New Delhi, March 18 He also imposed a fine of Rs 500 on Vijay Jolly for misbehaving with an employee of the assembly. The speaker took this action under Section 66 of the Delhi assembly rules. He reprimanded Vijay Jolly and Karan Singh Tanwar under Section 77(1 b) and imposed fines on them under Section 77(1 d). He imposed an additional fine of Rs 500 on Vijay Jolly under Section 78. Addressing the house, the speaker said that during 50 years of his political career in Delhi he had never seen such an unruly scene. He advised MLAs to raise public issues in the House for which voters had elected them. The House will take stern action, if any representative does not follow the parliamentary procedures. However, the BJP MLAs demanded that fine should also be imposed on Bisham Sharma, Congress MLA. They had reacted to the Congress MLA’s action. Later, the BJP MLAs boycotted the House. Chief Minister Sheila Dikshit thanked the speaker for the action he had taken against the MLAs at a press conference. She condemned the “undemocratic and shameful incident that occurred in the House yesterday.” “This is for the first time in the history of Delhi assembly that members of the opposition resorted to muscle flexing tactics and displayed behaviour devoid of decorum to overshadow the opening address of the budget session by the Lt Governor. The episode was an insult to the assembly and the office of the LG, who was the presiding officer on the opening day of the budget session”, the Chief Minister said. She said, “The House resembled an unruly street demonstration with BJP members standing on their seats, their relentless sloganeering drowning the words of the LG. Grabbing the speaker’s microphone, hanging banners from microphones, scuffles and use of unparliamentary language was the scene during the LG’s address,” she said. |

BJP workers bid to gherao assembly
New Delhi, March 18 The workers had gathered near Chandigram Akahra. The police arrested them near trauma centre. However, they were released later. They carried placards with slogans like – “Sheila teri yahi kahani, sasta jivan mahanga pani”. They were protesting against scarcity of water, civic amenities and corruption in the government. The Lt Governor Tejender Khanna had read out a 24-page booklet in the assembly that described the works carried out by the government. Vardhan said that it described the 10 years rule of the “corrupt and despotic” Chief Minister. He said that the LG’s address contained false information to mislead Delhi’s population. The Lt Governor had announced to make Delhi an international city. But, the fact was that the Delhi government was not able to supply water even to the Prime Minister. The heavy traffic jams often leads to accidents. The government was ineffective on issues related to education, health, roads, transport, power, water, development of villages, regularisation of unauthorised colonies, development of dalits and deprived people, development of JJ colonies and price rise. Jagdish Mukhi said that the Delhi’s population had lost trust in the Congress government. The Chief Minister claims through advertisements in newspapers that there was no scarcity of water in the Capital. But, her claim had been exposed when the Haryana government rejected the request for supply of water to Delhi. The Sheila Dikshit government was planning to move the Supreme Court for the share of water for Delhi. If water supply was sufficient in the Capital, why had the Chief Minister written to the Prime Minister to help in procuring water, he questioned. |

New Delhi, March 18 Addressing a press conference, the Professor Mukhi said that the congress MLA could not tolerate the issue of water scarcity raised by the BJP. The Chief Minister has no replies to the questions raised by the opposition parties. The BJP MLAs have given 75 notices to the assembly on 25 problems of Delhi to be taken up under short duration discussion. |

Cong leader charged with rape gets bail
New Delhi, March 18 A case has been lodged against him under Section 354 of the IPC at Mehrauli police station. According to Aleena Gaddi, 34, a Congress worker living in Chhatarpati Enclave in South Delhi, the former minister was in the city few days back regarding a Rajya Sabha nomination from Manipur. Aleena had invited Virender Singh at her residence on Saturday night when the incident took place. “Virender singh attempted to rape me but I resisted and slapped him thrice. Taking offence he hit me back on the head and made me unconscious. When I regained conscious by the help of my servant he was gone”, said Aleena. She revealed that she went looking for the man and even called the PCR. But the man could not be arrested. |

New Delhi, March 18 According to Usha (name changed), wife of Harvinder, resident of Lajpat Nagar, was visiting her mother in Raghubir Nagar when she developed some pain in the stomach. As a result, her mother took her to the nearby Guru Gobind Singh Hospital, where Rathor was on emergency duty. He sent the victim’s mother out of the check-up room while he conducted the check up and tried to violate the modesty of the patient. The so-called doctor also wrote down his phone number on a piece of paper and asked Usha to meet him outside the hospital in the evening. When the woman told the incident to his relatives, they took her to the hospital and tried to catch Rathor. However, he managed to dodge them and slipped inside the hospital. When people assembled reached the emergency department and asked for Rathor. Dr Bhupinder who was on duty assured them that Rathor would be handed over once the police came in. He had in the meantime called the police. However, when the police reached there and refused to hand over Rathor, the mob got unruly and started breaking the furniture and windowpanes of the hospital. Dr Bhupinder was also assaulted by the mob, while other doctors on duty in the emergency department fled. Finally, senior police officers from Rajouri Garden police station, including SHO Hari Singh Rawat and local MLA O.P Babbar reached the spot and tried to pacify the relatives of the woman. People were demanding the arrest of Rathor. |

Noida, March 18 According to the police, RK Anand, a deputy manager with SAIL, had just stepped in his car after leaving his residence in Sector 62 here, when two men on a motorcycle fired at him. According to superintendent of police (city) RK Gautam, as Anand stopped his car at the red light at around 9:30 am, two unidentified men on a motorcycle fired at him. He received bullet injuries in the chest and abdomen. He was rushed to a nearby hospital, where doctors declared him brought dead. —

Soha may get show-cause notice in arms case
Gurgaon, March 18 While talking to media persons here today, deputy commissioner, Gurgaon, Rakesh Kumar said that as per the copy of passport of Soha Ali Khan available with the district administration, her date of birth is October 4, 1978 and when the arms licence was issued to her in 1996, she was not eligible to hold the licence. At that time her age was 18 years and one month whereas for holding an arms licence, one should be of minimum 21 years of age. According to the deputy commissioner, a rifle No. 91501 was entered in her licence and her father Mansoor Ali Khan Pataudi was appointed a retainer of this rifle on January 7, 2000. It is alleged that this rifle was recovered from Mansoor Ali Khan Pataudi in the black buck poaching case. He said that since the offence occurred in Jhajjar district, a report has been requisitioned from the SP Jhajjar and only after that a two weeks’ show cause notice under Section 17(3)(D) of Arms Act would be served to Soha Ali Khan as to why her arms licence should not be cancelled. He said that her licence number was 1/DM/G/NOV-1996 and it was renewed in 1998, 2003 and 2005 after taking reports from the police. While replying to a question pertaining to the missing of original application file, the deputy commissioner said that he himself would inquire the matter and an FIR would be lodged in this regard. He said that the renewal file of Soha Ali’s licence was available with the administration. Kumar accepted that there is lacuna in issuing the licence to Soha by the administration officials right from the top to the bottom as nobody pointed any query on issuing of licence to the under-age child. He said the inquiry would make it clear as to who were the officials involved in this case and what steps would be taken against them. While replying to one of the questions, Kumar said that he had directed the SP Jhajjar to submit a report whether the Gurgaon police or licence-issuing authorities had been informed about the usage of this arm in the shootout case. He said that after getting the report, he would decide the case. Kumar said that the administration is going to lodge an FIR for the missing documents and some other file documents. At the same time, the deputy commissioner said that the Right to Information Act was rightly used in this case and it was only through an application seeking information about Soha Ali’s arms licence he came to know about the lacuna that she was under age at the time of issuing of arms licence. It is added that on June 3, 2005, the former cricketer Pataudi was arrested for shooting black bucks at Jhajjar in Haryana. Eight, including Pataudi were booked on charges of poaching wild animals including a black buck. The Jhajjar police had recovered the carcass besides two guns and 50 cartridges from the Gypsy in which Pataudi and seven others were travelling. |

Dalit girl kidnapped
Greater Noida, March 18 Her family lodged a kidnapping report in Javer police station. An altercation that took place at a wedding in the village on March 10 is said to be the reason for the abduction. The family has accused the police of adopting casual attitude in the matter. Eighteen-year-old Reeta Prem of Chorley village had a civic paper in the morning shift on Monday. She had stepped out from the house along with her mother Jay Pali who left her at Neemika bus stop. But the girl suddenly went missing from there. Her father said teacher Shyam Lal had informed him on phone that his daughter had never reached the centre for taking the examination. The family looked around for the young girl but she could not be traced. The police were informed later and abduction report lodged at Javer police station. Netrapal said a marriage party had come from Badalpur on March 10 for his niece Sarita’s marriage. Some village youth had beaten up some members of the marriage party. Badalpur residents had lodged a report naming eight persons of Chorley village. On Monday some two dozen people had come to his house from Badalpur for a compromise but the matter could not be sorted out. The people had as a result kidnapped his daughter, Netrapal alleged. There is considerable tension in the village. |

“Red Sun...” story of Naxalism
New Delhi, March 18 “Maoism or Naxalism can be looked at from various facets, especially its proliferation in India. I came to the conclusion that this is a story that needed to be told and that is just what I have done,” says Chakraborty. He further elaborates that Naxalism in the nation “is headed towards some pretty violent times and I don’t think you can wish this away or simply ignore it. As long as people are taken for granted especially the rural masses, denied their rights, violent protest will happen and this is happening because our political system is venal, corrupt and apathetic. Naxalism is a very real threat which is only going to grow, its manifestations are visible in 14 states at different levels from extreme to mild form. In agragrian India there is a real tendency currently for a left of the centre movement and active protest with a Naxal colour to it. This is all emerging of the massive unrest among rural communities and farmers across the nation, an unrest whose murmurs are visible in silent protest movements in many states, farmers’ suicides and violent Naxal protest in other rural areas,” elaborates Chakraborty. “Despite growing awareness of this problem it is not getting enough attention and the state in many ways is acting like a thug. Some of the states where this exists are the poorest areas and there is very little being done for it.” Chakraborty researched the book for two years and traveled extensively in Naxal territories, “my idea was to present people’s stories and show the problem as it exists today.” He says on a prophetic note, “I can see serious caste turmoil happening in India in the coming years and I only see the rural problem and Naxalism getting worse. I see a polarization happening between the rural and urban areas and we could have mini nations sprouting up. Cities are growing at an amazing pace but rural areas are getting left behind. There is a growing sense of alienation and this will result in the nation paying a very heavy price unless this problem is dealt with fast and efficiently.” Chakraborty predicts “a great agragrian crisis and massive caste conflict in the coming years.” |

ASSOCHAM for more education budget
New Delhi, March 18 A random survey, conducted by the ASSOCHAM on pre-budget expectations of Delhi businessmen including SMEs, SSIs, large-scale industrialists and traders, was released here today by its secretary general D S Rawat. The survey said that since Delhi’s infrastructure and power sector care is being taken under the public -private partnership, what is most required is improvement in its education system. For this, the Delhi finance minister must increase its education budget from Rs 11,000 crore in fiscal 2007-08 to over Rs 14,000 crore for the next fiscal, felt 80 per cent of Delhi businessmen. According to them, with increased budgetary allocations, not only over 1,200 schools’ overall infrastructure will improve but also these schools will be able to provide at least safe drinking water to nearly 1 million students that carry water bottles from home. Over 70 per cent of the businessmen out of total 500 whose opinions were sought as to what kind of budget should be presented by the Delhi finance minister in view of the forthcoming assembly elections, were of the view that another major step taken by the administration should be for increased general allocations for women’s welfare to over Rs 250 crore. |

Ghaziabad, March 18 The revenue official has been admitted to a local nursing home. Nathu Singh Sharma, a resident of Mohalla Patra Puri, Hapur, is working as an Amin in Dadri Tehsil office. He was carrying Rs 1.75 lakh of collection during the day on late Monday evening. While waiting for a bus at the Lal Quan bus stop, he was approached by some persons in an Indica car who asked him whether he was waiting for Hapur bus. Nathu Singh readily agreed to take the lift for Hapur. On the way, the inmates of car started terrorizing him by brandishing some weapons. When he resisted the inmates, he was stabbed by the criminals who snatched from him the government money amounting to Rs 1.70 lakh that he was carrying in his bag. After dumping the wounded Amin at Hapur bypass, the criminals sped away. He was later rushed to a local nursing home by some people. |

Major power breakdown in Noida
Noida, March 18 The towns suffered a blackout after a fire broke out in the 315 MVA transformer at 630 MVA Pali power station in Greater Noida. Both the towns get power supply from here. Sources said that a transformer was creating problems since the commissioning of the power station on March 5, 2006. Satanshu Agarwal, deputy general manager (transmission) UP Power Corporation Ltd (UPPCL), said that a fire broke out around 7:00 pm on Monday. It took 12 hours to bring the blaze under control. A dozen fire tenders from Noida, Greater Noida and Ghaziabad were called. “According to a rough estimate, the UPPCL has suffered a loss of 60 to 70 million rupees. Raghu Rai , born at the cusp of independence, whose initial years were wrecked by the trauma of partition, into a new India. This was the India he chose to photograph, and since the 1960s has witnessed, borne testament to and captured some of the most significant moments in the nation’s history. New Delhi, March 18 Deepak, 19, and Jitender ,alias Rahul, have been arrested under Section 41.1(d)/102 of the CrPC. They were apprehended in the Nangloi police station area yesterday while riding a motor cycle. The police has seized a mobile phone and the motor cycle from them. Five motor cycles that they had stolen from various parts of the Capital have been recovered. |
