Panel reprimands AIR station director
Rohtak, August 16
The Central Information Commission has reprimanded the Station Director of All India Radio (AIR), Rohtak, who is also the PIO, AIR, for allegedly harassing an applicant who had sought information under the RTI Act. The commission has also ordered that an amount of Rs 5,000 be deducted from the salary of the PIO and paid to the applicant as compensation.

Mullana calls worker backbone of party

President of the Haryana State Congress Committee Phool Chand Mullana said the party worker was the backbone of the party. They should work for strengthening the party so that the government goes all out to serve the common man, he said.

He was speaking at a party meet here today. While addressing party workers, Mullana said the Congress Party came into existence in 1885 and since then it had been in service of the people and the party played a major role in winning freedom for the country.

He said the party had been working for the upliftment of every community. “If any official is guilty of not helping a Congress worker, he will be punished,” he said. He told the workers if they have any problems they should without any fear go to the department concerned to seek help.

He heaped praises on the chief minister Bhupinder Singh Hooda. “I have worked with many chief ministers, but none compares to Hooda,” he said,

Mullana said Hooda had fulfilled the wishes of the people of this region by setting up a sugar mill.

He warned party workers that leaders from other states were trying to sabotage peace in the state, but their evil designs will not succeed, he added.

Kaithal: The Congress is a party of all castes and religions and due to this reason it has maintained its national status. This was stated by Phool Chand Mullana, president, Haryana Pradesh Congress Committee, while addressing a largely attended party workers’ meeting here yesterday.

Mullana and working president HPCC Kuldip Sharma were given warm welcome on their first visit to this town after assuming charge. Mullana said that the present Congress government was moving on the path of progress and the development activities were going on speedily but the opposition parties were unnecessarily criticising the government on frivolous issues. He asked officials to pay proper respect to Congress workers and address their grievances on priority basis.

Sharma said that the government had launched various welfare schemes for the benefit of the people and even waived Rs 1600 crore as power bill arrears of farmers.

Not only this the government had decided to waive interest of cooperative banks in the case of small borrowers.

Panel reprimands AIR station director

The Central Information Commission has reprimanded the Station Director of All India Radio (AIR), Rohtak, who is also the PIO, AIR, for allegedly harassing an applicant who had sought information under the RTI Act. The commission has also ordered that an amount of Rs 5,000 be deducted from the salary of the PIO and paid to the applicant as compensation.

Dr Shashi Prabha Kailash, audience research officer, AIR, Rohtak, had filed an application with the PIO, AIR, on July 21, 2006, for seeking a copy of the investigation report related to the Kisan Vani Survey.

The applicant later approached the Central Information Commission with a complaint, stating that her RTI application was not accepted by the Station Director as she wanted to pay the prescribed fee in cash. Once it was denied, the complainant submitted two Indian Postal Orders (IPOs), which, too, were returned to her with the remark that the fee could be paid through cash, a demand draft or a cheque.

The bench of Dr O.P.Kejriwal, information commissioner, heard the matter on July 23, 2007. At the hearing, the commission reprimanded the PIO as he was “thoroughly unprepared” over the issue. The commission also warned the PIO that it would recommend severe punishment to be awarded by his disciplinary authorities if this was repeated in future.

During the hearing, the appellant stated that though part of information had been supplied, she had not received a copy of the basic document which she had asked for. This document related to a complaint made by the then Station Director, D.P.Malik, to the Directorate about her conduct in the office. The commission directed the respondents to provide her a copy of this document.

The Station Director-cum-PIO, AIR, Rohtak, Prem Narayan, could not be contacted for his comments despite repeated attempts.

Robbers loot 1 lakh from bank branch

Jhajjar, August 16
Armed robbers looted about Rs 1 lakh from the extension counter of Punjab National Bank in Jharli village of the district this afternoon.

Two youths armed with pistols and wearing masks, barged into the bank. First they snatched the rifle of the guard and beat him up. They also shot thrice in the air to scare the bank staff and customers in the bank, sources said.

The bank staff said one of the robbers barged into the cabin of the cashier, K S Mohar, and took out Rs 43800 from his drawer. In the meantime, customer Ram Awatar of Mohanbari village, who had withdrawn Rs 1.55 lakh tried to escape but the robbers snatched Rs 55,000 from his hand. Though the guard tried to chase the robbers but they escaped on a motorcycle. — OC

Granthi ‘punished’ for levelling false allegations

Leaders of Sikh organisations, who went to Mohammadpur Rohi village in the district today after receiving a letter from the granthi of a village gurdwara levelling allegations of torture and highhandedness at the hands of dera followers, came back reprimanding the granthi and pronouncing ‘punishment’ for him after allegations levelled by him were found baseless.

Baljinder Singh, granthi at a village gurdwara, had written a letter to the Shri Guru Granth Satkaar Sabha, in which he alleged that dera followers, who dominate the village population, had been maltreating him.

He had also alleged that a large number of dera followers tried to attack him with lathis two days back, but he somehow saved his life. President of the sabha Sukhwinder Singh, member of the SGPC from Hisar Baldev Singh Khalsa, general secretary of the Haryana Akali Dal M.S. Wadhwa along with other Sikh leaders reached the village to sort out the matter with the dera followers.

But during the probe, the Sikh representatives found that the granthi had misled them by false allegations.

On the contrary, the granthi was found to have misappropriated some construction material of the gurdwara.

Interestingly, president of the gurdwara committee Nanak Singh was also managing the affairs of the Dera Sacha Sauda satsang ghar in the village.

The Sikh organisations asked him to choose between the dera and the gurdwara within 10 days.

They admonished the granthi for making a false complaint and asked him to perform kar sewa for 11 days by doing daily chores of cleaning the floor, utensils and dusting shoes of visitors.

In another incident, timely intervention by the police averted clash between Sikhs and dera followers at Haroli village today.

Dera followers had planned ‘naam charcha’ by inviting people from the surrounding villages.

This angered the Sikhs, who assembled in the village with swords and started marching towards the venue.

Meanwhile, DSP Harish Dutta reached the venue with a tehsildar and the police. The situation was diffused after the dera followers agreed to perform ‘naam charcha’ at a smaller scale within confines of their house.

Situation turned volatile at Barsin village, near here, where the dera followers busted crackers last night to celebrate the birth anniversary of the dera chief. Angered Sikhs assembled at the village in a large number.

However, some village elders intervened and they counselled both parties to use restraint.

Dera case: Khatta key independent witness for CBI

Khatta Singh, a former driver of the Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, is now the key independent witness for the CBI as he was present at two meetings in which the dera chief allegedly hatched a conspiracy along with his other close associates and ordered them to eliminate scribe Ram Chander Chhatrapati and Ranjit Singh. Khatta Singh had recorded his statements under 
Sections 164 of the CrPC before the judicial magistrate on June 22, 2007 against the dera chief. Although he had made his first statement before CBI officials in December, 2006.

The CBI investigation states that Khatta Singh was present at the meeting held in gufa where in the dera chief allegedly ordered his five confidants to eliminate Ranjit Singh. Ranjit Singh was murdered on July 10, 2002 by the dera men.

While in Chhatrapati muder case, CBI says that Khatta Singh stated that he took the dera chief to Jalandhar to a satsang in Land Cruiser. He along with the dera chief returned from Jalandhar to the new dera on October 23, 2002. Khatta Singh was by the side of the dera chief when dera chief had a hatched conspiracy along with his other three close confidants and ordered them to eliminate Chhatrapti by any means so that he may not write against him in future.

On October 24, 2002 Khatta Singh went to Delhi and at night he came to know about the attack on Chhatrapati and the arrest of the two accused in the case.

Besides it, Khatta Singh had also cited reasons for the delay in approaching the CBI in his statement in two cases. Khatta Singh alleged as mentioned in charge sheet that the dera chief and his associates were very dangerous and powerful. So he was worried about the safety of himself and his family members.

He added that he had mustered courage to come out with truth against the dera chief after the CBI had arrested the main accused in the case.

High Court
NGOs seek probe into Dera affairs

An application was moved in the High Court today by NGOs Global Human Rights Council and All-India Human Rights Watch seeking probe into alleged acquiring of property worth millions by Dera Sacha Sauda.

The application also seeks probe into the role of some political leaders and persons involved in allegedly exploiting sadhvis. It seeks answer to the question as to how a large number of girls were allowed to become sadhvis and who was responsible for allegedly inducing them.

Importantly, it also seeks action against doctors responsible for alleged illegal elections of persons who made sadhvis agree to such alleged abortions. The NGOs also seek to explore the feasibility of sending a team of jurists, advocates or some bureaucrat, serving or retired, into the Dera so as to probe its affairs.

Another significant request was the removal of young and unmarried sadhvis from the Dera so as to put them in some safer place like Nari Niketan.

Also, the NGOs seek security for sadhvis who have given statements to the CBI and other witnesses who were likely to depose in criminal cases relating to Dera Sacha Sauda. It has also been submitted that the Bathinda clash between Dera men and Sikhs should also be probed into.

Dera chief files plea

The Dera Sacha Sauda head, Gurmeet Ram Rahim Singh, today moved the High Court by filing a petition seeking pre-arrest bail in all the three cases registered against him. The trial of the said cases is going on in an Ambala court.
The petitioner has pleaded that the allegations levelled against him by the CBI were baseless, false and frivolous. He has further averred that the said allegations stemmed from political conspiracy to malign him and his followers.
The CBI had recently filed the chargesheet before the Ambala court in all the three cases, journalist Ramchandra Chattarpati’s murder case, Ranjit Singh murder case and Sadhvis’s sexual exploitation case, entrusted to it for investigation by the High Court.

Incidentally, the Ambala court has summoned all the accused in the aforesaid cases, including the Dera head, on August 31

Suspension stayed

A Division Bench, comprising Justice K.S. Garewal and Justice S.N. Aggarwal, today issued notice to Haryana and the Director, Urban Local Bodies, Haryana, over a petition seeking quashing of the order, dated February 28, 2007. The said order had placed the petitioner under suspension as President and member of the Municipal Council, Sohana.

The petitioner had also sought the quashing of the order, dated June 18, 2007, whereby the appeal of the petitioner had been dismissed.

Importantly, the operation of the said orders was stayed by the Bench till the next date of hearing on November 22, 2007.

Youth’s hanging: no arrest made

No arrest has been made so far in connection with a bizarre incident that took place at Buddhakhera village, here, in which a youth was allegedly hanged to death while a girl, reported to be his lover, survived with injuries.

Though the police raided some of the places, a panchayat held in the village today morning supported and defended the treatment meted to the couple. According to details, Manoj Jain (22), son of Vinay Jain, a resident of Gangholi village, was found hanging along with a girl yesterday morning.

A senior police official said the security had been beefed up at the village to prevent any untoward incident.

Talking to mediapersons, Hooda hinted that the name of the new party may be announced on October 6, on Bhajan Lal’s birthday.

In reply to a question about the reasons of his joining and leaving the BJP within a year, Hooda clarified that except the BJP there was no other political platform at that time to oppose the anti-people policies of the Bhupinder Singh Hooda government. But when Bhajan Lal and Kuldeep Bishnoi raised their voices against the anti-farmer policies, he preferred to join his old mentor. — OC

1,026 power theft cases

The theft informer scheme of the Dakshin Haryana Bijli Vitran Nigam has evoked a good response.

A nigam spokesperson here today said 1,026 cases of electricity theft involving a penalty of Rs 2 crore were detected.

He said in view of increasing interest of informers in the scheme, the DHBVN had increased maximum and minimum amount of the reward from Rs 25,000 to Rs 50,000 and from Rs 500 to Rs 1,000, respectively.

On detection of theft, a minimum amount of Rs 1,000 per case shall be given immediately to the informer.

Labs set up in 3 sugar mills

The Haryana government has set up three biological control laboratories in Cooperative Sugar Mills of Sonepat, Shahabad and Meham at a cost of Rs 2 crore. The work of the establishment of a laboratory in Cooperative Sugar Mills, Jind is in progress.

While stating this here today, an official spokesman said these laboratories would help the farmers in controlling various pests like phyrilla and borers and the labs had started the work of supplying parasites to all cooperative sugar mills of the state which would be beneficial to lakhs of cane growers.

The parasites developed by these biological control laboratories were being supplied to the farmers of all sugar mills free of cost, he added.

IAS officer’s request sent to Centre

Chandigarh, August 16
The Haryana government has forwarded the request of an IAS officer, D.R. Dhingra, for correction of his date of birth as recorded in official records.

Dhingra, who is posted as director, Industries, had first represented in 1993 that his date of birth had been wrongly recorded as May 6, 1948, whereas it should have been May 6, 1952. He had submitted all certificates.

The government rejected his request in 1997 on the plea that he should first get his date of birth rectified in the matriculation examination certificate issued by Panjab University.

The officer applied to the university for the correction of the record, which issued him a fresh matriculation examination certificate in 1999.

The officer again applied to the government for the correction. His request has now been forwarded to the Central government. — TNS

Bridge damaged

People commuting between Himachal Pradesh and Haryana were forced to take longer routes to reach their destinations as a temporary bridge on the Choti Markanda river was damaged on Tuesday night after a cloudburst in Monginanda and Sainwala areas of Himachal Pradesh.

The river was in spurt and the gushing water damaged the two bed bars of the river in Sadhaura area. Crops got destroyed and water entered into the villages causing damage to properties of villagers.

The water had receded when the reports last came in. Officials concerned said the bridge would be repaired at the earliest. — TNS

Wheat Import Scam
BJP to protest in Delhi

BJP state co-incharge Harjit Singh Grewal today said they are going to participate in a major demonstration to be held in Delhi to protest the wheat import scam.

Talking to mediapersons here, Grewal said the demonstration would be held outside Parliament on August 20. “A wheat import scam running into crores of rupees has taken place and we are going to highlight it,” he said.

He said that wheat was earlier going to be imported by the UPA government at the rate of $263 per metric tonne but the wheat was not imported at that price. Later, orders were placed for importing wheat at the price of $325 per metric tonne. “In a nutshell, the UPA government is ready to pay much more to foreign farmers but does not want to pay adequate sum to the Indian farmers,” he said.

Grewal said it is unfair to the farmers here. “The rate of interest for farmers is quite high and it needs to be brought down. In BJP-ruled states, the rate of interest to be paid by farmers is comparatively low. Agricultural income insurace scheme should be implemented for all farmers,” he said.

He stated that the Congress-ruled states are facing farmer unrest over SEZ since adequate steps have not been taken by the government to compensate the farmers. He stated that the law and order situation has deteriorated considerably in Haryana.

Grewal said preparations are on for the August 26 rally to be held in Jind in which BJP national president Rajnath Singh would be the chief guest.

The Ambala unit of Indian Medical Association summoned a meeting of various social and political organisations to get their moral support on the issue of ransacking of N.P. Singh Nursing Home a few days back by an agitated crowd.

A senior doctor Mahesh Manocha, who was coordinating the meeting, said it was unfortunate and if such incidents were repeated, it would be difficult for private doctors to attend to emergencies.

A senior office bearer of IMA D.S. Jaspal said deaths took place even in the best of medical institutions like PGI and AIIMS but nobody dares raise a finger against them. He said that doctors running nursing homes in small towns were easy targets and charges of negligence were often slapped on them to extract money or compensation.

President of the local unit of IMA Ashok Sarwal said that guidelines of the Supreme Court should be followed and before registering any case under Section 304-A, a medical board of government doctors should be constituted, and if some evidence of negligence was found only then any action should be taken.

Various social organisations including Loins Club, Rotary Club, Giants Club, Arya Samaj, Akali Dal, Anti-Terrorist Front, Punjabi Sabha, Vishwa Hindu Parishad, Bharat Vikas Parishad, Jain Sabha and INLD condemned the incident.

Ravi Garg, president of the Lions Club said that due protection should be provided to private nursing homes. Viresh Shandilasys, president of Anti-Terrorist Front of India said his organisation would take up this matter in the high court. President municipal council, Harish Sasan, and chairman of media cell, HPCC, while condemning the incident, said the state government was committed to provide security to even a common man.
