showed the patient was suffering from typhoid fever. The doctor prescribed suitable medicines to threat the disease.

But the girl again visited the doctor, complaining of severe headache and vomiting. A bottle of blood was administered to her, which resulted in vaginal bleeding.

The doctor gave her another bottle of blood and antibiotic medicines, and she was admitted to the nursing home.

Since the condition of the girl was not improving, the doctor referred the patient to Kidwai Memorial Institute of Oncology, also in Bangalore, which confirmed that the patient was suffering from leukemia.

Doctors then asked Gupta to get bone marrow aspiration test conducted on the girl, but Gupta refused to do so.

“The complainant has not been able to prove what the nursing home should have done that it did not do. Unquestionably, the onus of proof in this regard lay on the complainant to prove his case of medical negligence, in which he has completely failed,” ruled justice SN Kapoor and justice BK Taimni on Wednesday.

In his complaint, Gupta alleged that despite knowing the fact that his daughter was suffering from leukemia, the doctor did not prescribe any medicines for that and only administered blood transfusion.

Gupta took his daughter back home from the KMIO Hospital on September 22, 1992 and two days later she died.

“The medical negligence in this case is attributed to the complainant, who despite several recommendations from medical experts refused to go in for bone marrow aspiration test, in absence of which the doctors failed to diagnose the right cause of disease,” the bench ruled. — IANS

CM thanks children for extending green cover

Delhi Chief Minister Sheila Dikshit has said that indiscriminate tree cutting for executing developmental projects would create ecological imbalance in the world.

Speaking on the occasion of World Forestry Day organized at Asola Wildlife Sanctuary, Dikshit added that children in Delhi have contributed a lot in

extending green cover. She called upon children to function as environment ambassador. Massive tree plantation in Delhi has been a priority for the government, and in this endeavour, nine new city forests are being created at various places in the Capital.

She said that 22,000 saplings would be planted in Raj Vidya Kendra. About 300 children from Raj Vidya Kendra participated in the tree plantation programme. Ecological balance is being disturbedto meet needs of the people.

“We will have to face a strong challenge if concrete steps for preservation of ecology are not immediately taken. The government is working to make Delhi pollution-free and a green city.

She described bio-diversity park near Wazirabad as one of the shinning examples of her government’s efforts in this direction.

The park in 693 acre area would help in restoring glory of river Yamuna apart from helping in preservation of those species of birds and trees which are endangered.

Secretary, Environment, J.K. Dadoo informed that as Forest Department intends to undertake plantation of fruit-bearing trees in all parts of the wildlife sanctuary, plantations will be raised in the remaining areas during the next financial year also.

Disparity has widened: BJP

Terming the claims of prosperity in the economic survey of Delhi 2007-08 false, the BJP has said that the Human Development Report indicates that a large number of people below the poverty line are living hellish life.

Their number has increased to 23 lakh during the Congress rule from 11 lakh during the NDA rule, Delhi BJP chief Dr Harsh Vardhan said.

This report was tabled in the Delhi legislative assembly yesterday.

Delhi state having a population of 1.62 crore is surrounded by many disparities. People feel that there is great inequality between the life styles of rich persons and the poor people.

On the one hand some children are enjoying unlimited luxuries of life and on the other lakhs of children do not get space for walking and even sleeping.

This fact has been mentioned even in the survey report. This has also been mentioned that the first step towards making Delhi more safe for its citizen is that the tendency of human exploitation and inequalities should be ended, he said.

Dr. Harsh Vardhan said that price spiral in Delhi is at the highest level of the last 11 years.

Even VIP areas are not spared from power cuts and scarcity of water. Now pulses, vegetables are beyond the reach of general people. On the occasion of Holi, Naroj, Good Friday, Id Milad-e-Nabi the kitchen of common man is empty.

Two women run over by train

Two elderly women returning from a wedding in Ghaziabad’s Kela Bhatta village were run over by a train at level crossing near Dankore. Both of them died on the spot.

The marriage of Fazlu Paledar’s son was being solemnized in Fateh Khani Mohalla of Bilaspur. Fazlu’s mother-in-law Jano (60) from Ghaziabad Kela Bhatta village and the wife of the younger brother of Fazlu’s father-in-law Bano (65) had come to attend the marriage.

After the marriage ceremony, both the women were crossing the Dankore railway crossing at 10.30 am on Thursday when they were run over by Poorva Express, bound for Delhi.

The house where wedding had taken place was plunged into gloom. The police have sent both the bodies for autopsy.

He succumbed to his injuries later in the day. The incident took place in the wee hours.

According to the police, Mukesh reached the house of the girl around 4.30 am and proposed to the girl.

The girl rejected the proposal. He doused himself with petrol and set himse ablaze.

Worker beaten to death

Eighteen-year-old Baijnath Yadav, working in Niranjan Rice Mill in the Alipur area of the Capital, was yesterday killed by his senior Sanjit, alias Raman.

Sanjit, 24, was arrested in the morning today and he has confessed to his crime.

The incident took place around 9 pm. Sanjit had asked Baijnath to remove empty tea glass after having tea. But Baijnath refused to do the same and was beaten up by Sanjit that later resulted in his death.

Somebody from the mill informed the police about the incident and they reached there around 3 am.

Baijnath had been working in the mill for last one year and belonged to Balia district.

Two arrested for making illicit liquor

A team of the crime branch of the Delhi police today arrested Shyam Babu, 36 and Ghat Karan Vashist, 32 for running an illegal liquor-bottling unit in Prehladpur area.

The duo were caught red-handed from a small room while preparing adulterated liquor.

Two cartons of adulterated spurious liquor, about thousand ‘Shokeen’ labels, 500 bottle caps, a machine for capping bottles and numerous empty bottles, were recovered during the arrest.

The raid was made on the basis of information received by the team that some people were manufacturing illicit liquor and then bottling it with fake stickers.

The team led by inspector Jitender, consisted of SI Ram Avtar, SI Sunil and others.

With the festival of Holi round the corner, this liquor was to be sold in the surrounding resettlement colonies of Prehladpur area at a higher price. 

A case under the Excise Act has been registered at the Bawana police station.

Two held for Ayurvedic institute director’s killing

New Delhi, March 21
Two men have been arrested for allegedly kidnapping and murdering the director of an Ayurvedic institute here over his illicit relations, the police said on Friday.

Mahesh Gupta, 32, and Neeraj Bindal, 23, were arrested for allegedly kidnapping and murdering T. Bhikshapati, 52, director of the Central Research Institute of Ayurveda in West Delhi’s Punjabi Bagh area. A scooter, a motorbike and a Santro car were seized from them.

The investigations started on Thursday after the victim’s wife reported that her husband had been missing since March 9. She told the police she suspected that her husband has been kidnapped.

“During the search of the victim’s house, three diaries and some letters were recovered, through which it was established that he was having illicit relations with a girl Kavita (name changed),” said deputy commissioner of police (West Delhi) Sharad Agarwal.

“Kavita’s brother Mahesh was interrogated at length and he later confessed to killing Bhikshapati and disposing of his body,” Agarwal added.

The police said Mahesh came into contact with Bhikshapati two years ago, when he went to the institute for buying some medicines.

Both of them became good friends and Bhikshapati started visiting his house. He developed an intimate relationship with Mahesh’s sister during these visits.

The police said Mahesh connived with his friend and killed Bhikshapati because of his relationship with his sister. —IANS

DTC service to Gt Noida started

Greater Noida, March 21
The DTC has started a bus service between Delhi and Greater Noida. The service will cater to the commuters going from Greater Noida to Dhaula Kuan and New Delhi Railway Station in the national capital.

Lok Kalyan Samiti had been pressing for a regular DTC bus service between Delhi and Greater Noida. The committee members had personally met Delhi Chief Minister Sheila Dikshit and Delhi transport minister Haroon Yusuf to apprise them of people’s problems.

The bus service between Greater Noida and Delhi would make four trips. In the first route, the bus starting from Greater Noida authority office will go to Noida via Ryan School, Delta Heritage Club, Pai Sector, Parshnath Chowk, Pari Chowk and Expressway.

In Noida it would touch Film City Sector 16-A, Toll Bridge and go via Maharani Bagh, Lajpat Nagar, Moolchand Hospital, AIIMs, R.K. Puram, Moti Bagh and Dhaula Kuan.

While the bus for New Delhi Railway Station, will go via the same route up to Moolchand Hospital and then turn towards CGO complex, India Gate, Nirman Bhawan, Udyog Bhawan, Akashwani Bhawan and Connaught Place to reach New Delhi Railway Station. The maximum fare for this bus is Rs 25.

Secretary Ramesh Negi of Lok Kalyan Samiti said the Delhi government had assured that if the feedback from the commuters is encouraging, the number of buses could be increased.

Both Ishaan and Radhika are all-rounders and have won many awards for their academic excellence.

It is for the first time that two students from one school in India have got through the prestigious institution.

The jury of the Society of Dyers and Colourists (SDC) National Students’ Design Competition has short listed Amit Kumar from NIFT Gandhinagar and Neha Aneja of Pearl Academy of Fashion, New Delhi, for the final round at the SDC’s Global Competition in the UK.

The finalists received a gift voucher from Prasad Pabrekar of Spykar Jeans. Neha Aneja along with her guide Seema Mahajan will undertake a fully paid trip to UK by the SDC India to participate in the global competition.  

The Indian leg of National Design Competition was held on February 26. Over 87 submissions were received from 15 Institutes from across the country.

The global winner will receive the SDC Colour Design Award 2008, with a cash prize of £1000, plus the Veronica Bell Trophy.

The winning college will also receive a prize. Pantone Asia will be supporting this year’s global competition and is donating a Pantone Cotton Passport for each of the overseas winners.

IGNOU sericulture course

Minister of state for textiles EVKS Elangovan yesterday launched a new course on sericulture at Indira Gandhi National Open University (IGNOU).

The minister released the study material of the course while the brochure of the programme was released by IGNOU, vice-chancellor VN Rajasekharan Pillai.

Other dignitaries present on the occasion included Uma Devi, director silk, ministry of textiles, M. Sathyavathy, IAS, member secretary at the silk board and other academicians from IGNOU.

The course is a six months ‘certificate in sericulture’ programme and will begin in the July 2008 academic session. It has been developed by the school of agriculture, IGNOU in collaboration with the central silk board of the ministry of textiles.

The IGNOU-CSB programme is the first such full fledged educational and training programme being offered in the country through open distance learning mode.

Through the programme, the central silk board and IGNOU aim to impart scientific and entrepreneurial principles to farmers and technicians involved in mulberry cultivation and silkworm production.
